The Building Inspector reported that the plans for Skelly Oil station at Groveland and Highway #10 were in order and complete and recommended approval.

Motion by Malvin to authorize issuance of building permit as recommended by inspectors. Seconded by Crane. 5 Ayes.

Motion by Blanchard to approve licenses. (list attached) Seconded by Sullivan. 5 Ayes.

Motion by Blanchard to pay bills.(list attached) Seconded by Sullivan 5 Ayes.

As several appointments were to be made at this meeting Trustee Sullivan suggested that all persons being considered be excused until these appointments were made, thus avoiding embarrasment or argument in their presence. The Council agreed and the applicants were excused.

Motion by Sullivan to appoint Otto Bonestroo of the firm of Bonestroo Rosene and Associates, Inc. as Village Engineer for 1963. Motion died for lack of second.

Motion by Malvin to appoint the firm of Comstock and Davis as Village Engineer for 1963. Seconded by Hodges. 4 Ayes. Sullivan Naye.

The appointment of a Fiscal Agent was brought up and Mayor Crane presented his written recommendation for Fiscal Agent to the Council. (copy on file) The Mayor recommended the firm of Ehlers-Mann to this position.

There was a lengthy discussion on each of the three applicants and the following Councilmen declared their preference:

Motion by Blanchard to appoint B & E Patrol as Village dog­catcher and to try and negotiate a contract with them, allowing a yearly fee of $1,650.00 in 12 payments of $137.50 each. Seconded by Sullivan. 5 Ayes.

Motion by Crane to appoint Mr. Charles E. Jackson~ 2237 Oakwood as Civil Defense Director with an expense allowance of $30.00 per month to be paid if accompanied by a statement of expenses. Seconded by Hodges. 5 Ayes.

The applicants previously excused were readmitted to the meeting.

Motion by Malvin to re-appoint Mrs. Julie Lunde -8444 Red Oak Drive to .. the Lakeside Park Commission. Term to expire December 31, 1965. Seconded by Crane. 5 Ayes.

Mr. Piehowski, Building Inspector, appeared with a gentleman requesting the Council to allow a second apartment building near Sunnyside Road and Highway #10. The Council advised that no action could be taken without a proper request including an application for a building permit.

The Clerk is to obtain contracts from the Attorn,y, Engineer, & Fiscal Agent for approval by the Council. (five copies)

Mayor Crane reported the following: 1. As the Anoka Bus Line has abondoned the Lexington-New

Brighton route, the extension of their Spring Lake Park run into Pinewood is desirable, therefore, the Clerk will request the owner or the Company to be present at the rext regular agenda meeting to' discuss this with the Council.

2. Police report for December 1962 read and placed on file. 3. Police report for the year 1962 read and placed on file. 4. Motion by Crane to enter into a telephone answering service

agreement with the Ramsey County Sheriff's Office to be used in conjunction with the Hoffman Answering Service until new phone listings are made, at which time the Hoffman Answering service agreement will be

) in the meeting hall and the following action was taken:

Motion by Blanchard to have Mr. Malvin supervise the tiling of the floor in the Meeting Hall area. Seconded by Crane. 5 Ayes.

The matter of a residents mail box being knocked down was referred to Mr. Skiba for investigation and possible action if said damage was due to snow removal.

The Civil Defense ,Director, Charles, Jackson, presented the Council with a annual report of activities of the department and goals for 1963. (on file) .

Motion P'y Crane that the Village pay the cost(to be met with matching funds from Federal Government) for a police training course for the Civil Defense men. Cost approximately $30.00. Seconded by Hodges. ;5 Ayes.

The Civil Defense announced that a public First-Aid Course will be given at the Village Hall on Thursday nights for 5 weeks -starting February 7, 1963.

The Second Wednesday in March the Council is invited to attend a Ramsey County Civil Defense Directors Meeting~

The Engineer reported on the following items: 1. The St. Paul water works had been much more lenient taan

expected with the proposed crossover of Jackson Drive to County Road I. An 8" reinforced concrete slab would suffice for cover rather than the expected concrete bridging ~ . ~.

2. The sewer and read report requested earlier will be ready on or near the first of March 1963.

The Attorney reported on the following items. 1. County Road H-2 was the most dangerous road in the Village

from a pedestrian stand-point, having had at least two or three pedestrian. accidents. He recommended further investigation as to possible Council action to alleviate this condition ..

