The ACCESSRU Project
The ACCESSRU Project - a special support action co-funded by the FP7 Capacities Specific
Programme of the European Commission - was initiated by the eight partners from four
countries. This project is a part of a European programme entitled ACCESS4EU
(www.access4.eu) which aims to disseminate and raise awareness among researchers and
organisations from the EU Member States and Associated Countries on R&D opportunities
offered by national research and innovation programmes in third countries, namely, Australia,

Brazil, Canada, China, India, Mexico, New Zealand, Russia, South Africa, South Korea and
United States of America.
The 30- month project started on 1 November 2009 aims to:
To assess access opportunities in Russia for EU organisations , by screening of Russian S&T
landscape and identifying common challenges, needs and opportunities in S&T in both sides;
To raise awareness on access opportunities in Russia amongst European research
organisations and to stimulate, encourage and facilitate the participation of European
organisations in Russian programmes;
To enhance the S&T policy dialogue and to formulate the strategic recommendations on
scientific collaboration between Europe and Russia, ensuring the reciprocity issues.
The project will help European organisations to access the Russian research programmes, i.e. to
implement several pilot cases and success stories. Pilot “case studies” will be analyzed, and
concrete mechanisms to support access of EU organisations to the Russian programmes will be
developed.
The project will implement two dissemination and awareness raising campaigns: to promote the
access to Russian programmes inside the European research community, and to inform Russian
research organisations that the involvement of European partners for Russian programmes is
possible and welcome. The Green Paper on EU-Russian collaboration and an Opportunities
Report for European organisations will be prepared, discussed and diffused.

1. Introduction
The overall aim of the ACCESSRU project is to stimulate S&T cooperation between Europe
and Russian Federation by providing better access to the European researchers for the Russian
research and innovation programmes.
Firstly, the project will map and analyse research & innovation programmes and initiatives
managed by the Russians Federation to identify access opportunities to researchers from the
Member States and Associated Countries. A particular focus will be put on the ongoing bilateral
cooperation agreements and programmes between the Member States/Associated Countries and
Russia in order to analyse their reciprocity conditions.
Once the state-of-the-art of the EU-RU S&T collaboration opportunities is drawn up, the Green
Paper on EU-RU collaboration and an Opportunities Report for European organisations will be
prepared, discussed and diffused.
The project will help European organisations access the Russian research programmes, i.e. to
develop several pilot case studies and success stories, and to produce a concrete effect and
develop clear mechanisms for access to Russian funding. The key role in this process will be
played by the project partner Russian Ministry of Education and Sciences.
The project will implement two interrelated dissemination and awareness raising campaigns:
to promote the access to Russian programmes inside the European research community, and to
inform Russian research organisations that the involvement of European partners for Russian
programmes is possible and welcome.
Disseminating knowledge and results is a crucial part of a project like ACCESSRU, as in order
to be successful it is important to raise awareness about the project‟s objectives and attract
interest from R&D communities, infrastructure support organisations and public authorities.
The purpose of this dissemination plan is to provide a strategy for using and disseminating
knowledge throughout the project and to complement what has been already described in the
DoW.
The first version of the Report on dissemination and awareness raising campaigns in Russia and
EU will be prepared on M18 and the final version on M29.
The main target audience for this document are the project partners, in particular, those
involved in the dissemination activity.

2. Coordination dissemination activities with other ACCESS4EU Projects - Common Dissemination Strategy In Fall of 2009, a total of 11 of ACCESS4EU projects, including ACCESSRU, have been
launched. Considering a context where a multitude of INCO projects have been financed, the
European Commission expressed the concern that the dissemination activities would be too
fragmented and therefore not optimally effective, especially if one considers that all projects are
aimed at the researchers in the European Research Area. In order to increase the impact of the
project in Europe, the European Commission suggested a close cooperation of the 11 projects in
dissemination activities by implementing the Common ACCESS4EU Dissemination Strategy
(see Annex 1–Common ACCESS4EU Dissemination Strategy). The overall objectives of this
Common Dissemination Strategy are:
- To reach as large an audience as possible (“economies of scale”), covering all the 27
EU Member States and Associated Countries, and
- To provide the target beneficiaries with information on research and innovation
programmes that is relevant to their specific interests.
The basic approach of the Common Dissemination Strategy is:
- To create a strong visual identity for all ACCESS4EU projects.
- To provide the target beneficiaries with thematic and horizontal information through
transnational networks. The FP7 structure will be used for the identification of
research and horizontal themes in Third Countries.
This approach will be realised through 4 elements of the Common Dissemination Strategy:

