1Overview Overview

Founded in 1999, National Institute Community Development and Management (NICDAM) is an educational development trust operating as a social enterprise and offering tailored training, social research and health and social development interventions.

NICDAM enhances the skills of individuals, communities, organisations, government and businesses in Southern Africa through the provision of formal accredited learning programmes and skills programmes in the health, education and social development fields.

NICDAM is registered as an NPO with the Department of Social Development (DSD), an Educational Trust with the Master of the High Court, a SAQA-accredited Training Provider, a PBO, and a member of Proudly South African. NICDAM has BBBEE level 1 certification and implements the ‘Practical Guide to Ethical Dilemmas in the Workplace’ issued by the Public Service Commission in all work areas.

Complete and ethical adherence to required registrations, quality assurance and legal requirements is the cornerstone of our operations. NICDAM has received unqualified audits for each year of its existence.

A Board of Trustees oversees the strategic planning, policy development, financial management and day-to-day running of the organisation.

Teamwork and partnerships are the backbone of our organisation. We can call on the expertise of 50 permanent and contract staff members, as well as numerous associates and partners representing a variety of disciplines. This range of skills enables us to respond rapidly and appropriately to clients’ needs without sacrificing quality or integrity.

Our project teams work collaboratively and never in silos. We believe that team members should not only be technical experts but also have sincere passion for the projects they are involved.

2 Training at NICDAM

NICDAM is a well-established national training provider. We have trained more than 26 000 individuals in a variety of formal accredited full qualifications, skills programmes and informal customised short courses.

NICDAM is registered as a fully accredited training provider with the Quality Council for Trade and Occupations (QCTO), Health and Welfare Sector Education and Training Authority (HWSETA), Education Training and Development Practices (EDTP) SETA and Services SETA.

We train professionals, government officials and community-based learners.

NICDAM is further registered as a Private College with the Department of Higher Education as the NICDAM Community College. The NICDAM College was established as a response to the skills development needs of society and individuals with an aim to increasing access to education and to introduce open learning practices.

The College’s mission is to deliver quality needs based education, learner support and assessment through qualifications, skills programmes and short courses at levels 2, 3 and 4 of the National Qualifications Framework (NQF) which is accessible to all learners and society at large.

One of NICDAMs key strengths is our expertise in customising learning programmes. We design programmes to meet clients’ specific requirements and target audiences’ needs.

Curriculum design and the development of 3 skills programmes for the Department of Social Development on

the Care of the Elderly in response to the training of care workers required in the Older Persons Act of 2006.

Information additional to the unit standard assessment criteria was added to meet the legal obligations.

Design of a curriculum based on a training needs assessment and development of a learning programme on intensive pre- and post-test counselling to increase the uptake of quality sensitised HTS Services. The 5 day

training programme was aligned to the 2016 HTS Guidelines of the NDOH and to SAQA unit standards. Content

included practical skills such as motivational interviewing and focused on the needs of OVCs and adolescents.

Developing learning material on HIV and AIDS Life Skills for Educators for the Gauteng Department of

Education. The unit standards for the Skills Programme were from the FETC 74410 Qualification, but it was

customised to the school context. Some of the non-accredited topics that were added are: Child Abuse,

Gender, Harmful Religious Practices and Diversity.

A curricula toolkit on Gender Mainstreaming in HIV and AIDS Programmes for NGOs delivering ECD

Programmes was designed, developed and produced. This project was undertaken for FHI360 and included

a set of posters.

Customisation of two HWSETA accredited Skills Programme packages: Prevention and adherence strategies

for HIV/AIDS and Advanced HIV/AIDS Counselling and Testing for AFSA by adapting and updating the HWSETA provided FETC 74410 qualification learning material, as well as adding newly developed

material for elective unit standards not provided in the HWSETA bundle.

Capacity building and management courses for those working in the field of victim empowerment, i.e. a

programme developed for the South African Police Services (SAPS) targeting victim support volunteers and

coordinators of the SAPS Victim Empowerment Plan; and the Integrated Trauma Service Delivery Model, developed for the National DSD providing training and mentoring in integrated trauma counselling for officials.

A rehabilitation programme for Social Workers, aimed at restoration and healing for victims of human trafficking for the National DSD and the International Organisation for Migration (IOM), which has been

successfully implemented in numerous shelters across South Africa.