The matter was discussed and referred to the Police Commission and Police Department for recommendation.

2. A letter drafted by the Village Attorney offering three solutions to the possible sewer hook-up with the Arsenal was read and discussed. (copy on file)

The Attorney was directed to put moreemphasis on the dire need of this service and to present it at the next meet~ng in the final form.

The matter of a representative to the sewer district was brought up. Mr. Malvin stated that he felt the post should be taken for one year by each Councilman to better inform himself on the activities and plans of the district. Mr. Sullivan and Mr. Blanchard concurred.

Mr .Hodges disagreed stating he felt the Mayor -~ should see the program through- for at least one more year,as he had put in

~ many long hours at court hearings and meetings already in the past year.

The Mayor stated that he would like to keep the job as it was a challenge and he had studied at some length to do a good job for the Village.

The Mayor opened the public hearing on extension of water mains on Groveland Road to County Road J then East to Red Oak Drive.

The Clerk read the published notice and attested to the fact that the notice was published twice in the legal paper and mailed to all affected property owners.

The En~ineer explained the reasons for the proposed project and gave estimates of costs. ( on file)

The estimated front footage assessment will be $3~5 per foot \ and a service connection charge was estimated at $120.00. ) Several question from the floor were answered by the Engineer and the Counc il.

The Mayor asked for objectors to the project and they were as follows: 1. Mr. Odas R. Newton 8319 Groveland Road land under water

no benefit 2. Mr. Ray Gale 8227 Groveland Road no need, no benefit 3. Mr. frank Gabyrish 2880 County Roed J no need, no benefit 4. Mr. Do~ald Sohm 8206 Groveland Road cost to high

no benefit 5. Mr. Emery Gale 8138 Groveland Road no need, no -benefit

All of the objectors also stated that their frontage was very large and would result in exttemely high assessments.

The Mayor asked if ~nyone wished to speak in favor of the proposal and reeeived no answer from the floor.

Motion by Blanchard to close the hearing. Seconded by Sullivan 5 Ayes.

Motion by Blanchard to withold any action on the proposal until the next re~ular meeting. (february 11, 1963) Seconded by Malvin.

5 Ayes. The Clerk's Office was instructed to contact the petitioner

and see if he still desired this "'.water line.

Mr. Ron Vanelli and Mr. Ted Meysembourg from N.S.P. Gas Company, St. Pa~l, Minnesota appeared and explained the reduction of gas rates and the reduction of the B.T.U. count in the gas furnished to the users in the area.

The matter of contract agreements ~between the Village and their Engineer, Fiscal Agent, Attorney. & Dog Catcher were discussed and the following action taken:

1. Motion by Blanchard to enter into agreement with the firm of Comstock and Davis for Engineer services per Mr. Comstocks letter to the Council of January 18 and January 24, 1963. (on file) Seconded by Crane. 5 Ayes.

2. Motion by Sullivan to accept contract as presented by Mr. Olson of Juran & Moody for the position of Fiscal Agent. (on file) . Seconded by Hodges. 5 Ayes.

3. Motion by Sullivan to enter into retainer agreement with Richard Meyers for the position of Village Attorney. (on file) Seconded by Hodges. 5 Ayes.

4. The Clerk reported that the B.& E. Patrol had accepted the contract acted on at the last regular meeting. The yearly fee will be $1,650.00 in 12 payments of $137.50 each.

Mrs. Betty Wall, Mounds View Village Representative on the North Suburban Hospital B9ard introduced the new Attorney the board has hired. Mr. Harold Peterson, who is also chairman of the Board of the Board of the Chisago Hospital District. He gave a short but very imp~rtant talk on his aims for the district and stated that r ) he would be contacting the Village Officials in the near future.

The owner of the Anoka Bus Company stated that he would appear at the agenda meeting on February 4, 1963 to offer a new bus service to the Pinewood and Twelve Oaks areas of the Village.

Mr. Jack Bell appeared for the owner of Monn Distributing Company regarding the possibility of adding some customer service machines to his business at 2284 County Road I. This matter was referred to the Attorney for recommendation.

The Clerk was instructed to notify the B ~ E Patrol of the need of heavier patroling in the Lois and Knoll Drive area.

Motion By Sullivan to appoint Mayor Crane and Trustee, Donald Hodges as delegates to the Ramsey County League. Seconded by Malvin.

