Details of Physical Progress of the Project

1. Rejuvenation of 25 Tanks

i) Recharge well – Out of 104 numbers of Recharge Borewell, 23 numbers were completed and 79 numbers are in progress.

ii) Repair of Sluice shutter - Out of 66 numbers of Repair of Sluice shutter, 8 numbers of Sluice shutter were repaired.

iii) Tree Plantation - Out of 38625 numbers of tree plantation, 2400 numbers trees were planted.

iv) Desilting - Out of 754718.57 cum of desilting work, 3,83,816.4 cum of desilting work was completed.

In addition to 20 tanks proposed in the earlier DPR, PWD is now taking up rejuvenation of 5 additional tanks from the project savings. The tender process was completed in 5 tanks.

2. Rejuvenation of 32 Village Ponds

Out of 32 village ponds, desilting work was completed in 4 village ponds by PASIC of Agriculture department.

The executing entity of the component was changed from Agriculture Department to respective Commune Panchayats.

Also out of 32 ponds that are approved for rejuvenation work, work could not be taken up in 15 ponds due to sewage stagnation and other reasons. Hence 15 alternate ponds were proposed.

3. Capacity Building Programme

M/s. DHAN Foundation has been selected through e-Tender process for conducting Capacity Building Program under the project “Integrated Surface Water Management through Rejuvenation of 25 Tanks and 32 Village Ponds for Climate Change Adaptation in Puducherry”. Work Order for the same has been issued on 12-Jul-2018.

DHAN Foundation had introductory meeting with the officials of Line Departments and Tank Users Associations. The Orientation Programme on Capacity Building to Tank Users Association and Officials of the line departments for the project was conducted.

The Inception workshop was completed in 15 tanks out of 25 tanks.

Participatory Micro-Vulnerability Assessment at tank level was completed in 8 out of 25 Tanks.

The Participatory Micro-Planning exercise at the tank level including crop planning and Business Planning was completed in 8 out of 25 Tanks.

PWD is proposing for making changes in the financial allocation of the Tank sub-components without exceeding the total sanction approved. Also PWD is proposing to take up rejuvenation of 5 additional tanks from the project savings.

Similarly, for ponds, there is change in executing entity from Agriculture Department to respective Commune Panchayats. Also out of 32 ponds that are approved for rejuvenation work, work could not be taken up in 15 ponds due to sewage stagnation and other reasons. Hence 15 alternate ponds are proposed to be taken up.

The executing entities have to submit revised proposals for the above and obtain approval of MOEF&CC.

Project Sign board shall be placed in both the tanks.

Dead bodies are buried and burnt in the bunds of the Thondamantham vellari tank. Respective Municipality has to take necessary action to avoid these activities near the tank.

In Katterikuppam Tank it is observed that the recharge bore well pipes are kept open. The respective JE - PWD has been informed to close the openings with dummy to prevent accidental tripping and falling.

Project Sign board shall be placed in both the tanks.

In Murungapakkam Tank, it was observed that the bunds are newly formed with the desilted sand. Few tree saplings have been planted by Department of Forest and Wildlife. It is recommended to plant more tree saplings in the bunds of the tank before the monsoon.

In Thirukkanur Periya eri, it is observed that all the works have been completed. No water is found in the tank due to insufficient rainfall. The trees shall be planted.

In Koonichempet pazhayaeri, Work is not yet started. No water is found in the tank. The work shall be performed immediately in the tank.

In Mannadipet Tank, it was observed that the

work order was issued recently and bushes are cleared. The desilting work is planned to begin in a week.

Agriculture Department shall organize Capacity Building Programs in the Tanks in consultation with PWD and DST&E and by involving community participation. One such program shall be organized during January, 2018. In the first instance programs shall be arranged for Kuruvinatham, Embalam, Thirukkanur and Katterikuppam Tanks where considerable works has been done under the project.

Proposal shall be obtained from Dhan Foundation for conducting the Participatory Vulnerability Assessment and Planning Exercise and submitted.

Other NGOs working in this field shall also be involved in various capacity building activities.

2. 22.02.2018 10.30 A.M

The Hon’ble Minister for Science, Technology and Environment

The Tender saving amount could be used for taking up additional 3 tanks in Karaikal region and necessary DPR may be prepared and submitted to MoEF&CC for approval.

All the works in the Tanks shall be expedited and completed by September before next monsoon.

Atleast 75% of the first installment amount released may be utilized before March 2018 and necessary UCs shall be submitted for claiming the second installment amount from NABARD.

