1. BASIC INFORMATIION

1.1 Project Title

1.1.1 Drainage Improvement Works in San Tin (Remaining Works), hereafter called “the Project”.

1.2 Purpose and Nature of the Project

1.2.1 The Project comprises drainage improvement works at San Tin and Shek Wu Wai. The objective of the Project aims to alleviate the flooding problem by improving the existing stormwater drainage systems in San Tin and Shek Wu Wai.

1.3 Name of Project Proponent

1.3.1 Drainage Services Department (DSD) is the Project Proponent.

1.4 Location and Scale of Project and History of Site

1.4.1 The extent and location of the proposed drainage improvement works at San Tin and Shek Wu Wai are shown in Figure 1.1.

1.4.2 In general, the works at downstream and midstream (at the northern side of Castle Peak Road) are localised and of limited scale; whereas works at upstream (at the southern side of Castle Peak Road) involve construction of box culvert. The key elements of the proposed drainage improvement works include:

Downstream

• Construction of additional 6 nos. of 1050mm dia. stormwater pipes at outlet to Shenzhen River

• Replacement of existing 7 nos. of 1200mm dia. stormwater pipes with 3-cell box culvert (3.1m (W) x 1.5m (H) for each cell) at Sam Po Shue

Midstream

• Local widening of channel section near San Tin Tsuen Road

• Local widening of drainage channel section underneath San Tin Highway

• Replacement of the existing 3-cell box culvert crossing beneath Castle Peak Road with a 5-cell box culvert (3 nos. of 4m (W) x 3m (H) and 2 nos. of 6.5m (W) x 3m (H)), and raising of a 200m section of Castle Peak Road by about 600mm to facilitate the box culvert construction.

Upstream

• Construction of a 3-cell box culvert (about 150m), a 2-cell box culvert (about 250m) and a 5-cell box culvert (about 220m) with internal dimension of 4m (W) x 2.5m (H) for each cell at Shek Wu Wai

• Provision of a polder at Tin Yuen and construction of associated drainage facilities

1.4.3 The works sites are located at the existing drainage channel at San Tin and Shek Wu Wai areas that has historically been serving as the stormwater drainage system within the San Tin basin.

1.5 Number and Types of Designated Project

1.5.1 The construction of storm pipes at the outlet to Shenzhen River is located within a “Conservation Area” (“CA”) under the San Tin Outline Zoning Plan (OZP No. S/YL-ST/8). This works element is classified as a Designated Project (DP) in accordance with Part I Schedule 2, Category Q.1 of the Environmental Impact Assessment Ordinance (EIAO) – All projects including new access roads, railways, sewers, sewage treatment facilities, earthworks, dredging works and other building works partly or wholly in an existing or gazetted proposed country park or special area, a conservation area, an existing or gazetted proposed marine park or marine reserve, a site of cultural heritage, and a site of specific scientific interest.

1.5.2 Other works include local replacement of stormwater pipes at Sam Po Shue, local widening of river section near San Tin Tsuen Road, local widening of drainage channel underneath San Tin Highway, replacement of the existing 3-cell box culvert crossing beneath Castle Peak Road with a 5-cell box culvert and with raised road level, and construction of box culvert at Shek Wu Wai. These are drainage improvement works to the existing drainage system ultimately discharging into Shenzhen River where the outlet is located within a “CA”. These drainage improvement works would be classified as a DP in accordance with Part I Schedule 2, Category I.1(b)(vii) of the EIAO - A drainage channel or river training and diversion works which discharges or discharge into an area which is less 300m form the nearest boundary of an existing or planned CA.

1.5.3 The construction works associated with the proposed polder will not involve drainage channel works or flood storage pond larger than 10 ha in size, and the location does not fall within any areas described in Part I Schedule 2, Category Q.1 of the EIAO. New drainage system may be provided in conjunction with the polder that the probable option will be a close conduit system in combination of pumping facility. To this end, the works associated with the polder are unlikely to constitute DP elements according to Part 1 Schedule 2 of the EIAO.

2. OUTLINE OF PLANNING AND IMPLEMENTATION PROGRAMME

2.1 Project Implementation

2.1.1 Drainage Services Department (DSD) is the Project Proponent. The Project will be implemented by consultants/contractors engaged and managed by the DSD for the investigation, design and construction of the Project. DSD will be responsible for the operation and maintenance of the completed works.

