It is brought to the notice of the Board that the requirement was placed by Engg. Branch vide above referred report and in this connection the bids were invited through GeM vide GeM bid no.GEM/2019/B/393127 dated 18-10-2019 and as per Technical evaluation report two eligible firms i.e. Pace Computer Consultants Pvt. Ltd. & Vinayak Compuserve Pvt.Ltd. were found to be technically competent. Thereafter both the firms participated in financial bid whereby the L1 bidder M/s.Pace Computer Consultant Pvt. Resolution no.3 : Temporary Rights of display of hoardings for site — "A" Considered and after a brief discussion the Board unanimously resolved to approve the

offer of M/s.The Sandesh Limited @ Rs.9,75,000/- as licence fee per annum for site — `A'(display size 30' X 15' / 450 sq.ft.) for a period of two years. Regarding the dis-agreement conveyed by the successful bidder in respect of 10% hike in second year of licence period the Board agreed to accept the offer at the same rates for second year. Board after a deliberation concluded that after inviting tenders for so many times Board has found a bidder. Moreover, the tender is related to generation of revenue and hence considerate view may be taken and effort should be made to finalize such tenders as early as possible to prevent loss of revenue to the Govt. Therefore Board decided to award tender to the successful bidder with doing away the condition of 10% hike in licence fees for the second year. Agenda no.8 Circular agenda dated 06/11/2019 regarding dismantling and demolishing the existing overhead water tank located at sadar bazaar , Ahmedabad Cantonment.

To note & approve the Circular agenda dated 06-11-2019. In this connection the all relevant documents are placed on the table for considerations

and decision by the Board.

Resolution no.8 : Circular Agenda dt.06-11-2019 regarding dismantling and demolishing the existing overhead water tank located at sadar bazaar, Ahmedabad Cantonment.

Noted and unanimously approved Circular Agenda dt.06-11-2019. CEO briefed the Board that new technology shall be adopted for safe demolition of existing structure. Vice President & EMs also stated that provision of booster pump should be made to ensure adequate water supply to avoid public inconvenience.

Agenda no.9 Multilevel car parking. Reference :- (i) DGDE letter no 76/67/Expert committee/C/DE/2018 vol. II dated 07/11/2019.

(ii) PDDE letter no 8073/Expert committee/C/DE/2018 (FMS:49352-C) dated 13/11/2019.

It is brought to the notice of the board that vide referred letter higher authority conveyed the instruction of MOD for framing multilevel car parking scheme after examining the necessity and identify the model as suitable to locations and prepare comprehensive proposal in this regard.

The matter is placed before the board to decide the feasibility and if feasible, then suitable location for multilevel car parking. In This connection the necessary documents are placed before the board for the consideration and decision.

Resolution no.9 : Multilevel car parking. At the start of the discussion the CEO briefed the point. The Board discussed the matter

whereby the PCB was of the opinion that it is to be ascertained as to whether there is a requirement for the same as the parking is already available at Airport premises which itself is situated on our(Army / Cantt.Bd.) land. Adm.Comdt. expressed his view that the same can be developed within Army area. VP & Elected members opined that if the same comes up on Cantt. Board land at suitable location then it could serve as a means for revenue augmentation for Cantt. Board to enhance the financial upliftment of Cantt. Board. CEO stated that a committee of members having GE, MES as its technical member should be constituted for survey and reporting to the Board regarding suitable location on which it would be feasible for development of aforesaid amenity project. Vice President stated that general public of Sadar Bazar should also be allowed parking of the vehicles from their business / commercial point of view. PCB stated that the committee can examine all the aspects and report. After a brief discussion the Board decided to pend the item for next Board meeting

Agenda no.10 Construction of w.c/toilet in tenements in cantonment area. Reference :- (i) DGDE letter no 76/67/Expert committee/C/DE/2018 vol. II dated 07/11/2019.

(ii) PDDE letter no 8073/Expert committee/C/DE/2018 (FMS: 49352-C) dated 18/11/2019.

It is brought to the notice of the board that vide referred letter higher authority conveyed the decision of MOD dated 05/11/2019 that "Cantonment Board shall allow/permit construction of w.c./toilet in existing buildings in absence of any such provision within that tenement to an authorized resident , subject to condition that proper sewerage connection to the said building already exists in the Cantonment. The committee has further recommended that area of such toilet should not be more than 1.8 sqm and the width should not be less then 900 mm".

In This connection the reference letters with necessary documents are placed before the board for the consideration and noting.

