Executive Summary State of Tennessee Real Estate Management (STREAM) contracted Smith Seckman Reid, Inc (SSR) to evaluate the Heating Ventilation and Air Conditioning (HVAC) systems, Building Automation System (BAS), and Smoke Control Life Safety System for Turney Center Industrial Complex in Only, Tennessee, 1499 R W Moore Memorial Rt Hwy, Only, TN 37140. SSR representatives conducted a site visit during the week of July 10th, 2019, accompanied by facility staff. Turney Center Industrial Complex (TCIX) is composed of the original complex which was built in 1968, as well as housing units that were built in 1990, and an Annex area. Majority of the HVAC equipment has been replaced since the 1988 renovation. The remaining equipment has exceeded the expected useful service life as per ASHRAE.
Assessment scope Bring existing Smoke Evacuation system in inmate living areas up to current codes. Include
exhaust fan replacement and smoke controls panels in housing units and excludes the annex building housing units which do not require smoke evacuation.
Replacement/upgrade of the BAS system and any HVAC equipment controls, as needed.
Replacement of existing HVAC Equipment in inmate living areas.
Replacement of HVAC Equipment in ancillary buildings.
Assessment goals
Facility Description and Operation: An assessment of the facility was conducted, and systems narratives were created for its heating, cooling, ventilation, BAS, and smoke control systems. A review of the current building operating plan was conducted, and a summary of the systems’ were documented.
Analysis and Recommendations: Based on the review of the facility’s current condition and operation, potential upgrades were identified. For each measure implementation and costs were approximated.

Facility Description and Observations
Codes and Standards Design and construction shall adhere to the following codes, standards and guidelines:
• International Building Code, 2012, with International Mechanical, Electrical and Plumbing Codes • International Energy Conservation Code, 2012 • NFPA 101 Life Safety Code, 2012
Overview Included in the original 1968 phase are the following buildings: Admin (A), Clinic (B), Chapel (E), Building (F), Kitchen/Dining (G), School (H), Industry (J), Building (P), Maintenance (K), Boiler House (L), and the Warehouse (M). There is a second Industry building that may also have been part of the original complex that is currently being used to manufacture flooring Woodplant (Q). All of the buildings in the original build receive heat from the central high temperature hot water loop which originates from the boiler house, Building L. The Industry buildings, Building P, the warehouse, the maintenance building, and the boiler plant do not have cooling. They are heated via a heat exchanger and hot water unit heaters. The only exception to the above are a couple of window AC units in the office areas of the boiler house and maintenance building. The remaining buildings in the original 1968 complex have a variety of AHU’s and terminal devices. Buildings A and B have multizone units. Building H has two packaged units and 1 split system AC and several VAV boxes. The VAV boxes have hot water reheat coils. Building F has two split system AC’s. Building G has three AHU’s which are served by a small chiller. The dining area of G has 3 small AC units serving it. Building E, the Chapel, has a standalone heat pump unit. In 1990, five housing units and two Program buildings were added to the main 1968 complex. These include 4 Medium Security units, and 1 High Security unit. The 4 MSA’s each have three packaged Roof Top Units which were installed in 2011-2012. There is one RTU for each housing wing, and one RTU that serves the core area. The core areas also have six hot water reheat coils. The 1 HSA unit has five RTU’s, which were installed in 2011-2012. There is 1 RTU for each housing pod, and one for the central core area. There are 5 hot water reheat coils serving the core area. MSA and HSA pods each have a smoke exhaust fans with makeup air supplied through the RTU. Annex Area: The Annex area is an older area and consists of a Housing Unit and an Administration Building. The Admin building is heated and cooled by four heat pumps. The housing areas have window units for cooling and a central heater.
HVAC System The cooling and heating air conditioning system for the facility is primarily hot water boilers, and chilled water multizone air handling or constant volume DX rooftop units. Outside air ventilation is provided through the air handling units. The HVAC system as observed on the site visit is noted below.