Updating material on migrants’ rights for IOM and presenting it in an accredited master training of trainers

programme to government officials in four provinces in the country

Developing a curriculum for IOM designed to strengthen the case management capacity of Social Workers who work with unaccompanied minors, including standard operating procedures aligned with the

Children’s Act (38 of 2005).

Social developmentNICDAM designs, develops and executes projects in response to the social needs of society and communities in the following areas: victim empowerment, gender-based violence (GBV), psychosocial support to victims, post violence care, trauma management, debriefing, human trafficking, child and youth care, including orphaned and vulnerable children, and migrant children in vulnerable positions, care of older persons, volunteerism, HIV and AIDS and restoration and healing.

Our services include interventions to support victims of violence and support secondary victims in schools, universities and communities, ad hoc interventions for specific needs and community conversations designed to address the causes of violence.

NICDAM has learning programme approval from the HWSETA to present qualifications in child and youth care, social auxiliary work and victim empowerment. Skills programmes extracted from these qualifications are also offered.

NICDAM has executed assignments in crosscutting issues such as mainstreaming of gender, strengthening communities of diversity and peace and volunteerism.

HealthNICDAM strives to support the aims of the Department of National Health in strengthening service delivery in four priority areas:

NICDAM is currently establishing a community HIV TESTING SERVICE (HST) SITE IN PHUTHADITJHABA,

FREE STATE. This site will also serve as a ‘hub’ for care and support outreach

initiatives for PLHIV, i.e. treatment support. This innovative project is being documented as a case study in expanding HST services in under

serviced communities.

• Preventing NCDs and promoting screening and referrals to health services

• Behaviour Change Communication (BCC): Interventions targeting hard-to-reach groups and communities at higher risk of HIV infection through community dialogues, workshops, trainings and support groups. Communities are assisted to recognise and discuss the ways in which cultural and other practices affect health leading to behaviour modification

• Interventions that take HIV counselling, testing and treatment, condom distribution, health screening, referrals and other services to households

NICDAM presents qualifications in Community Health Work and Public Awareness Promotion of Dreaded Diseases and also offers skills programmes extracted from these qualifications.

NPO organisational developmentTraining of NPO managers is essential as it allows them to develop competencies from the knowledge they gain and the skills which are transferred. This leads to improved service delivery in communities.

NICDAM developed a comprehensive training package for NPO managers on behalf of the Department of Social Development, which is a registered HWSETA Skills Programme. Organisations, through this training, are able to comply with the NPO Directorate’s policies and to sustain, mobilise, and properly manage their resources.

The 10 modules contain 20 unit standards with 79 credits:

Social entrepreneurshipAs elsewhere in the world, interest in social enterprise and the social economy is increasing in South Africa. Social enterprises are unlike conventional NPOs as they earn a substantial proportion of their income rather than being dependent on grants.

NICDAM has been involved through the International Labour Organisation (ILO) in the following initiatives:

x Presenting a series of one day Introduction to Social Enterprise (ISE) workshops in the Free State Province. The participants of these workshops were selected from unemployed youth who have completed the Child and Youth Care level 4 qualification during 2011. This was a project rolled out and funded by the Free State Department of Social Department which was implemented in Matjabeng Municipality in Odendaalsrus; in Botshabelo and in Thaba Nchu (Mangaung Municipality), reaching a total of 142 youth.

x NICDAM trained a further 23 participants on the Introduction to Social Enterprise (ISE) during September 2011 in KZN (Durban). The participants were from the University of Durban’s Green Peace volunteers and representatives of other local Social Enterprises.

x NICDAM was the Training Service Partner for Sport for All (SFA), the first Social Enterprise Franchise in South Africa, from 2011 to 2016.

One of our latest Social Entrepreneurship projects is the Kgatelopele Mayoral Project of the Midvaal Local Municipality.

x NICDAM was appointed in November 2016 to present a Social Entrepreneurship Skills Programme as part of the Kgatelopele Mayoral Project. The purpose of the project is to empower youth participants with the necessary skills and knowledge to conceptualise a social enterprise, develop a viable business plan, and have the basic knowledge to start and run a social enterprises that complies with the minimum requirements of the MMFA and PMFA. This will allow government institutions (like the Midvaal LM) to award small contracts to the youth businesses which will contribute to the sustainability of such businesses. This Kgatelopele Mayoral Project is being implemented across four different sites in the Midvaal Local Municipality.

