The 187th

Meeting of the Eastern Regional Committee (ERC), National Council for Teacher

Education (NCTE) was convened on 8th – 9

th May, 2015 at Conference Hall, ERC, NCTE,

15, Neelakantha Nagar, Nayapalli, Bhubaneswar. The Chairperson, Members and Convener as listed below

were present at the time of the 187th ERC Meeting.

At the outset, the Regional Director welcomed all the members of Committee and apprised them

about the provisions of the NCTE Act, Rules, Regulations and Guidelines issued from time to time. With the

permission of Chairperson, Shri Chandrapida Neelap (Convener) presented the Agenda before the Committee

for its due consideration and appropriate decision.

Minutes of the 186th meeting is confirmed.

ATTENTION !

The committee unanimously decided that the institution may reply in response to the

decision of the committee uploaded on the ERC website without waiting formal

letters from the office of ERC. The replies so received will also be considered by the

committee.

1. The cut-off date has been extended up to 31st May 2015 for grant of recognition

for the session 2015-16. Institutions are personally responsible if they lose the

session due to non-submission or late submission of replies.

2. The Endowment Fund / Reserve Fund (5 Lakhs + 7 Lakhs) is 12 Lakhs

per programme. (see ERC website for detail).

3. The institutions which have not submitted the balance amount

of Rs.4.00 Lacs towards Reserve Fund expected to submit the same.

4. The institution whose applications are pending and reached to the stage of 7(9)

[7(13) as per New Regulation] including the institution already submitted the

reply of 7(13) prior to publication/implementation of NCTE Regulations 2014

are advised to submit/re-submit their reply as per New Regulations along with

other required documents at the earliest to enable to ERC to take appropriate

decision.

5. The institution need to submit list of 10 schools for internship and school based

activities duly approved by District Education Officer.

6. Institutions must give the affidavit for consent / willingness for number of

units either one or two if it was not submitted earlier.

7. The institution must go through the Regulations 2014 about the number of

teachers and accordingly they must send the list duly Countersigned by the

Concerned University /Affiliating Body.

8. The institution shall comply with the additional facilities required (additional

built-up area, additional staff, additional funds etc) for the SECOND UNIT as

prescribed in NCTE (Recognition Norms and Procedure) Regulations 2014

before 31.10.2015.

9. As per provisions u/s 17(4) of the NCTE Act, 1993, if an institution offers any

course or training in Teacher Education without obtaining recognition or

permission under this Act, the qualification in teacher education obtained

pursuant to such course or training or after undertaking a course or training in

such institution, shall not be treated as a valid qualification for purposes of

employment under the Central Government, any State Government or

University, or in any school, college or other educational body aided by the

Central Government or any State Government.

In view of the above, the committee decided as under:

Show Cause notice be issued to the institution as to why the recognition to the institution be not refused on

the above points. The Committee therefore, provides an opportunity under section 14(3)(b) of the NCTE Act

1993 to the institution to submit its reply by 20th

May 2015 before the Committee takes final decision.

Committee discussed the matter in detail and observed as under.

(1) In reply to point 1, the institution has stated that the DEO, Ranchi has agreed to provide the NOC

from 10 secondary schools, which are awaited in the first week of May 2015. However, the

institution has not submitted the 10 Nos. of practice teaching from different schools approved

by DEO, Ranchi.

(2) In reply to point 2, the institution has mentioned that the AC, Ranchi is taking the necessary steps

to renew the lease of land and it is also awaited by 10th

May 2015. However, the institution has

not submitted the renewed lease land copy.

(3) In reply to point 3, it is mentioned that a new multipurpose hall is going to be constructed

providing more space than required as per Regulation 2014.

(4) In reply to point 4, it is stated that the library-cum-reading room for 100 students will be

provided by 15th

June 2015.

(5) In reply to point 5, the availability of books, titles as well as encyclopedias and journals etc.

will be ready by 15th

May 2015 and is going on.

The institution has also stated that it is a constituent part of Ranchi University. So every development has to

be done by the permission of the University.

institution after Show Cause notice it is revealed that the institution has constructed a

building for the proposed college at Plot No.948, Sector-3, Bokaro Steel City, Dist-Bokaro,

submitted by the institution.

15.06.2001.

Further, in the 115th

ERC Meeting held on 22-24 February 2011, one more candidate in M.P.Ed.

Course is allowed for the session 2010-2011 vide letter No.7371 dated 30.05.2011.

A letter to the institution was issued vide No. 29890 dated 08.01.2015 regarding clarification and

willingness for compliance of the NCTE Regulation 2014. In response, the institution has submitted an

affidavit Rs. 100/- stamp paper conveyed its willingness as per new Regulations 2014.

Another representation dated 05.05.2015 has submitted by the institution requested to

permit for additional intake in M.P.Ed. degree course in Govt. College of Physical Education from

existing twelve seats to forty seats from the session 2015-17.


(i) Revised Recognition order for M.P.Ed. one unit of 40 intake (from 12-40 intake) be issued.

(ii) Letter be sent the Department of Youth and Sports, Govt. of Odisha to comply additional

requirement of staff, instructional facilities and infrastructural before commencement of
