Overton Creative Consulting is a multidisciplinary consultancy that specialises in the management and delivery
of Cultural Policy, Cultural Facilities Development, Public Art Management , and Arts & Cultural Projects.
The Director of Overton Creative Consulting is Andrew Overton. Andrew has worked across arts sector for the
past 25 years. It has included a variety of roles across arts program development and management including
strategy development, facility feasibility & management/business planning , community cultural development,
public art and cultural planning including roles at the Museum of Contemporary Art Sydney, Assistant Director &
Director of Tamworth City Gallery (NSW) and senior management—cultural planning and arts programming
positions at both Blacktown and Parramatta City Councils (NSW).
Andrew was awarded a prestigious Winston Churchill Memorial Fellowship in 2003 to undertake a self directed
study tour to investigate the role & integration of public art in urban design and redevelopment. The nine week
fellowship included site visits to major city centre projects in Spain, United Kingdom, USA & Canada.
Andrew was awarded the Brendan Hartnett Award at the NSW Local Government Cultural Awards in 2009. This
unique peer award recognises an outstanding individual effort towards promoting arts and cultural development
in any Local Government Area across NSW. (Parramatta)

programming marketing package for the Sydney
Sacred Music Festival 2012. The program features a
diversity of Sacred Music and World Music from both

policy and new strategic focus areas for the largest
arts centre in Western Sydney, Campbelltown Art
Centre (Business Plan 2012-2015). The planning
involved detailed statistical analysis of the local area

communities, artists etc.

Public Art In New Development City of Sydney

Overton Creative was employed to develop new policy
and guidelines for the City of Sydney for Public Art in
New Development. The project involved extensive
internal and external consultation, the preparation of
policy directions and guidelines. The project also
involved the development of 12 case studies that
illustrate the depth of leading best practice public art
commissions internationally, nationally, and locally.

Public Art Strategy - Wollongong City Council (NSW)

Overton Creative has been employed to produce a Public Art Strategy that will provide a strategic framework for the development and implementation of Wollongong City’s public art program into the future.

Overton Creative is currently working with Bankstown Arts Centre on developing a new business plan. The Bankstown Arts Centre is a cultural facility, where artists and community groups collaborate to explore ideas and learn, create and experience contemporary community based arts.
Review of Ku-ring-gai Arts Centre - Ku-ring-gai Council (NSW)

Overton Creative is currently undertaking the review
that will assist Council in determining potential options for the future nature and development of the Ku-ring-gai Art Centre. The review will also encompass clarifying the role and purpose of the delivery of Arts & Culture by Council.

Overton Creative worked with Riverside Thea-tres, Parramatta on a range of strategic and masterplanning projects. These include new vision, mission and purpose statements, and Cultural Overlay to the Riverside Masterplan.

Andrew has a long demonstrated and consistent history in turning strategic
objectives into reality particularly within arts and cultural development. Andrew
has brought to fruition a number of key arts and cultural infrastructure projects.
In many instances Andrew has managed projects from the initial stages of
developing and authoring concept/feasibility studies through to business planning,
budget preparation, funding, construction and completion.
Sustainability has been an underlying objective of arts and cultural infrastructure that Andrew has delivered to date. Much of the development work has adopted not only cultural but also social, environmental and economic development principles. This broader approach, along with open consultation with the community, service providers and staff co-responsible for implementation has insured that projects have come to reality and importantly remain effective and relevant.

Connect Studios is an incubator and education
centre for contemporary performance practice,
styles and techniques. Connect Studios provides
subsidised workshop, rehearsal, tuition and
production spaces on a casual and project basis
to local and non-local contemporary performance
and digital artists.

Cultural Policy
Andrew’s experience in developing and writing strategy has involved not only the
development of cultural policy but also has covered broader areas including the
preparation of other key strategic planning documents such as land use planning, urban
design, master-planning and social policy.
In 2005, Andrew project managed the delivery of a major body of work that extended
Parramatta City Council’s commitment to the improvement of cultural identity with the
development of the award winning Parramatta Arts Facilities & Cultural Places Framework.
The preparation of policy and strategies over the past eighteen years have given Andrew a
strong working knowledge and an innate understanding of current regional, state, national
arts policy and practice. Furthermore, extensive international travel including site and
study visits, attendances at major industry conferences has also resulted in Andrew gaining
a solid perspective on worldwide developments across the arts and cultural sector.

Integrated Urban Art Andrew’s approach has been to the highest degree to treat arts development as not
a stand alone course of action - but a process of being very much interdisciplinary,
holistic, challenging and bringing a critical awareness of history, local distinctiveness
and traditions of creativity, cultural expression and narrative to the forefront.
The integration of public works of art into urban renewal and development
projects has involved the promotion and development of collaborative planning
partnerships between design professionals (planners, architects, urban designers),
businesses, artists and the community.
These large public art projects in Parramatta most importantly have been
underpinned by the desire to encourage innovation, creativity and collaboration and
value the contribution of artists to the city.

Temporal and Site-Specific Andrew’s has had extensive experience with the development and delivery of temporal
and site specific public art projects. Andrew’s past work has included animating the City
of Parramatta with a lively and varied program of art activity that meshed with social,
economic and environmental principles. The delivery of temporary public art program
was meaningful way to engage with the city’s changing environment and a focal point
for community advocacy to cultural issues and concerns.
Larger temporary public art projects (illustrated) have focused on large regional
audiences and comprehensive community participation that also engaged local
businesses to transform public spaces and places.