Social researchNICDAM undertakes social research to guide decision-making and policy direction for NGOs, government departments, institutions and funders. This includes desk/document reviews, data collection, data capturing and analyses and research reports. Examples of recent research projects undertaken by NICDAM include:

x A training needs assessment of supervisors in the ASPIRES SA Programme for Save the Children International from October 2016 to February 2017. The assignment included a research report on the gaps and recommendations regarding a SAQA accredited curriculum.

x “Rapid Review on the Status of the Coordination Mechanisms and The Implementation Status of the South African Integrated Programme of Action Addressing Violence Against Women and Children (VAWC) in the Eastern Cape” for UNFPA during the latter part of 2016.

x Training needs assessment amongst Community Caregivers and Child & Youth Care Workers on HIV/AIDS for FHI360. The results of which informed a curriculum on HIV/AIDS, focusing on referral to HIV and other health services and motivational counselling. NICDAM subsequently developed the curriculum, aligned the learning material to SAQA unit standards, presented the training to 334 beneficiaries and mentored 21 participating organisations in the implementation of the project. (2015 – 2017)

x For the Safer South Africa for Women and Children Programme funded by DFID in 2015/2016:

• Data analysis to determine the impact of the community dialogues and related interventions;

• Rapid assessment of the IDPs of the two District Municipalities in the Eastern Cape targeted to determine the extent to which gender-based violence (GBV), sexual reproductive health (SRH) and HIV prevention were mainstreamed in social development programmes;

• Publication of Best Practices.

x A feasibility study to explore the merits and demerits of a potential Skills Enhancement Centre (SEC) / Social Welfare Academy (SWA) for the Department of Social Development.

x A comprehensive nationwide training needs assessment and situational analysis for the Population Unit of the DSD resulting in the development of a training course on the current health and population status and issues for government planners.

x Study on the level of integration and acceptance of foreign national people in communities and the status of migrant’s policies and rights as perceived by key stakeholders for the International Organisation for Migration (IOM).

x A comprehensive desk review of national and international practices, policies and other relevant documents to inform the development of an HIV/AIDS

programme, including a procedure manual for the management of children living with HIV/AIDS in Child and Youth Care residential facilities.

x A nationwide skills audit of home based caregivers for the HWSETA which entailed 12 600 respondents. The audit formed the basis for assessing participants for Recognition of Prior Learning (RPL) and bringing 2717 workers in the Community Home Based Care sector closer to a full qualification.

x Documentation of 18 best practice case studies (two per province) in home/community-based care for the Departments of Health and Social Development.

x A needs assessment of the primary and secondary carers of children living with HIV/AIDS in Hlabisa and Soweto for Bristol Meyers Squib Secure the Future Foundation.

4 ServicesServicesYouth programmesThe National Youth Policy 2020 was launched in January 2015 and contains a set of goals and commitments by government in advancing youth development through a range of support programmes and strategies to empower youth. Examples of NICDAMs youth programme involvement are as follows:

x NYDA contracted NICDAM to:

• Support the EPWP Non State Sector’s NPO Programme in the creation of work opportunities for 666 young people in the Free State, Limpopo and KwaZulu-Natal provinces (2016/17).

• Implement the EPWP Non State Sector’s Youth Build Programme for 500 young people in the Free State, Limpopo and KwaZulu-Natal provinces (2015/16).

x Managing a Social Entrepreneurship Skills Programme on behalf of the Midvaal Local Municipality.

• To empower youth participants with the necessary skills and knowledge to conceptualise a social enterprise.

x For the Department of Communications and the Department of Correctional Services NICDAM was involved with the training of 700 youth in correctional facilities (2006). The accredited learning programme addressed risky behaviour and promoted healthy and ethical decision taking. A computer skills training programme involving 5 unit standards was also trained.

Community dialogues and conversationsNICDAMs community and social dialogue processes are based on the UNDP Community Capacity Enhancement (CCE) methodology.  CCE involves interactive dialogue on the deeper causes of issues and through a facilitated process, leading to community decision-making and action. This approach has successes in modifying harmful normative attitudes of participants on issues, such as violence against women.

NICDAM staff members were trained in the CCE methodology by the Nelson Mandela Foundation. Since then, NICDAM cascaded training in the methodology and implemented several programmes with community dialogues as a core activity.

