1 PURPOSE AND SCOPE
To manage the safety requirements for working and travelling in remote areas and maintain the most accurate position of travellers when in remote locations which will ensure the quickest response time possible in the event of any emergency.
For the purpose of this procedure, remote area work is;
Any work or travel outside the Special Mining Lease (SML) or Roxby Downs Municipality
Any work area or travel within the SML away from main roads especially where vehicular traffic is minimal and discovery of an accident or injury is unlikely except in the event of an organised search.
Pastoral station/land management operators shall follow their own remote area safety procedures and are exempt from following this procedure for pastoral activities.
2 DEFINITIONS
Roles within a workgroup
Definition
Visitor A Visitor is a person performing work that does not involve the use of tools, equipment and/or does not expose the person to maintenance, operational work and includes no physical activity.
Examples of this include:
Field leadership Job scoping Engineering Inspections
Worker A Worker is a person performing work that involves the use of tools, equipment, exposes the person to maintenance, operational work and includes physical activity.
Examples of this include:
Maintenance Working under a THA or Work Instruction Working at height, lifting or confined space Routine tasks
Work Group Lead The person who will lead the work group for the duration of the remote travel/work.

Roles within a workgroup
Definition
Driver The person driving a vehicle in a remote location either on their own or as part of a work group. (The driver can be rotated throughout the travel period as long as they hold the required competencies in section 3).
Working Alone A person that is working or driving alone or is escorting a visitor.
Work Group A group of 2 or more people who are executing work in a remote area, working in the same location on the same tasks.
BHP Responsible Person for the Work Group
This must be a BHP representative and the line leader or delegate of the work group lead.
Must befamiliar with the requirements of the Remote Area Safety procedure (at a minimum must have completed OD: Remote Area Travel online training).
They are the person responsible for the remote area work group while travelling in the remote area and cannot be part of the work group.
NOTE: Each person must identify which role within the work group they are when completing the “Details of People Travelling” section of the SMS008 template.
3 REQUIRED COMPETENCIES FOR EACH REMOTE TRAVEL/WORK ROLE
In order to travel remotely the following competencies are required as a minimum. These can be booked through the Learning Management System (LMS):

Senior First Aid – from a nationally accredited RTO A worker cannot drive or operate a vehicle unless in an emergency or they have completed all required driver competencies
Driver Meet the requirements of a Worker (within a work group) plus: Senior First Aid – from a nationally accredited RTO Government Issued Drivers Licence Olympic Dam Site Drivers Licence Training 4WD Driver and Recovery Training – from a nationally accredited RTO

4 PLANNING YOUR TRIP
4.1 Required Remote Area EquipmentWorkgroups or Vehicles travelling to remote areas must carry the following equipment as a minimum:
1. Site Compliant 4WD Vehicle as per the Surface Light Vehicles Procedure (QD54478)
2. Satellite telephone and operating instructions
3. Tetra Digital Radio (mobile or handset)
4. Personal safety tracking device
5. Two spare tyres
6. Water (20L minimum)
7. Vehicle tool kit (minimum vehicle manufacturers supplied tool kit)
8. Fire extinguisher
9. First aid kit (suitable for Remote Area Travel)
10. Shovel
*Multiple vehicles travelling together (in convoy) as part of a work-group are-permitted to rely on a single satellite telephone.**Mobile telephone is sufficient if travelling to the Arid Recovery Reserve.
4.2 Clothing and PPEThe PPE required for remote area travel or work is:
1. Hat – recommended broad/wide brim
2. Lace up Safety footwear with strong ankle support
3. Long sleeve High Visibility shirt with collar
4. Sunglasses/Tinted Safety glasses
5. Long Trousers
6. 30+ sunscreen
7. Timekeeping device
All additional PPE requirements are as per the area specific requirements (i.e. Borefield Induction) or as indicated by signage, THA or work instruction.
4.3 Journey Planning When planning your trip consider Weather Conditions both current and forecasted and any
road closures, using the following tools: Department of Planning Transport and Infrastructure (DPTI) web site - http://www.dpti.sa.gov.au/OutbackRoads
Bureau of Meteorology web site - http://www.bom.gov.au
A remote travel equipped vehicle must also be used for all remote travel, which must be pre-started prior leaving.
Ensure you have organised a tracker and satellite phone for your intended travel period.

