Public support for Russian Film is regulated by the Federal Law #126 dated August 22, 1996 On State Support of Cinematography in the Russian Federation, which stipulates two main financing mechanisms: In accordance with the procedure of placing orders for supplies of goods, performance of work and rendering of services for public and munici-pal needs. Financing is carried out within the framework of the special program Culture of Russia (2006–2011)1 and under the article of expenditure State Support in the Domain of Culture, Cinematog-raphy and Mass Media.Distribution of financing is carried out by means of open tenders. The tenders are held several times a year for several lots on a predetermined subject. For each lot, the starting price is set (maximum

price), which cannot be exceeded. This is the amount of maximum financial support from the state. The main tender criteria are contract price and time of performance. A company that seeks state financial support for its film project can reduce the price and term of the contract at its own discretion. In accordance with the rules for provision of federal budget subsidies for the support of cinematography.The rules and the amount of public financing of Russian Film as subsidies are annually approved by the Government of the Russian Federation. In 2011, the federal budget subsidies for Russian Film were allocated to the Ministry of Culture of the Russian Federation and the Federal Fund for Social and Economic Support to National Cinema-tography (the Cinema Fund).

Recipient organisations: film organizations that pro-duce and distribute National children’s and youth films; debutes; author and experimental films; almanacs; documentary, popular science and animation films. Recipients organisations are chosen by expert councils. Selection of applications for the subsi-dies announces several times per year.In 2010, the projects of the following Russian directors were supported by subsidies from the Russian Ministry of Culture: Aleksandr Mindadze, Kirill Serebrennikov, Aleksey German Jr., Nikolai Khomeriki, Aleksey Fedorchenko and others.

In addition, state support was allocated to 4 co-production projects: Innocent Saturday (А. Mind-adze), 4 Days in May (A. Guskov, Achim von Borries), Gulfstream under the Iceberg (E. Pashkevich) and Under Electric Clouds (A. German Jr.).

Federal Fund for Social and Economic Support to National Cinematography (The Cinema Fund)Amount of subsidies: 2,860,927,300 RUR.

Aim of activity: support in accordance with the procedures and terms set by the Cinema Fund for production, distribution, exhibition and promo-tion of National full-length feature and animation films of leading national film producers, socially important films, and participation of National films in film festivals and film markets.The supreme authority of the Cinema Fund is the Board of Guardians. Its members are approved by the Russian Government. Presently, the Chairman of the Board of Guardians is the Deputy Chairman of the Government of the Russian Federation Alek-sander Zhukov. Current activities are managed by the Cinema Fund’s Executive Director appointed

by the Board of Guardians. The Cinema Fund’s structure also includes the Expert Board, perma-nent consultative body consisting of 11 persons. It ensures comprehensive professional evalua-tion of film projects about topical issues, artistic talents, value content, distribution potential and correspondence to audience expectations. Besides, there is the Consultative Council at the Cinema Fund whose primary goals are working out the priority directions of the development of national cinematography, assistance to promote Russian cinema abroad, development of international rela-tions in cinematography abroad and etc.

The leading companies of the national film production industry were selected by the Cinema Fund’s Board of Guardians. At the beginning of 2011, there were 8 leaders:

•CTB (producer: Sergei Selyanov).

•Direktsia Kino (producer: Anatoly Maksimov).

•Studio Trite (producers: Nikita Mikhalkov and Leonid Vereshagin).

•Central Partnership (producers: Ruben Dishdi-shyan, Aram Movsesyan and Sergey Danielyan).

•Profit (producer: Igor Tolstunov).

•Art Pictures (producers: Fedor Bondarchuk and Dmitry Rudovsky).

•Bazelevs (producer: Timur Bekmambetov).

•Rekun (producer: Ilya Neretin).

