Friends,

Let me first wish you a very happy& prosperous New Year 2011. Hopethe New year brings more successin business and life.

We are now in the fourth quarter ofcurrent financial year and it isheartening to see that the country'sexport is increasing satisfactorily. As

per available reports, cumulative value of India's exportfor the period April-November 2010 was US$ 140289million (Rs.641225 crores) as against US$ 110689 million(Rs.531974 crores) attained during the same period ofprevious year, thus registering a growth of 26.7% in Dollarterms and 20.5% in Rupee terms over the same period oflast year. Side by side, cumulative value of India's importfor the period April-November, 2010 was US$ 221963million (Rs.1014960 crores) as against US$ 179063 million(Rs.859871 crores) registering a growth of 24% in Dollarterms and 18% in Rupee terms over the same period oflast year. The trade deficit for April-November, 2010 wasestimated at US$ 81674 million as against deficit of US$68375 million during April-November, 2009 thus reflectingincrease in trade gap by 19.45% over the same period oflast year. This increasing trade deficit is a matter of concernfor all of us and needs some effective steps to reduce thetrade gap.

The Indian economy is doing fairly well and expected togrow at 8% or even more during the current year. Despitesatisfactory growth in the economy, there are some worryingfactors like high level of inflation, food inflation, increasinglending rates by banks, etc. Recent hike in the price ofpetrol is also putting pressure on the general public. Withina month, Union Budget 2011-12 is expected to be presentedby the Government and we expect the budget will try toaddress some of these irritants in the economic front.

As for CAPEXIL is concerned, we have projected an exportof US$ 15 billion or Rs.688500.0 million for the currentyear as against actual export of US$ 13.1 billion orRs.621270.2 million attained during 2009-10. The Ministryof Commerce & Industry, Government of India is in theprocess of formulation of strategy and Action Plan to doubleIndia's export by 2013-14. To achieve this target, theindustry needs proper infrastructure particularly in ports,shipping & transport facilities, finance at concessional rateand policy support to carry forward export in increasedvolume. There is a need to check cheap import particularlyfrom neghbouring countries which in effect causing seriousdamage to the domestic industry.

In the promotional front, the CAPEXIL has recentlyconducted reverse buyer seller meets for glass & ceramicindustries in Jaipur, Ahmedabad and Morbi by inviting 26importers from Focus regions. The response from theindustry was indeed overwhelming and I hope through thisB2B, our members have been benefited.

During end December 2010, CAPEXIL had organized areverse buyer seller meet for books, publications & printingsector in Agra by inviting importers from potential countrieslike Egypt, Malaysia, Nigeria, Vietnam, Ghana, Indonesia,Cape Town, Uganda, Kenya, Tanzania, Myanmar, etc. anda good number of Indian publishers/exporters had takenpart in this event. In January 2011, we participated inRubber Expo 2011, the mega show for the rubber industryin Chennai and also organized reverse buyer seller meetby ensuring presence of 27 business organizations/foreignbuyers from the countries across Africa, South East Asia,South America, etc. By the end of March 2011, we hopeto organize some more promotional programme like BSMcum Exhibition in West Asia, Africa, South America, SouthEast Asia, etc. I share your anguish for the delay in holdingExport Award ceremony for 2009-10 but you will be happyto know that annual Export Award Function is scheduledto be held on 4th March, 2011 at Vigyan Bhavan, PlenaryHall, New Delhi at 6.30 p.m. in august presence of Mr.Anand Sharma, Hon'ble Minister of Commerce & Industry,Government of India & Mr. Jyotiraditya Madhavrao Scindia,Hon'ble Minister of State for Commerce & Industry,Government of India. I take this opportunity to congratulateall the award winners for their meritorious achievement.

