Definition of a model village :

According to me, a model village should have following :

• A low or no cost , eco friendly, zero effect (on environment ) agriculture system, usinglocally produced raw material, which will insure real inflow of money from cities to thevillage by exporting farm produce, thus insuring profitable farming and prosperity to thearea.• Basic storage and value enhancement facility for farm products , to ensure profitable priceof grown farm produce.•Cluster of cottage industry, manufacturing exportable( to the cities or to the world)product, using locally available raw material, so ensure real money inflow from cities to thevillages.• Gainful employment to every eligible hand , from middle class to poorer classes, whichcan be ensure through the above mentioned steps, and a local market with banking facility.• A low cost quality primary education model to ensure quality basic education to everychild and a cyber café for connecting to the world.• Basic civic facilities like all weather houses & roads, toilets , electricity, health to all.• A cultured civil society, where religious and cultural activities like righteous assemblies( SATSANG), YAGNAS, folk music assemblies and Sporting events takes place regularly.•Village should also have its own social justice system like an strong PANCHAYAT

After two years of study and stay ( I am staying most of the time in the village since 2013), now I havedeveloped a time bound action plan for this transformational activity for this village. Reason for takingso much of time is :

• Gaining confidence of majority of village people , as they are the real drivers of this transformation,so they should, first feel themselves, that this activity is for their good so they should participatewholeheartedly, because this isn’t merely an economic activity rather it’s a transformational activitytouching every sphere of life.• In absence of such confidence, my first efforts for developing cottage industry to manufacturecandles , by creating a LIMITED LIBILTY GROUP was failed due to misguidance of a crook, as there arecrooks in every village who doesn’t want any transformation. So confidence building is very importantfor such transformational project, which can be ensured, only through sharing time and ideas with thebeneficiaries, because people were get cheated many a times in the past and their economic conditionisn’t that sound, to take any further risk.• Finding a development path, best suited to the local conditions by studying socio and microeconomic frame of the area.• Showing my resolve ( to the people) by running my first institution ( for low cost quality primaryeducation ) MA GAYATRI VIDYA PEETH , spite of so many hurdles, raised by miscreants and shortsighted people.

• Now atmosphere for this project is favorable as in a recent spate of an unauthorizedoccupation between crooks and a village fellow, victim walked to me and I had taken hisside and ensured justice, so now villagers are gearing for change and against the crooksreaching to me, as earlier they were not coming openly to me due to fear of croocks.

Before we start, first I should explain, how zero cost and impact (on environment ) agriculture and restother desirables are possible. It ‘s important to understand these first:

• To start with, we need to create a group of 18 farmers( Appx. average 5 BIGHA of land under theircultivation) and two cattle owners (we have to ensure), having one pair of bull and cow each, andadvance plough and bullock cart. Later other farmers can join the group, by creating a cooperative.• We have to build a common BIO GAS plant, big enough to consume dung of 35-40 cattle every day.This we have to build with government assistance and bank loan. This plant will provide cooking gas tothose 20 families against a small fee and half quantity of slurry against the dung provided by farmers.Rest slurry will be sold commercially. This will ensure sufficient fertilizer supplies to the farmers. ThisBIO GAS plant will also run a generator to produce electricity for irrigation purpose and later a bigenough generator could be install to fulfill home electricity ( for sanctioned number of LED bulbsonly) requirement against charges. Later this plant can connected to the sewage system also.• Cattle owner will plough the field and transport farm produce of all these farmers free, against thefull year supply of wheat barn for the cattle owner’s pair of bulls. Rest of the time cattle owner will befree to use his bullock and cart for commercial purpose. Milk of two cows and slurry of his cattle dung,which will be bought by BIO GAS plant, will also provide him earning for his livelihood.• Group will have a deep bore well for watering field and a thresher for grain extraction, powered bythe BIO GAS generator . This service will be provided against a small monthly fee.• Group should also have a storage facility for storage of farm produce, having facility of bank loanagainst the stored grain to ensure better prices of farm produce.