CO-PRODUCTIONSYSTEMPublic support for co-production is carried out by the Ministry of Culture of the Russian Federation and the Cinema Fund. To obtain public support, Russian producer of the film project should obtain the status of “National film”. This status allows use of the privilege of exemption from VAT. The status of National film can be granted to co-production film projects with those countries which the Russian Federa-tion has signed international co-production agreements (Canada, Italy, Bulgaria and France) and the participating countries of the European Convention for Co-Production. The status of National film can be granted as well to projects from other countries if they correspond to the following criteria:

For submission of documents for state support, the projects should not have the status of a National film, but must meet the requirements for this status. The status can be granted after the decision has been made for project support. The status of National film must be obtained before the project financing starts. Presently, double financing of projects is not allowed, i.e. a project can obtain public financial sup-port either from the Ministry of Culture of the RF or from the Cinema Fund.

• the film’s producer is a Russian Federation citizen or a legal person duly registered in the Russian Federation;

•the majority of the film authors are citizens of the Russian Federation;

•the film crew (production directors, photography directors, cameramen, soundmen, artistic directors, costume designers, film editors and leader actors) includes no more than 30 percent of people that do not have Russian Federation citizenship;

•the film is shot in Russian or other languages of the people of the Russian Federation, exclud-ing cases when usage of a foreign language is an integral part of the artistic concept;

•not less than 50 percent of the total volume of work on film production at estimated prices for film production, distribution and exhibition is performed by cinematography organizations duly registered in the Russian Federation;

•foreign investment in film production does not exceed 50 percent of the estimated cost of the film.

FILMING IN RUSSIAPERMITS, VISA, EQUIPMENT

Russian entry visa can be obtained at the Russian Embassy or Consulate abroad upon an invita-tion issued by the Ministry of Foreign Affairs or a regional Federal Migration Agency to the inviting company or person.There are three types of visa that are appropri-ate for the filmmaking purpose or film study and internship purpose: business visa, working visa or study visa.Business visa is issued for businessmen, foreign specialists aiming to visit Russia with the purpose of holding meetings, talks, counseling sessions, holding and participating in seminars and work-shops, exhibitions etc. Business visa can be single or double entry for less than 3 months or multiple entries for the period from 3 months up to 1 year. The total duration of stay of a foreign visitor in Russia upon a multiple entry one year visa is determined by the accredited state institution when the visa is being issued but can not exceed

90 days during each 180 day period.The working visa is intended for foreign citizens planning to work on Russia. Application for this type of visa requires a person to have a work permit from the inviting organization or company. The company itself needs to have the permit for hiring foreign specialist (quota). The working visa is issued for a period up to 3 months. Further, after registration in regional Federal Migration Agency, it can be prolonged according to the company contract, but may not exceed 1 year.Study visa is intended for scholars, students, both under- and postgraduate, accompanying professors as well as for people visiting Russia for internship purposes.It is issued for the period of 3 month. Further it can be extended by the federal migration agency according to the study contract, but can not ex-ceed 1 year.

Import of professional equipment

In order to import professional filming equipment it is recommended to use Karnet ATA – Temporary Importation for boomerang freight passport. A Carnet or ATA Carnet is an international customs document which replaces the customs declara-tion and allows the holder temporarily (up to one year) import goods without payment of normally

applicable duties and taxes as well as save time on the clearance process for the purpose. Carnet most often applies for participation in exhibitions, as well as for transportation of product samples, professional equipment and some other catego-ries of goods.

Advantages of using Carnet ATA:

•Faster and cheaper customer clearance of the imported goods which resolves in customer clear-ance officer making special marks on the relevant part of Carnet sheet leaving the rest to himself. The additional required customs documents do not need to be attached;

•No need to present any deposits or bank guar-antees for the temporary imported goods customs payment as Carnet itself is a financial guarantee;

•The validity period of Carnet ATA is 1 year

•Possibility of visiting not one, but several countries during the validity period (provided the appropriate execution).

In Russia Carnet ATA is issued by the Chamber of Commerce, but this document can only be obtained by the residents of the Russian Federation.

Filming, Video and photo permits

In order to exercise film, video and photo shooting in state institutions, military objects a special permit is required. Such objects include bridges, tunnels, train stations, airports, underground/ metro, Red Square, Ostankino Tower etc.Please, consider the private property law which includes the right of the proprietor for ownership, use and disposition of property. The Russian legis-lation does not have concrete law, specifying the regulations for filming of private property objects, so the usual practice is the following: if the cam-eraman is not located on private territory, he can film the private property objects from the outside. The interior filming is not allowed if the proprietor

informed of it with a sign or an oral statement. All the other interior filming is not considered illegal. But from the practical point of view it is recom-mended to obtain a written permission from the proprietor to do the interior filming, especially if the materials are for further commercial use.Currently the law enforcement agencies can prohibit the filming near schools, kindergartens, theaters and similar institutions as means of anti-terrorist efforts.And if the police do not permit video or photo shooting it is advised to follow the restrictions and obtain an official permit.