C. Dissemination tools, namely:
- joint visibility -through the recognisable logo,
- common web portal as a common access point to all eleven ACCESS4EU projects,
- common database of opportunities for EU researchers to participate in Third
Countries‟ research and innovation programmes
D. Tools for the coordination of the dissemination activities
At the request of the European Commission, inno contributed for the making of a common
ACCESS4EU leaflet. A few images of ACCESSRU project team and testimonial quotes have
been provided, together with the description of the ACCESSRU project.
3. Responsibilities for the Dissemination Activity
ACCESSRU Work Package 4 deals with using and disseminating knowledge for the duration of
the project. As stated in the DoW the WP4 (Web portal, dissemination and awareness)
corresponds to one of the main goals of the project: increasing the awareness and dissemination
in the Member States and Associated Countries of access opportunities for European researchers
and research organisations in Russian national research and/or innovation programmes.

ESF will lead the Dissemination and awareness raising plan (DARP) realisation in EU and
RTTN in Russia with strong coordination of their activities.
The partners involved will work closely with the DARP leaders in order to provide inputs for
all the dissemination activities and use their own respective networks for dissemination,
therefore playing an important role in disseminating information.
The DARP aims to stimulate, encourage and facilitate the participation of European
organisations in Russian programmes. For this the DARP is concentrated in the following
actions:
to achieve visibility for the project and its findings across EU and Russia;
to promote inside the European research community the view that mutual collaboration
between EU and Russia through EU researchers access to Russian programmes is
possible;
to inform Russian research organisations that the involvement of European partners in
Russian S&T programmes is possible and welcome.
The WP will start at the very beginning of the project (e.g. web site), but as soon as the pilot case
studies are tested and success stories developed, the dissemination activities will be brought on a
new qualitative level: success stories are always much more convincing than the general
description of opportunities. An important information and awareness raising campaign is
planned in Europe (including workshops, project presentation, newsletters, distribution of
promotional materials and on-line seminars), but also – even if it is of less extend - in Russia
targeting Russian R&D organisations which can and shall help their European partners to
facilitate the access opportunities in Russia. Leadership from European Science Foundation
(ESF) will be very important here, as ESF has 79 members in 30 European countries and can
easily disseminate, to a large audience, information about access opportunities all around
Europe. INNOVA will also take an active role in the European dissemination efforts through its
group member organisations and strong links to the European main R&D institutions and
networks, such as the EEN and the Innovating Regions in Europe.
Project coordinator will coordinate the dissemination activities with other ACCESS4EU projects
in accordance with Common Dissemination Strategy.
4. Audiences
The Dissemination Plan identifies 2 groups of key audience for ACCESSRU as follows:
1) In Russia:
R&D policy makers (Ministries and agencies in charge of design and implementation of
R&D policy in Russia)
R&D programs holders (funds, agencies, ministries, state corporations with R&D
presence etc.)
R&D institutions and higher education institutions – potential partners for EU
researchers
R&D associations with international dimension activities
Personnel of organisations- participants from previous FP projects who have the
experience of joint work with EU institutions

