› Asian Communities in SpainJoaquín Beltrán and Amelia Sáiz This analysis portrays the general trends of Asian immigrants (numbers,occupation and geographical distribution) and presents a more detailedanalysis of the larger communities that reside in Spain. Likewise, theauthors concentrate on the relation between immigrant collectivism and theeconomy and expound the necessity of further research.

› Trade and Investment relations between Catalonia and Asia in the SpanishContextJosep Manel Brañas This analysis provides data regarding commercial and investment relationsbetween Asian countries, Catalonia and Spain in the context of globalinvestment and trade figures. The research also covers the main import/exportproducts and examines data concerning the evolution of Asian economies overthe last few years.

› Asia Today. Post-Colonialism and the New World OrderPart of then itinary of the Ernest Lluch Menéndez Pelayo University Centre,Barcelona (CUIMB), under the direction of Seán Golden. More than twentynational and international experts in Asian affairs attended. As a result, anannual seminar dedicated to Asia was agreed upon to be held in the CUIMBby CIDOB and Casa Asia. 11-12 July, CIDOB Foundation.

› Delegation to North KoreaRepresentatives of the CIDOB Foundation, the UAB Solidarity Foundation andthe Dr. Trueta Foundation visit the Democratic People's Republic of Korea.23-27 June.

The objective of the Asia Programme in 2002 has been to

consolidate its organisation (July 2001) and to acquire a

position for itself as a reference point in the network of

Asian affairs research centres. Accordingly, the activities

undertaken during the year have gradually extended the

array of subjects studied in the Programme. The research

fields have evolved into the following main areas:

economic, legal-political, international relations and

intercultural studies. Likewise, these activities have led to

connections being made with both national and

international institutions and centres dedicated to Asian

affairs.

› 7ª ASEF UniversityOver a period of two weeks, 35 of the brightest students from all over Europeand from ten Asian countries, along with a dozen European and Asian expertswere brought together to discuss various aspects concerning “Regionalism inAsia and Europe and implications for Asian-European relations”. This activityforms part of the “People-to-People Exchange” of the Asian EuropeanFoundation (ASEF) of Singapore, financed by the EU and the ten Asiancountries’ governments with the aim of promoting exchange and mutualunderstanding between Europe and Asia. In addition to a complete programmeof cultural activities throughout Catalonia, the Seventh ASEF University allowedthe students to interchange points of view as regards their respective countries.The participating students are chosen according to their CV and their capacityfor political leadership, with the idea of forging a relationship between thefuture leaders of the participating countries. Organized by ASEF, theAutonomous University of Barclona (UAB), the CIDOB Foundation and Casa Asia.10-24 November, CIDOB Foundation and UAB..

Latin America Programme

Latin America has undergone important

changes in the last few decades that have

brought it from authoritarian domination

to a harmonisation of democracies, and

from economic protectionism to an

opening to international trade and

finance. This process, which initially

required a great deal of economic growth

and an strengthening of public

institutions, has instead shown its

weaknesses, leaving the acute

vulnerability of its economies exposed to

the financial crisis and the insufficient

consolidation of democratic structures

which threatens the balance and stability

of development in the region.

The new Latin America programme to be

developed by CIDOB over the coming

years aims to contribute to the research

and analysis processes of the most

important matters as regards the future

of the region. The common aim for all

lines of work concerned is: state models,

public policy and globalisation in Latin

America. Four specific fields will be

concentrated on: decentralisation and

social policy; regional integration and

the trade agenda of Latin America; civil

service and public institutions; and

reform of the Armed Forces.

RESERACH

› Relations between Catalonia and Latin AmericaAnna Ayuso and Francesc Bayo

This analysis was developed as part of a larger research project coordinated by the Associationof Research and Study of Iberoamerican Issues (AIETI) in order to present a general idea ofthe role Spanish Autonomous communities play in the relations between Spain and LatinAmerica, through the study of the evolution of economic, political and cultural relationsbetween them and Latin America. Firstly, the origin and importance of foreign activities ofthe Catalan Autonomous Community were established along with its main driving factors.Secondly, the degree of institutionalisation and the extent to which it followed a definedstrategic policy was established. Alongside these studies, the role and importance of officialand non-official actors was considered. Thirdly, the extent to which Spain’s foreign policycomplemented and/or competed with the foreign activities of the EU was established. Toobtain more specific objectives, it was necessary to establish the proportion of Catalan foreignactivity being taken up by Latin American countries and a hierarchy of the different fields inquestion, taking into account the interests at stake and the amount of importance attachedto each one of them.

› Barcelona Universities’ Latin America Research DayThis was set up for the presentation of research projects on Latin America carried out bythe Universities of Barcelona, to enable experts from different fields to mutually benefitfrom their respective studies and research papers. The objective was to discern the routesof interdisciplinary complementation and collaboration between the different institutionsand research groups. The first session was dedicated to the presentation of completedworks by their authors in order to share and discuss their results. In the second sessionthe participants developed a map of the Latin America research being carried out in thedifferent Universities and other institutions in Barcelona. More than 30 researchers andproject coordinators participated in the event. 14 January, CIDOB Foundation.

