1. Project Definition
1.1 Background Newquay is the largest tourist destination in Cornwall. It is known internationally as a world class surf venue. Whilst marketed as a family oriented resort and a resort for people of all ages, in recent years it has become a destination for young people. Each year, Newquay sees an influx of post GCSE students arriving in town to celebrate the end of their exams. Approximately 2,500 arrive over a two week period in the first two weeks of July; the vast majority staying at campsites on the outskirts of town. Newquay has also become a popular destination for ‘stag’ and ‘hen’ nights. Cornwall Council and partners already undertake a large amount of planned activity in Newquay to minimise the risk, provide a safe environment for visitors and residents to enjoy themselves and to deal with any issues when they arise. However in July 2009 there were two fatalities and 1 serious injury of youngsters falling off cliffs in Newquay at night. There was also a serious injury to a 33 year old who fell off a cliff. In all cases alcohol may have been a contributory factor. These events brought significant adverse local and national press coverage. Regular multi-agency meetings are held regularly to discuss various issues within town. As a result of the number of recent incidents and the national press coverage a number of key meetings have been held:

1.2 Objectives The Steering Group and the subsequent development of a Strategic Group under the umbrella of the Countywide Crime and Disorder Partnership, have endorsed an overarching project to develop a long term vision for Newquay and to put mechanism in place to deliver it and react to emerging issues. This Project has an overarching project management structure and 5 inter-linking thematic work streams:

Purpose To embed appropriate safeguarding processes to deal with young people
Key Elements
The Children Act 1989 and Children Act 2004 provides the legislative framework for safeguarding and child protection. All children under the age of 18 years are covered by the 2 Acts. Working Together: A guide to inter-agency working to safeguard and promote the welfare of children (2010) was implemented from 1st April and sets out how organisations and individuals should work together to safeguard and promote the welfare of children and young people. Chapter 5 provides guidance on what should happen if somebody has concerns about the welfare of a child or young person. The South West Safeguarding and Child Protection website and Cornwall and Isles of Scilly Safeguarding Children Board website provides information on where to refer a concern and procedures that will be followed by agencies where there is a concern about a child. The LSCB booklet – Guidance to Accommodation Providers – sets out how safeguarding concerns and issues should be addressed. The booklet provides advice on dealing with under 16s and 16 to 18 yrs. Relevant agencies which, is likely to be the Police in the first instance, should be contacted where there is concern regarding a young persons behaviour. There is no need for a local strategy as national legislation and guidance is available.

Purpose To manage 2 Newquay Neighbourhood Agreements ‘a clean and tidy town’ and ‘a safe and secure town’.
Key Elements
The two agreements have been designed and agreed between representatives of the local community living and working in the Newquay parish and Cornwall Council, Newquay Town Council and the police. The agreements set out a minimum standard of delivery across a range of local services and the specific responsibilities of local residents and businesses in contributing to effective and efficient public services.
Facilitate the following groups: Newquay Neighbourhood Agreement Group - a local group of residents and businesses who lead on the continual improvement and monitoring of the agreements. They are responsible for communicating the agreement to the wider community. Public Sector Joint Service Group – Act as the interface between
the neighbourhood Agreement Group and the Council and police. The JSG will monitor the agreements and take appropriate action as required.

03 – Communications and Marketing Deliverable PLOC1D003a Newquay Safe awareness campaign
Purpose
To develop and deliver the Go out – Be safe awareness campaign in Newquay for 2012 and beyond to encourage people to be socially responsible and drink sensibly. (In particular using positive messages in targeted locations locally, national media and partner channels applying national research on alcohol related unsociable behaviour where appropriate).
Key Elements
Develop and deliver the existing Newquay Safe Go out – Be safe summer season awareness campaign. Regular updates for all key stakeholders and partners. Promote message nationally and locally to visitors to Newquay from outside and within Cornwall. Make good use of local and national media to deliver the safety message to young visitors and their parents. Target locations where the young visitors stay. Make good use of a full range of methods of communication, including - where possible - social media, SMS texts, websites and blogs. Link with key national agencies including Drinkaware.