• Group will adopt sharing crop model, and for our area, we’ll adopt sugar cane cultivationwith other crops. Sugar cane will be sown on 2 feet broad beds having 8 feet of distanceamong them. Field between these beds will be used for two other full time crops. This willensure full production of three crops, as well as LEMON GRASS or other fragrant plants orbushes will be grown on the farm border , which'll also give three cuttings yearly, thus willrecover the lowered input cost, thus making the agriculture cost free. Sugar cane will besown once and cut year on year for next 8-10 year , as having so much of distance and useof BIO fertilizer will make this possible.• Nuclear seeds sourced from the agriculture universities will be used and seeds will bekept for sowing next crop by changing the field through exchange in the group.• BIO PESTISIDES will be made and used by the group and as limited water and BIOfertilizers will be used, so crops will be less prone to the deceases.• A small oil extracting facility for extracting the oil from lemon grass or other fragranceplants, and these fragrance oil can be consumed by local Incense Stick (AGARBATTI) cottageindustry, we’ll develop along with agriculture .• Later by forming a PRODUCERS GROUP, a JAGGRY or COUNTRY SUGAR manufacturing unitwill be installed for value addition and thus ensure further prosperity to the group.• Other members of the group or village will also be pursued to start other processing unitssuch as wheat flaks ( DALIA) , rice, lentils or spice processing units etc. for more gains.

Now, cottage Industry

With the help, through PRADHAN MANTRI ROJGAR SRAJAN YOJANA (PMRSY), a cottageindustry cluster, manufacturing incense sticks or AGARBATTI will be developed. We’ll startwith 50 families and later other families will join. It will be done in following fashion:• I’ll procure loan and assistance under the PMRSY and instead of mechanization ofmanufacturing process, we’ll train 50 ladies for hand made incense sticks or AGARBATTI.Later semi automatic machines through bank loan by creating a Limited Liability Group canbe given to these ladies for more production, thus earnings.• These sticks will be collected from these scattered manufacturing facilities at cottages ofvillagers and will be scented and packed at our facility.• After packaging and branding, at our facility, these manufactured AGARBATTI and scentedcones will be shipped to the market for sale. Locally made wooden boxes or hand madepaper will be used for packaging, to give classy look to these products.• We’ll manufacture value added products such as AGARBATTI having medicinal properties,like for distressing or stimulating sleep by using natural oils and fragrances, with the help ofexperts, for niche market. Hand made product, using HOLY FRAGRANCES instead ofchemical ones, and providing employment to the underprivileged , will be our USP forselling these products at niche high end markets/ malls.

This enterprise will be converted to a cooperative for expansion of business at later stage.

For, creation of a righteous and healthy society

Since almost last two years, we are organizing a monthly YAGNA ( Fire Worship ) on POORNIMA or FullMoon Day, at our school ( MA GAYATRI VIDYA PEETH) premises. Hardly any villager joins this YAGNA atpresent and it is manly performed by school teachers and students.

After starting our agriculture and cottage industry ventures, when we’ll start earning , we have plan totake control of a old depilated temple complex, belongs to a migrated family of our cast and willappoint a priest over there. We’ll renovate that place and start a daily PUJA and YAGNA (fire worship)at that premise. A trained priest from SHANTI KUNJ of GAYATRI PARIVAR or ARYA SAMAJA will beappointed to perform the daily PUJA and YAGNA as well as perform SODAS SANSKARA ( sixteen rituals,necessary for every HINDU) for every villager at a nominal fee. Villagers will be encouraged tocelebrate birthday’s of their kids at temple, and priest will be the integral part of village populace.

Also a weekly folk music and BHAJAN assembly we’ll start and like Gujarat and Bengal, we’ll startorganizing some public festival such as GANESH/ SARASWATI PUJA and nine day long NAVRATRI festivalat temple complex.

Teenagers at village will be encouraged to form a Sports club and start organizing regular sportingevents. A small wrestling ring and exercise club can be establish at temple complex or at any otherplace. Our village is centered among the cluster of 8-10 villages, and students from these villagescomes to our village high school to study, since last 50 years, so there will be a possibility of suchevents at our village. A television can be installed at temple for watching matches and other importantevents for the club members.

For, creation of basic civic facilities at village Presently a host of multiple government agencies provide civic services at every village. Following personal and departments are involved at village level :

These personals have duel reporting system, to the Village PRADHAN as well as to their respective departments. You can easily imagine, money government spends and we all know the quality of services villagers receives, from these personals. Every village have PAKKA PANCHYATGHAR now.