Journalists/mass media community oriented around R&D, innovation, who can help
diffuse information and raise awareness, etc.
2) In EU, target beneficiaries of the Disseminations plan are:
European researchers community (including universities and academic organisations)
European R&D organisations, including FP7 and CIP participants
European industry / SMEs
EU/national/regional R&D programme holders and funding bodies
the SFIC (Strategic Forum for International S&T Cooperation) which targets EU MS and
AC.
Main European science, research, innovation and industry related associations and
networks (such as: ERRIN, EEN, EURADA, IRE and EBN)
EU programmes disseminators (such as the NCPs networks)
Specialised media oriented around R&D
5. Messages
The key themes about EU access to the Russian programmes to be highlighted in dissemination
include:
- Why it is important?
- What are the opportunities?
- What are the benefits?
- How to participate?
- The ACCESSRU project, who is supporting and who are the key players?
The key messages therefore are:
- The benefits of the general ACCESS4EU action
- EU-Russia R&D collaboration importance and wideness of the Russian programmes
- The benefits of EU researchers participation in Russian R&D projects for both parties
- Access opportunities for European researchers and R&D organisations to the Russian
programmes
- How to be involved in the project activities (particularly in the case studies)
The bullets listed above should be addressed also through the ACCESSRU web site. The
ACCESSRU leaflet will be used as a tool for describing and promoting the project objectives,
its benefits and the expected impact. The ACCESSRU web site and other publications will be
described in the next chapters of this document.

7. Publicity Material
Some publicity material has already been generated prior to this document elaboration, during
the project‟s first months. Most of the work already made under this topic focused on the
creation of tools to be used throughout the project as vehicles to disseminate information about
the project and its achievements.
The information below presents the type of publicity materials and the identification of the
responsible for its development.
7.1. ACCESSRU Branding
During the first months of the project the ACCESSRU branding has been defined (in accordance
to common ACCESS4EU dissemination strategy visibility) in order to make the project easily
recognisable. It represents the stable visual/ textual elements for project presentation and
promotion.
Branding pack prepared by RTTN and to be used by the project partners includes:
7.1.1 Project logo
Project logo has been designed by a professional designer on the basis of the common
ACCESSRU template indicated in the Common Dissemination Strategy of ACCESS4EU
projects. The logo brings the message that the project is a key for EU researchers to open the
doors of Russian R&D programs and to work towards the development of strong R&D
collaboration.

7.1.2 Project slogan
Project slogan has been discussed and agreed with partners during the project kick-off meeting:

7.1.3 Other branding elements
Based on project logo and slogan other project‟ branding elements (See Annex 2) have been
developed, including:

- ACCESSRU project‟s letterhead
- business cards to publicise website address
- Online banner advertisements to publicise website
- Poster
7.2. ACCESSRU Website
The ACCESSRU website www.access-ru.eu represents the first vehicle in raising awareness for
the project and presents all project events, methodologies, studies, etc. The website follows the
Common ACCESS4EU dissemination strategy and is a part of joint ACCESS4EU portal
www.access4.eu (see 7.3)
ACCESSRU project web site plays an especially important role in dissemination campaign: it
actually integrates all dissemination tools, making materials of the project accessible to all target
groups. All project‟s openly-available materials will be accessible through the site. These will
include:
- materials with information on the RU R&D programmes and calls,
- related documents library, project presentations
- toolkits for EU and RU organisations,
- success stories and case studies
- news from the partners,
- calendar of project events,

Regular updating of website information is a necessary condition of its effective functioning.
Inno will ensure that the information on the website will be kept up-to-date. All partners will be
prompted to provide contributions about the dissemination activities. Project site
administrators will be nominated by inno.
As indicated above, additional branding elements to publicise the website will be explored such
as ACCESSRU business cards and online banner advertisements to publicise the website from
other portals for significant scientific journals.
The use of social media (such as Linked In, Twitter, YouTube and Facebook) and research
related social media channels will be explored.
7.2.1. Common ACCESS4EU portal
The ACCESSRU project web-site is linked to the Access4EU portal which gathers information
from all 11 Access4EU projects.
The Homepage gives a brief introduction about the Access4EU- instruments and an overview of
all 11 Access4EU projects‟ most recent events and news.
The core element of the web portal, the common call database will be placed in the centre of
the page. A calendar of events will offer an overview of the whole set of project related
activities. Key elements/ icons (e.g. logo) will visualize the country specific relation of every
single event.