1.4 Method Approach The project will be overseen by the Strategic Group comprising of the Chief Executive and Directors from Cornwall Council and Cornwall BCU Commander from Devon and Cornwall Constabulary. The project will have a Steering Group comprising local representatives including elected officials, residents associations, community groups, business sector and senior managers from statutory agencies. Day to day development and delivery of the project will rest with the Co-ordination Group comprising multi- agency representatives calling on expertise and assistance from members of the wider Newquay Reference Group and parent bodies as and when required and reporting to parent bodies as and when required. The project will be jointly managed by Rob Andrew (Cornwall Council) and Julie Whitmarsh (Devon and Cornwall Police) using appropriate agreed existing organisational project management techniques. Cornwall Council will act as accountable body for NewquaySafe. As such in the event of any dispute that cannot be resolved by the Strategic Group the constitution of Cornwall Council and its policies, procedures and processes,
including its dispute resolution procedure will override all other partners policies, procedures and processes.

3. Project Controls
3.1 Monitoring and Reporting The project plan will form the basis of the monitoring process and will be considered by the Co-ordination groups on a monthly basis. Key issues will be escalated as appropriate to partner organisations.

Purpose To co-ordinate and evaluate key economic activity in Newquay and keep key stakeholders involved and informed.
Key Elements
The Priorities for the Economic Development Service in the Newquay area are to drive forward/ lead: Continued delivery of priority projects contained within the Newquay Action Framework, the physical regeneration strategy for the town which was adopted by the former Restormel Borough Council in 2004 (including Manor/ Mount Wise retail/ Leisure/ Residential scheme, regeneration of Towan Promenade area, development of former Bus Station site, possible expansion of Trenance Leisure Park, regeneration of Newquay Railway Station. Delivery of projects as included within the Newquay & St Columb Major Strategic Investment Framework (ERDF Priority 4) – projects include the development of a significant amount of new workspace and a Park & Ride service. Supporting the Newquay Cornwall Airport team in its delivery of the Airport Master plan. Regular update to stakeholders – members, partners, Town Council. Purpose To design and deliver a programme of public art and associated activity in Newquay to improve the visual aspect of derelict sites and other buildings
Key Elements
The key aims are to: • Engage and work with local people and a professional lead artist
to transform some of the areas of Newquay which are derelict or could benefit from a highly visual scheme of this nature.
• To deliver a project which is of a high quality artistic standard ( by employing an appropriate selection process incorporating track record and quality criteria for the lead artist )
• To run a successful campaign with young people and intergenerational groups from Newquay to make positive changes to public perceptions of the town, counteract its poor image and build community spirit
• To deliver a sustainable social enterprise that creates long term opportunities for local people that perpetuate the benefits of this project
The initial part of the campaign will involve creative visual interventions - placing strong visual messages onto the hoardings that can be erected at various unfinished/ in progress building or development sites.
The Real Ideas Organisation (RIO) and Excess Energy Communications have been appointed to project manage this initiative. The campaign will involve creative visual interventions in the town, including large scale displays on a minimum of up to 4 key sites identified by the Safe Newquay partnership. The project will work with a variety young people of different ages and stages – Primary School, Secondary School, young unemployed and other young Newquay residents. The project will have greater resonance because we will be working across all these age groups. .

Deliverable PLOC1D004j ‘Looking Back’ Road Safety Campaign
Purpose Newquay has more than 1.5 times the county average for Road Traffic Collisions. The majority of these are on specific roads leading to
campsites located outside of walking distance of the local town attractions. We shall target these campsites with posters designed and provided by the police and flyers to be issued by the campsites on registration explaining the risks of driving under the influence of drink/drugs. This will be reinforced by weekly visits from operational crew to deliver a road safety message. Prior to the initiative representatives from the partners will be invited to the fire station for a road safety presentation evening to highlight and gain support and buy-in for the forthcoming initiative.
