    Pesticide Authority. The Fertilizer and PesticideAuthority, hereinafter referred to as the FPA, is hereby

    In furtherance of the policy on judicious use of pesticide to

    maximize its benefits yet minimize social costs, FPA has adopted

    the following:

    Efficient registration processfor less toxic/lesshazardous pesticides, and of biorationals which include

    biochemical and microbial pest control agents (PCA) andother natural enemies of insect pests;

    Reasonable licensing requirements;

    More responsible product stewardship;

    Well structure monitoring and evaluation of postregistration and post licensing activities; and

    Stringent penalties for violations of pesticide rulesand regulations.

    Definition of Product Stewardship

    defined as the responsible and ethicalmanagement of a product from invention

    through to ultimate use and beyond. It means

    making safe use a priority for everyone who

    handles pesticide products, the general publicand environment.

    1. The Company concerned shall ensure that its productsare handled properly and workers protected duringformulation, storage, transit, application and disposal.

    The company concerned must submit a report covering themanufacturing or formulation process, the volume andquantity of products (imported, processed, marketedand sold), the number of workers involved, safety

    precautions employed, waste management anddisposal methods, including the residue levels in thewastes emitted/disposed, etc.

    2. The company concerned shall provide the

    necessary training on the safe handling anduse of its product (including proper waste

    disposal) to dealers and users following FPA

    approved modules. A yearly report which

    includes annual training schedules shall besubmitted to FPA.

    3. The company concerned shall provide, at cost,protective clothing such as aprons, gloves,masks and boots to users of its productespecially those belonging to Categories I andII pesticides. The company shall ensure thecontinued supply of these protective clothingand equipment for as long as its productsbelonging to Categories I or II are marketed.

    4.The dealers concerned shall make available first

    aid kits while the company shall provideantidotes for its product to the nearest medical

    facilities as determined by FPA. The provision

    of antidotes to medical facilities shall be made

    annually and reported to FPA.Fullers earth was distributed to participating institutions.

    5. All companies concerned shall provideinformation services to the public. Thenature and scope of these services shall be

    subject to FPA approval.

    6. The company concerned is obliged toreport to FPA any information adverselyaffecting the safe use of its product

    within the quarter that such informationhas become known.

    7. The company concerned shall stop the sale of

    and recall its product which has been found ordeemed unsafe for use under any use

    directions or restrictions by FPA. The

    company concerned must shoulder all the

    expenses that might be incurred in the retrievaland proper disposal of the recalled products.

    COMPLIANCE IN MONITORING

    OF PRODUCT STEWARDSHIP

    Monitoring of Product Quality

    to ensure that the product has not yet expired,not misbranded or adulterated.

    Expired formulated products shall be recalledand collected by the company concerned.

    Adulteration/faking/misbranding/mislabeling ofpesticide products are acts prohibited by P.D.

    1144 and the Implementing Rules andRegulations and are subject to the penalprovisions of the law.

    Residue on Food and Feeds

    A rapid monitoring system of pesticide residues

    in food crops and feeds to provide information

    that shall be used to assess the safety of the

    consumers. Such residue data shall be thebasis for modifying use patterns and taking

    regulatory action on the particular pesticide.

    Environment FPA, LGUs, concerned agencies & NGOs monitor

    pesticide movement to the farms and other areas todetermine the potential polluting and contaminating effectson natural environments which may affect fish, wildlife andother non-target organisms. Evidence of such impact shalllead to regulatory action on the pesticide.

    Pesticide Poisoning

    Monitoring pesticide poisoning cases is done through theMunicipal Health Officers, physicians and paramedicalpractitioners trained under the Agro-Medical TrainingProgramme.

    Monthly reports which are collected annually are submitted tothe FPA.

    Institutions allowed to handle pesticides restricted to For

    Institutional Use Only are also required to submit monthlyreports on pesticide poisoning cases.

    The FPA Provincial and Regional Officers and pesticidecompanies coordinate with the Department of Health (DOH),Regional Occupational Toxicology and Non-CommunicableDisease Information Center (ROTNIC) as well as with the

    Regional Strategic Tactical operational Program on Disaster,Epidemics, Accidents, Trauma and Hazardous Substances(STOPDEATHS).

    All pesticide poisoning cases are required to be properlydocumented using the WHO-GCPF protocol. Such data shall besubmitted to the municipal health units.
