Welcome to the 2014 Arizona APWA Statewide Conference! On behalf of the entire Statewide Conference Planning Committee and the American Public Works Association Arizona Chapter Board of Directors, we personally welcome each of you to the Tucson El Conquistador for the 2014 APWA Statewide Conference. The Planning Committee has worked tirelessly to organize and present a memorable and relevant conference experience for all of our Public Works professionals. Whether you work in the public or private sector, in design, construction, or operations and maintenance, you will find educational programs and networking opportunities to help you better meet the evolving challenges faced by the Public Works community, and hopefully have a little fun as well. Our conference theme this year is “Public Leadership for Public Trust." It continues to be an exciting and challenging time for the Public Works field, as we must look for new and innovative ways to provide the best services possible using limited taxpayer dollars. As stewards of public funds, facilities, and infrastructure, we must do our best to gain and maintain the trust of our citizens and elected officials. Therefore, in our varied conference program you will have the opportunity to learn about leadership, ethics, value engineering, public relations, and other general interest topics in addition to the traditional technical presentations.Remember to spend time in our Exhibitor Showcase area. A number of great consulting and construction firms, as well as equipment/material suppliers, are present as exhibitors. Without the support of these companies, this conference would not be possible. Also, please take a moment and thank all of our sponsors who are listed in the program and throughout the venue for helping to make this a great event. continued >>>

Follow the Arizona Chapter of APWA online!Facebook | LinkedIn | Twitter

Some special highlights this year include award winning author and former White House Appointee Dan McNichol, whose Monday luncheon Keynote speech will discuss the history, successes, failures, and future of our nation’s infrastructure. Remember to have fun with your fellow conference attendees at the “Magic Mixer” featuring magician and comedian Michael Finney.Just a reminder that we will not be holding a Statewide Conference in 2015. Instead, the Arizona Chapter will be hosting the 2015 APWA National Congress. This year’s conference and its proceeds will build the momentum and help to offset the costs of what promises to be a wonderful and memorable Congress. We want to thank each of you for attending our conference and bringing your expertise to our gathering. If you have any questions throughout the conference, please seek out the undersigned, or any member of the Conference Planning Committee or Board of Directors, identified by ribbons on their nametags.

Have a great experience!

9:30 to 10:20 am Presidio BallroomOpening General Session Welcome remarks from Bill Mattingly, APWA Arizona Chapter President, and Satish Hiremath, Mayor of Oro Valley.

Keynote Opening Speaker - Timothy Phillips, ARNG: "A New Leadership Reality for Today’s Organizations”There is nothing wrong with your leadership. Do not attempt to adjust the picture. Your leadership is controlling the environment . . . or is it? You are about to experience the awe and mystery of the current leadership mindset which reaches from the inner mind to the outer limits. Consider for a moment, does leadership drive the organizational environment or does the environment shape leadership? Has the historic leadership mindset reached its “outer limits"? Join the discussion to find out.

10:30 to 11:20 am

Integrating a Value Engineering Approach within Your Project Management ProgramPresenters: John Hauskins, MCDOT; Patrice Miller, RHAValue Engineering cannot be an after-thought when you suddenly realize you’re over budget. VE is not a “cost

MAYOR SATISH HIRAMATH, DDS Dr. Hiremath is mayor of Oro Valley, and he is a practicing dentist with a history of community service. He grew up in Kalamazoo, MI, where he graduated from the University of Michigan in 1985. From there, he graduated from Howard University College of Dentistry in 1989. He established his home in Oro Valley in 1990 and fell in love with the community. Dr. Hiremath has served on the Regional Transportation Authority, Arizona Bioscience Roadmap Steering Committee, Pima Association of Governments, and Southern Arizona Arts and Cultural Alliance, among other organizations. In 2007, Dr. Hiremath was elected “Community Leader of the Year” by the Nothern Pima County Chamber of Commerce.

cutting” measure but should be a way to bring innovation and opportunity to your projects. However, if it is not a part of your organization's culture or included as a part of how you do business, you will never have time to integrate it in this manner. Understand the opportunities your organization can embrace and how to make it a part of your project/program management approach. (Presidio I)

How to Get Noticed by the Social Media CrowdPresenters: Kelly Corsette, City of Scottsdale; Bo Larsen, City of PeoriaTweets, likes, re-grams and pins – having trouble making sense of social media? Join two grizzled veterans of the ever-changing world of communication to learn more about how cities are using social media to activate and inform their citizens. (Agave)

If you plan “It” they will come….Casa Grande Wastewater Collection System Modeling – A Strategy for Growth Presenter: Gregory Potter, Sunrise EngineeringThe first sewer collection system in Casa Grande was installed many decades ago. Over the years, the City’s strategic location between Phoenix and Tucson have made it an attractive place for residential and business growth. Now that the economy is on the upswing again, the City is experiencing growth pressure again as evidenced by several new large industrial users and Phoenix Mart. (Joshua Tree)

Patching Innovations for Asphalt and ConcretePresenters: Phil Royer, CrafcoWonder what innovations have occurred in hot-applied and cold-applied patching products to asphalt and concrete? Is there such a thing as "long-lasting" repair for potholes, large cracks, spalls and large joints? This presentation includes repair preparation, proper application, and finished repair for multiple patching products. (Presidio II)

11:40 am to 12:30 pm Status Report on the Steering Committee on Arizona Potable Reuse (SCAPR)Presenter: Timothy Thomure, HDRArizona water providers face the continued challenge of developing sustainable water supplies to meet community demands. To this end, many Arizona communities are discussing plans to expand the use of recycled water to meet potable demand. (Presidio I)