The minutes of the Police Commission meeting'were read and placed on file.

The resignation letter of Mr. Roy Juntunen from the Police Commission was received with regret and placed on file.

The Attorney was instructed to write a memo on the duties of the Fire Marshall for clarification.

the Ramsey Council Jail, Detention Home and other County facilities on a Saturday afternoon.

The new Police Department phone number is now in effect. It is IV-4-9l55.

The day patrolmen will have an opportunity to attend a Police Training School from April 22 to May 3, 1963.

The Civil Defense Department stated that they will inform the Police Department of further Civil Defense courses for Police Training and First Aid.

The use of the front windows in the Office for a Boy Scout display in February was approved by the Council.

The Mayor announced tha't an informal meeting to discuss the sewer proposal would be held at the hall on February 4, 1963 for all owners of 40 acres or more in the Village.

Motion by Hodges to install street lights of 6,000 lumen at Red Oak and Woodcrest Drive and at Brighton Lane and Woodcrest r:-ive. (Clerk to send work order to N.S.P.) Seconded by Crane. 5 Ayes.

Mr. Hodges was instructed to present a list of warming house attendants to the Council so that the Council can formally hire them.

Mr. Malvin was directed to have the floor in the meeting hall tiled as soon as possible.

The minutes of the Planning Commission Meeting were read and placed on file. Their action to suggest to the Council that the Planner be placed on a "as needed" basis instead of a retainer basis was met with favor by the Council and the Attorney was instructed to obtain a contract offer from the Planner for study by the eouncil.

The Civil Defense Director, Mr. Charles Jackson, reported that a First-Aid eourse would be held at the hall starting February 7, 1963 at 7:30 P.M. and that a course in emergecy child birth would be held on February 28, 1~63.

The Engineer presented a letter regarding the hydrant re-location at the S~W. cOJ;,'ner of Groveland and Highway # 10. ( on file)

The , Engineer was instructed to contact the Spring Lake Fire Departm~nt to see if the relocation of this hydrant could be postponed until Spring.

The Engineer was instructed to investigate the request for a reduction in assessment from Mrs. Kuszler, 7800 Eastwood Road.

The Clerk's Qffice is to send a letter to the Highway Department and state that the Council will not approve of the proposed woven wire fence for 35 W, but will approve of a cyclane type fence.

\ The Attorney presented the final draft of the letter for )possible sewer connection to the arsenal line.

Motion by Blanchard to have the letter re-typed on Village stationary and forwarded to the Twin City Arsenal Officials. Seconded by Malvin. 5 Ayes.

The regular meeting of the Mounds View Village Council was called to order by Mayor Crane at 8:00 P.M., February 11, 1963 at 2401 Highway # 10.

Motion by Malvin to accept minutes of January 28, 1963 as presented. Seconded by Hodges. 5 Ayes.

The matter of the proposed water extension in the Groveland Road, Sherwood Road area was brought up and the following people wished to express objections to the project. The Mayor informed these residents that the proper time for these objections was at the public hearing on January 28, 1963, but allowed them to state their views.

After a brief explanation of charging costs because of a smaller assessable area the following action was taken:

Motion by Blanchard to extend the water main on Groveland Road North 155 feet and to have the Engineer prepare the final plans ancl specifications. Seconded by Malvin. 5 Ayes.

The Attorney advised the Council that this project must commence within 6 months from this date or another hearing would have to be held. (put notice on calendar pad)

A citizen interested in purchasing a parcel of land in the Village asked the Councils opinion on the possibility of allowing a three car garage on the property and further the possibility of using one stall of this garage as a welding shop for repair and construction of boat trailers.

This was discussed at some length by the Council and interested citizens. The Attorney advised that an advisory hearing could be held and a special use permit could be required.

The applicant was advised to have the present owner of the property request a public hearing on the matter and to fill out the proper forms for public hearing including an abstract of land owners within 250 feet.

Mr. Gustafson was advised that the Village required 5 copies of . plot ~ plan$ for their files.

Mr. Charles Jackson, Civil Defense Director, infomed the Council that 34 people attended the First Aid Class held on Thursday night in the Vill~e hall at 7:30 P.M. and that more were expected at the next regular meeting.

The Civil Defense Department requested a legal size typewriter for their use.

Motion by yrane to refer the request for a typewriter to the Village Clerk s Office. Seconded by Sullivan. 5 Ayes.