The common web portal includes a common intranet linked to the common database, where
ACCESS4EU coordinators can deposit and exchange information on their dissemination
activities (events, material, agendas etc) that will be useful for the coordination of the
dissemination.

7.3. ACCESSRU leaflet
A project leaflet reflects the status of a project and serves as a prestigious calling card for
presentation to influential readers – R&D experts, national and local authorities, stakeholders,
media representatives, etc.
Produced early in the lifetime of a project, a leaflet:
Explains the background for undertaking the initiative;
Indicates the targeted results,
Provides an overview of the consortium and contacts: names, e-mail details, websites.
ACCESSRU leaflet (see Annex 2) has been produced and is ready for dissemination.

7.4. ACCESSRU Project Presentation (slides)
A generic ACCESSRU presentation has been developed in accordance with the ACCESSRU
branding guidelines. It will be used by all involved in the project to disseminate the project
objectives, its current status and the expected results. The presentation can be easily adapted, by
the partners, for specific audiences and updated with new information. It currently details the
structure of the project in terms of objectives, main results the project aims to achieve, the tools
the project will use and potential benefits for the EU-RU R&D communities.
The presentation aims at attracting the interest of R&D organisations that are actively involved
or seeking partners for R&D collaboration, the governmental bodies responsible for R&D policy
formulation etc.

7.5. Newsletters
Newsletters are a key tool to inform relevant target audiences about the evolution of a project.
News items, ACCESSRU deliverables, events, important findings etc. will be presented in the
newsletters.
Four project newsletters are planned. Estimative target dates are: M7, M12, M25 and M29).
One additional newsletter will be prepared by ACCESSRU (M25) for the whole pool of
ACCESS4EU projects in accordance to the joint dissemination strategy guidelines.
English and Russian versions of the newsletter will be adopted in according to the different
target audiences. Newsletters will be also placed on project website and ACCESS4EU portal as
downloadable pdf files.

7.5.1 The concept of the newsletter
The newsletter‟s characteristics will be as follows:
- provide visibility where audiences can follow the EU project throughout its lifespan;
- flexible structure with short key messages in the first 1-2 pages with the internet-type
links to the more detailed information –articles;
- pdf format allows to place the NL on the project website as downloadable pdf files and
also for direct mailing;
- professional level of quality in term of design (project branding for the newsletter in
addition to the project logo will be developed);
- bilingual (English and Russian) content;
RTTN will be responsible for the newsletters development. All project partners will be involved
in their content development.
7.5.2 Newsletter process development and contribution from project partners
Newsletter development stages are the following:
- the first short draft of newsletter with the proposed Newsletter topics and ideas ( with
requested inputs from the partners in bullets prepared by RTTN) is sent to all project
partners for their comments and suggestions,
- reworked and edited (according to the comments) more detailed version of the NL with
the request to deliver the specific information is sending to all project partners,
- final version of the newsletter being prepared after proofreading and editing delivers to
professional designer to design the pdf versions
Newsletters require distribution capacity through appropriate e-mail distribution lists (see
below). The main channels of Newsletter distribution are:
- project website and partners websites- as downloadable pdf files,
- direct mailing according to the e-mail distribution list,
- paper copies of the newsletters could be used as a handouts during project awareness
raising events.
7.5.3 Emailing list
A comprehensive database is a key element of any information campaign. The ACCESSRU
database will be elaborated with the inputs of all partners. The database will target 3000
addresses of the EU and Russian major research stakeholders (universities, research institutes
etc), EU Multipliers (ETP/JTI, Networks of Excellence…), members of the networks in the EU
such as EEN, the NCPs, etc.
The partners will distribute the project newsletters using its mailing list (e.g. Mailing database of
ESF, INNOVA-EU, RTTN), and will need to inform the estimative number of entries.

