Presentation 3: Sustainable Development & BIM - The Role of 5D Quantity Surveyor

Dr Peter Smith presented one of the current revolutionary approaches to delivering construction projects, discussing the cost modelling aspects of Building Information Modelling (5D BIM).His presentation was based on global research and detailed interviews with 5 project management consultancy firms, as well as a case study.

The role of the project cost manager needs to adapt to embrace the opportunities presented by the ever increasing BIM capabilities.

There is need to provide more sophisticated cost management services that incorporate 4D Time and 5D Cost Modelling.

There is need to share cost information/data with the project team as part of the BIM integrated project delivery approach.



GLOBAL DEVELOPMENTS & TRENDS IN BIM In the United States of America, BIM adoption by project team professionals

has grown from 17% in 2007 to 82% in 2014, while adoption by contractors recently exceeded architects, thus contractors are driving BIM innovation and engagement, backed by leadership from major government bodies.

The Scandinavian Region is leading in BIM innovation, where in Finland, Norway & Denmark, BIM implementation is strongly supported by government leadership.

UK has the most ambitious and centrally driven BIM implementation strategy in the world, where the Government Construction Strategy was published by the Cabinet office on 31 May 2011, with intention to require collaborative 3D BIM on its projects by 2016.



GLOBAL DEVELOPMENTS & TRENDS IN BIM In the European Union, under the European Public Procurement Directive

(EUPPD) (January 2014), EU Member States may encourage, specify or mandate the use of BIM for publicly funded construction and building projects in the European Union by 2016.

In Asia, Singapore is one of the world leaders in BIM implementation driven by government. Under strategies by the Singapore Building & Construction Authority, BIM has been implemented widely on public projects since 2015.



BIM & SUSTAINABLE DEVELOPMENT Ability of the QS to use BIM models to provide quick and accurate cost advice

throughout the design simulation process will enable him or her to play a key role in sustainable design development.

BIM’s greatest value lies in computer simulation that enables the project team to develop optimum design solutions for the project through the exploration of a number of design and construction options that are simply not feasible using conventional approaches.

However, the two most important considerations are the environmental and economic impacts, for, while sustainability is important, it has to be environmentally and economically feasible. A sustainable design is achieved only when it has a positive impact on both the above areas.

The project cost manager/ QS has a key role to play in sustainable development by providing this economic analysis.



BIM & MEASURABLE ENVIRONMENTAL DATA Whereas measurable, reportable and verifiable (MRV) information is pivotal to

accelerating energy-efficiency, measurement and evaluation tools to track and monitor building performance continue to vary considerably across the globe.

The lack of consistent measurable data provides opportunities for the project cost management profession to address this issue and become key players in the measurement and analysis of building operational performance.

International Construction Measurement Standards (ICMS) are the first step towards BIM & Environmental Measurement Standards.

THE CASE STUDY An Australian QS Firm, Mitchell Brandtmann (www.mitbrand.com)

Highly innovative QS BIM specialists, with a long history of IT development since 1981.

They market their firm as “5D Quantity Surveyors & BIM Advocates/Specialists”.

91% of their Cost Plans are produced in 3D models, whereas only 9% cost plans are still produced using 2D drawings.

Their philosophy is that there is no bad BIM, some are just better than others…

There is an abundance of literature on BIM available all over the internet.



He Concludes that: Government leadership is a critical driver for BIM implementation.

The global move to BIM implementation has gained considerable momentum in recent years (but still, with many issues).

Project Cost Management firms are now implementing BIM (and uptake is gaining momentum, but core competencies are still important)


Presentation 4: Research as a role and a marketing strategy for quantity surveying services – Experience and perceptions, by Dr Mushumbusi Z. Medard, TIQS & Dr Muhumuza K. John, ISU

The two researchers, while advocating for the QS Professionals to prioritise the role that research would contribute to the profession’s capacity to contribute to a country’s attainment of SDGs, identify lack of research as being one of the major weaknesses in the QS practicing life.

Most QSs are less convinced that research constitutes a valid employment of productive resources. They instead perceive research as an activity of the academic community intended for academic purposes.

The research paper is based on results of a pilot study conducted in Tanzania and Uganda, exploring research as a marketing engine to the services of the profession and as an enabler for quality services to the clients of QS services.



THE PILOT STUDY Conducted in Dar es Salaam and Kampala Guided by simple questionnaire to practitioners Distributed to 100 and 45 QSs in Dar es Salaam & Kampala, respectively. Received 10 and 4 responses in Dar es Salaam and Kampala, respectively

(less than 20%)! Although with this number of responses, it is not possible to generalise

results, they are still adequate for giving an indication of the practicing trend in research matters by Quantity Surveyors.

The will also be used to design open-ended questionnaires for a detailed survey.



RESEARCH BARRIERS The questions dwelt on issues of research awareness as a marketing

strategy; types and extent of research work engaged in; and challenges faced in an attempt to do research.

The majority of respondents perceive research as a way of improving the profession, as opposed to marketing the profession.

The majority of the research types were dissertations at Bachelor’s degree level;

Lack of funds was the most cited reason for not doing research, followed by lack of time.



DISCUSSION Since research is conducted at the training level as a mandatory requirement

for Quantity Surveyors, QSs possess research skills and appreciate the role of research in their professional work.

However, most practitioners are too busy to do further research work or they do not see it as a lucrative venture.

This implies that the challenges and problems of the construction industry have not been given adequate research attention.



DISCUSSION Quantity Surveyors (in the 2 countries) are yet to strategize on research

through a Research Agenda. QS Institutions have not created departments for research and have not

established a research fund for funding research activities. Universities and other academic institutions seem to be working in isolation for

research assignments.