Resolution no.10 : Construction of w.c/toilet in tenaments in Cantonment area CEO briefed the policy letter circulated by the Competant authority and Board noted the

contents therein. In addition, Vice President desired to know as to whether there is any scheme for allotment of relief fund which can be availed by general public for the same. CEO replied that as per his knowledge claim in this regard can be made in the to the District Collectorate Office, Ahmedabad and approx. Rs.15,000/- may be allotted if the scheme still prevails. Shri Girish Ganesh, EM stated that in most of such cases the Gujarat State Govt. itself undertakes construction in public interest.

It is further brought to the notice of the board that vice president, elected members and general public requested for reducing the water charges. In this connection matter was referred to the board meeting held on dated 20/11/2018 but board pended the decision regarding revision of water charges. In this connection the elected members again requested in the interest of general public.

As per office record total expenditure toward establishment for water supply was incurred Rs. 38,63,138/- during the financial year 2018-19 and incurred Rs.20,81,384/- toward the contingences under the water supply during the FY 2018-19. Where as this office made the payment of Rs.3,33,166/- toward the cost of water supply under an agreement to GE, MES Ahmedabad.

In this connection the matter is placed before the board along with necessary document for concession and decision by the board.

It is brought to the notice of the board that the board vide above referred CBR and office vide above referred O.O. had revised the rates of license fee of cantt board community hall with the view to enhance the revenue augmentation inorder to keep pace with the expenditures incurred after the periodical repair maintenance of cantt board community hall. The Vice president and elected members of Ahmedabad cantonment board have been frequently requesting for reduction of license fee of cantt board community hall time and again. In view of above the board may consider the revision of license fees of cantt board community hall as per details given below :-

Agenda no.13 Periodic review under Fundamental Rule (FR) 56(a(i) and Rule 48 of CCS (Pension) Rules, 1972, in respect of employees of Cantonment Boards. Reference (i) DGDE, Delhi Cantt. letter no.76/38/CFSR-1937/GEN/C/DE/19 (FMS:66653)

dated 22-10-2019 in this regard. (ii) Dte. DE SC, Pune letter no.8073/Estt/XVII/DE (FMS:38628-C)

It is brought to the notice of the Board that the Competent Authority vide above referred letter have instructed that as per DoPT OM of dt.20-06-2019 periodic reviews under Fundamental Rule 56(j)/(i) and Rule 48 of CCS (Pension) rules, 1972 including in public sector undertakings (PSUs)/Banks and Autonomous institutions, under the administrative control of all Ministries, including MoD have to be undertaken.

As per Rule 8(1)(c) of CFSR 1937 "the Board or the officer appointing a servant may discharge such servant at any time after he has attained the age of fifty five years or has completed thirty years qualified services [subject to such directions as the Central Government may issue from time to time in this regard;]." It may be sseen that the provisions of Rule 56(j)(i) of FR are consistent with provisions of CFSR 1937.

Hence, the review of the employees of the Cantonment Boards in all cases before they attain the age of 55 years or 6 months before they complete 30 years of service shall be undertaken as per the following table :-

Ahmedabad Cantonment Board has been directed to compile list of employees who are completing 50/55 years of age or 30 years of service during April — June 2020. All employees who have already completed 50 / 55 years of age or 30 years of service shall have to be included in the list. These cases shall be reviewed under FR 56(j)(i) and list shall be sent with due recommendation to Dte.

All relevant papers placed before Board for noting by the Board.

The CEO briefed the agenda. The Board noted the letter received from the Competent Authority in this regard. Further CEO explained that the reporting authority for non-supervisory category shall be the CEO Cantt. Board and the reporting authority for supervisory staff is Cantonment Board. After brief discussion the Board resolved to delegate its power to carry out the review of supervisory post to CEO and forward necessary report to the Dte. DE SC, Pune in this regard. After every review the report shall be put up by the CEO in ensuing Board meetings for noting by the Board.

GENERAL DISCUSSIONS

1. VP & EMs urged CEO to carry out promotions of Driver and Mukadam urgently as per Senority. CEO assured that the necessary steps for promotion will be taken and promotions will be carried out as per provisions of CFSR 1937.

2. Adm.Comdt., nominated member requested that repairs of the road may be carried out urgently. He also requested that necessary awareness boards regarding 'Clean & Green Cantonment' may be displayed at prominent sites within Ahmedabad Cantt. He also suggested that a display board of 'Welcome to Ahmeda ad Cantt.' be also put up at Entrance Gantry at Dafnala and Airport.
