Clara Inés Pardo Martínez Directora ejecutiva – Execuive Director Observatorio Colombiano de Ciencia y Tecnología – Colombian Observatory of Science and Technology Keynote Title: Las tendencias de investigación y academia en Colombia: Presente y Futuro – Trends in research and academia in Colombia: Present and Future

Abstracto: Esta presentación plantea la situación actual de la investigación en Colombia haciendo especial énfasis - en las funciones que el Observatorio Colombiano de Ciencia y Tecnología tiene hoy y en el futuro progreso del país y la región. Así se presenta el estado actual de la política de investigación con sus objetivos y acciones enfocando y preparando el futuro de la Ciencia e Investigación en Colombia.

Abstract: This presentation addresses the current situation of research in Colombia with special emphasis on the functions that the Colombian Observatory of Science and Technology has today and in the future progress of the country and the region. Thus, this introduces the current state of the research policy with its objectives and actions focusing and preparing the future of Science and Research in Colombia.

Biografía: La doctora Clara Inés Pardo Martínez es Ingeniera de Alimentos Ambiental y Sanitaria, con Maestría en Administración y Dirección y Gerencia Ambiental, Doctorado en Economía y Post-doctorado en Políticas Energéticas y Estudios del clima e investigadora Senior de Colciencias. Amplia experiencia en consultoría, asesoría implementación y auditoría en gestión ambiental, calidad, energía, seguridad y salud ocupacional (HSEQ) en empresas de manufactura y de servicios. Gestión empresarial, universitaria e investigativa diseñando soluciones técnico; económicas basadas en el conocimiento con alrededor de 30 publicaciones científicas en revistas indexadas a nivel internacional y consultora en proyectos del Banco Interamericano de Desarrollo (BID), Banco Mundial, Programa de la Naciones Unidas para el Desarrollo, Organización Latinoamericana de la Energía (OLADE), el Consejo Colombiano de Seguridad, entre otros. Profesional con liderazgo en el manejo de equipos orientándolos a la consecución de los esultados logrado cambios en la eficiencia y productividad de losprocesos organizacionales a través de estrategias innovadoras, pensamiento estratégico, nuevos productos y servicios. Trabajando de forma paralela eninvestigación y su gestión para optimizar macro y micro procesos en organizaciones públicas y privadas a partir del conocimiento.

Bio: Dr. Clara Inés Pardo Martínez is an Environmental and Health Food Engineer, with a Master’s Degree in Administration and Management and Environmental Management, a Doctorate in Economics and a Post-doctorate in Energy Policies and Climate Studies and a Senior Researcher at Colciencias. Extensive experience in consulting, implementation advice and audit in environmental management, quality, energy, occupational safety and health (HSEQ) in manufacturing and service companies. Business, university and research management designing technical and economic solutions based on knowledge with around 30 scientific publications in international indexed journals and consultant in projects of the Inter-American Development Bank (IDB), World Bank, United Nations Program for the Development, Latin American Energy Organization (OLADE), the Colombian Security Council, among others. Professional with leadership in managing teams including guiding them to achieve the positive results in changes in the efficiency and productivity of organizational processes through innovative strategies, strategic thinking, new products and services. Working in parallel in research and its management to optimize macro and micro processes in public and private organizations based on knowledge.

Esta ponencia plenaria trata de analizar los 10 problemas más importantes actuales de la educación en Latinoamérica incidiendo en la tecnología, la dispersión geográfica, el fracaso y abandono escolar, las pruebas estandarizadas, el trabajo infantil, etc. La ponencia concluye que aunque en este momento en muchos países es imposible cambiar totalmente la situación, sí es posible reducir sus efectos. Se realiza una propuesta a tal fin. Science. Actualmente es director del departamento de Filología Moderna de la Universidad de Alcalá (Madrid, España) que actualmente está alrededor del número 120 del mundo. Abstract: The world has become globalized and that has brought its own educational problems. This plenary paper tries to analyze the 10 most important current problems of education in Latin America, focusing on technology, geographic dispersion, failure and drop-out, standardized tests, child labor, etc. The paper concludes that although at this moment in many countries it is impossible to completely change the situation, it is still possible to reduce its effects. A proposal is made for this purpose. Bio: Dr. Jesús García Laborda has two doctorates, English Philology and Didactics (Universidad cComplutense de Madrid); two masters in Linguistics and Education (Georgia, USA and Milwaukee, USA) and more than 100 publications in the web of Science. He is currently director of the Department of Modern Philology at the University of Alcalá (Madrid, Spain) which is actually around 120 in the word.