4.4 Remote Area Travel Notification FormPrior to commencing travel/work in remote areas you are required to submit a Remote Area Travel Notification Form # SMS008 prior to departing.
All required information must be completed by the team travelling/Work Group Lead, verified as correct and approved by the BHP Responsible Person and received by the Main Gate Security Officer prior to departure. This can be submitted either in person, or by email to [email protected]. (If it is emailed you must call the main gate to ensure it was received)

4.5 Remote Area Travel CommunicationsThe primary means of communication is the SAT and tracker unless you are on the Borefield Road, then it is the Tetra Digital Radio.
4.6 Borefield Radio Communications1. The primary means of communication for travel along the Borefield Road is the Tetra digital
radio (fixed to vehicle or handheld)
2. The secondary means of communication whilst travelling along the Borefield Road is the SAT phone
3. If a BHP digital radio is not installed in the vehicle travelling along the Borefield Road, then a digital radio and ancillaries must is collected from Main Gate or the Desalination Plant Operations Room.
4. The Borefield Road Digital Radio channel is 515 Borefield Road (segmented). As per Appendix 2.
5. As per the heat map below, handheld radios will be intermittent along the two ‘black’ sections. The car radio’s will have full coverage in these areas:
a. From Marree along Muloorina Road (handheld radio is intermittent for 10kms along this road)
b. Pipeline Track (handheld radio is intermittent 20kms south of Muloorina)
6. The start and finish of the black spots are clearly identified by signs.

4.7 Contact ScheduleDetermine your best Contact schedule that will work for your particular work and/or travel plans.
Routine contact schedule times for Olympic Dam field based personnel are:
2 Contacts per Day/Schedule: 0830 - 1630
3 Contacts per Day/Schedule: 0830 – 1230 – 1630.
The Olympic Dam Main Gate can be called on 08 8671 8262 or 08 8671 8263.
Non-routine contact schedules should be arranged for the following circumstances:
a. If routine contact schedules conflict with work and/or travel plans;
b. If driving substantial distances after the last scheduled contact, inform the Main Gate of your destination and estimated time of arrival (ETA), and make contact with the Main Gate upon your arrival.
Personnel working alone must contact the Main Gate every two hours and shall provide a map of the location of the work area/s and route to be taken to access the work areas.
5 REMOTE TRAVEL/WORK
5.1 Prior to departure

Must carry out familiarisation of equipment with all Work group members including:

Use of the Satellite phone being used Use of the UHF radio being used
They must also take all work group members through the Travel Notification form (SMS 008) being used for their travel/work including the call in times, also discuss expected weather and road conditions prior to commencing remote travel/work.
Ensure the BHP Olympic Dam Weekly Light Vehicle Log and Check List Q-doc (59611) has been completed to the required standard prior to departure.
5.2 Notification of Departure
Traveller Main Gate Security Officer
All persons traveling to a remote area must complete the following at time of departure:
Notify Main Gate by way of telephone, UHF radio or in person
Swipe in and out at a site turnstile to register
Ensure the main gate have a copy of the Remote Area Travel Form with them
Check that the tracker and satellite phone provided are working by calling main gate prior to departure
Upon receiving notification the Main Gate Security Officer must:
Enter - the time, person(s) travelling, destination(s) and ETA in the Main Gate Occurrence Log Book
Update the Remote Travel excel spreadsheet Place a copy of the Remote Area Travel
Notification Form on the clip to the right of the Remote Traveller excel spreadsheet computer.
Check that the tracker and satellite phone being used are working and the tracker can be seen on the Main Gate security screen
5.3 Routine Call, Destination Arrival Messages & Change of Plan
Traveller Main Gate Security Officer
Call in:Each work group travelling must ensure they call in to the Main Gate via their Satellite Phone or other medium, at the times agreed in the Remote Area Travel Notification Form
Change of Plans:If the Remote Traveller decides to change their time away they must notify the main gate, or organise a delegate to do this on their behalf, as required
Call In:When a routine call or arrival message is received, the details of time, person and location are to be entered in the Main Gate Occurrence Log Book. If the Remote Traveller(s) is continuing onto another destination, these details are to be recorded in the Main Gate Occurrence Log Book and the excel spreadsheet updated with the latest movement records.
Change of Plans:For journey plan changes other than minor time variations, an updated SMS008 Remote Area Travel Form needs to be provided. This needs to be endorsed by the BHP Responsible Person for the work group.