RECOMMENDATIONS Adequate investments should be made into research (at least 1% of the

industry’s annual gross receipts). Quantity Surveyors should appreciate and implement research as a strategy

to market their services and to offer quality services to clients. Institutions like TIQS [and ISU] should team up with universities to plan,

commission and monitor research activities among students and among practicing quantity surveyors (Since research is conducted at the training level as a mandatory requirement for Quantity Surveyors, QSs possess research skills and appreciate the role of research in their professional work.

1.0 Brief Introduction to ICEC

The International Cost Engineering Council (ICEC) is a non-political and non-profit organization which was founded in 1976 with the object of promoting cooperation between national and multinational cost engineering, quantity surveying and project management organizations worldwide for their mutual wellbeing and that of their individual members.

ICEC member societies are located in more than 40 countries, and have chapters or sections in many additional countries. Through these chapters and sections, ICEC has access to more than 300,000 cost engineers and project managers in over 120 different nations. Regular ICEC meetings are attended by delegates of the member societies where subjects of common interests are exchanged and discussed. Each member society has one vote on the Council.


2.0 Key Objectives of ICEC

To encourage, promote, and advance the sciences and arts of cost engineering, quantity surveying, and project management for the public good, worldwide;

To coordinate and sponsor International Cost Engineering, Quantity Surveying and Project Management Congresses (on a worldwide scale);

To coordinate and sponsor International Cost Engineering, Quantity Surveying and Project Management Symposia (on a continental scale);



To encourage cost engineers, quantity surveyors and project managers in countries where no formal association or organization exists to form a group with objectives compatible with those of ICEC and its members;

To participate in international events related to the practice of cost engineering, quantity surveying and project management sponsored by governmental and private organizations, national or international, whether members of ICEC or not, provided that these events are in keeping with the objectives of ICEC;



To further the study of cost engineering, quantity surveying and project management problems of worldwide or multinational character; and

To encourage the development of professional certification programs in cost engineering, quantity surveying and project management.


3.0 International ICEC Network

ICEC is a worldwide confederation of cost engineering, quantity surveying and project management societies which acts to promote worldwide exchange of cost engineering and project management information and experiences.

ICEC is divided geographically into regions to encourage communication and to foster joint congresses, symposia, and forums on a continental or regional scale. The Regions are:

* Region 1 North and South America;* Region 2 Europe and the Near East;* Region 3 Africa; and* Region 4 Asia Pacific.



Region 3 (Africa) comprises the following national associations:1. ASAQS (Association of South African Quantity Surveyors)2. GhIS (Ghana Institution of Surveyors – Quantity Surveying Division)3. IQSK (Institute of Quantity Surveyors of Kenya)4. MAQS (The Mauritian Association of Quantity Surveyors) – ICEC

Associate Member5. NIACE (The Nigerian Institute of Appraisers and Cost Engineers)6. NIQS (Nigerian Institute of Quantity Surveyors)7. PMSA (Project Management South Africa)8. SAPCI (Southern African Project Controls Institute)



A Region Director is appointed to oversee ICEC’s activities within each region.

Through the regional structure, and as an organisation as a whole, ICEC endeavours to:

1. Encourage the conduct of regional and worldwide congresses, meetings, forums, and seminars;

2. Promote co-operative research and technical activities among the member societies;3. Promote development of standards for accreditation and recognition of cost engineering,

quantity surveying and project management certification programs offered by the member societies;

4. Encourage national and international networking among the members of all ICEC societies within the regions and worldwide; and

5. Develop international standards for terminology in cost engineering, quantity surveying and project management.


4.0 Advantages for ICEC Membership

Participation in a worldwide information network for the exchange of cost engineering (CE), quantity surveying (QS), and project management (PM) information and experiences;

Promotion of standards for certification and CPD programmes;

Sharing of technical journals and other publications with the other ICEC member societies;

Availability of a homepage on the Internet for promotion of society activities at no charge to the society requiring this service;



Development of international standards for terminology in CE, QS and PM;

Worldwide networks for queries about technical matters by individual members of ICEC societies;

Development of beneficial relationships with other worldwide coordinating bodies such as the International Project Management Association (IPMA), the Pacific and Africa Associations of Quantity Surveyors (PAQS & AAQS), the Royal Institution of Chartered Surveyors (RICS) and the International Federation of Surveyors (FIG);



Fostering of beneficial relationships between professors and universities engaged in cost engineering, quantity surveying, and project management education;

Joint development of position papers and reference documents of broad international interest.


5.0 Requirements for Membership

ICEC does not have individual members.

Participation in ICEC affairs is accomplished through membership in one of the ICEC affiliated societies.

Persons interested in membership, should apply to one of the ICEC member associations which serve their nation of residence.



National or multi-national associations or organizations may be admitted as Members or Associate Members of the Council upon affirmative vote of two-thirds of the ICEC Members. Prior to admission to membership, said organizations must submit to the Secretary: A description of their objectives;

A copy of their Constitution or other governing document;

A description of their requirements of individual or corporate membership in their association or organization, including a copy of their membership application form;

A tabulation of the number of their individual and corporate members;



National or multi-national associations or organizations may be admitted as Members or Associate Members of the Council upon affirmative vote of two-thirds of the ICEC Members. Prior to admission to membership, said organizations must submit to the Secretary: A description of the types of organizations for whom their individual members

work;

Payment of the ICEC annual subscription fee for the year in which membership application is made;

A copy of their most recent annual financial status report; and

A copy of any journal or other document published by them or in their name.
