PARTICULARS OF ORGANIZATION, FUNCTIONS AND DUTIES

[Section 4(1)(b)(i)]

1. AIMS AND OBJECTIVES OF THE ORGANIZATION:

(1) To augment table fish production to meet the demand of fish for

solving

the malnutrition of the masses in the State,

(2) To conserve and develop the natural fisheries resources of the State,

(3) To conserve and propagate economically important endangered fish

species of the State,

(4) To produce sufficient quantities of high yielding exotic as well as

indigenous fish species for stocking the culturable water areas of the

state

(5) To survey the vast natural fisheries resources of the state for its

relational exploitation

(6) to create artificial, impoundments, ponds, tanks, reservoirs etc, for

enhancement of fish production in the state through pisciculture

(7) to introduce and culture of high yielding fish species in the state

(8) to generate self employment through scientific fish culture in the rural

people for upliftment of their socio- economic conditions

(9) to study and introduce of new technologies for enhancement of fish

production

(10) to create trained manpower for implementation of various

developmental schemes/ programmes of the department

(11) to establish regional and district level fish seed farms and hatcheries in

the state for production of quality high yielding fish seeds to cater the

needs of the private fish farmers as well as establishment of

experimental fish farms for production of table fishes

(12) to impart training to fish farmers/fisher folks at the grass root levels on

the latest technologies in fish and fisheries as well as to the educated

un-employed youths of the state for self employment,

(13) to conduct various fisheries extension programmes for awareness of

the latest technologies to the fish farms / fishermen for augmenting fish

production

(14) to provide technical guidance as well as financial assistance from the

financing institution such as Banks/NABARD/NEC etc for enabling

the poor fish farmers for taking up aquaculture

(15) to arrange for life insurance coverage of the fishermen in the state

(16) to provide basic amenities for the welfare of the fishermen

communities

(17) to formulate and implement various fisheries developmental

projects/schemes

(18) to enforce Manipur Fisheries Act,1988 and Manipur Fishery Rules

1998 effectively

(19) to publish fishery news bulletins, leaflets etc for awareness of the

general public,

(20) to replenish natural fish stock by releasing sufficient quantities in the

large water bodies

2. MISSION/VISION:

The Department aims at development to fisheries in the state to augment table fish

to meet the requirement of the state. The present level of fish production is to the

tune of 18,000 MT (2005-2006) against the requirement of 25,000 MT, calculate

as per the standard nutritional requirement of 11 kgs per capita consumption of

fish for 23,34 lakhs population of the state as per Census 2001, the department

aims at self sufficiency in fish production by the year 2011-12. to achieve the

objective the Department is taking up 14 developmental plan schemes

(1) strengthening of supervisory and Executive Staffs

(2) inland Fisheries Development

(3) fish Marketing, Craft and gear

(4) assistance to pisciculturists

(5) Establishment of FFDAs and other Centrally sponsored Schemes

(6) Establishment of fish Aquarium and Museum

(7) Development of pisciculture in 4 valley districts of Manipur especially in

the peripheral areas of Loktak Lake

(8) Conservation and Development of flood plain lakes in Manipur

(9) Conservation of Declining indigenous Endangered fish specie s of the

state

(10) Production Propagation of Fresh Water Prawn and Other Prawns in

Manipur

(11) Setting up of Fish Disease Detection and Controlling Laboratory

(12) Development of cold water fisheries in hill districts of Manipur

(13) Establishment of fish farms in hill districts of Manipur

(14) Development of reservoir fisheries

3. BRIEF HISTORY AND BACKGROUND FOR ITS ESTABLISHMENT: The state department of fisheries Manipur started its functioning in the year

1959 as a wing of the then agriculture department Manipur under on e chief

fishery officer along with some skeletal staffs.

Thereafter, the Department started functioning as a Directorate since 1979.

the status of the chief fishery officer was also upgraded to the Director of

Fisheries Manipur. All the district level offices headed by on e district fishery

officer each along with both technical and administrative staffs were opened

for effective implementation of various developmental plan schemes of the

department.

4. ORGANISATION CHARTS:

For implementation of various developmental plan schemes / project suitable

manpower management is a must both qualitatively as well as quantitatively. The

department is headed by a director who is the executive head of the department.

He is assisted on the technical side by one additional director, one Joint director,

one deputy Register Co-operative societies(fishery) along with 4(four) Fishery

Officer ea for implementation of various developmental plan schemes. In

administration, he is assisted by one District fishery officer assisted by a fishery

officer along account officer. All the districts have on district fishery officer

assisted by a fishery officer along with technical and administrative staffs. The

department is also implementing fish farmers development agencies one each in

each of the 9 districts (except Imphal east district) headed by one Chief Executive

officer under the centrally sponsored scheme on development of fresh water

aquaculture. The organization Charts of the Department are as enclosed annexure

A, B and C.

5. ALLOCATION OF BUSINESS: To popularize fish culture and enhancement of fish production in the state along

with generation of self employment avenues to the fish farmers and unemployed

youths for upliftment of their socio-economic conditions.