The last quarter of the year generally goes with hecticactivities to maximize overall sales including exports andhopefully, our members will certainly do their best to raiseexport and make good any shortfalls from targeted levelof export during the previous three quarters. As I havementioned before that the Government's strategy is todouble India's export by 2013-14 and to make this intoreality, there is a need to make concerted efforts by all thestakeholders in international trade with proper feedbackfrom the industry on a regular basis about their export planvis-a-vis support measures required from the Governmentincluding any suggestion for removal of constraints in termsof tariff and non tariff barriers faced in overseas countrieswhile marketing their commodities.Thank you,With warm regards,

CAPEXIL (Eastern Region) had organized anawareness seminar cum interactive session on products& services of Induslnd Bank in Kolkata on 19thNovember, 2010. The seminar was attended by a goodnumber of members. The subject matters covered inthis programme were background of the bank and itsfuture prospects, Indus Exim account - schedule ofcharges, LC confirmation, discounting & collection,forward cover and dynamic hedging, interest subventionfor exporters, forex advisory- local treasury,etc.

The programme initiated with welcome address byMr. S K Ghosh, Chairman-ER, CAPEXIL. In his address,Mr. Ghosh mentioned that the industry needs financialsupport from banks at concessional rate of interest onworking capital and fixed capital. Severe fluctuation inthe exchange rate and appreciation of Indian rupeeare making a difficult for the exporters to maintain theirprofitability and offer competitive rates for securingbusiness. Some intervention from authorities concernedis needed to control this wide fluctuation on exchangerates, he added.

Mr. Avijit Banerjee, Vice President & Regional HeadBranch Banking, Induslnd Bank in his address thankedCAPEXIL for organizing this interactive session andmentioned that Induslnd Bank Ltd. is one of the newgeneration private-sector banks in India whichcommenced its operations in 1994. He also stated thatsome experts are present here and they will give briefoutline about products & services of Induslnd Bank.The Bank believes in driving its business throughtechnology. It has multi-lateral tie-ups with other banksproviding access to their ATMs for its customers. Itenjoys clearing bank status for both major stock

exchanges - BSE and NSE - and three major commodityexchanges in the country - MCX, NCDEX, and NMCE.

It requires expert team who can handleforeign exchange matters carefully and Induslnd Bankhas that type of experts who can foresee the behaviouralpattern of foreign exchange.

Mr. Somnath Datta, Assistant Vice President & ProductManager of Induslnd Bank gave a power pointpresentation and narrated the main functions andservices offered by Induslnd Bank to its clients.Mr. Datta stated that member - exporters covering allsectors can open Current Account with zero balancewith their bank. After the presentation there was aquestion - answer session where members raiseddifferent queries with regard to forward cover, hedging,LC confirmation, discounting, etc.

Mr, Tapan Chattopadhyay, Executive Director ofCAPEXIL proposed a vote of thanks at the close of theinteractive session.

TRAINING PROGRAMME ON ANIMAL BY PRODUCTS PANEL AT NEW DELHIHELD ON 25TH NOVEMBER, 2010

recommendation of the FVO Mission who visited Indiaduring 14 – 24 October, 2008. In this connection, heapprised that the Core Committee comprisingrepresentatives of CAPEXIL, AIBMA, OGMA, Dept. ofAnimal Husbandry & Dairying, Ministry of Agriculture,Govt. of India has finalized the draft of the ExecutiveInstruction earlier known as Blue Print, after thoroughdiscussion in the matter and have sent it to EIC for theircomments. He further said that Notification on exportof Crushed Bones, Ossein and Gelatine (Quality Control,Inspection and Monitoring) Rules 2010 has been finalizedby Ministry of Commerce & Industry, Government ofIndia in consultation with CAPEXIL, EIC, AIBMA andOGMA. He said that when this Notification comes intoforce EIC will be the Central Competent Authority andCapexil – the Competent Authority as per the saidnotification which is expected to be released anymoment.

