AIR 5428 PILOT TRAINING SYSTEM PROJECT - RAAF BASE EAST SALE Pilot Training System Project
The Australian Defence Force is introducing a new pilot training system for training military pilots, for the Navy, Army and Air Force.This new training system is being delivered by the AIR 5428 Pilot Training System Project which includes the acquisition of the new Pilatus PC-21 aircraft and associated facilities for the operation, maintenance and storage of the aircraft.
New PC-21 aircraft
The Pilatus PC-21 aircraft will replace the existing CT-4B and PC-9/A aircraft. The new PC-21 aircraft have been introduced into Service since July 2017. 10 aircraft have been delivered to RAAF Base East Sale, with a total of 49 aircraft to be acquired.Of these, 42 aircraft are planned to be based at RAAF Base East Sale and RAAF Base Pearce. The remaining aircraft will be based at RAAF Bases Edinburgh and Williamtown, replacing the PC-9/A aircraft at those locations.
RAAF Base East Sale Noise Modelling
Flying training operations at RAAF Base East Sale will increase as a result of the Pilot Training System Project. In January 2016, Defence commissioned a noise modelling study for the RAAF Base East Sale aerodrome to understand the changes in noise exposure to the surrounding area. The noise modelling has considered other changes to aircraft operations at RAAF Base East Sale in addition to the Pilot Training System Project.These include the changes to aerodrome navigation systems and the type and flying operations of other Defence aircraft at the base since the previous noise modelling study was carried out.

2035 Australian Noise Exposure Forecast
Part of the noise modelling study involved the preparation of a new Australian Noise Exposure Forecast (ANEF) for the year 2035, which replaces the existing 2012 ANEF prepared in 2002. The study has also presented aircraft noise information in a range of formats to assist in understanding the potential noise exposure from activities at the base. This information is routinely provided for aerodromes around Australia and used by local government in considering new developments planned in the vicinity of aerodromes. The outcomes of the noise modelling study have also been used in a separate Environmental Report which considered the environmental impacts of the Pilot Training System Project at Defence aerodromes around Australia.