6. DUTIES TO BE PERFORMED TO ACHIEVE THE MISSION: (1) Enhancing production of table fish from 18,000 MT to 25,000 MT

during the period of 2006-2011,

(2) Development of naturally available fisheries resources for more

productivity and generating more self employment and higher income

in fisheries sector,

(3) Special focus will be n hybridization and development. The accelerated

programmes for breeders particularly hybrid seed production of

improved varieties to be intensified advancement of bio technology as

a powerful tool has open a new vistas in breaking genetic barriers and

hence gene- transfer across the boarder is now possible,

(4) Management and action plan for development of divested fisheries in

the state

(5) Setting up of fish disease detection cell with laboratory for

identification and monitoring of outbreak and control of fish diseases

to cater the seeds of the farmers in close association with research

institution of Manipur central university, central Agriculture University

and Indian council of Agriculture Research NEH Region Manipur etc.,

(6) To accelerate production of fish in the state by adopting latest

scientific fish culture through extension programmes under the state as

well as central sponsored schemes,

(7) Strengthening of survey, extension and training infrastructure in the

state

(8) Development of inland capture fisheries b adopting culture based

fisheries and fishing will be done strictly in accordance with the

Manipur fisheries Rules, 1998 to control fisheries of the state,

(9) To resource based capture fisheries in the state are riverine canal and

reservoir fisheries. The main problems in this sector are related to (i)

un-regulated fishing and lack of conservation measures and (ii) lack of

sufficient breeding, hatching facilities, coal water fisheries etc.,

(10) The thrust should be sustainable use of natural resources such as land

and water in such a way it solve to the objective accelerated growth of

employment malnutrition and is also ecologically sustainable,

(11) Conservation and development of existing water areas should form

one of the topmost priorities for fisheries schemes since continuous

fresh silt deposition and phoomdies in these natural lakes/beels every

year jeopardized the existence of these natural water areas and there

is every possibilities that the whole natural fishery resources will

become dry within a short period of time to come with the reason that

these will adversely disturb ecological balance,

(12) Main thrust will be on diversification of aquaculture towards intensive

culture through creating of relevant infrastructure like construction of

1.0 hac. unit ponds etc.,

(13) The basic aim at various developmental programmes in the state will

be to enable the fish farmers to take up pisciculture through adoption

of the latest techniques of fish culture and its arrangement aspects,

(14) The main thrust also center around extension services along with

setting up of fish farms and establishment of prawn seed hatcheries

etc. to cater the needs of fish seed and prawn seed to the fish farmers.

The state Government’s role is in the development of prawn farming

and its future plan of action for sustainable prawn farming,

(15) The main objective of fisheries development in the State are to

increase productively of fish from freshwater resources through

intensive/composite/ mixed farming in small and medium water

bodies and culture-based capture fisheries in the larger water bodies.

(16) The other objectives of fisheries development in the State are to

generate self-employment to the educated un-employment youths by

taking up fish culture/farming and engaging them in fishing industries

and fish culture in their own holding for which schemes like

excavation of ponds/tanks, running water fish culture, integrated fish

farming and agriculture etc. will be taken up under Centrally

Sponsored Schemes during the coming Five Years plans.

(17) Fisheries research, education and extension from some of the critical

inputs for accelerating growth of fish production. Special focus will

be on hybridization, development and accelerated programmes for

brooders, seed production particularly hybrid of improved varieties.

(18) Research on bio-technology for possibilities on hybridization of local

indigenous fishes with other quick growing exotic fishes to find out

suitable hybrid, diseases-resistant parent species for more production

will have to be taken up in the State.

(19) On technology aspects, organization of induced breeding

programmes, mini kit demonstration and technology transfer

mechanism will be intensified.

(20) To study the declining trend of some economically important fishes

like Tort or, Tor putitora, Labeo bata (Ngaton), Schizothorax

richardsonii (Sananga) etc. and remedial measures to be taken up to

conserve these fish species. These indigenous endangered rare

species need to be protected and conserved.

(21) To conduct investigations for proper appraisal for all inland fisheries

resources of the State and to evolve suitable methods for their

conservation and optimum utilization.

(22) To investigate cause, effects and remedies for degradation and

pollution of the available natural fisheries resources and provide

research support for litigation and conservation of such resources.

(23) To study and evolve strategies for development on the impact of the

riverrine fisheries, river ranching projects.

(24) To enforce and implementation of the Manipur Fisheries Act, 1988

and Manipur Fisheries Rules, 1998 with which proper control and

development programmes of the natural fisheries resources of the

State will be possible for their maximum rational exploitation.

(25) Most of the natural fisheries resources available in the State are

owned by the Revenue Department, Manipur. There are 113 nos. of

such natural fisheries under the State Revenue Department. This is

one the main hurdle in fisheries development programmes as the

State Revenue Department has no any such development

programmes. Out of these. Only 28 nos. pf Govt. fisheries covering

1,380,82 ha were divested and transferred to the State Fisheries

Department, Manipur and these water areas have been leased out to

the pisciculture co-operative societies on long term lease basis for

taking up pisciculture programmes. However, development of these

fisheries could not be taken up due to inadequacy of State plan funds

or lack of financing institutions in the state. If sufficient fund is

available or assured either from NABARD through a workable

banking plan on NCDC or non-lapsable pool resources of the Govt.

of India etc., fish production in the State could be boost up

tremendously not only for achieving self-sufficient but also for

exporting to the neighboring states.