Now here I would like to talk something out of the box, which isn’t in my preview totally, though I’llsurly take some steps, but I will share the complete idea to show complete solution of this nonperformance problem.

We have seen that there are more then 10-11 government servants ( excluding primary teachers)works in a village, providing various services, reporting to multiple agencies and as there are multipledepartment and agencies are involved, then there prevail overlapping of responsibilities andactivities, which leads to lack of performance. Earlier I use to think that government completelyneglects the rural areas and concentrate on urban areas only, but when I had stayed there, then Ihave realized that, the real problem is non performance and as these people are posted far and wideso there is virtually no check on their performance. Though non performance exists in entiregovernment apparatus but this problem of non performance is acute in rural areas.

So in my opinion, when there is a space for office available in the form of PANCHYATGHAR and somany employees are there, then why don’t we create a village specific Development Corporation i.e.Sikandarpur Development Corporation , like municipalities and transfer the entire activities to thesecorporations. This corporation should get bundled assistants and appoint and manage all the staffworking in any village, after deciding standard wages and salary, having following responsibilities :• Construction and management of village infra like roads, sewage and water system, garbageprocessing and electricity generation and distribution through unconventional sources like BIO GASor Solar. This will make these corporation financially viable and reduce massive governmentexpenditure in management of these services, it occurs.

• These corporations should be established on PPP mode and government should establish a regulatorand decide clear cut KPI ( Known Performance Indicators) for these corporations.• These corporations should be headed by agriculture university graduates as Chief Operating Officerand government should create a separate cadre for these corporation chiefs. These chiefs could bepaid by the government and become the government nominees on the boards of these corporationswith village PRADHAN and PANCHYAT members, along with the entrepreneur.• Assistance to these corporations for creation and management of infrastructure should be providedon clearly laid pricing of assets and services against the services provided and social assets develop.• Government should bear the 70% of expenses in the form of assistance(which should gradually reduceand later removed, once some profitable fixed assets developed by the these corporations) andcorporations should allowed to collect the remaining 30 % (no change, even in future) in the form of taxes

from the villagers. They should also be allowed to collect some taxes from cottage industry, runs in a village.•These corporation should also have a commercial officer to collect taxes and dues of consumableservices like electricity or BIO GAS slurry as fertilizers, and should also help villagers in marketing offarm produce against a small commission.• These corporation should be allowed mergers and acquisition, so that non performing corporationsshould be punished and performing one should be rewarded by their expansion.• Amount of government assistance to these corporations should be shared with villagers by erectingNOTICE BOARDS in the village, like it does with NREGA work, so that villagers should know that whatamount of tax payers money government is spending on these corporation for the good of villagers.NERAGA can be replaced with corporations, as locals will only work in these organizations.

Restrictions like cooperative and NGO format should not be imposed on these corporations. These socialenterprises should be open to any one who would like to start such a ventures and profit from theactivities should not be hated. Compulsory contribution to CSR activities like running village temple orsports club can be imposed. CAG audit should also made compulsory for these organization, till they receivegovernment assistance. A Service Quality Audit(SQA) from external auditors should be enforce as precondition for continuing their working contract.

Possible benefits of this idea will be :• It’ll handle the problem of non performance in rural areas head on, as the reporting of staff engaged, will becentral and local. As people will pay a part for the services, so they’ll also expect effective delivery and raisestrong grievance in case of gross non performance.•Drastic reduction in pilferage of government funds as there are lot of layers between the government andbeneficiaries, so a lot of money wasted in the system only for providing the basic services, but due to thesemeasures, benefits will reach directly to the beneficiaries.• It’ll create a real decentralized government and encourage democracy. It’ll truly empower all the classes ofthe society and general public will feel empowered.• The amount, which government already spends, with the investment of private capital , more then 150thousand new enterprise could be created, which will lead to generate a lot of jobs at village level and asthe employees has to report daily, and on time, so they’ll stay in villages, thus middle class at villages willalso flourish and possibility of re-migration from cities to the villages, could also be emerge.•We’ll create a vast middle class in the rural heart land , which is missing now. It’ll further encourageeconomic activities and generate service jobs for poorer people of the area so they’ll also be benefited fromthese increased economic activities.

