Medicines *gency! Is subordinated to the Ministry of -ealth!$he Medicines *gency8M!*!5 is the main institution with responsibility for pharmaceutical policyimplementation! It was recently restructured! Its functions are detailed below andcorrespond more or less to the standard spectrum of M!*! responsibilities! $he M!*! isadeuately staffed with technical people, including pharmacists, doctors and chemists!

Product selection. Development of specifications

"roduct selection and specifications are developed by a multidisciplinary committee from

various institutions! In accordance with the law the following rules apply to the

development of specifications#

& $he characteristics of the goods to be procured will represent an e;act and complete description sothat every criterion reuired will be performed3

& $he characteristics of the goods must correspond to the reuirement of the %* regarding the uality,

efficiency, testing, dimensions, pacing, manufacturing processes etc3

& $he technical reuirements will not mae reference to trademars, to a certain economic agent, will

not indicate an origin, a certain manufacturer3

& $he specifications will be based on National and international standards!

$he selection of medicines is done by the woring group of the clinical service in

accordance with the National $reatment "rotocols and National Medical Essential List

$he National Medical Essential List is a major component of the National Medicines "olicy

and the selection of items is based on available resources, disease patterns etc!

Modova has S$9 for *I(S treatment that is updated each year and S$9 for the treatment

of OI!

but there is no a central store! $he medicines are delivered from the stores of economicagents to the destination! E;cept for $6 program that has a centrali>ed store and *4A:s8 the store is being refurbished now5!

+or the $6 there is an electronic system of logistics of medicines and supplies! +or -IA*I(S there is a paper system and in short time a software will be developed! $he distribution system is "ush and "ull! $he inventory management is based on principle +E+O!

Ensuring rational use of medicines! $he surveillance of the drug use, side effects, is one ofthe activities of the Medicines *gency the department H%linical evaluation and

pharmacological vigilanceJ! In the activity of the medical institutions the system of pharmaco therapeutical formulary

will be applied! $he side effect report form is the instrument for reporting side effects! $his form is

distributed to the public health institutions! *ll reports on adverse effects are analy>ed atthe centre! $hese cases are reported to the M*, which has the role of evaluating theuality of medicines! If the information presented has good evidence, the information issent to the
