Since 2008-09, the enrolment for Coronation School has decreased from 319 to 219 students. The Baragar forecast without local knowledge (without the principal’s forecast) indicates an enrolment of 218 students for 2013-14 and suggests an increase of enrolment to 244 students for 2017-18.

The graph and chart that follow provides historic counts by age (including births) of all children that have lived in Coronation’s catchment area for each year. The “spike” in births in 2007 translates to children who were 4 years of age in 2011 that consequently, increased the Pre-Kindergarten Program base for that year. However, it is not known how many of these children were eligible to attend English school because of Laws 101 and 115. The 2012 birth registry data for Quebec will not be available to Baragar until the summer of 2013.

EDUCATIONAL PROGRAMS

PROGRAMME MILE-END HIGH SCHOOL EDUCATIONAL PROGRAM A general profile of a student of Programme Mile-End is a creative, resilient, kinesthetic, visual learner. Students who come to Programme Mile-End High School have had unsatisfactory experiences in regular high schools and are looking for a positive change. They are mature due to life experiences. Because Programme Mile-End is a small school within the EMSB’s secondary Outreach Network, students get the individual attention they need in classes and in tutorial sessions. The program strives to return students to an active and satisfying role in society, whether in further education or employment. From Programme Mile-End, students may obtain their high school leaving diploma that allows them to be eligible to continue their education at the CEGEP level. Taught in a non-traditional environment, the program offers courses for Secondary Cycle 2 (Grade 9 to 11). Programme Mile-End High School concentrates mainly on English, French, Mathematics, History, Economics, Science and Moral and Religious Education, as well as computer-related courses. Programme Mile-End offers a partnership with the business world and the trade schools of the EMSB. Programme Mile-End High School offers Work-Oriented Training Path (WOTP, occasionally called Pathways) and another MELS program called Projet Particulier. Both programs target students at risk of dropping out.

CORONATION SCHOOL EDUCATIONAL PROGRAM

Coronation School is a dual-program elementary school offering the Core English Program and an Extended-French Program (French Immersion). Students in Pre-Kindergarten to Cycle 3 are fortunate to have swimming lessons at the Côte-des-Neiges Sports Centre as part of their physical education program. BASE Daycare services are offered before school, during the lunch hour and after school. Collaboration with students from McGill University, Concordia University and UQAM enrich Coronation students as they work on projects. Coronation School is classified as an Inner City Category II school. A PELO Program (Programme d’enseignment de la langue d’origine) for Tamil is offered there HIGH SCHOOL OF MONTREAL ADULT EDUCATION CENTRE EDUCATIONAL PROGRAM

The High School of Montreal Adult Education Centre (HSM) offers Literacy, Pre-Secondary and Academic Programs and accommodates the head office for DEAL. The Literacy Program allows students to improve basic skills in English and Mathematics. The program is a 4-Step program and each Step includes 4 levels of approximately 150 hours of classroom activities for each level. Students are evaluated at the end of each course for their next placement to be determined. The Pre-Secondary Program prepares students so they can follow the Academic program leading to a Quebec High School Leaving Certificate. Courses focus on a wide range of subject matter including Social Studies, Computers, Mathematics, Science, French and English. The Academic Program is taught in a traditional setting and leads to a Quebec High School Leaving Certificate. The course caters to students who require a few courses in order to graduate and are able to complete their graduation requirements quickly. The HSM offers all pre-requisite courses that a student requires in order to enroll in a vocational program. Generally, a single course runs for an average of 160 hours over 8 weeks. For students who find it difficult to follow more than one course at a time, the HSM program allows them to concentrate their efforts on a single subject at time. The DEAL (Distance Education for Adult

Learners) Program allows students who cannot attend regular classes to follow courses from home. Students must complete the assignments contained in each course that are corrected and returned to the students. Students are also provided with tutorial assistance from a teacher on request. After the student has successfully completed three assignments, they then make arrangements to write the final exam. FACILITY PROFILES PROGRAMME MILE-END HIGH SCHOOL AND HSM ADULT EDUCATION CENTRE FACILITY PROFILE (HSM COMPLEX) Programme Mile-End High School is located in the High School of Montreal (HSM) Complex that was formerly known as the St. Patrick facility. The facility is shared with High School of Montreal Adult Education Centre. Programme Mile-End High School has a capacity for 125 pupil places assigned to its program within the HSM Complex. Theoretically, Programme Mile-End High School uses 5 classrooms. It has the exclusive use of the gym three afternoons a week. Its operating costs (caretaking and contracted services, utilities, security, supplies/materials, building maintenance and repairs) are shared with the High School of Montreal Adult Education Centre.