Shri A.K.Chakraborti, Director and In charge of AnimalBy-Products and Ossein/ Gelatine Panel, Capexil saidat the outset that he is amongst the few CAPEXIL'sofficial who are involved in the affairs of bone industryfor the last many years. He initiated his presentationpoint wise discussion on parameters of inspection ofPRC as follows :-

As per the suggestion of FVO Mission which visitedIndia during 14th to 24th October, 2008, CAPEXIL, NewDelhi in association with All India Bone MillersAssociation (AIBMA) had organized a half day trainingworkshop on effective implementation of guidelines ofthe Executive Instruction (Blue Print) by the BoneCollection Centre and Bone Mills including RenderingPlants on 25th November, 2010 at Conference RoomNo. 1, India International Centre, New Delhi.

Shri Surendra Gulati, Chairman, Animal By ProductsPanel inaugurated the training workshop which waswell attended by the participants from all the four regions.In his inaugural address, Shri Gulati welcomed theparticipants for their support by way of participating inthe first ever training programme of the industry in largenumbers from all regions of India. He informed thehouse that OIE approved India’s claims for upgradationof India’s BSE status and upgrade its position fromCategory III to Category I, which means India is havingNegligible BSE Risk along with other 12 countries. ShriGulati observed that it is a great achievement for thebone and gelatine industry in India. He opined that thiscould not have been achieved without the positivecoordination of the two industries and active participationby Department of Animal Husbandry, Dairying &Fisheries, Ministry of Agriculture, Govt. of India andprecious support by Department of Commerce, Ministryof Commerce and Industry, Government of India andCAPEXIL.

As regards Category I BSE Status of India, Shri SurendraGulati explained that it does not mean that registeredunits of the bone industry, do not have to separateSRM. He re-affirmed that registered units have toseparate SRM bones and processing the SRM andSRM free bones separately which is to be complied asper decision of the OIE. He said that effective separationof SRM and SRM free area need to be continued inthe long term interest and survival of the Indian boneand gelatine industry as because of the BSE status ofall countries is to be reviewed every year based onlatest data of the industry provided to OIE to continuemaintain India’s status in the matter.

Highlights on the above in Annexure – I.

Shri Chakraborti reiterated the following major pointsthat need to be remembered by the new upcoming unitsand to be adhered to the new and existing BoneCollection centres.

1. Registration with local Panchyat / Zilla Parishad /State Govt. for Bone storage/ collection centre.

2. On receipt of Bones from Butcher Shop enter thedetails in register and keep valid copy of Licence/Permit issued to Butcher shop

3. To receive and maintain certificate as per Annex-I duly signed by State Government Veterinarians.

4. Skull and Vertebrae Column are not allowed in theCollection Centre

5. Lower jaw is not SRM and may be allowed in thecollection centre.

6. To maintain records of SRM disposal.

7. To have pucca washable floor to store bones withproper drainage facility.

8. To maintain records as per Annex-IA for a minimumperiod of past 2 months.

9. To have covered place to receive raw bones

10. To have adequate facilities for cleaning anddisinfecting the container/ vehicle in which rawbones are received.

11. To maintain record of cleaning as per Annex – ID

12. To have "SRM FREE” Label on the vehicle carryingSRM free raw bones supplies to Bone Mill.

13. SRM disposal vehicle to have “ For disposal only”label.

14. To provide certificate as per Annex-IIIA regardingtransportation of material.

Shri Charkraborti explained the following points thatare to be remembered by the Bone Mills / RenderingPlants.

1. To maintain proper record to trace the source

2. To have pucca/hard smooth washable floor to storethe raw bones.

3. To have pucca building to store Crushed bones.

4. To have hard/smooth floor to avoid water logging.

5. To have walls properly plastered and painted.

6. To have effective separation by way of separatepremises and equipment for receipt, processingand storage of SRM materials.

