Conditional Use Permit application hearing for alcohol sales by Chipotle Mexican Grill; City of Santa Clarita, Ca

The following is a brief portion of the meeting minutes as recorded by the City of Santa Clarita, Ca as part of the conditional use permit application to allow for the use of alcoholic beverages to be served by the applicant, Chipotle Mexican Grill, John Vezirian representing Chipotle Mexican Grill. MINUTES OF THE MEETING OF THE PLANNING COMMISSION OF THE CITY OF SANTA CLARITA CA Tuesday, November 15, 2005, 7:00 p.m. CALL TO ORDER The meeting of the Planning Commission of the City of Santa Clarita was called to order by Chairperson Ostrom at 7:02 p.m. in the City Council Chambers, 23920 Valencia Boulevard, Santa Clarita, California. FLAG SALUTE Commissioner Burkhart led the flag salute. ROLL CALL Chairperson Ostrom, and Commissioners Berger, Burkhart, Kennedy and Trautman were all present. APPROVAL OF AGENDA A motion was made by Commissioner Trautman and seconded by Commissioner Kennedy to approve the agenda. Said motion was passed by a vote of 50. APPROVAL OF THE MINUTES OF OCTOBER 26, 2005 (SPECIAL MEETING), NOVEMBER 1, 2005 (SPECIAL MEETING), AND NOVEMBER 1, 2005 (REGULAR MEETING) A motion was made by Commissioner Trautman and seconded by Commissioner Kennedy to approve the minutes of October 26, 2005 (special meeting), November 1, 2005 (special meeting), and November 1, 2005 (regular meeting). PUBLIC HEARING ITEM 2 MASTER CASE NO. 05253, MINOR USE PERMIT NO. 05039 Fred Follstad, AICP, Senior Planner, gave the staff report and computer slide presentation in the absence of the project planner, Jessica Humphries, Assistant Planner II. The public hearing was opened at 7:27 p.m. Charles Merser and John Vezirian, representing the applicant, addressed the Commission on behalf of Chipotle Mexican Grill with regards to the permit application and address any public comments and or concerns. Speaking in opposition to the item were Alicia Barlow, Tammy Noltemeyer, and Cam Noltemeyer. The public hearing was closed at 7:42 p.m. A motion was made by Commissioner Trautman and seconded by Commissioner Burkhart to adopt Resolution P0544 approving Master Case No. 05253, Minor Use

MINUTES OF THE REGULAR MEETING OF THE PITTSBURG PLANNING COMMISSION February 14, 2006 A regular meeting of the Pittsburg Planning Commission was called to order by Chairperson Ramirez at 7:00 P.M. on Tuesday, February 14, 2006 in the City Council Chambers, Civic Avenue, Pittsburg, California. ROLL CALL: Present: Commissioners Dolojan, Garcia, Harris, Ohlson, Thomas, Tumbaga, Chairperson Ramirez. Commissioner Ohlson requested a clarification to the third bullet under the comments he had made as identified on Page 15 of the minutes. He wanted to make certain that his comments did not imply that Pittsburg High School was located on Leland Road. Planning Director Melissa Ayres recommended that the bullet be modified as follows: • Page 297, top paragraph, third sentence, referenced Pittsburg High School as being near the intersection of Railroad Avenue at Leland Road. He [Commissioner Ohlson] asked that the sentence be modified in that the school was closer to the intersection of Harbor and School Streets. MOTION: Motion by Commissioner Garcia to approve the minutes of the January 24, 2006 meeting, as amended. AP-06-303 (UP) Application by John Vezirian of Rauschenbach Marvelli Becker Architects on behalf of Chipotle Mexican Grill requesting a use permit to allow full alcohol sales in conjunction with a planned self-service restaurant within a new 9,100 square foot multi-tenant building (currently under construction) located at 4400 Century Boulevard, CC (Community Commercial) District; APN 074-460-025 and 026. Associate Planner Christopher Barton presented the staff report dated February 14, 2006 and recommended the adoption of Resolution No.9622 approving Use Permit Application No. AP-06-303 PUBLIC HEARING OPENED PROPONENTS: JOHN VEZIRIAN, Rauschenbach Marvelli Becker Architects, 2277 Watt Avenue, Second Floor, Sacramento, stated that he had read the conditions of approval, had reviewed them with his client, and was in agreement with those conditions. As to the sale of alcohol, beer and wine in response to Commissioner Dolojan, he stated that those drinks would be sold in bottles, with margaritas to be sold in cups. Employees would be trained in the sale of alcohol, which would be monitored, particularly in terms of the outdoor patio area to ensure that alcohol was not being passed outside of the seating area. He added that Chipotle Mexican Grill had other sites throughout the Bay Area, the State and the east and west coasts. DOUGLAS W. MESSNER, Sierra Pacific Properties, advised that Sierra Pacific Properties supported the tenant which would be a nice use in between the existing fast food uses closer to Somersville Road and the adjacent sit down restaurant sites. Civic: PROJECT SUMMARY: Capitol Unity Center – Sacramento Ca