• It could open window for large number of people to enter in the public service domain, which willfacilitate cleaning up of politics also, as people with social inclination will only take-up this task andwill be able to maintain their life in socio/political domain without wrong practices.

•The biggest benefit of this concept will be, creation of a domestic consumption driven secondlargest economy of the world, after the US in amazingly short time. Just imagine, even justaverage Rupee 50,000,00/- (5 Million) annual turnover of each of these corporation will addRupee 75,00,00,00,00,00/- ( Seventy five thousand Million) to the GDP. Imagine when thisamount coupled with additional money in the hands of farming community, generated out ofprofit from the Zero / Low cost farming and profits of owners of millions of micro industries,will enter into the consumer market, then what kind of demand can be generated formanufacturing and service industry.• With effective implementation of banking initiative like PM JANDHAN bank accounts, thisentire economy could be on legitimate ground and on the digital banking platform. It'll furtherboost the government’s revenue, thus more money on social spending, which will give furtherboost to these initiative.• The consumption driven from these corporations and individuals will benefit the small, mediumas well as large enterprise, resulting into boom in the economy , which will be domesticconsumption driven and largely based on domestic capital and technology, thus more stable inthe nature so here our large pool of human resource will be a boon for us, instead of problemas it is in the highly technology dependent economic model, which requires enormous capitaland unchecked exploitation of natural resources thus profits and power centered in the handsof few one. This discussed model is real SOCIALISM model.• It’ll hit the fertilizer, seeds and pesticides industry, but this loss will be negligible, compare tothe benefits, drive out of the alternate adopted. It’ll also reduce our hydrocarbon consumption,thus will turn out positive on the environment and trade balance.

Before I start, let me share the strength we possess, which will ensure our success:

• My family enjoys the social goodwill in the area and is considered as helpful to the poorand downtrodden. The village high school was build by our family(financed by my father)some 50 yrs ago is a government financed institution and running successfully since last 50years, though it’s neither in my control nor I am willing to control it.• Many industries like first brick kiln, oldest bore well of the area (still there), flour mill etc.were established by my family, which were closed due to Remote Management problem.• A two year old sole proprietorship social enterprise SEVA HAMESHA, which is running ourprimary school MA GAYATRI VIDYA PEETH, is there with us.• A 15 year old NGO is also with us, which needs to be refinanced and require to pay someunpaid yearly registration fee to the department of societies.• A ten year old corporate training enterprise named GROWMORE CONSULTANCY , whichhad prestigious organizations like TATA AIG Life, Life Insurance Corporation, Institute ofMass Communication and Journalism as its client in the past, when It was in operation, i.e.before my venturing in to the social field.•My professional qualification and experience earned by serving some renowned corporateand organizations, such as Sterling Resorts, A.Tosh & Sons ( I) Ltd, Tata AIG Life, AVIVA Life,OM Kotak Mahindra Life, NIS Sparta, Life Insurance Corporation(LIC) Institute of CostAccountant of India (ICAI) ,in various capacities, i.e. from front line executive to the middlemanagement level.

Now let’s talk about the action plan, to reach our goal of converting village SIKANDARPURKHAS asmodel village by 2016. I’ll show account of activity we’ll undertake in each quarter of these two years(2015-2016) . We‘ll not discuses the nitty-gritty, rather we’ll discuses broad action planned :

• Submitting a Mass Appeal to the District Magistrate for action to drive away monkeys from our village,as they are a menace now, and due to the same, even agriculture ( main source of income to the area)is effected badly, as well numerous incident of fatal accidents occurs regularly.• Submission of a Mass Appeal to Sub District Magistrate (SDM) to resolve some old pending landmeasurement issues (MEDBANDI Applications) of our village.• Submission of Mass Appeal to Electricity Distribution Company for changing the old over head wires,which broke regularly, thus cause accidents.• Message of a mass agitation in February (to press our demand), will be given to the authorities, alongwith these Mass Petitions, if our demand were not met by then . Proper Media coverage of theagitation, if takes place, will also be ensured.• Submitting proposal for starting AGARBATTI ( incense stick) manufacturing along with building a smallFragrance Oil Extraction plant for this venture under PMRSY to the KVIC.