Central Energy Plant
Hot Water Loop Pipe
Location: Loop 1 is routed above ground outside the secure perimeter with branch pipes underground up to MSA 1 and 2 and Woodplant. Loop 2 is routed above ground on the exterior of the Industries building over the Laundry and kitchen and down to MSA 3 and 4.
Serves: All of the buildings in the original build receive heat from the central high temperature hot water loop which originates from the boiler house, Building L.
Condition: Less than 10 years in service. No apparent leaks. External field applied insulation wrap is torn in some areas.
Chilled Water Pipe
Location: Chilled water supply and return lines extend from the chillers in B building tunnel and are routed through the building to air handlers serving A and B building.
Condenser water lines extend from the chiller in B building to the cooling tower located outside B building.
Serves: A and B building chiller and air handling units.
Condition: Original to building. No visible leaks.
Water Cooled Chiller
Location: Building A-B Tunnel mechanical room.
Serves: Building A and Building B air handling units.
Condition: Frequent power surges at control panel disable chiller.
Type and Quantity: 1 chillers at 200 tons
Cooling Tower
Location: B building
Serves: A-B building Chiller
Condition: No apparent issues or complaints.
Type and Quantity: Induced draft crossflow.
Chilled Water and Condenser Water Pumps
Location: B building
Serves: B building air handling units and cooling tower
Condition: No apparent issues or complaints.
Type and Quantity: 1 chilled water pump and 1 condenser water pump.
Air Cooled Chiller
Location: Dining building roof.
Serves: Dining and kitchen air handling units.

Domestic Water Heat Exchanger, Mixing Valve, and Recirculating pump

Serves: Converts boiler loop hot water to domestic hot water.
Condition: New. Under Warranty

Type and quantity: Hot water coils.
Duct
Serves: Supply air ducts are routed from air handling unit to the terminal boxes or diffusers. Tempered air from the terminal boxes is supplied via low pressure ductwork to ceiling diffusers. Return air is ducted to air handling units.
Condition: No visible issues.
Building Automation System (BAS)
The manufacturer of the BAS desktop central control station (frontend) is Tridium Niagara AX. All AHU end-controllers and end-device actuators for dampers and valves are Schneider Electric I/A. The BAS communication protocol for TCIX is BacNet (open protocol, non-proprietary).
The heat exchangers are controlled via new DDC controls and tied to the BAS.
The unit heaters are standalone and controlled by local thermostats.
Buildings A, B, H, F, G: All of the old pneumatic controls and the old Robertshaw system in these buildings has been replaced in recent years with BACnet DDC controls tied to the Tridium Niagara AX front end. All pneumatics are now gone and everything is electric and digital.
Building E, chapel, is not tied to the BAS.
All of the MSA housing building: All the HVAC equipment in the MSA and has housing buildings is controlled by BACnet DDC controls and tied to the campus Niagara AX BAS.
Annex housing building is not integrated to the BAS.
Smoke Control System HSA housing units were designed with a roof mounted smoke exhaust fans (SEF) ducted directly
to the return duct of each AHU serving each pod. Another extraction fan is ducted direct into the dayroom in the HAS buildings for ventilation.
MSA housing units were designed with a roof mounted smoke exhaust fans (SEF) ducted directly into the dayroom.
The smoke fans are activated during a smoke event. The AHU deactivates the return and supply fans and closes the return air damper. Makeup air flows though the AHU from a fully opened OSA intake into the AHU supply duct.
Type: centrifugal upblast exhaust fans
Fan disconnects and HOA switches are located in the mechanical room
Buildings do not have smoke control panels. The recent building code requires a smoke control panel to identify zones and status of smoke evacuation system equipment.
The smoke system fans and controls are all original to the buildings. The equipment has exceeded the expected useful service life as per ASHRAE.
Fans have been maintained requiring motor replacements and are functioning properly.
No current operational issues noted with smoke fans and no complaints from the maintenance staff and fire safety officer.