5.4 Non Arrival at Destinations and Missed Routine Calls Process
Main Gate Security Officer
The Main Gate House Security Officer needs to monitor the time, and In the event that remote traveller/s do not arrive at a designated destination, or there is a missed routine call then the following steps are to be followed to help contact/locate and confirm the safety of the traveller/s
The entries in the Occurrence Log Book will be utilised to determine the traveller’s last point of call and narrow the field of search.
1. Security will attempt to contact the traveller(s) at the last place contact was established either by phone, satellite phone or UHF radio every 10 minutes for a duration of 30 minutes.
2. After 30 minutes has expired and contact with the Remote Traveller has not yet been made, notification to the BHP Responsible Person for the remote work group nominated on the SMS008 Remote Area Travel Notification Form is conducted. Security is to inquire with the BHP Responsible Person as to whether they have heard from the traveller(s) and know of their movements or recent actions.
3. The BHP Responsible Person is to immediately commence enquiries to locate their worker(s)
4. If no contact or information has been received from the Remote Traveller after contacting the BHP Responsible Person, the Main Gate Security will notify the Superintendent, Health Security & Emergency Services or delegate and advise them of the possible missing travellers.
5. The Superintendent, Health Security & Emergency Services will issue actions with a view to locating the travellers.
6. If no contact is made after 1 hour of attempts, the Superintendent, Health Security & Emergency Services will initiate contact with Roxby Downs Police to commence preparations for a formal search.
7. The Superintendent, Health Security & Emergency Services will be responsible for advising the Head of HSE of the missing traveller(s).
8. In the event that a search or rescue for a Remote Traveller is required, the Main Gate Security will act as a communications centre for a Police search team, which may include the assistance of ESO’s, CFS, SES, and RFDS.
9. Unless advised otherwise, Security will continue to attempt to make contact with the Remote Traveller(s) until such time as they are located.
6 UPON ARRIVAL AT BACK AT OLYMPIC DAM
6.1 Returning to Roxby Downs / Olympic DamWhen the Remote Traveller(s) returns they are required to notify the Main Gate Security of their safe return. The time and person(s) returned is entered in the Main Gate Occurrence Log Book and their name(s) taken off the Remote Traveller excel spreadsheet. The Remote Area Travel Notification Form is then filed within the Main Gate House.
NOTE: All travellers are required to swipe in (and out) at a Cardax Turnstile on arrival back to site. This does not replace the requirement to notify the Main Gate of departure and return.
Traveller Main Gate Security Officer
All persons traveling to a remote area must complete the following upon return to Olympic Dam Site:
Notify Main Gate by way of telephone, UHF radio or in person
Upon receiving notification the Main Gate Security Officer must:
Enter the time and person(s) returned into the Main Gate Occurrence Log Book
Remove the traveller name/s from the Remote Traveller excel spreadsheet.

Swipe in and out at a site turnstile to register and record that you have safely returned
File the Remote Area Travel Notification Form within the Main Gate House.