Industries / Institutions may be requested to sponser for tree guards under CSR

Since Village Ponds are under the control of Commune Panchayats and since PWD is not able to take up the works in all the 32 ponds due to sewage inlets and other issues, PWD may entrust the execution of Ponds related components to respective Commune Panchayats under PWD’s overall supervision. The Commune Panchayats shall inspect all the 32 ponds and explore the possibilities of executing the work in all these 32 ponds as alternate ponds can be taken up only with approval of MoEF&CC which is time consuming process. The Ponds components shall be executed within the sanctioned amount of Rs.15 Lakhs per pond.

In the event of work could not be executed in certain already identified tanks and ponds the following tanks and ponds may be considered as alternative with approval of Steering Committee and MoEF&CC : Tanks: Kudiruppupalyam Thangal, Vambapattu Thangal, Nathamedu Chitheri, Seliamedu Thangal, Karikkalampakkam Tank, Manmedu Tank and 3 Tanks in Karaikal.

Ponds: Sembipalayam, Aranganur (2 ponds), Seliamedu, Kudiruppupalayam (2 ponds), Kirumambakkam (2 ponds), Adingapattu, Pillayarkuppam, Kizhparikkalpat, Karikkalam bakkam (3 ponds), Embalam, Korkadu, Pinnachi kuppam.

3. 23.05.2017 The Hon’ble Lieutenant Governor of Puducherry

A Project Management Unit shall be created by DSTE for monitoring all activities and overall co-ordination of the project. Remuneration for PMU officials may be met out from the programme execution cost included in the sanction.

Provisions of Grants-in-aid under GFR 2005, sanction letter conditions dated 30.03.2016, Implementation Guideline of GoI, terms and conditions, relevant Guidelines of Govt of India/State Government including Central Vigilance Commission (CVC) guideline for banks, Central Technical Examiner (CTE) norms to be adhered to in awarding and execution of the works.

PWD to explore possibility of allotment of works to Tank Users Association beyond Rs.10 lakh subject to adhering provisions of GFR 2005/CVC guidelines.

Tank wise review shall be done on the feasibility of recharge bore-well through Expert Institutes like IIT Madras.

Execution Agencies (DSTE, PWD, Dept. of Agriculture) to have constant meeting with NABARD.

NABARD shall intensify the monitoring visits to the project sites and share observations.

Third party monitoring with the help of NRSA (National Remote Sensing Agency) shall be

undertaken. Satellite photos before and after completion of the project to be provided giving images of work done with date, latitude & longitude coordinates.

Proposal for awarding the work of pond renovation to PASIC through outsourcing by Dept of Agriculture shall be reviewed and priority to be given to Tank User’s Association for such smaller works.

Time bound action plan in the form of PERT chart may be prepared by PWD so as to begin the work latest by 15 June 2017 and complete comprehensive development of tanks by September 2017 before onset of monsoon.

Steering Committee constituted under chairmanship of the Chief Secretary to discuss all above decisions and review the progress and resolve issues in implementation at a regular interval.

4. 28.05.2018 The Secretary, Science, Technology and Environment

The closing period for the project component Rejuvenation of Tanks and Ponds is April, 2018 and the closing period for the project component Capacity Building Programme is April 2020. DST&E has earlier written to MoEF&CC for extension of time till Sept 2018 for tanks and ponds component and till Sept 2020 for Capacity building.

PWD and LAD shall give clear time schedule for completion Tank and Pond rejuvenation. DST&E shall follow up with MoEF&CC accordingly.

Commissioners of Villianur Commune Panchayat, Nettapakkam, Manadipet, informed that, out of 32 ponds approved for rejuvenation, as per the Detailed Project Report (DPR), execution of work can be carried out only in 17 ponds viz, 13 in Mannadipet Commune, 3 in Nettapakkam Commune and 1 in Villianur Commune. Rejuvenation of ponds cannot be carried out in other 15 ponds viz. 10 in Mannadipet Commune, 4 in Nettapakkam Commune and 1 in Villianur Commune due to stagnation of sullage water, encroachment, work already taken up through some other agency etc. In the 17 ponds approved in the DPR, changes needs to be done in the amount allocated for each component of the ponds without enhancing the total amount of Rs. 15 lakhs sanctioned for each pond.

LAD shall submit a proposal with for revised estimate for the 17 ponds that are approved in the DPR and separate proposal shall be given 15 alternate ponds by 30.06.2018 to DST&E for obtaining necessary approval of MoEF&CC.

The proposal for taking up 5 new tanks from the project savings amount may be submitted by 02.06.2013 to take necessary approval of MOEF&CC.

