Purpose of this document

The purpose of this document is to provide a definition of the aims, justification, short- and long-term planning, organisation and deliverables of the Euro-Interlocking Projects 3 and 4. This document also summarises the results from Project 2, which are the basis of work in Projects 3 and 4. This document is an annex to the Project Declaration, version 2.1, released and approved in October 1999.

Executive Summary

The Project Declaration for Euro-Interlocking Projects 3 and 4 is an annex to the Project Declaration, version 2.1, which was released and approved in October 1999. The aims of this document are to summarise the results from Project 2 and define the objectives, planning and deliverables for Projects 3 and 4.

Project 2, Railway Requirements

In total, 55 Deliverables resulted from work in Project 2 since the start of Core Team work on 17 January 2000. Of these deliverables, 24 have been either modified or added outright to the project since the year 2000. Because of these additional deliverables and for further reasons, the project Steering Group decided to extend Project 2 to 31 December 2002.

Project 3, Industry Specification and Implementation

The objectives and deliverables of Euro-Interlocking Project 3 include the following:

Promote and support of work on the development of the Euro-Interlocking Interface Specification Standards.

Industry is to implement the Euro-Interlocking Requirements Standards.

Management of Change Requests and maintenance of the Euro-Interlocking Requirements and Interface Standards

To promote EU financing for the development and implementation work done by industry partners within Project 3.

Project 3 is to be completed on 31 December 2004.

Project 4, Realisation of Initial Projects

The objectives and deliverables of Euro-Interlocking Project 4 include the following:

Initial interlocking projects implementing the Euro-Interlocking Standards are to be tendered, planned, installed and commissioned by the participating railways.

Development of National Railway Functional Requirements of the participating railways based on the Euro-Interlocking formalised approaches.

To develop further project deliverables as requested by the project Steering Group or the UIC Infrastructure Commission.

To promote the development and implementation of European Railway Signalling Data Preparation Tools for railways.

To elicit new railways and industry partners to join the Euro-Interlocking project and to promote the aims, objectives and interests of the Euro-Interlocking project.

Project 4 is to be competed on 31 December 2004.

1. Introduction In the Euro-Interlocking Project Declaration, version 2.1, a general outline of Projects 3 and 4 was given. The Project Declaration for Projects 3 and 4 now presents a more detailed outline of these projects.

The objectives, aims, definition of the Suite of Projects and the project organisation given in the Project Declaration version 2.1 remains valid for the most part.

However, since the drafting of the Project Declaration, new insights, knowledge and Steering Group decisions have enriched the scope of the project and, in some instances, changed the priority of some of the project work and deliverables. For this reason, a summary of the work completed within the scope of Project 2 will also be presented here.

2. Project 2, Railway Requirements The basis and breakdown of the work for Project 2 is the document “Work Breakdown Structure and Budget for Project 2, Year 2000 (File name 990901WB.xls). This document was created in September 1999 and is the basis of the UIC Infrastructure Commission’s approval of Euro-Interlocking Project 2 in November 1999. The work packages to be completed in Project 2 are listed in it and are grouped in accordance with the Project Declaration.

2.1 Extention of Project 2

During the first year of work by the project Core Team in Zurich in 2000, the Steering Group of the Euro-Interlocking project decided to put a focus on Qualitative Requirements, which were called the System and Performance Requirements in the original Project Declaration. In particular, the Steering Group decided to lower the priority of work done by the Core Team on the Functional Requirements.

During the course of the project, as more depth and know-how came into the project work, it became clear that additional deliverables needed to be defined. These deliverables were generally proposed by either the Core Team or the Steering Group. The Steering Group then mandated the Core Team to the start of the work on these work packages.

The addition of these new deliverables has naturally influenced both the scope and the relevance of the project, by ensuring that it reflects the current requirements of the partner companies, which are guiding and paying for it. This has also resulted in the extension of the timeframe of Project 2 itself.

As defined in the Project Declaration, industry partners in the project were to have started work on the standardisation of interfaces from the beginning of Project 2 in 2000. However, most suppliers gave their commitment to participate in the project during the course of 2001, thus delaying the start of the work on developing interface standards.

In addition, the definition and harmonisation of many of the Qualitative Requirements at a European level has proved to be a challenging and time-consuming task.

For these reasons, the Steering Group decided at their meeting in Prague on 8 February 2001 to extend Project 2 to the end of 2001 and at their meeting in Oslo on 15 May 2002 to further extend Project 2 to the end of 2002.

However, since Industry Specification and Implementation (Project 3) and the Realisation of Initial Projects (Project 4) are crucial to the success of the Euro-Interlocking project and it was seen that it would be beneficial to run these projects parallel to Project 2, both the Steering Group and the UIC Infrastructure Commission decided to start these projects on schedule in accordance to the project Time Plan in the Project Declaration. The extension of project 2 has had no effect on the overall project budget.