7. To maintain records as per Annex-IB(i) and Annex-IB(ii) for minimum of past 2 months – for newapplicants.

8. To fulfill hygienic requirement.

Thereafter, Shri Chakraborti dealt upon the definitionof SRM. He said that SRM means the Specified RiskMaterial consisting of animal parts namely skull includingbrain, vertebrae, spinal cord, tonsils and ileum. Hefurther said that “SRM Free” means the bones must befree from the animal parts as stated. In continuation,he clarified on effective separation of SRM and SRMfree area in an unit and said that it should be separatedby way of separate premises and equipment for receipt,processing and storage of SRM materials.

As far as hygienic requirement of bone mills/ renderingplants are concerned, he said that the concerned unitsto have adequate covered place to receive raw bones,to provide uniform, hand gloves, shoes and mask tothe workers; Lavatories, wash basin with running water;changing rooms for staff, arrangement for protectionagainst pest; drainage facility; facility for cleaning anddisinfecting the equipments/containers and vehiclesthat carries bones. Cleaning record to be maintainedas per Annexure-ID(ii), he said . He emphasized thatthe units must have precautionary measures to avoidany risk of propagation of pathogens during sorting andstorage beside labeling the vehicles carrying crushedbones with label “SRM FREE BONES” to ossein andgelatine units.

At the close of the session, Mr. M K Deore, President,All India Bone Millers Association proposed vote ofthanks and expressed that the training programme wasa great success and hoped that such programme wouldbe organized in other regions of the country.

AWARENESS PROGRAMME ON "EXPORT CREDIT RISK INSURANCE &BANKING MATTERS" IN KOLKATA ON 15TH DECEMBER, 2010

CAPEXIL - ER in association with Export CreditGuarantee Corporation of India Ltd., Kolkata and TheRoyal Bank of Scotland, Kolkata had jointly organizedan awareness prgramme on "Export Credit RiskInsurance & Banking Proposition including ForexAdvisory" in Kolkata on 15th December, 2010. At the outset, Mr. Vandit Mohan, Head - Large BusinessRelations (India), Gurgaon thanked CAPEXIL fororganizing this programme in association with ECGCand Royal Bank of Scotland. He stated that RBS is one

of the world's major global banks. Highlights of thepresentation are as follows :-

Forward rate : As an exporter / importer, there is aconstant need for effective foreign exchange servicesand managing FX flows effectively. Sometimesfluctuations in exchange rates results in a loss thusaffecting the trading margins / profit. But members mayhave an option to fix a rate of exchange with the bankin advance. This rate is called forward rate.

Forward contracts : A foreign Exchange ForwardContract is a contract to buy or sell foreign currency ona future date at a predetermined rate. This can bebooked for trade / non trade transactions by residentIndians. The forward rate for a contract is based on (a)spot rate and (b) differential in interest rate betweenthe two markets involved.

Benefit of Forward Contracts for Customers :

v It helps to manage the foreign exchange risk better.

v Reduces the uncertainty of doing business abroad

v Exporter / importer can now quote rates to theirclients in advance.

Trade finance : As an exporter or importer, one canavail of trade finance of upto Rs.6 crores.

Inland Trade Services : RBS Bank also offers inlandtrade services, such as inland bill collection servicesand issuance of Letter of Credit.

Doorstep Banking : The bank offers free of chargedoorstep pick-up of export documents.

CAPEXIL – Eastern Region in association with SMERating Agency of India Ltd., Kolkata and SyndicateBank had jointly organized a seminar on “External CreditRating & Financing Options for MSMSs” on 24th January,2011 in the premises of Hotel Hindusthan International,Kolkata. The seminar was attended by Mr. Hari Kapoor,General Manager, Mr. D Raja Narasaiya, Dy. GeneralManager, Mr. S.C. Das, Dy. General Manager fromSyndicate Bank, Mr. S K Ghosh, Regional Chairman,Capexil and Mr. Tanuj Dewan, Regional Manager, North& East, SME Rating Agency of India Ltd, dignitaries,members of CAPEXIL and other Guests. More than 60participants had attended in this seminar.