All the Bills for the project expenditure incurred during the Academic year 2017 – 2018 shall be submitted by PWD and Agriculture Department to

DST&E. DST&E shall arrange for submission of audited UCs to NABARD.

PWD shall submit the financial requirement plan for the current year to DST&E. DST&E shall release Rs 1.50 Crores from the project funds.

5. 03.07.2017 05.00 PM

The Chief Minister of Puducherry

The tenders shall be opened by next Monday and finalized within that week. The work shall be completed in next 2 months. Simultaneously, tree plantation and other works also to be taken up. As far as the dredging of borewell is concerned, the expert opinions from IIT, Chennai needs to be taken.

Desilting of 4 ponds have been completed and work to be taken up for another 5 ponds. In the remaining 23 ponds work could not be taken up due to sewage stagnation, lack of proper approach and some ponds already taken up by some other agencies etc.,

Ratification for the Action Plan 2015-16 of PMKSY is to be expedited, since Ministry of Agriculture, Government of India has informed that no further funds would be provided without ratification on the Action Plan 2015-16 and thereafter utilization of the entire amount already provided during 2015-16.

Preparation of DIPs through collection of proposals from stakeholder departments by NABCONS under PMKSY to be expedited and approval of DIPs and AIP by DLICs to be done immediately.

6. 10.07.2018 Shri. Ravi S. Prasad, Joint Secretary, Climate Change Division, MoEF&CC

DST&E shall co-ordinate with NABARD and organize necessary discussions with PWD and LAD to sort out the issues related to the revisions required in the DPR and obtains approval of MoEF&CC for the revised DPR, so as to commence the works before on set of monsoon.

PWD and LAD shall carry out the necessary ground works including tendering and be prepared to execute the works as soon as MoEF&CC approval is obtained.

PWD and LAD shall prepare project action plans in the form of PERT / CPM chart and ensure that the time frames are strictly adhered to and the project is completed within the time limit.

DST&E shall consult with NABARD and line departments and prepare suitable project proposal for funding under Green Climate Fund.

DST&E shall consult with the line Departments to identify and prepare suitable project proposals for funding under Climate Change Adaptation Fund of MoEF&CC.

7. 28.08.2018 10.30 A.M

The Hon’ble Minister for Science, Technology and Environment

PWD shall obtain expenditure sanction for the 5 new tanks and then call for tenders. All the tendering process shall be completed before December 2018 pending issue of work order and work order shall be issued as soon as the MoEF&CC approval is obtained..

LAD shall complete the tendering process for all the 32 ponds before30 Sep 2018 and the work order shall be issued after obtaining the approval of MoEF&CC.

Work orders for the ponds which are under the earlier proposal shall be issued and work can be started.

DSTE shall prepare the proposal for grant of Community Investment Fund for the 25 TUA formed under the NAFCC project and obtain the approval of the State Level Steering Committee for Climate Change.

8. 07.12.2018 The Secretary, Science, Technology and Environment

As per the approval obtained earlier, 1 crore will be allotted for PWD and 50 lakhs will be allotted for LAD with the available funds of 1.5 crores.

PWD need not open separate bank account and their bills shall be settled by DSTE. Technical verification of the bills shall be done by Executive Engineer and financial evaluation shall be made by the Junior Accounts Officer of PWD. Subsequently, Bills will be submitted by PWD to DSTE for settlement.

Since LAD is not able to open separate bank account, separate bank account for the project shall be opened by Villianur Commune Panchayat, Nettapakkam Commune Panchayat, Manadipet Commune Panchayatand Bahour Commune Panchayat for utilization for the funds and DSTE shall transfer the funds to these accounts.

After opening the bank account, the respective commune panchayats shall request DSTE with the bank details, work order and financial requirement plan for transferring the funds. Accordingly, the funds shall be released by DSTE.

Commune Panchayats shall immediately issue Work Order to the contractors for the selected tenders.

PWD committed to complete the entire allotted work by June 2019.

The commune panchayats shall adhere to the work plan submitted during this meeting.

9. 11.01.2019 The Director, Science, Technology and Environment

Reports of Inception document, Micro vulnerability and Micro planning for the completed villages shall be submitted to DST&E on or before 31st January 2018.

DHAN foundation shall coordinate with PWD and see if Tank Users Associations (TUA) could be engaged for the tree plantation component in all 25 Tanks.

DHAN foundation shall submit monthly progress and quarterly progress report to DST&E by first week of the respective month regularly.

The team leader of DHAN foundation shall adhere to the revised work plan submitted during this meeting.