The CIDOB Foundation’s Mediterranean Programme concentrates on subjects

concerning Mediterranean security. With this in mind, the programme

works extensively with the Ministry of Defence, and plays an active part in

the international EuroMeSCo network, a measure of trust within the Euro-

Mediterranean Partnership in terms of politics and security.

The CIDOB Foundation offers a forum for

society to debate the question “What do

we want Europe to be?”. The main

objective is to create ideas and

recommendations regarding decisions

made in Brussels, with a view to

improving the standard of debate about

what Spain sees as the future of Europe.

This involves looking deeply into central

polemics in the process of European

integration. To this end, the debate

forum organises a monthly breakfast for

around thirty people at the CIDOB

Foundation. At each session a qualified

expert is invited to deliver a brief

introduction to be followed by debate.

The brunches take place behind closed

doors. We aim to provide a platform for

both delegates and guests to express

themselves freely. We try to invite

guests from the entire social spectrum:

representatives of institutions and

political parties, leading universities,

economic and trade officials and media

professionals.

The aim of the Migration Programme is to

increase research and debate in order to

consolidate immigration policies existing in

EU member-states and bring them together

with a view to creating one single EU

immigration policy. To this end, the

Programme concentrates on researching EU

public policy concerning migration and the

relationship between different member-

states’ related policies, and in strengthening

relations with institutions and experts

researching migration in Catalonia, Spain and

Europe.

The CIDOB Foundation Migration Programme

was created in 2002 drawing on all the

initiatives put into place in the years dating

back to the establishment of the Foundation

concerning different aspects of migration,

whilst incorporating a new organisation and

adding new content.

RESEARCH

› Migration in MoroccoGemma PinyolAnalysis of migratory flows in Morocco, with a view to creating a global perspective toenable a better understanding of the movements of the Moroccan population, both internaland external. This research concentrates in particular on migratory flows from Morocco toEurope: both of Moroccan nationals – who have a long tradition of migration due to therelationship between Morocco and other northern Mediterranean countries – and of peopleof other nationalities who use Morocco as a migratory bridge to Europe.

› Mapping exercise’ on Immigration Management in SpainRicard ZapataThe report aims to present a complete picture of the actors, mechanisms and policies whichhave been developed concerning the different aspects of immigration in Spain. Likewise,the report aims to analyse the extent of grouping within the Spanish migratory populationbearing in mind related proposals put forward by the European Union. This study forms partof a broader research project focusing on the findings of similar reports carried out in theother fourteen EU member-states, with the intention of charting a community map forimmigration management.

INTERNATIONAL PARTICIPATION

› European network Migration Policy GroupAim: to work towards a European Migration Dialogue involving debateand exchange with a view to the establishing of communityimmigration policies.The first action carried out by the MPG was the writing of a reportconcerning the state of immigration in Spain (laws, actors, etc) andthe level of convergence of related EU debate. The report will bepublished, along with the reports carried out by other networkmembers regarding the situation in other EU member-states, in thefirst quarter of 2003.

› Presentation of the European Migration DialogueAll delegate parties at the presentation of the European MigrationDialogue are invited to take up a place within the European network ofthe Migration Policy Group. The Programme’s academic advisor, RicardZapata, attended the meeting on the opening of the European MigrationDialogue at which the Programme’s political advisor, Anna Terrón was alsopresent as a member of the European Parliament,. 30-31 May, Brussels.

The aim of the Intercultural Dynamics

Programme is, on the one hand, to

encourage understanding between

dynamics as well as defining identity,

groups or situations and, on the other

hand, reconsider the relations between

individuals, nations and groups. It is also

to consider what happens among, with

and to each and every individual who has

direct or indirect experience of

cooperation or conflict.

The Programme is being developed on

three levels, i.e. in three sectors:

academic, socio-political and

professional. These three fields interact

and complement each other when

applied to a specific subject. They do not

come into play in isolated cases, but

rather by continuous interaction.

So how can exchange lead to agreements

which cover the interests of all

concerned, or their common interests, in

terms of law and responsibility? Is it

possible to create an international public

sphere where cultural differences are not

politically overwhelming?

› Intercultural: balance and perspectivesYolanda OnghenaWorking with UNESCO towards the presentation of the document produced at theinternational summit on interculturality which took place in November 2001.