Recommendations
HVAC System
MSA and HSA housing unit air handling unit replacements: AC-MSA1 typical each pod, AC-MSA2 serving center core for each building, RTU/CU-HSA-1 typical each pod, RTU/CU-HAS-2 serving center core. Demolished and replaced with new air handling unit and condensing unit with BAS controls, heating coil, chilled water coils, supply fans, return fans, and filters. New air handling units are to be a direct replacement of the existing units.
A Building air handling unit replacement: A-14 Central station air handling unit located in A Building mechanical room should be demolished and replaced with new air handler with BAS controls, heating coil, chilled water coils, supply fans, and filters. New air handling units are to be a direct replacement of the existing units. Dimensions of new unit will be comparable in size to existing unit.
B Building air handling unit replacement: AC-1B, AC-2B, AC-3B, AC-4B Central station air handling units located on the lower level of B building should be demolished and replaced with new air handler approximately 10,000 CFM each with BAS controls, heating coil, chilled water coils, supply fans, and filters. Dimensions of new unit will be comparable in size to existing unit. New air handling units will be modular to allow disassembled for transporting through the building and into the mechanical room for assembly.
Annex Building HVAC replacement: Unitary air condensing units and unit heaters in day rooms should be demolished and replaced with 6 ground mounted rooftop units. Units to be ducted above ceiling to distribute air throughout the day rooms.
Domestic water valve replacement. Main domestic water underground isolation valves should be replaced.
B Building sewer line replacement: Located in B building tunnel. Facility has constant issues with cleaning out the sewer line. During the checkpoint renovation it was discovered the line was broken and in need of repair.
A and B Building chiller controller uninterruptable power supply (UPS). Unit to be wall mounted on the mechanical room in B building tunnel.
Boiler Control system controller uninterruptable power supply (UPS). Unit to be wall mounted in the L building boiler room.
Building Automation System (BAS) Main Complex building controller should be upgrade to latest version the Tridium Niagara
system. This area is presently running at Tridium AX. The current version of Niagara is N4. Upgrade of the existing JACE building controllers to the newer JACE 8000 series, and an upgrade of the server to N4 Supervisor is recommended.
Integrate Unit heater thermostat and controls to BAS There are large areas of the Industrial and Warehouse buildings that are heated by hot water unit heaters that are controlled only by standalone thermostats. There is no central control of the setpoint in these areas, and no setback for unoccupied times. Installation of Viconics type BACnet thermostats for each unit

heater, networked via BACnet to the existing BAS system, and setup on an occupied/unoccupied schedule is recommended.
Integrate Chapel Building heat pump to BAS Since the Chapel, Building E, is not on the network, we recommend installing a Viconics type BACnet thermostat for the heat pump in this building and tie it into the existing BAS via BACnet so an occupied/unoccupied schedule can be set up
Integrate Annex building heat pumps to BAS THE ANNEX AREA: Since the heat pump units in the Annex Admin area are all controlled by standalone thermostats, it is recommended that new Viconics type BACnet thermostats for the heat pumps in this building be installed and tied into the existing BAS via BACnet so an occupied/unoccupied schedule can be set up.
Smoke Control System Upgrade smoke control system per current building codes and provide a computation fluid
dynamics (CFD) model to confirm airflow rates provide a tenable environment for egress.
Replace smoke control fans in housing building that have exceed the useful service life.
Install new code required smoke control panels. Smoke control panel to identify building smoke zones. Panel to be located in readily accessible location inside the occupied building near the fire alarm panel for trained staff to observe and activate smoke fans.
Integrate smoke control fan status to BAS.
Potential Needs in other Areas of the Facility Annex housing building wood framing and shingle roof is wavy. Roof framing and shingles are in
immediate need of replacement.
Annex housing building gypsum ceiling is crack and failing in areas. The ceiling is in immediate need of replacement.
Guard tower electrical transfer switch and electrical panel upgrades.

Sequencing Work to be designed with the intent to construct in stages to provide for continuous usage. Schedule the chiller replacement and air handling unit replacement work so that down time will be during seasonal periods of low cooling requirements as specified by the Owner. Temporary heating and cooling to be provided during construction when systems are shutoff for extended periods. Any required utility shutdowns shall be coordinated with the Owner and final decision on time, day and duration of shutdown will belong to the Owner.