Through community conversations the structural drivers of the HIV epidemic, i.e. stigma and violence against women and children were addressed in several rural and urban communities in KwaZulu-Natal, Free State, Limpopo and Eastern Cape Provinces on behalf of organisations such as the NDOH, UNFPA and Save the Children South Africa.

x NICDAM conducted 276 community dialogues on HIV stigma mitigation in the Free State, Limpopo and KZN provinces for the National Department of Health from 2012 - 2016.

on addressing violence against women and children. The implementation model of the programme required the engagement of local Community Based Organisations (CBOs) operating in the project sites. Six CBOs in respectively 3 districts in Free State and 3 districts in Eastern Cape provinces were selected to present community dialogues in their areas with the guidance and support of the NICDAM mentors and project staff. These organisations were trained and mentored to deliver two community dialogues per month for six months and to develop Local Action Plans (LAP’s) for the areas. A total of 52 community dialogues were presented.

x In 2016 NICDAM was appointed by the National Department of Arts and Culture to develop and roll out a country-wide 3-year programme conducting Community Conversations in 33 communities on Nation Building and Social Cohesion per year. This programme is an essential element in the search for practical solutions for South Africa to develop into a socially cohesive nation. It looks at and works on six factors, identified as common to all 9 provinces, namely race, language, gender/sexism, economic redress, safety and security, and family. It also helps to keep track of the progress of South Africa in Nation Building and Social Cohesion. This Community Conversations are a build-up in preparation for the next Social Cohesion National Summit to take place in 2018. During the 1st round dialogues that were conducted in three or, in some cases four towns in each of the nine provinces over a period of 6 weeks in early 2016, a total of 1555 people participated in the initial phase of the programme. The 2nd roll out took place towards the end of 2016 and the beginning of 2017. A total of 1 520 people were involved.

Project management NICDAM specialises in the management of projects in various fields and on different scales. We have not only successfully implemented numerous training interventions targeting large numbers of beneficiaries, including associated elements such as needs assessments, curriculum design, learning material development, mentoring and monitoring and evaluation, but also extensive social research and other projects in diverse . NICDAM has the capacity and the logistical know-how to roll out national projects rapidly, reaching targets within budget and on time.

FHI360 DREAMS: “Community Gender-Based Violence and HIV Prevention Initiative for Adolescent Girls and Young Women (DREAMS program) performance”. The aim of the project is to reduce gender based violence and the risk of HIV among adolescent girls and young women (AGYW) in following areas:

• Region A: Ebony and Ivory Park • Region D: Doornkop, Dobsonville & Soweto • Region E: Alexandra, East Bank and River Park • Region G: Lawley, Ennerdale, Eldorado Park & Orange Farm

The aim of the project will be achieved through the implementation of care activities including community mobilisation and norms change, post volence care as well as psychosocial support. The goal of the initiative is to increase community response and improve existing services to address gender based violence and the risk of HIV, through strong referrals and linkages of AGYW into the continuum of care and prevention services (2016/17).

FHI360: Implementing the training and mentoring of 334 OVC caregivers of 8 partnering organisations for the PEPFAR funded Supportive Referrals Initiative (SRI) for OVC Programmes. The training of OVC caregivers was further cascaded to involve another 421 OVC caregivers. This project included capacity building and practical in service training and monitoring of mentors. A total of 23 mentors were trained originally and the training then cascaded to another 36 mentors, bringing the total to 59. (2016/17)

PACT SA: Training of 1 390 Social Workers and other Social Service Workforce members working for DSD and selected NPOs in five provinces of South Africa. The training was rolled out between July - September 2015.

Western Cape DSD, Department of Community Safety and SAPS: Training and mentoring of 483 SAPS volunteers, volunteer coordinators and SAPS coordinators at 5 sites in Western Cape. All the participants received two non-consecutive weeks of training, as well as practical workplace assignments and mentoring. (2012)

UNODC and DSD: Training of 1 870 government officials and 308 CSO members in the integrated trauma service delivery model. NICDAM also coordinated the implementation of the model on provincial level. (2010/11)

HWSETA: Country wide skills audit and assessment of 2 700 Home-Based Care Workers for recognition of prior learning (RPL). (2006)

Departments of Communication and Correctional Services: Provision of life skills and computer skills training to 700 youth offenders in 6 correctional facilities in 2 provinces. (2006)

National Department of Correctional Services - Training of 128 offenders as master trainers in HIV and AIDS peer education in 6 correctional facilities in 6 provinces. A total of 23 staff members were also trained. The SAQA accredited curriculum was designed and the learning programme developed by NICDAM. (2007/08)

European Union, National Youth Service and Free State Department of Health: A project similar to the above. A total of 241 learners and 25 team leaders were involved in this project. (2007/08)