2.2 Deliverables from Project 2

The following deliverables are to be completed by the end of Project 2 on 31 December 2002. For each deliverable, the list indicates whether this is

• a deliverable which was defined in the original Project 2 Work Breakdown Structure (990901WB.xls) or

• a new deliverable mandated by the Steering Group during the course of Project 2 for development by the Core Team.

In total, this results in 50 Deliverables undertaken in Project 2 between the start of Core Team work on 17 January 2000 and the completion of Project 2 on 31 December 2002. Of these deliverables, 24 have been added to the project since its approval in November 1999.

3. Project 3, Industry Specification and Implementation At their meeting in Vienna on 9 June 2000, the UIC Infrastructure Commission formally gave the approval of Project 3, including the proposed budget for 2001.

Approval for the start of work on Project 3 was given by the Euro-Interlocking Steering Group on 7 February 2001.

Given that Industry Specification and Implementation of the Euro-Interlocking Standards is a key to the success of the Euro-Interlocking project and there were benefits to be gained by running Projects 2, 3 and 4 in parallel, both the Steering Group and the UIC Infrastructure Commission decided to start these projects on schedule in accordance to the project Time Plan in the Project Declaration.

3.1 Objectives of Project 3

The scope and aims of Project 3 have also been expanded since the original Project Declaration was approved. This reflects the high level of interest in seeing a number of interfaces standardised. The broad participation of the suppliers in the project has also enabled the scope of interfaces to be worked on to be widened.

The objectives of Euro-Interlocking Project 3 include the following:

1. Promote and support of work on the development of the Euro-Interlocking Interface Specification Standards.

The Euro-Interlocking project is to promote and support work on the development of the specification of standardised interfaces for European interlocking systems. In addition to the UIC budget, financing from industry partners in the project is also available for this work.

The following Interface Standards are foreseen for development:

RBC to Interlocking System Interface

Traffic Control System (TCS) to Interlocking System Interface

Interlocking to Interlocking Systems Interface

Track Element to Interlocking System Interface

2. Industry is to implement the Euro-Interlocking Requirements Standards.

For this purpose, the Euro-Interlocking project will represent the interests of the participating railways within Project 3. The project team shall act as

advisors for the industry partners concerning the Euro-Interlocking Requirements Standards during Project 3.

3. Management of Change Requests and maintenance of the Euro-Interlocking Requirements and Interface Standards

The project is to be responsible for the management and handling of Change Requests as well as the maintenance of the Euro-Interlocking Requirements and Interface Standards. In addition, the process for change management and maintenance are to be defined and carried out.

4. To promote EU financing for the development and implementation work done by industry partners within Project 3.

The project is to co-ordinate the effort of industry in the implementation of the Euro-Interlocking Standards with the aim of obtaining EU financing for Industry partners for system specification, development and implementation within Project 3.

3.2 Deliverables from Project 3

The following deliverables shall be completed during the course of Project 3:

Euro-Interlocking Interface Specification Standards.

Expertise for signalling suppliers and railways concerning the implementation of the Euro-Interlocking Standards.

Change management and maintenance of the Euro-Interlocking Requirements, Interface Standards and further project deliverables.

Possible EU financing of project related work.

3.3 Completion of Project 3

In accordance with the project time plan, Project 3 is to be completed on 31 December 2004.

4.1 Objectives of Project 4

In the time since the original Project Declaration was approved, the majority of the railways participating in the project have committed themselves to undertake Initial Projects using the Euro-Interlocking Standards. The project will be active in helping those railways elicit the necessary requirements and to this end is establishing a formalised approach to capture the functional requirements.

The objectives of Euro-Interlocking Project 4 include the following:

1. Initial interlocking projects implementing the Euro-Interlocking Standards are to be tendered, planned, installed and commissioned by the participating railways.

The realisation of the initial projects is based on the Euro-Interlocking “Memorandum of Understanding” signed by the participating railways. It is the responsibility of the Euro-Interlocking project to support the participating railways in their work of procuring new interlocking systems for their network based on the Euro-Interlocking Requirements Standards. The project will also be responsible for eliciting and promoting new initial projects by the railways.

2. Development of National Railway Functional Requirements of the participating railways based on the Euro-Interlocking formalised approach.

As far as possible, National Railway Functional Requirements are to be developed based on the Euro-Interlocking Formal Functional Requirements Approach (EIFFRA). This work is to be carried out in close association between the Core Team and the railways participating in this work. It shall also be the responsibility of the project to support each railway in order that work on the functional requirements is completed on schedule, to co-ordinate this work with all participating railways and industry partners as well as to

implement the National Railway Functional Requirements for interlocking systems into the Euro-Interlocking Requirements Standards.

The National Functional Requirements work is to include:

Validation and testing of the EIFFRA concepts with real railway requirements and real projects.

Develop the National Functional Requirements of railways willing and ready to do this work. Possible railways that may be involved in a first phase of this work are RFF/ SNCF for the State Chart approach and for the UML-based approach; NS, SBB and BS.

