PROCEDURE FORREGISTRATION OF

RENEWABLE ENERGYGENERATION PROJECT BY

CENTRAL AGENCY

STEP 1: An application for availingregistration by the RE GeneratingCompany to the Central Agency

(Web Based Application + physicalform).

The application shall contain the

following information as submittedfor Accreditation of the REGeneration project:

(i) Owner details

STEP 2: The Central Agency shallassign a unique acknowledgementnumber to the Applicant for each

application for registration of its REgeneration project, for any futurecorrespondence.

While registration of each REgeneration project shall be carriedout separately, unique number once

assigned for a particular Eligible

STEP 3: After receipt of applicationfor registration, the Central

Agency shall undertake preliminaryscrutiny to ensure Application Form

is complete in all respect along with

necessary documents and applicableregistration fees and charges. TheCentral Agency shall undertake

preliminary scrutiny of the Application

STEP 5: While considering anyapplication for Registration, theCentral Agency shall verify andascertain availability of followinginformation:

1. A Valid Certification ofAccreditation by State Agency

2. Date of Commissioning or

Proposed date of Commissioning orCommissionin Schedule for new

Undertaking that:

i. RE Generator does not haveand shall not have any power

purchase agreement for thecapacity related to suchgeneration to sell electricity

at preferential tariffdetermined by theAppropriate Commission.

iv. Eligible Entity has not availed ordoes not propose to avail any benefitin the form of

concessional/promotionaltransmission or wheeling charges,banking facility benefit and waiver of

electricity duty.OR

v. A period of three years has

elapsed from the date of forgoing the

STEP 6: The Central Agency, shallgrant Certificate for Registration to

the concerned Applicant as EligibleEntity

confirming its entitlement to receive

Renewable Energy Certificates forthe proposed RE Generation project

assign a specific entity-wise and

project-wise code number to

STEP 7: If registration to EligibleEntity is granted, the Central Agencyshall also intimate registration of

Eligible Entity for particular REgeneration project to the followingentities,

a. The host State Agency b. The host State Load

Despatch Center

c. The Power Exchanges

TIMELINES

7.1. The Central Agency shallgrant/undertake registration of those

generating facilities which areproposed to be commissioned within

period not exceeding 3 months from

the date of Application for Registration made by the applicant.

7.2. Once received, the Central

Agency shall inform the applicant

Step-1: An application for issuanceof REC shall be made by the EligibleEntity to the Central Agency. (Web

Based Application + physical form) The application for issuance of

certificate shall include

(i) Energy Injection* Report duly certifiedby the concerned SLDC

(ii) Registration Certificate

Step-2: Central Agency shallundertake a preliminary scrutinywithin 2 working days.

the Central Agency shall ensurefulfilment of following conditions:

a) The application is made in the formatspecified by the Central Agency fromtime to time.

b) The status of Accreditation of the

Eligible Entity with the State Agency has

Step-3: the Central Agency shallintimate to the Applicant for anyfurther information/clarification

The reasons for rejecting theapplication for issuance ofRenewable Energy Certificates shall

be recorded and intimated in writingwithin 2 working days from date ofreceipt

Step-4: Central Agency shall verifyand ascertain availability of followinginformation:

a) Verification of the time period forwhich the Central Agency may havealready issued Renewable Energy

Certificates to the concerned EligibleEntity.

b) Verification of Renewable EnergyCertificates claimed by the Eligible

Entity from the duly certified Energy

Step-5: The Central Agency shall onlyissue RECs to the Eligible Entity afterconfirming the claims made, with the

Energy Injection Report submitted bythe SLDC.

Step-6: The Central Agency shallissue the RECs to the Eligible Entitywithin fifteen days from the date of

receipt of application form along withcomplete information

Step-7: In case the Eligible Entity is

not fulfilling any of the conditionsand fails to provide necessaryinformation/clarification in the matter

within stipulated timeframe, the

Step-8: Upon issuance of RECertificates to Eligible Entity, theCentral Agency shall also intimate

about such issuance to theconcerned State Agency.