Merger of Two Large Water Systems – Lessons Learned: Town of Queen Creek and H2O Water SystemsPresenters: Ricky Holston, Sunrise Engineering; Paul Gardner, Town of Queen CreekIn late 2013, the Town of Queen Creek purchased the H2O, Inc. water company. This fairly large water company had over 7,500 connections, over 30 miles of distribution system, wells, tanks and booster pumps. This created the need for the Town to integrate the existing 10,500 connection Town system with H2O’s system into one. This unique case study will cover the ins and outs of merging two substantial water systems. (Agave)

Major League Baseball “Hits a Homerun” in Mesa!Presenters: Kelly Jensen and Gordon Haws, City of MesaConstruction of the new Chicago Cubs Stadium and renovation of the existing Hohokam Stadium for the Oakland Athletics were two of the largest and most critical projects in the City of Mesa. Both projects proved to be challenging in order to meet the budgets set by the elected officials with very short completion schedules. (Joshua Tree)

The Use of Predictive Maintenance Technology in a Preventive Maintenance ProgramPresenter: Kenneth Burt, Maricopa County Facilities Management DepartmentThe Preventive Maintenance Program is utilized for cataloging assets, developing maintenance requirements and extending useful life of equipment. By optimizing the useful life of infrastructure components, the risk of catastrophic failures can be reduced. This in turn, allows FMD’s customers to have functional, safe facilities in which to work and accomplish their mission with minimal service interruptions. (Presidio II)

12:30 to 2:30 pm Presidio BallroomMonday Luncheon and Keynote Speaker: Dan McNichol, best-selling author and award-winning journalist, on "The Drive to Revive America’s Infrastructure"As Dan McNichol explains, “The American Interstate System was unrivaled. It was bigger than the Great Wall of China, the pyramids, any of the canals, the Suez and Panama. And we seem to just think it’s like running water – it’s just going to be there for us. Well, in this country, we seem to have forgotten about our greatness, about building great, civil structures.” Dire States energizes the conversation. It’s building steam for a movement that brings about action. It’s connecting thought leaders with those in positions to affect change and discuss real solutions—both public and private; things that have proven to work, as well as revolutionary ideas that will drive the next generation of innovation.

DAN McNICHOL Dan McNichol is a bestselling author and an award-winning journalist. In 2008, McNichol won the Robert F. Boger Award for Outstanding Construction Writing while chronicling Minnesota’s disastrous I-35W bridge collapse. The American Society of

Civil Engineers (ASCE) named McNichol as one of our nation’s outstanding writers. He was honored with a PhD in Engineering and Technology for his publications and his contributions to the fields of engineering and construction. His articles and work have appeared in The New York Times, USA Today, The Boston Globe, The Philadelphia Inquirer and numerous other periodicals.“The Drive to Revive America’s Infrastructure,” discusses McNichol’s 12,000-mile tour around the United States and his perspective on the state of America’s infrastructure. What makes McNichol’s journey unique is that he did the roadtrip in a beat-up 1949 Hudson he named “Mrs. Martin.” In doing so, McNichol encourages his listeners, followers, and readers to “give a dam!” about America’s ailing infrastructure and to make a difference by getting involved.“We are what we build. We must build smarter, faster and better," he writes on his website. "Our antiquated rails, roads, ports and grid are becoming a liability - not an asset. It’s time to invest. We each need to own it - our infrastructure."

Adapting to a Changed Economy – Strategies Employed by the RTA to Deliver its PromisePresenter: James DeGrood, Pima Association of GovernmentsIn the eight years since approval of the Regional Transportation Authority (RTA) Plan, the 2008 recession occurred and the local economy has negatively affected sales tax revenues. A study performed for the RTA by the University of Arizona’s Eller College of Management projects a substantial reduction in the revenue that the RTA will collect over its term, when compared to the 2006 projections. The steps taken to deliver the improvements promised to the voters, together with the challenges ahead, will be presented. (Agave)

This presentation will discuss the challenges associated with converting the two city owned sites into university campuses within a short time frame and a limited budget. (Presidio I)

City of Phoenix Supplements to MAGPresenters: Rost Sapon, City of Phoenix; Craig Bolze, Bowman ConsultingIn 2012 the City of Phoenix found itself in the uncomfortable position of seeing the Maricopa Association of Governments (MAG) promulgating and adopting a 2012 revision to the Uniform Standard Specifications for Public Works Construction and the Uniform Standard Details for Public Works Construction and not having updated the City of Phoenix Supplements to them since 2009. This resulted in the promulgation of an almost entirely new City of Phoenix Supplements as well as a document that was completely different from anything the City had attempted in the past, a document that integrated the City of Phoenix Supplements into the MAG Standard Specifications and Details. Dear Public Works Professionals,

On August 30 – September 2, 2015, the American Public Works Association (APWA) will be bringing their annual International Congress and Exposition to Arizona. The Congress is APWA’s largest event and annual meeting. It brings together more than 6,000 public works professionals from all over the world and features exciting keynote speakers, more than 150 education sessions, and an exhibit floor with more than 400 companies showcasing the newest and best equipment and services available in the public works industry. Attendees will learn about the latest innovations, exchange ideas, and develop new business relationships.

The Arizona Chapter of APWA, along with public works agencies and private businesses across the State, worked hard to help secure that this prestigious event came to Arizona. As the Host Chapter, we have an opportunity to showcase Arizona to all attendees. The Arizona Chapter is responsible for several events, including: the Get Acquainted Party, the Hospitality Booth, the Opening Ceremony, speaker gifts, technical tours, and more.