7.6 Toolkits on access to Russian funding opportunities
Toolkit for EU researchers
The project will prepare a toolkit containing all the relevant information to facilitate the
awareness and access of European organisations to Russian funding opportunities. The toolkit
will consist of:
a short overview of Russian research funding programmes;
a list of requirements which the European organisation must comply with in order to
access Russian funding schemes and/or establish partnerships and cooperation networks.
a special remark on the benefits of such participation and on the support and
encouragement by the European Union of such type of interaction.
The toolkit will be concise but exhaustive. Key words will be used throughout the toolkit thus
facilitating the readability and understanding. Such a technique will allow a broader spread of
information and awareness raising among potential users. It will be placed on the ACCESSRU
website and links to it will be posted on IRE, NCPs Network and ESF website. A limited number
of brochures will be also produced to be delivered on the occasion of major events.
Toolkit for the Russian organisations
The project will prepare the “toolkit” for the Russian organisations to facilitate invitation of
European organisations to their consortium. The toolkit will include all necessary materials
needed for both European and Russian organisation – that are still managed very centrally:
“Benefits of integration of EU organisations into the Russian consortiums”, “Invitation letter to a
EU R&D organisation”, explanation “How to become a member in the consortium led by the
Russian organisations”, document “Requirements for participation”... The toolkit will be placed
on the ACCESSRU project website, thus the Russian organisations will only need to send the
relevant link to the European partner to explain them the rules for access to the Russian
consortium.
7.7 Project articles
Partners will prepare the publications in EU and Russian specialised journals and/or newspapers
on project topics. It is planned that a minimum of four articles will be prepared and published
during project period, two of them targeting EU and two Russian R&D organisations.
ESF and INNOVA are responsible for the articles from the EU side (one article each), and
RTTN is responsible for the preparation of the 2 Russian articles.
Paper copies of the articles could be used also as handouts during project
communication/awareness raising events.

8. Relations with mass-media
Building and maintaining media relations program is a key dissemination method and can assist
in raising the profile of a project, especially in the early stages.
The project is going to use a number of approaches to work with media which will allow
distributing the objective information effectively about project activities. They include:
- Targeting of publications focused on the key audiences selected by the project and
with which the project will support constant pro-active communications
- Attraction and invitation of journalists to participation in the project events
- Evaluate the possibility for carrying out of press conferences or/and interview during
the project events. In this case it desirable to produce special press release or use
other project promotional materials such as project leaflets/fact sheets/success stories.
- Standardised „boilerplate‟ text, providing quick overview of the project for inclusion
in press releases
Most of the partners involved in ACCESSRU already have experience working with the media
and have used national, pan-European and/or Russian media to promote past and ongoing
projects, networks and global initiatives. Therefore they will be expected to utilise the media
contacts they already have, and to build new media contact list according to the project targeted
audience.

dissemination and awareness raising campaigns in Russia and EU on M18 and to plan the future
activities.

9. Information and awareness raising events
9.1 Communication events
The main vector of the knowledge dissemination will be ACCESSRU communication events.
The organisation of these communication events will be connected to the programmed large-
scale forums and conferences focusing on international cooperation issues.
30 ACCESSRU communication events will aid the understanding of Russian offers and needs
and raise interest and motivation amongst European scientists and their organisations to
participate in Russian programmes. As for Russia the objective is to incite the Russian
organisations to set up joint proposals with European partners. We call this approach a “two-way
communication EU to RU and RU to EU” 20 communication events are planned in Europe
and 10 in Russia. These communication events will be also a tool to collect additional data for
project, namely on the concrete needs of the research organisations and on the barriers to
partnership establishment.
Partners will coordinate the dissemination activities and will organise user events and project
presentations. In order to optimise the human and logistical efforts as well to increase the
visibility of the project, the consortium will actively seek to be presented at the most important
events for the S&T community in both the EU and Russia. The proposed planning ensures that
the investment made in promoting project achieves the highest impact. ACCESSRU team will
refer to the list of S&T events organized annually in Europe and in Russia.
The targeted public will be mainly R&D units as well as the governmental organisations
responsible for collaboration research strategy and funding of the R&D programs. All awareness
communication events will be programmed in a balanced way in order to ensure maximum
visibility of the project throughout its lifecycle and to allow a progressive assessment of the
results.
The final event will be coordinated by RTTN and inno and will take place in Russia.
In order to establish an events programme, it will be necessary first to monitor and identity
comprehensive list of existing event opportunities in Europe and Russia, to set the criteria for
participation in these events, to decide which events are to be supported and with which
communication/dissemination tools.
For dissemination of information through information sessions/participation in major
international events and conferences, a number of events will be identified to disseminate all
relevant information to raise awareness in Europe. These will be:
- Events directly organised by the ESF or by a member of the foundation;
- Presentations during NCPs Info Days events;
- workshops or thematic seminars organized on FP7 related issues
- Events directly organised by other members of the consortium such as the INNO-
Learning Platform Annual Partnering Events, the KIS-Europe Innova Partnering
Event, major European events organised by INNOVA Europe.

