Why do you need certification
Russia does not recognise European or international
standards
Many products entering Russian territory require certification in
order to:
• Confirm the products meet Russian safety standards
• Enable goods to pass through the Russian customs

• Certification (Certificate of Conformity)

State Registration
Goods subject to State Registration:
• Higher risk cosmetics
• 1st layer clothing for children under 3 years old
• Some products for babies (teats, bottles, dummies)
• Baby food, special food
Valid indefinitely unless product name, product composition
(specification) or manufacturer changed
Testing of samples at a CU accredited laboratory is required

State Registration
Typical requirements:
• Product composition
• List of standards products are manufactured to
• Description of manufacturing process
• Copies of factory or third party test reports
• Instructions for use
• ISO 9001 certificate and/ or Extract from quality system
• Test reports from a CU accredited laboratory
• Copy of Russian label
Documents have to be in Russian, signed and stamped by the
manufacturer.
Translations have to be signed and stamped by the translation
agency

Goods subject to certification:
• 1st layer clothing for children 3+
• 2nd layer children’s clothing
• Children’s footwear, except felted footwear
• 3rd layer clothing for children under 1 year old
• Children’s bedding
• Adults’ 1st layer clothing
• Toys, children’s bikes, pushchairs
• Some industrial equipment
• Equipment for hazardous areas (Ex-proof certification)
Validity – for a single shipment or for up to 5 years

Typical requirements:
• Product information in Russian
• IOM manual in Russian
• *Copy of ISO 9001 certificate for the manufacturer
• Copies of factory test reports
• Copy or draft of label or tag plate
• Test reports from a CU accredited laboratory – for all children’s
products
• Dual language contract with the buyer in the CU – for shipment
certification
• Audit if manufacturing site by the Russian experts with witness
testing – compulsory for serial production certification

Goods subject to Declaration of Conformity:
• Most of cosmetic products
• 3rd layer clothing for children over 1 year old
• Felted footwear for children and footwear for adults
• Packaging
• Some industrial equipment

Labelling Requirements
• Labelling must be in Russian, Belorussian or Kazakh
• *Cosmetic ingredients can be as per INCI
• Manufacturer’s name and address with indication of country
• Name and address of the company authorised to receive
consumer’s complaints
• Mark of Conformity – EAC Mark

What to do before shipping goods to Russia
• Clarify with the buyer what documents you have to provide
• Check certification requirements with certification agency,
such as Intertek
• Apply for certification in advance, as some products have to
be tested at a Russian accredited laboratory
• Make sure all certificates are in place before you ship the
goods