Ms. Dipsikha Mitra, Area Development Manager – East,SME Rating Agency of India Ltd., Kolkata in herintroductory address mentioned that like in mostdeveloping countries, in our country too, the Micro,Small and Medium Enterprises constitute bulk of theindustrial base and contribute significantly to our exportas well as to our GDP. Our country has got nearly 13million MSMEs who account for about 50% of industrialoutput and 42% of country's total exports. It is the mostimportant employment generating sector and is aneffective tool for promotion of balanced regionaldevelopment. This sector accounts for 50% of privatesector employment and 30 – 40% of value addition inmanufacturing. This sector also produces a diverserange of about 8000 different products includingconsumer items, capital and intermediate goods.However, MSMEs in India, who constitute more than90% of the total number of industrial enterprises andformed the backbone of industrial development,unfortunately, are having dearth of financial knowledgeand sometimes management expertise too. They sufferfrom problems of making inappropriate accounts, notadopting statutory norms, suboptimal scales of operationand last but not the least, weak management practices.This is a matter of concern for our economy and needsto be addressed promptly. As our country integratesinto the global village, our MSMEs will have to respondaccordingly and thus need special attention.

This is where credit rating comes in to help in resolvingthis problem. A group of professionals employed with

the rating agency in India analyze the various financialand non financial information of the MSMEs, performa consistency checks and paint a true picture of theirpresent position. It pinpoints to them the areas ofimprovement where they should concentrate. Likehuman being, the MSMEs are all unique and hencetheir areas of concern too are quite different from eachother. Credit rating of an individual MSME thus bringsforward all these unique areas of concern thus facilitatingthem to progress.

Mr. S K Ghosh, Chairman – Eastern Region, CAPEXILin his welcome address stated that this session wouldbe useful for the members of trade & industry particularlythose belonging to MSME sector. This is more sobecause a sizable portion of our members belong toMSME sector. In fact, MSME sector plays an importantrole in the country’s economic activities including exportsas well as employment generation. He requestedmembers to take advantage of this interactive sessionfor getting guidance and clarification on banking mattersas well as the process/ benefits of rating.

Mr. Hari Kapoor, General Manager, Syndicate Bank inhis address mentioned that SME manufacturer –exporters are doing commendable job for the countryas they are generating employment. MSMEentrepreneurs are the backbone of the country and theyshould concentrate on manufacturing work. Heemphasized the need of MSME Rating from someMSME Rating Agency including SMERA. This may helpthem to get credit from Nationalized Banks at aconcessional rate of interest for export import business.Mr. Kapoor also announced that Syndicate Bank hasopened a training institute in Kolkata where employeesof MSME sector can get practical training on differentfields of business. He requested MSME units to takeadvantage out of this institute.

Mr. V M Bhatt, Asstt. General Manager, Syndicate Bankgave a power point presentation before the participantmembers where he outlined the banking facility ofSyndicate Bank to the MSME exporters without anyhassle. and Bank is monitoring this system and time to time passing the information status to the exporters for their benefit.He also described the benefit of RTGS, SMS banking, Instant debit card, Credit card, POS, e-payment of tax, e-ticketing, etc.

Mr. Tanuj Dewan, Regional Manager, North & East, SME Rating Agency of India Ltd. in his address explained aboutthe necessity of credit rating and more particularly about SMERA Credit rating. He explained that SMERA ratingis an independent third party comprehensive assessment of the overall condition of an MSME. It takes into accountnot only the financial condition of the MSME unit but also several qualitative parameters and have bearing on creditworthiness of the MSME units. SME Rating Agency of India Limited (SMERA) is a joint initiative by Small IndustriesDevelopment Bank of India (SIDBI), Dun & Bradstreet Information Services India Private Limited (D&B), and severalleading banks in the country. SMERA is the country’s first and only dedicated rating agency that focuses primarilyon the MSME segment. SMERA’s objective is to provide Enterprise Ratings that are comprehensive, Transparentand Reliable to facilitate easier and adequate flow of credit from the banking sector to MSMEs.