Capitol Unity Center 16th and N Street Sacramento, Ca Constructed: TBD upon completion of current permitting process. Area: 29,226 S.F. Cost: $30 Million Dollars Client: Capitol Unity Council of Sacramento Architect: Joint Venture Project: Studio Southwest Architects / Paul Menard & Associates Construction Document Production Services by RMB Architects 2277 Watt Avenue, Sacramento Ca Ph: 916.488.8500 Project manager: John Vezirian Description: 29,000 S.F. Cultural learning in the heart of downtown Sacramento. The center will consist of a 3 story structure, housing a restaurant, Learning centers and conference facilities. The center was designed by Studio Southwest Architects and was a joint venture project with Paul Menard and Associates of Sacramento. RMB Architects was hired to provide design and construction document production which included many of the key design elements. Project is also a LEED Silver Design.

PROJECT SUMMARY: Arvin Branch Library

Arvin Branch Library 201 Campus Drive Arvin, Ca 93203 Constructed: Yes - Mid 1990’s Area: 8200 S.F. Cost: $1.2 Million Client: City of Arvin / Kern County Architect: Thirtieth Street Architects, 2121 Newport Blvd, Newport Beach, Ca Ph: 949.673.2643 Project manager: John Vezirian Description: 8200 S.F. Public Library constructed for the City of Arvin and Kern County as part of the Kern county Library System. The facility was constructed in the mid 90’s for the city and the county as a facility for the residents of the city of Arvin and also for the use of the local schools. The building is of wood framed construction with a tile roof and cement plaster finish.

Commercial Projects: PROJECT SUMMARY: Downtown Davis Retail, Davis Ca

Downtown Davis Retail Center 139 G Street and 140 F Street Davis, Ca Constructed: Yes, Completed 2009 Area: 13,000 S.F. Total ( 2-Buildings) Cost: $1.7 Million Client: Henderson Properties LLC Architect: Joint RMB Architects 2277 Watt Avenue, Sacramento Ca Ph: 916.488.8500 Project manager: John Vezirian Description: 13,000 S.F, redevelopment project located in downtown Davis, Ca. The project consisted of the demolition of existing structures and the construction of Two New Retail Shops Building for the client between the adjacent structures, on being the existing hotel and the existing buildings along 2ND Street. Design Development for this project was by John Gack A.I.A. and the follow through of the project was by RMB Architects, including all consultant coordination, coordination with the City of Davis Downtown Redevelopment Department, production of construction documents and construction administration.

PROJECT SUMMARY: Walgreens – Portola Avenue, San Francisco Ca,

Walgreens - “LEED Gold” Portola Blvd and Fowler Avenue San Francisco, Ca Constructed: Still under development. Area: 14,000 S.F. Cost: $2.2 Million Dollars Client: Interra Development LLC / Walgreens Architect: RMB Architects 2277 Watt Avenue, Sacramento Ca Ph: 916.488.8500 Project manager: John Vezirian Description: 14,000 Walgreens Pharmacy to be constructed at the corner of Portola Blvd and Fowler Avenue in the city of San Francisco. The project will be constructed on the site of a currently existing Shell Gas Station (to be removed). This is a non prototype facility and incorporates design feature to tie into the existing neighborhood. The project is also a LEED Gold Certified project and will incorporate features such as a Green Roof, Solar Power Generation, Green Grid Wall Systems, Sol-A-Tube Natural Lighting system and more to meet the Gold Rating.

Irvine Technology Center El Camino Real and El Camino Real North Irvine, Ca Constructed: Yes – All phases have been completed. Area: 1.3 Million S.F. Cost: Est. $50 Million Dollars Client: The Irvine Company Architect: LPA Inc. 5161 California Ave # 100 Irvine, CA 92617-8002 (949) 261-1001 Principle in Charge: Jim Kelly Project Manager: John Vezirian Description: 1.3 Million square foot commercial office park developed by the Irvine Company, along the 5 Freeway corridor. The project consisted of 22 Two Story tilt-up structures in a campus formation the project consisted of sited development and planning and the development of the structures themselves and production of construction documents, permit processing and construction administration of the project.