European Union, National Youth Service and Limpopo Department of Health and Social Development: Project management of the Community Care Worker Youth Service Project. This project included training and the management of 20 NGOs and 200 selected participants with team leaders and site coordinators. The objective of this project was to build the capacity of NGOs and the care workers both on an organisational level, as well as the skills development of the Community Care Workers. (2007/08)

Gauteng Department of Health: Training of 350 learners in the Metsweding, Tshwane, Ekurhuleni, West Rand, Central Johannesburg and Sedibeng Districts in Community Health Work Level 3 qualification. The training programme was supported by a mentoring programme to enhance the skills and capacity transferred during training. (2007/08)

Limpopo Department of Health and Social Development: Conducting Ancillary Health Care training in Sekhukhune and Bohlabela districts in Limpopo province - 594 learners. (2007/08)

National Department of Social Development Limpopo and Eastern Cape provinces – NPO Management and Capacity Building training programme - 540 learners. (2006/07)

National Department of Social Development: Victim Empowerment training programme – 700 learners. (2005)

Northern Cape Department of Social Development: NICDAM implemented the Victim Empowerment training programme in all districts and were responsible to train 450 learners (2005 - 2007).

National Department of Health: In Khomanani, being the Government National HIV/AIDS Awareness Campaign, community groups had to be established in all 9 provinces who were responsible to conduct local awareness interventions. All these groups were trained and mentored by NICDAM in a three year period and 2 500 individuals were trained. (2003 - 2006)

Expanded public works programmeTraining is a key component for the Government’s Expanded Public Works Programme (EPWP). NICDAM has been part of this programme since 2006, presenting occupationally-directed skills training to beneficiaries all over the country.

From 2006 to 2009 NICDAM was appointed as a lead provider for the provision of life skills training for the Department of Labour in the Expanded Public Works Programme. We delivered life skills training in HIV/AIDS, personal finance, career guidance, project management, first aid to more than 3 000 learners all over the country in most of provinces.

In 2011 the Public FET Colleges were contracted by the Department of Public Works to train the Expanded Public Work Programme (EPWP) beneficiaries on a national level. Several colleges sub-contracted NICDAM to present the training to 263 learners on their behalf.

From 2013 - 2016, 1056 learners successfully completed skills programmes undertaken for the EPWP under the Department of Public Works in community health, psychosocial support and HIV/AIDS awareness. NICDAM presented various registered skills programmes in the Gauteng, North West, Limpopo and Mpumalanga provinces.

Trauma management & debriefing NICDAM provides trauma management and debriefing services to front line officials who deal with the impact of trauma first hand.

Debriefing of Social Workers after the Marikana massacre: NICDAM was appointed by the National Department of Social Development in September 2012 to facilitate professional debriefing sessions for Social Workers who assisted clients after the Marikana massacre.

Debriefing of DSD Social Workers on provincial level: Based on the facilitation of debriefing sessions to Social Workers after the Marikana massacre, NICDAM was appointed by DSD through the CARA (Criminal Asset Recovery) Fund as part of the Victim Empowerment Programme, to provide debriefing sessions for 50 Social Workers per province to address secondary traumatisation as a result of their work and to facilitate a high standard of services to victims of crime.

Debriefing of families of victims: Nigerian tragedy: NICDAM was appointed to assist DSD officials in debriefing of families of people who lost their lives during the Nigerian tragedy in Lagos when a building collapsed. The families were counselled and supported.

NICDAM is currently responsible for managing the National Department of Social Development’s National Emergency Response Team (NERT), officially launched in November 2016. NERT is an immediate response mechanism involving a capable team who, within the shortest possible time, respond to critical incidences. The psychosocial support needs and the level of threat to the well-being and safety of affected individuals, groups, families and communities are assessed and acted upon.

NERT is also seen as a support structure for the Gender Based Violence Command (GBV) Centre, by providing face-to-face caring conversations to reported cases. The NERT team was involved in 41 interventions up to April 2017 (5 months since launch).

Child and youth care

Child and Youth Care work is a priority in social development service delivery. NICDAM is an important role-player in providing skills development across a range of settings including prisons, hospitals, schools and communities.

NICDAM received HWSETA accreditation for the Further Education and Training Certificate in Child and Youth Care Work (Level 4) SAQA ID number 60209 in 2009. Since then 992 learners have received their Child and Youth Care Qualification endorsed by HWSETA. These learners are from all the provinces of the country.