2.1.2 Based on the current information, the implementation programme for the drainage improvement works is expected to commence in late 2015 / early 2016, and are targeted for overall completion in 2020.

2.2 Interface with Other Projects

2.2.1 Based on the current information, other projects that will likely interface with this Project during the course of construction and / or operational phases are listed below:

(a) Contract No. DC/2010/02 – Drainage Improvement Works at Shuen Wan and Shek Wu Wai by DSD;

(b) Agreement No. CE 30/2006 (DS) – Yuen Long and Kam Tin Sewerage and Sewage Disposal – Design and Construction by DSD

(c) Contract No. HY/2007/16 – Widening of Castle Peak Road, San Tin near Tsing Lung Tsuen, Yuen Long by HyD;

(d) Agreement No. CE 22/2006(HY) - Cycle Tracks Connecting North West New Territories with North East New Territories - Investigation, Design and Construction by CEDD;

(e) Agreement No. CE 10/2008(WS) - Replacement and Rehabilitation of Watermains Stage 4 – Mains in New Territories by WSD; and

3. POSSIBLE IMPACTS ON THE ENVIRONMENT

3.1 Environmental Impact During Construction Phase

Air Quality

3.1.1 The project will involve excavation works, earthworks and spoil transportation. There is a potential for fugitive dust emissions to be generated from handling and transportation of soils and spoil materials. This impact is expected to be of short-term.

Noise

3.1.2 The key noise sources will be Powered Mechanical Equipment (PME) used during the construction phase. Noise Sensitive Receivers (NSRs) located in the vicinity of the Project may be affected.

Ecology

3.1.3 Works within and adjacent to the existing stream courses could potentially result in loss of aquatic, riparian and wetland habitats, and deterioration in water quality due to sedimentation and re-suspension of pollutants.

Fisheries

3.1.4 The potential impacts to fishponds may include direct loss of fishponds or part of the edge of the fishponds. Indirect impacts may arise from site runoff from works area nearby or poor construction practices leading to pollution to deterioration in the environmental condition of the fishponds.

Water Quality

3.1.5 There is a potential for water quality impacts to occur due to site run-off and other potential release to the aquatic environment, especially during the rainy season.

Waste Management

3.1.6 Solid wastes generated from the construction works include mainly construction and demolition (C&D) material, some chemical waste and general refuse. Construction of box culvert would involve excavation of sediments from the existing streamcourses. Contaminated sediments, if any, will require proper handling in accordance with ETWB TC(W) No. 34/2002.

Land Contamination

3.1.7 There is a potential for land contamination caused by car workshops and open storage areas located close to the works sites. The land contamination issue and its impact should be identified and assessed in accordance with Practice Guide for Investigation and Remediation of Contaminated Land and Guidance Manual for use of Risk-based Remediation Goals for Contamination Land Management issued by the EPD.

Landscape and Visual Resources

3.1.8 There are sources of potential landscape and visual impacts during the construction phase, such as establishment of works areas, stockpile of construction materials, erection of temporary structures, etc. There will also be potential loss of trees and vegetation.

Cultural Heritage

3.1.9 There are no known sites of archaeological interest or built heritage sites located within or in close proximity to the proposed works areas. No potential unacceptable impacts on cultural heritage resources are identified.

Hazard to Life

3.1.10 None of the works passes within the Consultation Zone of any potentially hazardous installations (PHI), and hence no potential hazard to life is identified.

3.2 Environmental Impacts During Operational Phase

General Summary

3.2.1 In general, there are no specific features of the proposed drainage improvement works at the midstream and downstream locations that will result in any potential environmental impacts during its operation. At the upstream location, there is a potential of landscape and visual impacts with the implementation of the box culvert where it will be partially exposed above ground level and may result in potential loss of trees and vegetation. Where tree felling is unavoidable, compensatory planting proposal shall be prepared for mitigating the potential impacts. With appropriate implementation of mitigation measures, potential environmental impacts resulting from the operation of the Project can be readily controlled within acceptable level.