Education: Lynwood High School No.2 – Marco Antonio Firebaugh High School Lynwood High School No.2 – Marco Antonio Firebaugh High School Martin Luther King Blvd and Wright Road 5246 Martin Luther King Blvd. Lynwood Ca Constructed: Area: 158,000 S.F. Cost: Not Available Client: Lynwood Unified School District Architect: LPA Inc. 5161 California Ave # 100 Irvine, CA 92617-8002 (949) 261-1001 Principle in Charge: Jim Kelly Project Manager: John Vezirian Description: Planned in conjunction with the existing John Ham Park, this new 158,000-sq.-ft. high school facility, housing approximately 1,600 students on the former 14.8-acre John Ham City Park site. Joint-use for City of Lynwood and school district functions was the primary development guide for the campus site plan. Public joint-use facilities, such as the new performing arts center, gymnasium, play fields, and community multi-purpose room. Educationally, the program is clustered in to four distinct academic villages. Included within each village are classrooms, computer labs, teacher work areas, and conference rooms. Linking the campus elements together are a central student quad, and the Walk of Achievement The walk

links the main public functions and is provided with information markers to highlight the achievements of significant individuals in the community. The High School was one of my final projects with LPA and I consider it one of my most challenging and rewarding projects with the firm.

Healthcare: Campus Commons Pet Hospital.

Campus Commons Pet Hospital and Surgical Center 2373 Fair Oaks Blvd. Sacramento, Ca Constructed: Pending (plans completed and permitted) Area: 8500 S.F. Cost: $2.3 Million Dollars Client: Dr. Robert Richardson Architect: RMB Architects 2277 Watt Avenue, Sacramento Ca Ph: 916.488.8500 Design Architect. John Gack A.I.A. Project manager: John Vezirian Description: Approximately 8500 S.F. Two Story office building to be constructed on the existing site of the current pet hospital. This facility will combine general vet services and a state of the art surgical center including CT and MRI facilities for the clients pets. The ground floor houses the general vet services and the second floor is to house the surgical services facility. Construction is of CMU, Stucco, Extensive glass and stone features. The facility has parking partially under the second floor which required roll down fire doors, as a unique challenge. Also a challenge was to design and coordinate the construction of the new facility between an existing facility and a cell phone tower and service yard. The goal was in keeping the existing facility open during construction and then demo the old upon completion of the new facility.

DaVita Dialysis Center – West Elk Grove, Sacramento Ca

DaVita Dialysis – West Elk Grove and Red Bluff Ca Sacramento, Ca Constructed: Yes, completed and operational Area: 10000 S.F. Cost: $1.5 Client: DaVita Dialysis Inc. Project Manager: Valarie Roberts Architect: RMB Architects 2277 Watt Avenue, Sacramento Ca Ph: 916.488.8500 Project manager: John Vezirian Description: During my term at RMB I had completed approximately 10 dialysis clinics for DaVita, these included facilities in Sacramento, Yuba City, Red Bluff, West Sacramento, Natomas, Citrus Heights, Vacaville and others. These are OSHPD 3 facilities, and although OSHPD does not normally review the plans. They must meet OSHPD guidelines and codes. The facilities generally are interior tenant improvements. There are occasions where DaVita has built ground up facilities, as shown on the following page. This is the facility for Red Bluff. This project posed a unique challenge, as the site lay beneath the flight path of the emergency heliport. And thus provided many unique height restrictions and design challenges.

Aviation: PROJECT SUMMARY: Wofford Aviation Incorporated

Wofford Aviation Incorporated 4955 E. Andersen Ave (Fresno Intl. Airport). Fresno Ca Constructed: Mid 1980’s Area: 4500 S.F. Cost: N/A Client: Wofford Aviation Incorporated Architect: Bode and Bode Architects 5657 N. 6th Street, Fresno, Ca. Architect: Harry Bode (retired) Project manager: John Vezirian Description: 4500 S.F. expansion to existing hanger facility to provide for new parts department and aviation administration services offices, including sales and charter services offices. The addition was constructed to the front of the hanger facing the runways of the airport, as shown in the photo below; it also included an observation deck across the front for access to upper offices. Notable feature included the use of gas filled window systems to reduce air traffic sound.

Davis Monthan Air Force Base Tucson, AZ. Constructed: 2003 Area: 32,280 S.F. Cost: N/A Client: SUNDT Construction / U.S. Air Force / Army Corp of Engineers Architect: MFDB Architects 3444 Marconi Avenue, Sacramento Ca Architect: Dan Dameron, Project manager: John Vezirian Description: Phase 1 of a 4 Phase dormitory development for the base, which also included the demolition of existing housing units and the construction of (14) connected (8) man housing units, of (56) total units to be developed, including site development in conjunction with SUNDT Construction as part of a design build contract for the Air Force and the Army Corp of Engineers, as shown below (note Phase 1, mirrored from plans prior to const).

My work consisted of a site survey of the existing facility to prepare a site plan for the development drawings. This work consisted of 4 weeks of field measurement of all buildings, and other structures, site features and utilities, coordination with aerial photographs and historical documents to prepare a concise composite site plan for the existing development and the future expansion.