9.2 Round tables

2 round tables will be organized in Russia. The objective of these events is to present to the
European and Russian key stakeholders the results of the survey and mapping and obtain a
feedback for preparation of the Green Paper on EU-Russia S&T collaboration.
The first Round table will be dedicated to the presentation/discussion of the detailed access
opportunities in Russia for the EU organisations mapping. The mapping will include:

Potential obstacles
Analysis of the situation, in particular:
Benefits of collaboration and importance of facilitation of access opportunities,
Analysis of legal aspects of funding mechanism of EU organisations from the Russian

During the first round table the materials (survey and mapping) will be presented to the
European and Russian key stakeholders. Their feedback will be integrated in the final version of
the survey and provide the background for the Green Paper on EU-Russia S&T collaboration.
The project will identify and analyse existing and future commonalities and differences in S&T
policy between Russia and the EU, based on a review of policy documents. The FP7 structure
will be used for the identification of research and horizontal themes in Russia - key Russian S&T
research areas will be compared with the respective EU research priorities (FP7), and the
research areas most relevant to EU priorities will be identified. Based on this analysis, EU and
bilateral collaboration survey and the mapping of access opportunities, the Green Paper on EU-
Russian S&T collaboration – an open ended consultation document – will be prepared and
will set out proposals to strengthen collaboration.
At the end of this activity, a second round table will be organised in Russia with key Russian
and European S&T policy makers and representatives of research organisations, to present the
public opinion and to validate the findings and recommendations.
10. DARP coordination and monitoring
ESF and RTTN will coordinate the dissemination activities in EU and Russia together with the
other project partners‟ support.
Tasks to be performed by the DARP leaders:
- Overall DARP (document) development;
- Coordination DARP implementation with the partners;
- Monitoring DARP implementations (expected results, reporting…)
Inno, as the project coordinator will coordinate the dissemination activities with other
ACCESS4EU projects in accordance with Common Dissemination Strategy

11. ACCESSRU Exploitation It is very important that the results of such project are kept active after the end of the project.
Thus, we propose to pay particular attention to the dissemination and use of knowledge upon
project completion. This task will include:
- Preparation of a plan for dissemination and using knowledge upon project completion
- Publication of a final ACCESSRU report for public dissemination. The report will
summarise the projects‟ aim, results, impacts and recommendations. It will be disseminated
amongst EU and Russian R&D organisations and policy makers
- Organisation of final dissemination event in Russia, ideally linked to a national S&T event –
involving Russian and European R&D organisations and policy makers – dedicated to
highlighting the results of ACCESSRU and making recommendations for further S&T
cooperation and reciprocity issues
- Transfer copies of the digital content produced during ACCESSRU – such as presentations
and reports - to the relevant stakeholders that will be identified as “responsible to follow up
the results of ACCESSRU” project, in order for them to disseminate the material through
their websites therefore continue to maximise this action impact.
- The website of the project will be maintained active during 2 years after the project end.
Conclusion
The project dissemination activities are the basis for a sustainable impact, and will play a crucial
role during the life of ACCESSRU. Moreover, the project‟s success is mainly based on
information flows about collaboration opportunities and on the promotion of cooperation
mechanisms and reciprocity of S&T agreements between RU-EU, which the project will
identify.
The plan below represents an overview of dissemination activities planned by the consortium
partners.