The capacity of the area assigned to the High School of Montreal Adult Education Centre is 550 servicing a forecast 2012-13 enrolment of 690 ETPs. The HSM Complex facility has been an asset in the growth of the High School of Montreal Adult Education Centre. The sessions for HSM programs are as follows:

Morning Literacy and Pre-Secondary (Monday – Friday 8:30 a.m. to 12:30 p.m.) Afternoon Academic (Monday – Friday 1:00 p.m. to 5:00 p.m.) Evening Academic (Monday –Thursday 5:30 p.m. to 9:30 p.m.) Evening Literacy and Pre-Secondary (Monday – Thursday 5:30 p.m. to 9:30 p.m.)

There are over 1200 students registered each term covering the sessions. In 2011-2012, a total of 2826 individual adult students took courses at the Centre. In addition, another 745 are enrolled in the DEAL Program.

Consequently, the growth in the student body has resulted in a “space crunch” for the Centre. Many academic students arrive an hour before class so they can interact with one another which is an aspect of school life that is important for students. The Centre would greatly benefit by having a student lounge as a proper place to socialize with comfortable seating, tables and chairs, and a games room. Instead, the students have to be content with hanging out in the school hallways and the entrance way. At times, the noise level interferes with the ability of the staff to work in a proper environment. For classrooms, the Centre has had to use the conference room/staff lounge, a windowless exam storage room and one of the classrooms of Programme Mile-End High School. The use of a storage room as a classroom has not been repeated as it was not a proper atmosphere for students to learn in. Therefore, the current situation leaves the school with no room to grow. The growth of the DEAL program has had an impact on space requirements also. All students must write their exams at the HSM. During the 2011-12 school year, 718 students wrote exams for DEAL at the Centre. However, there is no dedicated exam room for this purpose and often students are placed in a noisy environment which is not conducive to writing an exam. Demographic information indicates that there is a growing need for people with the type of skills obtain from programs that the HSM Adult Education Centre offers. Consequently, the High School of Montreal Adult Centre requires additional space to meet the consistent ongoing demands for its programs which would increase the production of ETPs. Because of space limitations, turning students away is not something the HSM Adult Education Centre wishes to do. The Centre believes in its obligation to meet the needs of students wishing to complete their secondary school and to help integrate the many immigrants who come to the Centre in the hope to better their lives and those of their children.

CORONATION SCHOOL FACILITY PROFILE

The Coronation facility houses Coronation Elementary School. As well, there is a private daycare located on the ground floor that brings a rental income. The audited financial statements of 2011-12 state that the amount of income the Board received from the private daycare was $67,465. The functional capacity of the Coronation facility is 744 pupil places that include the 3 rooms used by BASE daycare and the 6 rooms in the wing on the ground floor that is occupied by the private daycare. In 2012-2013, Coronation Elementary School occupies 29.43% of the functional capacity. Theoretically, Coronation School uses 29 classrooms. It also has a cafeteria, a gymnasium and a library. The operating costs include caretaking and contracted services, utilities, security, supplies/materials, building maintenance and repairs.

The Coronation facility is located across the street from the Plamondon Métro station. The accessibility of public transportation is an important consideration for the relocation of Programme Mile-End High School because the students come from all over the island of Montreal and many travel long distances to get to school. Programme Mile-End High School, BASE Daycare, the private daycare and Coronation School will be sectioned-off from each other within the Coronation facility. Programme Mile-End High School is recommended to be accommodated on the ground floor in the area that BASE Daycare currently occupies. BASE Daycare will relocate to the rez-de-chaussée (r-d-c) in the wing adjacent to Coronation School’s administrative offices and directly above the private daycare and the proposed area for Programme Mile-End.

