2. The candidature shall be recommended on the basis of the following criteria.
(A) NORMAL CHANCES
(a) Those who qualified SAS Part I Examination held in May, 2015.
(b) Those who qualified SAS Part-I Examination, September, 2014 (including
SAS Apprentice) but could not qualify SAS Part II Exam held in February 2015.
Candidates scoring exemption marks in one or more papers ( Paper V or VI or VII or
VIII or IX) shall not be required to appear in such paper(s)
( c ) Those who qualified SAS Part-I Examination December, 2013 but could
not qualify SAS Part II Examination May, 2014 and February 2015. Candidates scoring
exemption marks in one or more papers ( Paper V or VI or VII or VIII or IX) shall not be
required to appear in such paper(s)
(d) Those who qualified SAS Part I Examination April, 2013
but could not qualify SAS Part II Examination September, 2013, May, 2014
and February, 2015. Candidates scoring exemption marks in one or more papers ( Paper
V or VI or VII or VIII or IX) shall not be required to appear in such paper(s)
(B) SPECIAL CHANCE
(a) Those candidates who passed SAS Part I Examination April, 2009, but
could not qualify SAS Part II Examination in November, 2009,September, 2013, May,
2014 and February, 2015. Candidates scoring exemption marks in one or more papers (
Paper V or VI or VII or VIII or IX) shall not be required to appear in such paper(s)
(b) Those candidates who passed SAS Part I Examination November, 2007, but could
not qualify SAS Part II Examination in April,2008, November, 2009,September, 2013,
May, 2014 and February, 2015. . Candidates scoring exemption marks in one or more
papers ( Paper V or VI or VII or VIII or IX) shall not be required to appear in such
paper(s)
( c ) SAS Apprentice who have appeared in SAS Part II Examination, May 2014 and
February, 2015. Further Candidates scoring exemption marks in one or more papers (
Paper V or VI or VII or VIII or IX) shall not be required to appear in such paper(s)
Note: (i) The SAS Apprentice who have availed normal two chances and one
special chance are not eligible for appearing in the examination.
(ii) No application for withdrawal would be considered for
candidates availing special chance.
3. Instructions to the candidates who desire to write the above
examination are given in Annexure ‘A’ to this circular.
4. Instructions to the officers are as per Annexure ‘B’ to the circular.
5. The proformae (ANNEXURE ‘C’ & ‘D’‘E’ ‘F’ & ‘G’) duly completed in all
respects should be dispatched so as to reach this office positively on or before 14th
August, 2015.
6. All efforts should be made to adhere to the above-mentioned date. Proforma
received after the above dates will not be entertained in any case.
7. NIL reports are also required.
Please acknowledge receipt by return FAX/SPEED POST.
9. Under mentioned offices will intimate the names of the intending candidates for
the area as a whole as mentioned against each. It is requested to intimate all the offices
under your audit jurisdiction for information of all the candidates. The In-charges of the
below mentioned Offices shall be responsible for proper communication of this circular
and forwarding the reports thereon. The contents of this circular may be given wide
publicity through the fastest mode of communication.

ANNEXURE “A”
The following instructions may please be observed while completing the above
proforma:
(a) Candidates may choose any one from (A) Army, (B) Air Force, (C) Navy and (D)
Factory while answering questions on optional section irrespective of the organization in
which they are presently serving
(b) The centre of examination will be nearest to the duty point of the candidate. In
case where due to exceptional circumstances, a candidate desires to take examination at a
centre other than the one nearest to the candidates duty point, an application together with
specific recommendation of the concerned, should be forwarded to this office for onward
transmission to the Competent Authority. Under no circumstances, the candidate shall be
permitted to sit in the examination as per his/her choice without prior approval of HQrs
Office.
(c) The examination will be conducted at Allahabad, Bangalore,
Chandigarh,Chennai, Cochin, Dehradun, Guwahati, Jabalpur, Jaipur, Jammu, Kanpur,
Kolkata, Lucknow, Meerut, New Delhi, Patna, Pune ‘A’ [PCDA(O)] and Secunderabad,
provided sufficient candidates are appearing therefrom. The centers are subject to change
depending on administrative convenience. The candidates should be advised to give
firm indication of the centre (with due regard to the prescribed criteria) in the very first
instance.
(d) The Centre of the examination for Pune ‘A’ centre will be PCDA (O) Golibar
Maidan Pune. No examination will be conducted at PCDA (SC) Pune.