4. MAJOR ELEMENTS OF THE SURROUNDING ENVIRONMENT

4.1 Planned and Existing Sensitive Receivers

4.1.1 The existing surrounding land-uses in the vicinity of the midstream and downstream areas of the Project are predominantly fishponds, both active and inactive and within the Wetland Conservation Area (WCA) and Wetland Buffer Area (WBA). Some of the downstream areas are located within the Frontier Closed Area near the Hong Kong SAR border. Shenzhen River is located at the downstream. There is an existing open storage area located to the west of the midstream area near a lotus pond at San Tin Tsuen Road. The nearest residential village at the midstream area is Tsing Lung Tsuen that is located to the east of San Tin Tsuen Road. San Tin Highway and Castle Peak Road – San Tin are running east-west near the midstream location.

4.1.2 The upstream of the Project is located in a rural area in Shek Wu Wai which contains a mix of open storage areas, container trailer park, car workshops, and village houses. Shek Wu Wai is a village type sensitive receiver and is located to the west of the existing river at upstream location.

4.1.3 Mai Po Village Site of Special Scientific Interest (SSSI) is located approximately over 1km from the proposed drainage upgrading works.

4.1.4 Key sensitive receivers are summarised in Table 4.1.

4.2 Elements of Surrounding Environment Which Might Affect the Project

4.2.1 There are a few car workshops and open storage areas in the vicinity of the Project site in the upstream location of the Project. These may give rise to potential land contamination that might affect the Project area.

5. ENVIRONMENTAL PROTECTION MEASURES TO BE INCORPORATED IN THE DESIGN

5.1 Measures to Minimize Environmental Impacts

General

5.1.1 Standard pollution control clauses are generally good engineering practices to minimize inconvenience and environmental nuisance to nearby sensitive receivers. These will be included in the construction contracts. The following provides the key prevention and pollution control measures related to air quality, noise, ecology, fisheries, water quality, waste generation, land contamination, landscape and visual resources and cultural heritage.

Air Quality

5.1.2 The Contractor should implement dust control measures in accordance with the Air Pollution Control (Construction Dust) Regulation. These will include regular watering to suppress dust, stockpiles or debris to be adequately covered / sheltered and provision of wheel washing facilities at the site entrance.

Noise

5.1.3 Quiet PMEs and working method can be used as far as practicable to reduce the construction noise levels. Good site practices shall also be followed to further attenuate construction noise levels.

Ecology

5.1.4 Impacts can be kept at minimum by minimizing construction activities over areas of conservation value, proper control of site runoff, minimizing loss of natural habitats.

Fisheries

5.1.5 No direct discharge to the fishponds should be allowed. All wastewater shall be treated properly before discharge and no surface runoff shall enter into the fishponds.

Water Quality

5.1.6 The Water Pollution Control Ordinance (Cap 358) and its subsidiary regulations shall be fully complied with during the course of the construction works. The guidelines for handling and disposal of construction site discharges as detailed in EPD’s ProPECC Note PN 1/94 “Construction Site Drainage” shall be followed. Appropriate wastewater collection, treatment and disposal facilities should be provided.

Waste Management

5.1.7 The Contractor shall fully comply with the Waste Disposal Ordinance (Cap 354) and its subsidiary regulations during the course of the construction works. Whenever possible, the Contractor should maximise the re-use of public fill for C&D material, sort C&D materials and waste on site and disposed chemical waste by licensed collectors.

5.1.8 Should land contamination is found, mitigation measures should be implemented to minimise any potential exposure to contamination soil and groundwater. These include provision of protective clothing for site workers, use of bulk earth movers to remove contaminated materials to prevent human contact, provision of adequate washing facilities, provision of an impermeable surface for excavated contaminated soil, use of licensed waste haulers to collect and transport contaminated materials and application of necessary waste disposal permits.

Landscape and Visual Resources

5.1.9 Prompt removal of disused materials and erection of hoardings will alleviate the potential impacts on landscape and visual resources. Tree survey shall be conducted in accordance with ETWB TC(W) No. 3/2006 Tree Preservation during detailed design stage. Where tree felling is unavoidable, compensatory planting proposal shall be prepared for approval by the relevant government authorities. Potential impacts due to the proposed box culvert in Shek Wu Wai where it will be partially exposed above ground level can be mitigated through landscape design.

Cultural Heritage

5.1.10 Construction works may have the potential to cause impacts to cultural heritage sites should they be present. Comments from the Antiquities and Monuments Office will be sought to avoid any unacceptable adverse impacts to cultural heritage during construction.