Programme Mile-End High School will acquire for its students its own entrance and washroom facilities in the Coronation facility. It will share the ground floor with the private daycare that brings nearly $70,000 in rental income annually. The private daycare will continue to occupy the same wing that it currently occupies in the Coronation facility. The private daycare is “sectioned-of” by security doors and has its own separate entrance and washroom facilities so that its services do not disturb EMSB’s clientele and programs. All of Programme Mile-End’s current needs, including its computer and multimedia lab, will be adequately accommodated within the Coronation facility. The area proposed for Programme Mile-End High School can fulfill additional needs such as an office, a staff room and a student lounge. A cafeteria and a gymnasium are available on-site. Adjacent to the playground of Coronation School is the Côte-des-Neiges Sports Centre that includes the Aquatic Centre. Consequently, a Sports-Étude component can be developed for Programme Mile–End High School. The Coronation facility will provide a learning environment for Programme Mile-End High School that is safe, warm, safe, comfortable and home-like. The EMSB has positive experiences of cohabitation in facilities that are shared by an elementary school and an outreach school. Presently, St. Gabriel School and Vezina High School share the St. Gabriel facility, and Bancroft School and M.I.N.D. High School share the Bancroft facility. These arrangements have worked very well over the long-term and have not given rise to any problematic situations between the student bodies.

In 2002-03, the Coronation facility housed over 550 students. With more occupants in the facility, the students will feel a renewed energy and experience positive synergy within the walls of the building. A big brother/big sister mentoring program can be developed within the Coronation facility. Programs similar to “Roots of Empathy” can be initiated where older students would develop empathy for younger ones, and would provide a symbiotic relationship for both student populations. The floor plans of the Coronation facility appear on the following pages and propose how the relocation of Programme Mile-End High School would be accommodated. On the ground floor (indicated as “sous-sol” by architect) and section-off by security doors, Programme Mile-End is highlighted in purple and the private daycare is highlighted in yellow. BASE Daycare will relocate to the rez-de-chaussée. It will be a school-based decision where BASE daycare services and offices will be situated among the rooms that are highlighted in blue. Coronation School will occupy the entire area of the 1st floor.

Based on September 30, 2012 enrolment figures, the difference between the number of student places available and that required for Coronation School and Programme Mile-End High School is 490. The Coronation facility with a functional capacity of 744 pupil places and an enrolment of 219 students of Coronation School can accommodate Programme Mile-End High School. Coronation School will continue to have adequate space to accommodate the programs that it currently offers. The number of births and enrolment projections in the Coronation catchment area and the enrolment history and projections indicate that there will be enough space available within the Coronation facility that will not curtail the future growth of Coronation School. The relocation of Programme Mile-End to Coronation will assist to utilize this large facility more effectively within the EMSB network. Additionally, the relocation of Programme Mile-End High School to the Coronation facility will allow Programme Mile-End to develop and grow also. Presently, the HSM facility is being used to its full potential daily servicing a clientele in the morning, in the afternoon and in the evening with a 2012-13 forecast enrolment of 690 ETPs. Should Programme Mile-End High School be relocated to the Coronation facility, the HSM Adult Education Centre can use the vacated space by Programme Mile-End High School as space for their programs to expand. Presently, the High School of Montreal Adult Education Centre utilizes some of the area assigned to Programme Mile-End High School. The Centre desires the whole facility for its programs and expects a minimum of 50 ETP’s can be generated if the area vacated by Programme Mile-End High School is acquired by the Centre.

D. COHABITATION BENEFITS Benefits for AEVS

• The High School of Montreal Adult Education Centre can use the vacated space by Programme Mile-End High School as additional space for their programs to expand.

• The High School of Montreal Adult Education Centre expects to generate a minimum of 50 ETPs because of the area vacated by Programme Mile-End High School.

