MISSION STATEMENT: Copper Mountain Community College District
“Our mission is to provide access to educational opportunities for diverse desert Communities through a comprehensive curriculum and a passion for the success Of every individual student.”
VISION STATEMENT: Copper Mountain Community College District “Copper Mountain College will be the educational and cultural center of the Morongo
Basin. Through cooperative efforts with the community and within the college, we will Develop innovative curricula matched to the needs of our students to prepare them to Achieve their educational and life-long learning goals.”

Copper Mountain College, (CMC) formerly part of College of the Desert, began offering courses at the Marine Corps Air Ground Combat Center, (MCAGCC) in 1972. A learning lab was established which offered high school completion courses, General Education Development, (GED) preparation, refresher, English as a Second Language, (ESL) and Basic Skills Educational Program (BSEP), along with evening credit classes. In 2001 Copper Mountain College separated from the Desert Community College District to form its own district; Copper Mountain Community College District. The Base-learning lab was closed April 15, 1993. G.E.D. preparation and ESL was moved to the CMC Campus. In the fall 2008 ESL will be brought back to MCAGCC. CMC, a fully accredited community college, offers courses at MCAGCC for transfer and vocational students. In January 2005 CMC was asked by the Base Education Office, Lifelong Learning Center to begin delivering the Military Academic Skills Program, (M.A.S.P.) and continues to offer and deliver the program in partnership with the Lifelong Learning Center. In the summer of 2002 a new Director of Base Programs was hired to continue to provide a high level of communication and cooperation with the Education Services Officer aboard the Marine Base. The Director’s position was upgraded in 2007 to Associate Dean of Base Programs. Having a full time administrator has resulted in an increase in efficiency of CMC educational services of Base Programs offerings aboard the Marine Base.

Strengths
(Internal to the Program)
CMC Base Programs is established aboard the Marine Base with a formal Memorandum of Agreement document renewed every five years. Consequently CMC is the only two-year community college aboard the base. EMT accelerated, MASP, and Steps to Success are increasing enrollment for active duty members and also spouses.
MyCAA (Military Spouse Career Advancement Accounts) grants for spouses have strengthened enrollment figures.
Regional accreditation is a good marketing advantage on the base.
Weaknesses
(Internal to the Program)
CMC Base Programs operates with a small budget relative to the CMC institution total budget.
Base Programs has two part time counselors which limits contact with base personnel who are walk ins. There is not a CMC Financial Aid Staff member assigned to the Base Programs Office. CMC Veterans Services could be more directly served aboard the base with some regular staff part time presence at the Base Programs Office. The Accuplacer exams are administered in the computer lab and office staff can not monitor students who are taking it.
Steps to success seminars should be held closer to new student registration dates instead of the beginning of the semester so that students can enroll in classes, which fill quickly.
Opportunities
(External)
CMC Base Programs has a large military population of active duty and family members aboard the base that are very accessible for receiving college services. The new Base Education Office will put everyone in one building increasing efficiency and testing facilities. CCNA-Cisco training is a requirement for base telephone positions, if CMC had trained instructors in this area we could increase enrollment. Perspective students ask about Computer Science, Computer Information Systems, and Electrical classes. Offering these has the potential to increase enrollment.
Threats

Several two and four year colleges and universities have approached the Base Education Office; Lifelong Learning Center offering their institution’s services aboard the base; which would provide a direct competition to CMC services. Frequent cancellation of base classes has damaged CMC’s reputation on base. Instructors have been giving out passwords in the computer labs to students resulting in numerous viruses on them. Several are presently down because of this.

Summary of Data/Input review and findings (include reference to attachments):
Enrollment data indicates a decreasing enrollment in the classes scheduled aboard the Marine Base with a slight recovery in the spring 2008 and 2009 semesters. Consequently, FTES in Marine Base classes are decreasing. The data reflected over a three-year period comparison of student enrollments of individual registrations and student headcounts.
The summer of 2005 through spring 2009 terms enrollment data indicate which classes consistently produce greater enrollments.
M.A.S.P. enrollments indicate a great majority of students that completed the four-week program increase their pretest scores on the TABE when posted tested at the completion of the programs.
Summary of Work Plan (include reference to attachments):
Complete a three-year class rotation of classes scheduled aboard the Marine Base as indicated in this program review work plan.
Begin a process of assigning full time faculty members one class teaching assignments aboard the Marine Base each year as suggested by the Base Programs Advisory Committee.