SMERA Rating fees are economical and affordable for MSME units, with eligible SSI units enjoying rating feesubsidy up to 75% under the "Performance & Credit Rating Scheme of NSIC". In order to avail the 75% subsidy,the eligible SSI units should possess a valid SSI Registration Certificate / Entrepreneur Memorandum Number(Permanent / Provisional) & should not have availed any rating subsidy in the past from NSIC). SMERA Ratingsfacilitate banks/ lending institutions in reducing the turnaround time in processing credit/ loan applications, therebyproviding MSMEs access to timely and adequate credit.

SMERA Rating is a comprehensive assessment of the enterprise, taking into consideration the overall financialperformance (profitability and growth ratios, gearing levels, liquidity ratios, etc - size and industry specific) and non-financial performance (management experience and qualifications, certifications, customer and supplier base,constitution, etc.) of the MSME vis-à-vis other peers of similar size in the industry. A major advantage that the SMEsderive from a SMERA rating is a unique nine-digit “D U-N-S No.’, which distinctly identifies single business entitiesand is also recognized world over. This unique number is especially useful for those SMEs who are into internationaltrade.

The entire Rating process is transparent, reliable, time bound and customer friendly. The Rating process beginswith the receipt of rating mandate along with the application form and ends with the dispatch of the Rating reportand Rating certificate. The Rating process in brief is enumerated below:

Fromthe stand point of business prospects, Capexil hadtaken large pavilion to enable its esteemed member-exporters to participate and show cases their potentialproducts for export. It was observed that all the member-

participants had actively taken part in this grand Expoand their exhibits, samples, catalogues, brochures etc.were displayed in a very impressive way.

All the 14 stalls of member exporters were very welldecorated and samples/ catalogues/brochures of themember companies were attractively displayed to allurethe American importers. 10. General Findings & Observations :-

l Agents play an important role in the region and theappointment of an agent can significantly help toovercome local credit or trading issues, which maynot be obvious to the overseas supplier. They arealso useful to minimize communication gap with theImporters / Buyers and to avoid the languagebarriers.

l Inter-trading of wood products between markets iscommon, notably within the members of the NAFTARegion. As much as one third of exports to USAmay be destined for re-export to the neighboringAmerican Countries.

l One unifying factor between NAFTA Region is thewide use of English & Spanish languages and moreor less the common culture. As a result, numerousorganizations across the countries have set up anetwork of importing and trading business throughoutthe region. This can help with purchasing power inthe smaller markets, but it also helps to increaseawareness of specific products at the same time.

l Unlike in other countries, business in the AmericanMarkets is carried out on a mutual trust basis, wheresellers and buyers establish a long-term businessrelationship. In general, joinery, door & window framingare carried out locally and the standards of finishedproducts are very high.

l There is strong tradition of using Wood in makinghomes in USA & other American Countries due totheir climatic condition.

l NAFTA Countries are having immense trade andinvestment potential for the Indian Businessmen /Exporters. They pursue very transparent trade policy.However, it should be noted that the Americanmarkets are highly competitive and businesstransactions can take place only on the basis ofsound quality, reasonable cost, punctual / committeddelivery and prompt service with great level ofoverall efficiency.

l There is also scope for entering into joint venturearrangements with American Businessmen / traders/ distributors for setting up plants in India towardsproduction of various wooden products, with orwithout buy back arrangements.

Opening of the Timber Zone should be the thrust areafor the Government as it will definitely prove as amilestone in Timber Industry and boost the growth ofthe industry and the export of the country at thesignificant level. The establishment of Timber Zone inline of the Special Economic Zone (SEZ) will also givean opportunity to the Indian exporters to move theirgoods hassle free and save the unwanted overheads. Thus, the exporters will be able to maintain the priceof their goods at very competitive level to face theInternational Market Trend.