Mayor Crane read the police report for January 1963 and it was placed on file. The PoljGe department arranged a tour of Ramsey County Police Facilities and invited the Police Commission and the Council to attend March 2, 1963.

The Clerk's Office was instructed to send out reminders to those invited prior to March 2.

The Clerk's Office was instructed to contact the papers regarding publishing the cut off date for water book-~p without penality.

Motion by Crane to set March 1, 1963 as date water is available on all section of projects 1962-2 and 1962-3. This will make September 1, 1963 the date on which all abutting homes must have water connections made to avoid late hookup penalty. Seconded by Blanchard. 5 Ayes.

Motion by Hodges to hire the following people as warming house attendants at $1.00 per hour.

Mr. Hodges reported that the Recreation Committee wished to put a floor and heater in the garage so they could have equipment repaired there. This was referred to the Public Works Superintendant and Mr. Malvin for study and recommendation.

The matter of an open cesspool in the Twelve Oaks area was referred to the Police Department for immediate action.

The Clerk was instructed to notify the Ramsey County Engineer to post the load limit signs on ar about March 15, 1963.

The Planning Commission will be requested to do a layout of the Village Hall area. The Engineer's Office will be available for their assistance if requested.

Motion by Crane to appoint Jim Schlichtmann, a s weed inspector for 1963. Seconded by Malvin.

Mr. Schlichtmann stated that he will be able th e regular school for this position.

, The Engineer presented several letters for the Councils information" 1., Letter to the State Health Department regarding areation sewage plant. Mr, Knutson stated that the He-al th Department via a telephone conversatio-o; that he was instructed to obtain a letter regarding this matter. 20 A letter to Gopher Electric regarding wiring and other work. 3 . Letter to Spring Lake Park Fire Department regarding hydrant at Highway # 10 and Groveland Road. 4 . A letter regarding Kuszler lot on Eastwood Road.

Motion by Blanchard that a letter be sent from the Clerk's Office to Mrs. Kuszler stating that her lot could be split, therefore, no reduction in assessment will be considered at this time. A map showing how the lot could be split to be enclosed in tee letter. Seconded by Crane. 5 Ayes.

The Engineer presented an approximate appraisal of Village own ed land for the annual financial report. (on file)

Motion by Blanchard to approve solicitor license for Mr. Charles Miller in behalf of a local scout troop for selling electric l ight bulbs house to house with no fee requiTed.

all Mounds View Tcwnship property to the Village.

The Attorney informed the Council that he was also trying to get a copy of the Lakeside Park deed for Village recrods.

A memo from the Attorney regarding the duties of the Village Fire Marshall was read and discussed. The Attorney was directed to prepare an Ordinance covering these duties.

The Attorney was instructed to prepare a rider to the N.S.P. Street Lighting Contract covering all additional lights.

After some discussion regarding the Monn Distributing Company on County Road I and Adams the following action was taken:

Motion by Crane that the Building Inspector inform Monn Distributing Company that the suggested machinery conforms with the zoning ordinance and building code and to point out section 6.3-1 & 2 and 6,1 6 A&B of the zoning ordinance. Seconded by Sullivan. 5 Ayes.

The Attorney presented a contract for a Planner and the following action was taken:

Motion by Crane to approve the contract and forward it to the Midwest Planners for their signature. Seconded by Sullivan. 5 Ayes.

The Attorney informed the Council . that the Knoll-Lois Drive walk-thru had never been conveyed to the Vill~ge by deed.

Motion by Blanchard to pay Mr. Skibas dues to American Water Works Association for 1963. Seconded by Sullivan. 5 Ayes.

Motion by Blanchard to approve license application of Stuart Construction Company for general contracting. Seconded by Malvin. 5 Ayes.

Motion by Blanchard to raise pay of Deputy Clerk Boog from $500.00 to $550.00 per month. and Clerk-typist La Casse fro"m $1.50 to $1.75 per hour effective February 11, 1963. Seconded by Crane. 5 Ayes.

Motion by Sullivan to raise pay of Walter Johnson from $80.00 to $85.00 per week and Walter Skiba from $5,500 to $5,700 per year effective February 11, 1963. Seconded by Blanchard. 5 Ayes

The matter of the two buildings being a hazard in Mounds View because of their being partially moved was disucssed and the Police Department was instructed to issue tickets immediately under the public nuisance ordinance. (MeadowBrook & Sahara)
