In 1997 Sweden started a shift in their planning approach to road safety and created Vision Zero.

Previously, planning for road safety used a continuous improvement approach based on reactive responses to prevent and reduce accidents.

When they committed to Vision Zero, Sweden began a comprehensive process to understand what thinking and practices were needed to be successful. The answers led them to create a management system that is vision based, focussed on energy management and injury mitigation.

How Vision Zero shifted road safety planning

In over 10 years supporting organisations towards Vision Zero we have seen a common challenge that forms a barrier to progress:

A Vision Zero ambition is set, yet there is no tangible pathway to get there.

What should your road system look like when success is achieved?

How are your long term targets and strategies connected to your near term action plans?

How do you ensure your KPIs get behind the final outcomes to reveal system performance and ensure the most effective results are being delivered?

How do you connect the various tools and models you’re using and ensure that your planning system is not leaving gaps?

"Every fatality is a systems failure"

Effectively Planning for Vision Zero

Lösningar was created by the original Swedish researchers and advisors together with highly experienced leaders in road safety from Australia.

Our vision is zero death and serious injury from road use.

We are committed to help organisations to get there via the most effective pathways.

We offer a unique approach to planning for Vision Zero, designed to be easily integrated with other high standard tools, covering all gaps in your strategy system.

Lösningar’s method is results focussed and evidence based, using the state of the art modelling approach first developed in Sweden.

• Set trauma reduction target and date

• Specify Safe System target state

• Set core indicator metrics• Define road functions

• Develop a baseline for the future state of the road system

• Model the trauma associated with the baseline system

• Model the countermeasures to address the residual trauma in the baseline system

• Road segments categorised according to their strategic function in the road network

• Current safety assessed

• Model the start and end points for transformation of the road system using the metrics for the current and target systems

• Understand and quantify the gap to be closed

• Set interim targets for transforming the road system

• Create packages of countermeasures

• Identify near term actions• Set a sustainable future

investment plan

• Define KPIs for road system transformation

• Continuously assess progress and adjust practices