Shooting in MoscowAt the present time there is no universal approved procedure to obtain filming permits. The National Film Commission of Russia (NFCR) assists in organizing of shootings with its partners in Moscow. The NFCR provides preliminary location scouting, assists to get shooting permissions and provide the infor-mation about the possibilities of co-operation with Russian regions. For professional film and video shooting normally the following organizations’ approval is necessary:

PRODUCTION FACILITIESFilm Studios

In 2010 more than 90 soundstages with total area of 66,000 square meters (average area of soundstage is 755 square meters) were used at Russian film studios. Among them there were 76 soundstages in Moscow (more than 80% of the total number) with total area of more than 57,000 square meters (more than 85% of the total area). Mosfilm Cinema Concern is the only studio in the country offered full range of production facilities. A relatively full range of production facilities are also offered by Lenfilm, Sverdlovsk Film Studio and Gorky Film Studio.

According to figures for 2010, 7 state film studios occupy an area of more than 100 hectares. They rent out stage space and offer a wide range of film production facilities. They are Mosfilm (14 soundstages), Lenfilm (4 soundstages), Gorky Film Studio (5 soundstages), Sverdlovsk Film Studio (2 soundstages), The Center of National Film (5 soundstages), Lennauchfilm (2 soundstages) and St. Petersburg Documentary Film Studio (1 soundstage). The share of state studios by the quantity of stages is 36%, and by the total stage area – 33%.

Among major private film studios are Russian World Studios (7 soundstages in Moscow and 6 in Saint Petersburg), Media City (9 soundstages), My Studio and Territoriya Kino (7 soundstages each), Creative TV Assosiation (5 soundstages) were most successful in 2010. Some of these studios rent soundstages with lighting equipment, others also offere postproduction facilities, not having their own equipment park for rent. Among them are Magic Film, Donskaya 32, Territoriya Kino and others.

The recent boom in investment projects of launch-ing new film studios was stimulated primarily by market players’ dissatisfaction with the quality and price level of supply of production facili-ties. But the economic crisis of 2008 made the development of many of these investment projects impossible. In 2010 the plans on development of 10 new film studios in different Russian regions has been announced including 2 in active phase of development (RWS and Glavkino). These studios

will include up to 40 soundstages.On the basis of Lenfilm studio it is planned to create new film production complex — Lenfilm Studio XXI Century. The new production shingle will be launched as the public-private partnership involving Lenfilm, Sistema corp. and its subsid-iary company Russian World Studios (RWS). It is planned that initially Sistema Corp. will invest about $10-15 million in reconstruction of the facilities and updating the equipment.

Active phase:2. Russian World Studios St.Petersburg - new film

production complex with total area 70 000 m² that will be launched as the public-private partnership involving “Russia” State TV and Radio Company (VGTRK holding) and SMM Joint Stock Company (the subsidiary company of Sistema corp.). This project is the second phase of development of Russian World Studios in St.Petersburg with total investments of more than $ 160 mln. The studio complex will provide services of 2000 square meters stage, stage for digital effects, hotel, post-production, cinema hall etc.

1. Glavkino film studio project was initiated by “Channel One” general director Konstantin Ernst, director and producer Feodor Bondarchuk and the owner of “Uralsibbank” Nikolay Tsvetkov. Investments in the construction (33 000 square meters) are estimated at $ 90 mln. It will offer a possibility of studio work (including unique 3000 m² floor) and shooting in a studio for creation a virtual image. Also the studio will offer a system of automatic illumination that helps to change a light set-up in the studio and the innovative technologies of postproduction and cutting. The location of the studio will be outside Moscow city in a pollution-free zone. The program of support for young filmmakers will be launched after the studio begins its activity. Glavkino opening will take place in January, 2012