ACCESSRU information, dissemination and awareness raising strategy go beyond simple
awareness creation by putting the project activities in several maturity levels:
- Promotion and publicity of project activities and results - publication in press,
dissemination of newsletters, website advertisement, etc.
- Stimulatory events using participative approach - consultative events with relevant
stakeholders.
- Use of network of European Science Foundation and National Contact Points
- Proactive meetings and participation in the events with involvement of local actors /
local authorities - over 30 presentations during meetings and events are planned
- On-line training of representatives of Russian stakeholders
- Final project dissemination conference - A major dissemination activity dedicated to spread
knowledge accumulated by ACCESSRU and final outcomes and recommendations
- ACCESSRU pays particular attention to making the information progressively obtained
within the project framework available for the large public via the edition of regular
newsletters and a project interactive web-site oriented mainly on the Member States and/or
Associated Countries.
- The consortium partners, using the PR materials produced at the very beginning of the project
will be in charge of disseminating the project at a local level, which also includes getting in
touch with the right decision-makers in their countries.

- All partners will be deeply involved in the dissemination activities, both in the countries
where they are operating and on EU level, as each consortium partner is acting as member of
different networks and special interest groups. Thus, the efficiency of the dissemination
campaign will be increased even more.

Context
In the fall of 2009, a total of 11 of ACCESS4EU projects will be launched. Considering a context where a multitude of INCO projects have been financed, the danger exists that the dissemination activities would be too fragmented and therefore little effective, especially if we consider that all projects aim at the researchers in the European Research Area. In order to increase the impact of the project results in Europe the European Commission seeks a close cooperation of the 11 projects. In this light, APRE organised a meeting on 16 July 2009 with Philippe Froissard (European Commission), the DLR (Deutsches Zentrum für Luft- und Raumfahrt, Germany) and Help Forward (Greece). The three organisations represent a total of 9 out of 11 ACCESS4EU projects. The total list of participants can be found in Annex I. This document summarizes the Guidelines for a Common Dissemination Strategy for the ACCESS4EU Projects developed during this meeting. The document should be considered as Guidelines – rather than as binding rules. The Guidelines in this document aim to facilitate the coordination of the dissemination activities of the individual projects. All projects have been informed through the European Commission (Philippe Froissard) about this Dissemination Strategy. The document provides
i) the objectives of the Common Dissemination Strategy, including the general approach for setting up the Strategy; and
ii) the four basic elements of the Common Dissemination Strategy:

Please note: The document also contains, whenever deemed useful by the European Commission, DLR, Help Forward and APRE, draft texts are presented in red italics which could be included – literally or in an adapted form - in the Descriptions of Work (DoW) of the individual ACCESS4EU projects during the Negotiation process. The texts are written in such as way that they allow for some flexibility that is necessary to effectively coordinate the dissemination activities. Objectives of the Common Dissemination Strategy
The overall objectives of this Common Dissemination Strategy are:
- to reach as large an audience as possible (“economies of scale”), covering all the 27 EU Member States and Associated Countries, and
- to provide the target beneficiaries with information on research and innovation programmes that is relevant to their specific interests.
Approach
The basic approach of the Common Dissemination Strategy is: - to create a strong visual identity for all ACCESS4EU projects. A strong visual identity
will facilitate the promotion of the pilot action – i.e. the opportunities, the services, the events etc that are provided for. The visual identity includes elements that will represent the programme in a distinct and consistent way (logos, colors, templates, etc.) that together identify and distinguish the brand in the researchers’ and stakeholders’ mind; and
- to provide the target beneficiaries with thematic and horizontal information through transnational networks. This can only be achieved after the first year of the projects, as by then an overview should be available of the research themes that are available in research and innovation programmes open to EU researchers. The FP7 structure will be used for the identification of research and horizontal themes in Third Countries.

The following channels and networks are available to disseminate the opportunities that exist for EU researchers to participate in Third Country research and innovation programmes:

International Learning Network (ILN) initiated by the European Commission

IncoNets targeting the region in which countries involved in ACCESS4EU projects are located
EBTCs in Third Countries involved in ACCESS4EU projects (India, China, South Africa?)

