Programme UHC 2030: Working Together to Strengthen Health Systems Meeting of the International Health Partnership for UHC 2030 12-13 December 2016 Hotel Crowne Plaza, Av. Louis Casaï 75-77, Geneva Background The integration of Universal Health Coverage (UHC) in the Sustainable Development Goals (SDGs) provides an opportunity to promote a comprehensive and coherent approach to health, focusing on how the health system delivers integrated, people-centred health services and ensures financial risk protection. The UHC focus aligns with the universalism of the SDGs and their goals and targets which are relevant across all countries. The transformation of IHP+ into the International Health Partnership for UHC 2030 (UHC2030 in short) responds to the global demand and opportunities for better coordination of efforts to strengthen health systems as a means to accelerate progress towards UHC, improve global health security and achieve the SDGs. UHC2030 reflects the importance of multi-stakeholder collaboration on health systems strengthening to make progress towards UHC, offering a convening platform for a broad range of partners. UHC2030 acknowledges the political nature of UHC reforms and the need to focus on who benefits and who is left behind on pathways to achieve UHC. UHC2030 also carries forwards the unfinished mandate of the IHP+ to improve development cooperation in health. The establishment of UHC2030 is well underway. To mark the launch of the transformation, the IHP+ organized a multi-stakeholder consultation on 22-23 June in Geneva to get a broader range of views on how to operationalize the objectives of UHC2030. The WHO Director General announced the establishment of UHC2030 during a side event in the margins of the UNGA hosted at the Rockefeller Foundation on 22 September. On 12 December, a transitional Steering Committee for UHC2030 will meet to decide on the governance arrangements and 2017 work plan for the Partnership. As part of this transformation, UHC2030 is hosting a meeting on 12-13 December, to foster productive exchange between the various health systems partnerships and actors/agencies, build awareness of UHC2030 and explore how the Partnership can improve collaboration. This meeting primarily focuses on the first two objectives of UHC2030, on health systems coordination at global and country levels, engaging a range of stakeholders with particular inclusion of health system related partnerships, networks and alliances. It is envisaged that in the future, UHC 2030 could convene an annual meeting, engaging the full range of UHC2030 stakeholders, particularly countries, to provide a forum for mutual accountability. Objectives of the meeting To present UHC2030 as the convening global health systems coordination platform, providing space for exchange and explore mutually supportive actions amongst various health systems networks and collaborative initiatives. To promote a shared vision for health system strengthening. To identify how each participating network or initiative can contribute to the UHC2030 agenda and update their work accordingly. To explore how UHC2030 can facilitate better collaboration and coordination across the different partnerships, networks and initiatives. To celebrate UHC Day on 12 December.

Background

TheintegrationofUniversalHealthCoverage(UHC)intheSustainableDevelopmentGoals(SDGs)providesanopportunitytopromoteacomprehensiveandcoherentapproachtohealth,focusingonhowthehealthsystemdeliversintegrated,people-centredhealthservicesandensuresfinancialriskprotection.TheUHCfocusalignswiththeuniversalismoftheSDGsandtheirgoalsandtargetswhicharerelevantacrossallcountries.

ThetransformationofIHP+intotheInternationalHealthPartnershipforUHC2030(UHC2030inshort)respondstotheglobaldemandandopportunitiesforbettercoordinationofeffortstostrengthenhealthsystemsasameanstoaccelerateprogresstowardsUHC,improveglobalhealthsecurityandachievetheSDGs.UHC2030reflectstheimportanceofmulti-stakeholdercollaborationonhealthsystemsstrengtheningtomakeprogresstowardsUHC,offeringaconveningplatformforabroadrangeofpartners.UHC2030acknowledgesthepoliticalnatureofUHCreformsandtheneedtofocusonwhobenefitsandwhoisleftbehindonpathwaystoachieveUHC.UHC2030alsocarriesforwardstheunfinishedmandateoftheIHP+toimprovedevelopmentcooperationinhealth.

AgendadescriptionInordertoliveuptotheexpectationsembeddedintheSDGs,andtoovercomepersistentbarriersontheroadtoUHC,creativecollaborationamongvariouspartnerships,networksandinitiatives(referredtoasrelatedinitiatives)thataimtostrengthenhealthsystemsishighlywarranted.Inthistwo-dayeventwewilltrytomobilizesomeoftheconstructiveenergywhichexistsinvariousinitiativesandexplorehowtogetherwecanmakegenuineprogressontheroadtowardsUHC.Besidesgivingroomfordifferentinitiatives’ownmeetingsduringDay1toreflectonhowtheycanengageinUHC2030,wewillfacilitatedialogueandinteractivedynamicsthroughoutthetwodaysofthemeeting.

Day1willstartwithashortopeningsessiontoexplaintheobjectivesofthemeetingandclarifyexpectationsoftheparticipantsrepresentingarangeofpartnersengagedinthedifferenthealthsystemspartnerships.Participantswillthenattendpartnerships’specificmeetingsrunninginparallelaimingtoidentifyhowtobuildbridgesbeforereconveninginajointinteractivesessionthatwillprovideanopportunitytogetabetterunderstandingofwhodoeswhat.IntheeveningofDay1,therewillbeapubliceventtocelebrateUHCdayfollowedbyareception.

Day2willbringallparticipantstogetherandfocusonhowtoworktogetherinstrengtheninghealthsystems.ItwillstartwithSession1tosetthescene,focusingoncountryperspectives.Session2willprovidetheopportunitytoreflectonthevalueaddedofhavingasharedvisionforhealthsystemsstrengtheningandhowglobalinitiativescanberelevantforcountriesintakingforwardtheirownagenda.Groupworkwillenableparticipantstoexplorepriorityareasandpracticalwaysofenhancingcollaboration.AclosingministerialsessionwillprovidegivetheopportunitytogetpoliticalbackingforcollaborationenvisagedwithinUHC2030.

ThetransitionalUHC2030SteeringCommittee(includingcurrentmembersandsomerepresentativesofpartnerspotentiallyinterestedtojoin)willmeeton12Decembertoapprove:governancearrangementsandaworkplanfor2017reflectingtheexpandedmandate.Theworkplanfor2017providesflexibilityforareasofworktobetakenforwardinacollaborativewayasspecificdeliverablesstillneedtobedefined,withopportunitiesfordifferentinitiativestocontribute.