• Forming a KISAN CLUB with 20 members. Subsequently more clubs in every quarter.• Application for building a small BIO GAS plant to IIT Delhi.• Contacting, Fragrance & Flavor Development Center (KANNAUJ), for Farmers Training to grow LemonGrass and other flavored plants and bushes for additional income on Saraswati Puja day (Feb).• Application to District Chief Development Officer (CDO) and Irrigation department for help inrestarting our deep bore well as it will be proved a life line to the agriculture in our all plans.

• Follow the process, initiated last year, to occupy 200 Bigha land from closed Cooperative SpinningMill in our village on annual lease, which currently it is given to others, though we have rightful righton this land as it was acquired from our families. We’ll do cooperative farming on this land.•Application to local rural bank (ARYAVART GRAMIN BABK) for building a 100 MT. godown in my villageand starting the crop loan facility to the farmers from April’2015.•Sowing of Sugar cane in mine as well as other farmer’s field in March, after the cutting of wheat crop.• Campaign for Bank account for every villager under PM’s JANDHAN YOJANA in our area .

I will try my level best to materialize or start work on all these projects in this quarter itself.

• Application to ARYAVART GRAMIN Bank to re start its closed branch at our village.• Process to start renovation, rebuilding and starting the market complex, already exists inthe village, but not functioning due to legal tangles and nobody is there take initiative toclear the mess.•A sales outlet in the staff colony of IOCL’s Mathura Refinery as well as in Delhi to sell ourAGARBATTI and other farm produces under our brand.• Application to a suitable authorities to build mega BIO GAS plant for the group.• Process to Form a Joint Liability Group to purchase 50 semi automatic AGARBATTImanufacturing machines to first 50 families, who will join us in first phase.• Renovation of Temple complex and building a YAGNASHALA. Appointing a priest at thetemple and forming a sports club.

•Starting an online marketing portal for selling the AGARBATTI and other farm produce.• Forming a producers group to establish a Jaggery and Country Sugar plant in the village.• Encouraging some more producers groups or enterprising individuals to start otherprocessing units by availing assistance from PMRSY, whose product we’ll market throughour online portal.• Process to establish four Public Toilets, in the each corner of the village, and linking themto the mega BIO GAS plant , we’ll build.• A cyber café and JAN SUVIDHA KENDRA preferably in market complex(if this projectmaterializes by the time) or in the premises of our institution, MA GAYATRI VIDYA PEETH orrenovated temple complex.

• Developing marketing, logistics and storage infrastructure in DELHI NCR/ KANPUR/LUCKNOW & AGRA for home delivery of organic farm produces , we’ll sell through ouronline marketing portal.• Consolidation of the activities initiated during the year.

•Start process to Form a Agriculture Credit Cooperative society to facilitate trade andfinance cattle, improvised bullock carts and farming equipments for the farmers .

Quarter January- April ‘2016

• Start work on establishing a mega generator powered by BIO GAS and SOLAR Energy powerplant for the electricity generation and distribution in the village.• This project will be financed by way of seed capital investment, government assistance,subsidies and bank loan, which will be repaid from the income generated by selling theelectricity to the villagers.• In day time , electricity will be supplied for commercial consumption such as agriculture forirrigation, grain extraction by thresher and industry such as flour mills or other cottage industryetc and at night for domestic consumption, which will be sold on connection on per LED lightpoint basis . For domestic purpose, electricity will be supplied for Six hours, at different timeschedules in Summer and winter, taking affordability issue in mind, as it’s a major issue invillage, and majority of consumer uses electricity for lightening purpose only. Later with theincrease in prosperity of the area, if demand generates, capacity of this plant can be increasedand metered 24 hr. electricity could also be offered to the consumers, to use other domesticelectrical instruments such as refrigerator, washing machines etc.• A MEGA Village (with the help of different communities of the village) reunion for themigrated residents of our village to show them the renewed village and ask them forremigration to village or their help in our endeavor. People will also be requested to visit thevillage at least once a year.Start work on writing a book on our endeavors to motivate others to take-up such activities.