Further development of SELRED based textual Functional Requirements.

Development of Safety Requirements based on a formal language.

Important note: In the original Project Declaration, version 2.1, this objective and project deliverable was defined in Project 3 under the name “Data Libraries”. It has now been transferred to Project 4 since it is more logical to do this task within the framework of an initial project.

3. To develop further project deliverables if requested by the project Steering Group or the UIC Infrastructure Commission.

The project team shall be responsible for the development and management of further deliverables, as deemed necessary by the project stakeholders.

Possible future deliverables may include:

Standardised (detailed) Installation and Commissioning Handbook/Guideline for Signalling Systems

Recommended standards for the following areas: o Point drive machines o Signal voltages o Signal bulbs o Power supply voltages and characteristics o Track circuits and axle counters (track vacancy proving) o Harmonised European signalling aspects

Standardised Functional Requirements for an ERTMS Radio Block Centre

4. To promote the development and implementation of European Railway Signalling Data Preparation Tools for railways.

The Euro-Interlocking Project is to promote and organise work in the area of the development and implementation of European Railway Signalling Data Preparation Tools for railways. The project is to ensure that the needs of the railways are met and that the aims and objectives set down in this area are reached. Financing models may also be implemented, including possible EU financing for the development of the Data Preparation Tools for signalling.

5. To elicit new railways and industry partners to join the Euro-Interlocking project and to promote the aims, objectives and interests of the Euro-Interlocking project.

The Euro-Interlocking Project, in co-ordination with the UIC, is to contact non-participating railways and industry partners on an ongoing basis to inform them about the Euro-Interlocking project and its progress. The aim is to elicit new railways to commit themselves to the objectives of the project and to realising initial projects in their network.

It is to be the task of the project team to promote the interests of the Euro-Interlocking project as well as its aims and objectives. The team is to deepen public knowledge of the project, publicise its objectives, benefits, programme and progress on an ongoing basis. Among other measures, the team shall represent the project in meetings with international organisations, institutes and international conferences.

4.2 Deliverables from Project 4

The following deliverables shall be completed during the course of Project 4:

Promotion and support of initial railway interlocking projects implementing the Euro-Interlocking Standards.

National Railway Functional Requirements for interlockings based on the Euro-Interlocking Functional Requirements Approach. For each national railway participating in this work, this shall include:

o Textual requirements in DOORS

o Modelling of requirements based on UML and/or State Charts/State Diagrams

o Description of Safety Requirements in a formal language

Important: The completion of this deliverable depends highly on the readiness and strategy of a railway to invest the necessary resources in the development of their national functional requirements.

The more railways that commonly use the Euro-Interlocking Functional Requirements Approach in their signalling departments, the more significant the benefits will be for all of railways co-operating in this area.

Further project deliverables as requested by the project Steering Group and/or the UIC Infrastructure Commission.

European Railway Signalling Data Preparation Tools available for railways.

New railway and industry partners joining the project; European and worldwide awareness of the Euro-Interlocking project.

4.3 Completion of Project 4

In accordance with the project time plan, Project 4 is to be completed on 31 December 2004.

5. Participating Railways and Suppliers in Projects 3 and 4 With the vote by their UIC Infrastructure Commission members on 9 June 2000 or with the signing of the Declaration of Participation in Projects 3 and 4, the railways have committed themselves to participation in and financing of Projects 3 and 4.

The Euro-Interlocking Project is based on the voluntary participation of railways and suppliers within Europe.

For railways wishing to join the project, the UIC rules and regulations covering a project with voluntary participation shall apply. However, it is within the competence of the project Steering Group to approve the conditions for a new railway or industry partner to join the project.

5.1 Railway participation

As of the release date of this declaration, the following railways are officially participating in the Projects 3 and 4:

6.1 Completion of the project

In accordance with the original Time Plan in the Project Declaration, version 2.1, it is planned that the Euro-Interlocking project is to be completed on 31 December 2005.

This planning is based on the tasks and deliverables presently defined within the scope of the project.

7. UIC Project Budget The following is an overall UIC project budget, as presented to the UIC Infrastructure Commission at their meeting on 12 June 2002. This is overview is complementary to the budgets for 1999 and 2000 in the Project Declaration, version 2.1.

Overall UIC Project Budget

The breakdown of the yearly UIC budgets for Projects 3 and 4 are presented to the project Steering Group and the UIC Infrastructure Commission for approval in accordance to UIC rules and regulations.

7.1 Additional project financing

Industry partners in the project are also providing funding for project work. Since it is difficult to plan the level of funding coming in from industry, this funding is not included in the UIC Project Budget shown above.

Also, new railway partners joining the project provide for additional project funding by the nature of UIC rules. Again, since it is difficult to know in advance which railways will be joining the project, these moneys are not included in the budget above.

7.2 EU support of the Euro-Interlocking Project

In 2001, the EU declared its fundamental support of the objectives and aims of the Euro-Interlocking Project.
