agricultural land is 121 797 ha (less than 10% of a.land), and total area above 15% slope is 1.485.695 ha whereof area of agricultural land is 411 597 ha (40% of a.land).

Main consistent source of soil data was produced trough Soil map of SFRJ 1:50 000. BiH was covered with 71 sheet (whole) and 45 sheets combined with other Republic. Methodology was agreed in 1964, and preparation (printing) of the maps was completed until 1980. Density of profiles was aprox 1/100 ha, and data were printed as annex.

Federal Institute for Agropedology Sarajevo performed digitization of the Basic Soil Map. Only data on the type of soil according to FAO and the NationalClassification were entered in polygons.

SOIL DATA – SOTER BASE and „NEW DATA“
For the territory of RS, for 336 profiles were entered data of the main field observations and laboratory investigations basic data (numerical and descriptive in Serbian language) in GIS layer:
1. Profile code, 2. Year and month of opening profile, 3. Altitude, 4. Assessment of erosion, 5. Drainage;6. Texture code;7. Acidity (pH/H2О, pH 1M KCl), 8. Humus (%), 9. The degree of base saturation (V %), 10. Physiologically active phosphorus and potassium;11. Soil type according to FAO Classification and the National
Classification used on the original Soil Map (1:50000).
For 1338 semi profiles, the same data were entered, except the data on the humus content and the degree of base saturation, because these parameters were not made for semi profiles during the drafting of the Basic Soil Map (there are no such data).

NEW SOIL DATA
In the period from 2008 to 2015, the most important data in the entireterritory of Republic of Srpska were obtained by the soil fertility control.
Soil fertility control was performed by the PI Agricultural Institute of Republic of Srpska in the period from 2014 to 2015 for the Ministry of Republic of Srpska. On that occasion, soil fertility control was performedat 2586 plots
Basic chemical analysis were performed in the samples: reaction (pH in H2O, pH 1M KCl), humus, physiologically active phosphorus and potassium. From humus can be calculated organic C.
The samples are stored so that they can be a source of new data as the need arises.

Data gaps, problems, and solutions
Main issues are connected with fact that there is still a lot of data that are not digitised. It will be necessary to digitise profile data from soil maps 1:50000 where data from aprox 20 000 profiles should be entered with georeferencing.
Also, there are also data from different recent scientific and operational researches that are not in any database and can be used for ANC modelling.

• Provision of recommendations for improved data management in the context of the Areas with the Natural Constraints
• All countries should include all scientific and technical resources and human resources to strengthen the institutions responsible for data management.
• Institutional setup in regards to the ANC is closely connected with general spatial (land) data management that is underdeveloped in RS, even this is legally defined. Spatial data management based on GIS relevant and reliable facts, still doesent have sufficient understanding in decision making context.
• Analyses of the national capacities for data management and provision of recommendations for improved institutional setup in regards to the ANC

• Regarding the characterization and mapping of areas with natural constraints, it can be concluded that Republika Srpskahas developed institutions in the administrative terms of dealing with this issue.

• Characterization and mapping of areas with naturalconstrains has recognized as need and priority in theRepublic of Srpska and one of its political objectives adoptedby the its Parliament in current Strategic plan of agriculturaland rural development in Republic of Srpska 2016-2020 isindentifying (mapping) and particular support areas withnatural constrains. In regard with that it will be necessary toadopt policy and certain rules which will officially establishcriteria (preferably identical or largely compatible with thoseapplied in the EU) for delimitation of areas with naturalconstrains. It will be followed by the work of collecting andprocessing data and mapping the ANC in order to introducedifferentiated payments and other measures of specificsupport these areas.

• Laws and rulebooks that define establishing data base foragriculture, forest and water data are adopted and underjurisdiction of Ministry of agriculture, forestry and watermanagement, but the system is still not established andoperational.
• WEB GIS data exchange protocols, based on officialrooleboks (data models ect) can be defined as ‘lightmotive’.