G. Dissemination tools
Access4EU logo
Create a common logo for all the ACCESS4EU projects, on top of which the name and flag of the individual projects should be added. The following logo is a sketch of such a common logo and will be used by the Access2Canada project.
Internet
1. Develop a common web portal as a common access point to all eleven ACCESS4EU projects that can also serve as project specific web site. For a detailed description see the separate concept developed by a task force constituted by DLR, IRD, Help Forward and APRE (see Annex II for details on participants of Task force).

2. The common web portal should include a common intranet linked to the common database, where ACCESS4EU coordinators can deposit and exchange information on their dissemination activities (events, material, agendas etc) that will be useful for the coordination of the dissemination. More details are given in the concept of the common web portal.Create links on the
3. CORDIS and EUROPA research web pages as well as to national information sources (on international cooperation) that link to the web portal.
4. In addition to Point 1, a task force is constituted to discuss and develop a structure for a common database of opportunities for EU researchers to participate in Third Countries’ research and innovation programmes. The database should include an option for researchers to receive “call alerts” when new calls in the theme and/or country of interest are published. See Annex III for details on participants of Task force.
Flyer or Postcard or Brochure
Create a common ACCESS4EU flyer, with information on aims, countries covered, and the link to the web portal. Philippe Froissard suggested to use the example of the postcard created to advertise the mobility portal.
Each project will still have the possibility to create a separate flyer, focusing on the activities of only one project. Suggestion for text in DoW: “In coordination with other ACCESS4EU projects, a common ACCESS4EU flyer will be developed. If deemed necessary by the consortium, this project will also create a separate flyer to promote its own activities.”
Newsletter
Continuous exchange of information that can be used for all of the separate ACCESS4EU newsletters, possibly based on a common format. This requires communication between coordinators, WP leaders and task leaders. The Newsletters could focus on research themes.
It is also suggested to create one or more editions of a common ACCESS4EU newsletter. The development of such a common newsletter will be elaborated when project coordinators / WP leaders will meet up to coordinate the dissemination activities. The creation of such a common newsletter could be done on a rotational basis amongst the projects (by the Task leaders for the newsletters). Suggestion for text in DoW: “Up to X project newsletters and/or common ACCESS4EU newsletters will be produced. The project newsletter focuses on the project described in this Description of Work. The common ACCESS4EU newsletter aims at gathering information from a number of ACCESS4EU projects in order to provide a complete picture of the opportunities in Third Countries.”

Video
1. Create separate videos for the ACCESS4EU projects; provided that a task and budget is available in the project to create a video.
2. Create a common ACCESS4EU DVD combining all the separate project videos, which can be viewed as “chapters” on the DVD. The SAccess project offered to put the separate videos together. Printing of DVDs should be covered by the budget of the individual projects (that have a video budget).
Info Days
Information days for European Researchers are one key element of dissemination within most of the Access4EU projects, hence the following points should be discussed between the coordinators: .
o Jointly organise the Info Days the different project, in particular focusing on common research themes (instead of focusing on countries / regions alone) of research and innovation programmes open to EU researchers
o Organise the Info Days in coincidence with large meetings focusing on the same research theme.
o Organise the Info Days during S&T events organised by the EU presidency. It would be a good opportunity for the European Commission to have a stand for the promotion of all ACCESS4EU projects during these events
Suggestion for text in DoW: “Up to X events will be organised or co-organised with other ACCESS4EU projects in Countries to be identified in the dissemination plan. The events will preferably be organised as piggyback events of European scientific conferences or of Info Days organised in the frame of the European Presidency.
H. Tools for the coordination of the dissemination activities Physical meetings
Project coordinators will be able to coordinate the dissemination activities at physical meetings, for instance during best practice meetings on INCO projects organised by the European Commission, like International Learning Network (ILN) meetings.
Web conferences
Set up web conferences between the ACCESS4EU coordinators and WP leaders to coordinate the dissemination activities through Skype or an online conference room (e.g. http://ib.cme24.de/index.php?id=338).