Benefits for Programme Mile-End High School:

• Because students of Programme Mile-End High School come everywhere within the EMSB territory, the relocation of Programme Mile-End High School to the Coronation facility will allow students to continue to have easy access to transportation available by the Société de transport de Montréal (STM: Métro and buses).

• The Coronation facility will provide Programme Mile End High School a learning environment that is safe, warm, well-lit (including windows), “airy” and home-like that the students can call the school as their own.

• Programme Mile-End High School can utilize the Sports Complex that is adjacent to Coronation’s playground.

• Programme Mile-End High School will be accommodated on the ground floor of the Coronation facility and will acquire its own separate entrance for the exclusive use for their students.

Benefits for Coronation School: • Programs similar to “Roots of Empathy” can be initiated between the high school and

elementary students. • The number of births in the Coronation catchment area and the enrolment history and

projections indicate that there will still be enough space available in the Coronation facility for all the programs that Coronation School currently offers and will not curtail its future growth.

• The Coronation facility will be better utilized and the students will experience positive synergy and a new energy throughout the entire building.

• BASE Daycare will relocate to the rez-de-chaussée since Programme Mile-End will relocate to the ground floor area of the facility where BASE Daycare is currently situated.

• Coronation School, BASE Daycare and the private daycare will continue to have areas “sectioned-off” from each other with their own separate entrances for the exclusive use for their clients.

Benefits for the EMSB Community: • From EMSB experiences, an elementary and outreach population has worked well

sharing facilities together (eg. St. Gabriel/Vezina, Bancroft/M.I.N.D.). • The Coronation facility will have added value by sharing it with its own EMSB

communities. • The private daycare will occupy the same area on the ground floor that it currently

occupies and will continue to provide rental income to the Board. • The EMSB will keep its presence in key areas of its network.

Notice of Intent on Proposed Major School Change for 2014/15 Re: Programme Mile-End High School - Relocation of the program and the subsequent

modification to Deeds of Establishment

DRAFT RESOLUTION

WHEREAS the English Montreal School Board’s elementary, secondary, adult educational and vocational networks, as detailed in the Three-Year Plan for 2014-15 to 2016-17, are subject to review on an annual basis;

WHEREAS the Long Range Planning Committee has reviewed the Three-Year Plan and

List of Schools Allocation and Destination of Immovables and has made specific recommendations concerning major school changes for reorganization for 2014-15;

WHEREAS the Board, in accordance with the Education Act, will consult the Central

Parents’ Committee and the municipalities on its territory on revisions to the Three-Year Plan;

WHEREAS the Board wishes to advise the affected governing boards of the schools and

centres that might be affected by the Long Range Planning Committee’s recommendations for reorganization for 2014-15;

WHEREAS in conformity with the Education Act, the Board must consult with the

affected governing boards of the schools and centres, the Central Parents’ Committee and affected municipalities and boroughs regarding the amendment or revocation of the deeds of establishment of these schools and centres;

IT WAS MOVED BY _______________________________________________________________ AND RESOLVED THAT, as recommended by the Long Range Planning Committee, the Principal of Programme Mile-End High School, the Governing Board of Coronation School and the Centre Principal of High School of Montreal Adult Education Centre be advised of the recommendation that – a) a notice be given to Programme Mile-End High School, Coronation School and the

High School of Montreal Adult Education Centre for the relocation of Programme Mile-End High School, and

b) Programme Mile-End High School be relocated from the High School of Montreal

facility to the Coronation facility and share the facility with Coronation School, and c) the Deed of Establishment for Programme Mile-End High School, Coronation School

and High School of Montreal Adult Education Centre be modified for July 1, 2014.

IT WAS FURTHER RESOLVED THAT the aforementioned school principal, governing board, centre principal, the Central Parents’ Committee and the affected municipalities and affected boroughs on our territory, namely the City of Montreal and the Boroughs of Plateau Mont-Royal and C-D-N/N-D-G, be invited to submit their views in writing by no later than November 10, 2013 and will be invited to present their views on the matter at a Hearing (public meeting) to be held in December 2013, following which a final decision of the Board will be taken at a meeting scheduled for January 2014.