2. The candidates shall be allowed option in all papers to answer questions either in
English or in Hindi. All the question papers will be printed bilingually. The option is
however for the complete paper only and not part thereof. Therefore a candidate can opt
to answer all questions of a full paper or all papers either in Hindi or English. In other
words, optional use of Hindi or English question-wise will not be permitted and such
answer books will not be evaluated. This aspect may be noted by the candidates. If a
particular candidate has opted to answer only one or all four Papers completely in Hindi,
the fact may be shown in the proforma in the column provided for the purpose. A nil
report may also please be sent in case no candidate opts for Hindi.
3. Further in pursuance of guidelines notified vide Ministry of social Justice and
Empowerment, Deptt of Disability Affairs, New Delhi OM No 16-110/2003/DD.III dated
26.02.2013 details of the physically handicapped category of the candidates may be
intimated. In case a physically handicapped candidate is desirous of facility of scribe
/compensation time etc application duly recommended along with requisite medical
certificate may be forwarded for consideration of request by the competent authority.
4. In pursuance of the instructions contained in Govt. of India, Cabinet Secretariat,
Department of Personnel and Administrative Reforms OM No. F 36021/10/76-
Estt.(SCT), dated 21/01/77 regarding relaxation of standards in the case of Schedule
Caste/Schedule Tribe candidates in qualifying examination, it has been decided by the
CGDA to lower/relax the qualifying standards for SC/ST candidates appearing in this
Examination to be held in November 2015 up to a maximum extent of 5% in individual
paper/aggregate. This may be brought to the notice of all the SC/ST candidates.
5. Candidates may also be asked to declare whether they belong to reserved or
unreserved community. A specimen of the declaration is enclosed as Annexure ‘H’.
Further, necessary undertaking regarding verification of caste certificate of SC/ST and
OBC candidates may be obtained and forwarded. A specimen is enclosed as Annexure ‘I’
6. All prospective candidates are advised that it is in their own interest to start
preparation for the examination without waiting for the intimation about acceptance of
their candidatures.
7. IMPORTANT
Absenteeism not only results in all round increase in work, but also wasteful
expenditure of making administrative arrangements for holding the examination. It is
therefore impressed upon the candidates that it is in their own interest to take the
examination seriously.
8. Under no circumstances request for withdrawal in respect of candidates availing
special chance will be accepted.
9. Detailed syllabus of the examination is available in CGDA’s Web site.
10. Contents of this Most Important Circular may be got noted by all concerned.

INSTRUCTIONS TO THE OFFICERS
Names of intending candidates who fulfill the above criteria may please be
furnished in the enclosed proforma duly recommended. Names of candidates seeking
first chance, second chance, third and fourth chance and special chance may be shown in
a separate proforma. A certificate & undertaking as shown below duly signed by the
candidates may please be obtained and forwarded to this office.
CERTIFICATE
“Certified that the information furnished regarding my candidature for the SAS
Examination Part II to be held in November, 2015 is true and correct.”
UNDERTAKING
“I will not apply for withdrawal of candidature from the SAS Part II examination
to be held in November, 2015 on the plea of sickness in the family, domestic reason and
non-availability of books etc. Moreover, I am aware that I am liable to forfeit chance if I
remain absent from the above examination.”
2. The names of the intending candidates who fulfill the prescribed criteria may
please be furnished in the proforma with recommendation, so as to reach this office by
14.08.2015. It has been our experience that some of the Offices are not adhering to the
time schedule fixed causing delay in finalization. All efforts should, therefore, be made
to adhere to this date to enable this office to forward the same to HQrs office in
prescribed time. Separate proforma may be used for first chance second chance, third
chance and fourth chance and special chance. Request for IInd and above chance should
indicate the marks obtained in the last examination, year and roll no. (Even when there is
no exemption) Please ensure that exemptions secured by the candidates are
invariably furnished in the proforma while sponsoring the candidature. Names of all
the candidates from one office may be included in a single sheet (proforma wise) instead
of using a separate sheet for each candidate.
3. Officers-in-charge are requested to furnish their recommendations in the remark
column of the proforma.
4. It is noticed that full particulars viz. Year of last appearance with Roll No. &
Marks secured are not being furnished properly. Such cases will not be considered for
inclusion. This may please be noted.
