Message from the Host: the Russian National Committee of the IEC

The special role of standardization in modern

industrial practice is not in question. It is

standardization that ensures the efficient use

of a country’s scientific and technological

potential. Standardization has become a

catalyzer of innovative reorganization of

production facilities and supports the monitoring

of security parameters and preservation of

the environment. Common product quality

assurance standards protect markets from

counterfeit and pirated goods.

The role of standardization in high-tech

industries and component base is worth

mentioning, especially in the electrotechnical

sector. The Russian Federation has gained

significant experience in this area. In our

country, the Russian National Committee of the

IEC is hosted by our national standardization

body, which has been in existence for more than

90 years.

PROGRAMME

At all stages of our activity, much attention has been paid to standardization

for security, compatibility, and is currently being turned to the power

efficiency of electrical devices. However, certain factors, such as the colossal

territory of the country, our presence in various climatic zones, and our

various and specific economic activities, put Russia in a special position.

That is why we speak of the uniqueness of Russian standards development;

with a number of major reliability assurance requirements to satisfy, Russian

standardizers are leaders in this area. More than 20 national standards

technical committees currently work in the electrotechnical sector.

Nowadays, the period of development for new kinds of goods and services

is dramatically shorter. Meanwhile, requirements to enhance the quality and

timeliness of standardization solutions are becoming ever more stringent.

Worldwide, standardization needs to be on time and in line with new

methods, products and technologies. Only the joint work of nations and

experts, within the framework of International Electrotechnical Commission,

can achieve this. Development of up-to-date standardization deliverables

helps to solve principal problems of international industrial cooperation, and,

in this way, to cope with global challenges both today and in the future.

General information

About the host

3 The IEC National Committee of the Russian Federation is hosted by

Rosstandart. Rosstandart is the federal executive body providing state

services, administration of public estate in the field of technical regulating

and metrology.

The agency carries out licensing of activities for the manufacture

and maintenance of measurement instrumentation, and assumes the

functions of state metrological control and supervision until changes in

the legislation of the Russian Federation come into effect. It also controls

and supervises compliance of mandatory requirements of state standards

and technical regulations until a decision is taken by the Government of

the Russian Federation on delegating these functions to another federal

executive authority.

The Federal Agency on Technical Regulating and Metrology acts directly

through its territorial bodies and organizations under its jurisdiction.

Rosstandart is a national standardization, metrology and state

supervision body. There are 120 employees in the central office,

86 regional centres and 10 standardization and metrology institutes

under the supervision of Rosstandart. There are 353 national technical

committees and about 16’000 people working in the Russian national

standardization system.

Participation

Today, FEFU is the largest university of higher education in Eastern

Russia and one of the most dynamically developing scientific and

educational centres in the Asia-Pacific region. More than 40’000

people study here, in 370 areas of training and specialties at all levels

of education, including specialist degrees, bachelor degrees, master’s

degrees, postgraduate studies and doctoral studies programmes.

The campus of FEFU on Russky Island was built in 2012 for the APEC

Summit. Today, FEFU is the central site of scientific and business

communication between Russian and international expert communities in

the Asia-Pacific region.

Participation in the 2017 IEC General Meeting is open to all delegates

registered in the IEC Expert Management System (EMS) and to

representatives of invited regional and international organizations.

Printed programmes will not be issued in Vladivostok. It is therefore

recommended that delegates bring their copy to the meeting.

Unless otherwise decided by the chair of the committee concerned,

meeting hours will be as follows: from 09:00 to 12:30 and from 14:00

Council) will start at 08:30.

Coffee or tea breaks are scheduled twice a day: between 10:30 and 10:45

Vladivostok and 64 km from FEFU Congress and Exhibition Centre. It will

take about 1 hour by car.

Due to the remoteness of the airport and the limited transport availability

Adobe Acrobat Reader, WinZip and a web browser.

You will need a fully installed/configured LAN card to connect to the local area

To connect a personal notebook via the wireless connection to a local network

(using TCP/IP protocol), LAN board parameters should be configured.

migration card to fill in (if they don’t, please ask them for one; you may also fill it

in at the airport before passport control). This is an important document. You will

have to present it to the border guard at the point of entry.