› A change of perception when dealing with cultural diversityYolanda OnghenaBy “perception” we mean “the way we understand things”, which normally involves usingvague reference texts or giving a specific definition to language, behaviour, actions. This“perception” influences the way we deal with a given subject. When it comes to culturaldiversity we are not the only ones to have perceptions; “others” also have theirperceptions, and these depend on the contexts within which they arise or develop.Any observation made from an intercultural point of view stems from the conviction thatcultures do not develop separately, but rather by constant interaction and interdependencywith one another, and incorporates the idea that one culture depends on other cultures inorder to ensure its own survival. Due to this, it is essential to encourage understanding ofdynamics, as well as defining identities, groups or situations. The step up from definitionto understanding requires the consideration of processes and complexities, not topologiesand monographs. It also requires the reconsideration of relations between individuals,nations and groups: to consider what happens among, with and to each and everyindividual who has direct or indirect experience of cooperation or conflict.

› Interculturality: trust, familiarity or suspicionUnder the current circumstances, a new relation needs to be formed between trust andfamiliarity; one that is stabilised on both sides, and that is not based on tradition,prejudice, myths or religion. Security and harmony, both of which suffer whereverprejudices arise, are essential factors of a civilised society. › International Symposium Racism in metropolitan areasUniversiteit Gent and EvensstichtingDuring the Belgian presidency of the European Union, Gent Universityand the Evens Foundation organised a multidisciplinary symposium onthe increasing amount racism in large cities. This meeting wasattended by guests from all parts of the world in order to compareperspectives on the subject.

› Valldigna Mediterranean Forum: Culture and Solidarity,instruments of peace

Attended by 227 persons from 41 public organisations based in 23Mediterranean countries, with the aim of discussing the most seriousproblems currently seen in the region, looking at their characteristicsand the actions undertaken to try and resolve them, and proposing newinitiatives which, if implemented and perfected, could reinforce theirefficiency. These initiatives will be presented to the largeintergovernmental institutions dealing with the region’s problems and,most importantly, to the Euro-Mediterranean Conference, as well as theEuropean Union and UNESCO. 18-20 April, Valencia.

The Development Programme began with the goal of creating a dynamic and inclusive

forum which would extend further than academic production, in keeping with the very

concept of development. The Programme, besides bringing together experts and easing the

creation of ideas and their implementation, acts as a forum for debate, discussion,

meetings, constructive criticism and the search for alternative development models to

those currently used.

This stems from our belief that development is a process which should improve the quality

of life for people, communities and countries. The CIDOB Foundation aims to contribute to

this continual process of improvement of standards of living and balance out inequalities

by creating and implementing ideas, making forums for new strategies and alternative

development models more accessible in order to meet the international goals set for 2015.

RESEARCH

› The Spanish ODA (Official Development Aid) on population andreproductive healthEnric RoyoEvaluation of the ODA which is dedicated to programmes and projectsconcerning population and reproductive health as regards publicinstitutions (central Government, autonomous communities and localauthorities), to evaluate to what extent the financial initiatives agreed atthe International Summit on Population and Development (Cairo, 1994)have been implemented. The results of the evaluation are set out in adocument to be analysed by the main actors of cooperation in national andinternational forums.

› Population and reproductive health in MoroccoEnric RoyoAnalysis of the situation in Morocco as regards population and reproductivehealth, within the context of the country’s economic and socialdevelopment. This covers the policies of the Moroccan Government, thepaths taken by the country towards multilateral and bilateral cooperation,and the role of Spanish cooperation.

› Combining development and human security. The challengesof the new international situation The CIDOB Foundation and AIETI (Association of Research andExpertise of Ibero-American Matters), within the framework ofthe European Association of Development Research and TrainingInstitutes (EADI). The seminar analysed internationalcooperation in peace processes from the viewpoints of both thefield agendas and international security, and of cooperation fordevelopment, brought about at the end of the Cold War. The aimwas to heighten understanding of the complex relationshipwhich exists between development and security, and to arrive atcertain conclusions which could prove useful for decision-makingpolitical bodies, actors in international cooperation and thegovernments and communities of the countries in question. Thisis particularly important given the efforts of the European Unionin trying to implement a strategy to prevent violent conflict andto resolve international crises. CONSULTANCY SERVICES FOR COOPERATION AND DEVELOPMENT› Guidelines for Cooperation and Development in theGovernment of Catalonia 2003-2006The CIDOB Foundation, working with the InternationalInstitute of Governability (IIG), has presented, on request ofthe Secretary for Foreign Relations of the Government ofCatalonia, the expert recommendation for the Guidelines whichhas formed the basis for the presentation of the referencedocument which will coordinate Catalan cooperation from 2003to 2006.With this in mind, members of the programme the debate onthe Proposal of a Master Plan which took place on 10 June2002 in the Presidency Department.

› Compendium of the evaluations on internationalcooperation in the health sectorThe CIDOB Foundation has initiated, on request of the Bureauof Planning and Evaluation of the Spanish InternationalCooperation Agency, an analysis of the evaluations made of theinternational cooperation undertaken in the health sector byvarious multilateral and bilateral agencies. The aim of theanalysis is to reach a series of conclusions on the mainrecommendations presented by the various agencies, as well asresults and lessons learnt concerning pertinence, efficiency,impact and sustainability of international actions in the healthsector.