11. WORKING HOURS BOTH FOR OFFICE AND PUBLIC : The main office at the Directorate of fisheries, Lamphelpat and all the district

offices at all the 9 districts including branch offices at Jiribam are working as per

working hours prescribed by the State Govt. of Manipur. The office working hours for

the period from March to September is from 9.30 a.m. to 5.00 p.m. and from October

to February from 9.30 to 4.30 p.m. every . Watch and ward of the farm and offices are

maintained round the clock.

12. PUBLIC INTERACTION, IF ANY : Public interactions are made whenever any public in general and fish

farmers/fishermen in particular are visiting the offices/farms of the Department for

any information. Local clubs/Associations/NGOs etc. may interact with the

designated State Public Information Officer and /or State Assistant Public Information

Officers at their convenience during office working hours of the day.

Application/representations, if any from the public are acted upon promptly for

redressal of the general public/fish farmers.

A special Public Grievances Redressal Day is made at the main officer on the

3rd

Wednesday (for next working day) of every month from 9.30 to 1.00p.m. in

pursuance of the State Govt. O. M. No. 21/11/87- DP(1) dt. 09-02-1994.

13. GRIEVANCE REDRESSAL MECHANISM : General public grievances are dealt with special attention by al the Heads of

Offices even at the district levels. Representation /appeals made, if any, are acted

upon promptly and disposed off promptly. Problems and difficulties faced by the

staffs are also discussed for its redressal in the monthly staff meeting of all the

District level Officers at 11.00 a.m. of every 7th

(or next convenient) working day of

the moth. Special attention is also made to redress any sexual abuses/harassments, if

any, to the employees of the Department particularly for the working ladies.

Grievances of the public in general and fish farmer/fishermen in particular, in

fisheries sector, are specially dealt with even during the grass root level training

programmes conducted by the Department in association with the local Club/ NGOs

etc.

The powers and duties assigned and attached to all the categories of

take up intensive fish culture on scientific lines.

(7) He is responsible for proper formulation and

implementation of schemes under different projects

namely Integrated Area Development Programmes,

FFDAs/CSS etc.

(1) He will be the Head of Office and Drawing & Disbursing Officer

of the Directorate of Fisheries , Manipur and will exercise the

powers and duties conferred to the directives/instructions issued

from time to time by the state Government.

(2) He will responsible to look after the administrative and

technical works of the Department under the Director of

Fisheries.

(3) He will be directly responsible for implementation of Central

plan schemes, Centrally Sponsored Schemes, N.E.C., NCDC

and State Plan Schemes implemented by the Department.

(4) He is to formulate plan schemes for implementation in the

State.

(5) He is also responsible for conversion / renovation of beel

fisheries and other fisheries and other derelict water areas for

Intensive fish culture on scientific lines.

(6) He will be responsible for official duties assigned to him from

time to time by the Director.

3. Joint

(1) He will be responsible to look after the administrative works

of the Department under the Director of Fisheries.

(2) He will be responsible for formulation of bankable schemes

as well as normal schemes of the Department.

(3) He is responsible for proper observation of lease agreements

for long term preferential lease of best of beef fisheries to the

Co-operative Societies/individuals.

(2) To assist the Director of Fisheries in administrative and

head of Office & DDO of the respective districts

(3) To supervise functioning of the existing fish farms under his

control/district.

(4) To make land enquiries for renovation of bells, lakes or any

other derelict/fallow areas for fish culture

(5) He will be responsible for proper maintenance of Cash Book

and will be jointly the custodian of office Cash Chest balance

along with the Cashier of the respective office

(6) Any other `works that may be assigned to him from time to

time in connection with the administrative policies and technical

supervision of different schemes in public and private sectors

under the respective districts.

(7) he will be responsible for production of fish seeds of

different varieties of Indian and exotic craps in the district

(8) He will be responsible for research work on soil, water,

fecundity, study of growth rate relationships, experiments on

different methods of fish culture operations like aquaplosion,

composite fish culture etc.

(9) he wil be responsible for training of village level workers,

private pisciculturists under different schemes of the Department

implemented in the respective districts.

(10) To conduct experiments on cage culture, pen culture etc.

(11) he will be responsible for proper maintenance and

protection of Govt. fish breeding centres/fish farms of the

district.

(12) He will be responsible for preparation and submission of

bankable schemes to the respective financing institutions/banks

after obtaining technical approval of the competent authority(s)

revenue for the farm under his charge

(7) He will maintain proper collection registers, sale registers,

species-wise catch registers, craft & gear utilization registers and

submission of return by due dates

(8) He will exercise powers to take legal actions against any

trespassers, encroachers, poachers etc. under the Manipur

Fishery Rules

(9) He will be responsible to assist the Head of office for

Implementation of different plan schemes of the Department
