CFBT Instructor Level 1 - Sapjane, Croatia 27th to 31st May, 2013.

Course Objectives

To provide fundamental understanding and skill in:

• Realistic training methods for compartment firefighting• Risk recognition and mitigation techniques• Safe and effective training site management

Training Method

The course consisted of a combination of theoretical presentations, practical hose stream evolution's, classroom scenarios and 'live fire' practical exercises. Trainees are assessed on a daily basis by the Instructors. The course instructors are experienced in delivery strategies that will enhance the learning experience for learners that use English as a second language.

A high standard of competence is set for the group and the program is designed to allow for sufficient repetition of the practical components.

Target Audience

Fire Officers of Junior to Senior Officer rank that will be directly involved in the development or delivery of training programs to operational and recruit firefighters.

Pre requisites

The trainees should be competent and experienced in:

1. Firefighting strategy, tactics and techniques.2. English language skills. 3. Intermediate computer skills4. Instructional techniques5. SCBA qualified6. Physically capable to undertake 'live fire' training evolutions

Practical Components

The practical components will consist of workshops, realistic 'live fire' training sessions and tactical exercises. Trainees must be highly competent in the wearing of SCBA and familiar with all commonly used firefighting tools.

Trainees must be physically and medically fit and capable of operating in real fire conditions with elevated temperatures.

Theory Components

The theory component is designed to build on a solid practical firefighting background. While advanced, sufficient time is allowed to compensate for the fact that the trainees use English as a second language. All Instructors are highly motivated to giving the trainees every opportunity to meet the high standards set.

Any student requiring additional assistance outside of normal class hours will find that the Instructors are prepared to give as much help as the student requires. A variety of assessment methods will be used.

Learning Outcomes and Assessment Criteria

Candidates are assessed on the Learning Outcomes and Assessment Criteria developed by the UK Home Office CFBT working groups. These standards form the basis for the BTEC Level 3 Award and Certificate in Compartment Fire Behaviour Training which have been incorporated into the UK Qualifications and Credit Framework (QCF).

In addition, CFBT International references from international sources to ensure that the competencies meet current world’s best practice.

• Describe the physiological effects on Firefighters during fire development within a compartment.

• Describe the psychological effects on Firefighters during fire development within a compartment.

• Explain the various methods of preventing and managing with these effects.

4 Understand the safety procedures relating to fire development within a compartment and how to implement them.

• Explain the need for continual dynamic risk assessment.

• Describe relevant safety briefs for use during compartment fire training.

• Explain the need for appropriate emergency withdrawal and first aid procedures for use during compartment fire training.

• Explain the safety procedures and how they would be implemented.

Application of Compartment Fire Behaviour Training

To achieve each outcome a learner must demonstrate the ability to:

1 Be able to demonstrate the appropriate tactical ventilation procedures and understand their beneficial effects

• identify the factors to be considered when using tactical ventilation, and identify the benefits of this approach.

• apply the appropriate tactical ventilation techniques.

• apply appropriate dynamic risk assessments, based on the changing conditions of the fire environment.

2 Be able to demonstrate the appropriate extinguishing and cooling techniques prior to entry

• apply the appropriate cooling techniques in compartments adjacent to the fire compartment.

• apply the appropriate techniques to prevent further pyrolosis.

3 Be able to demonstrate the appropriate entry techniques, recognise the signs of potential danger in the environment and apply the appropriate tactics

• apply the appropriate entry techniques into a fire compartment, and apply appropriate extinguishing techniques within the fire compartment.

• identify the hazards and risks of the neutral zone/plane horizontal positions.

• identify the hazards and risks of the colours and types of smoke, the colours of flame and the position of flame fronts.

• apply emergency procedures as appropriate.

4 Be able to use the appropriate procedures for operating the carbonaceous CFBT training simulator

• inform the users of the carbonaceous systems in use, and explain their physical properties.

• apply loading protocols of the carbonaceous fuels in use.

• apply the health-monitoring procedures required during delivery of CFBT.

• apply the appropriate generic risk assessment for the carbonaceous CFBT training simulator.

• apply the dynamic risk assessment used in during the use of the CFBT training simulator, and apply emergency procedures if necessary.

Note : Those students who wish to obtain full certification will need to successfully complete a pre-course assignment, post-course assignment and theory and practical assessments during the program. A certificate of attendance will be awarded for all others.

The Instructors

Shan Raffel and John McDonough are highly experienced firefighters, fireground commanders and trainers. Both have experience in establishing CFBT programs from concept to full implementation. Shan and John have been privileged to assist numerous Australian and international fire services in the development of compartment firefighting programs. They are both co-authors for the IFSTA publication '3D Firefighting – Training, Tactics and Techniques', published by Fire Protection Publications, Oklahoma State University.

Station Officer Shan Raffel Shan Raffel has served as a career firefighter in Brisbane for 30 years. In the early 1990's, he began researching the innovative approach adopted by the Swedish Fire Service in the mid 1980's. The line of duty death of 2 colleagues in 1994 and the serious injury of 2 others from the effects of extreme fire behaviour in 1996, motivated him to research and develop a plan to study the latest methods of teaching Firefighters how to recognise and safely deal with Flashover, Backdraught and other Fire Phenomena.

As a result of this proposal, he was sent to the United Kingdom and Sweden to study the teaching methods and training facilities. During the next few years he gained support and acceptance for these live saving methods in Australia. This included working with a Swedish Fire Protection Engineer for a year while developing a nationally recognised training pro-gram and the fire training structures for the Live Fire Training Academy in Queensland.

He has lectured at numerous conferences and delivered practical training in various locations around the world. His papers have been translated into several languages including; German, French, Spanish, Malaysian, Croatian, and Chinese.John McDonough is an Inspector with Fire & Rescue New South Wales (FRNSW), Australia. With approx-imately 6,000 operational firefighters, FRNSW is a large state-wide department which operates out of 337 professional metropolitan and town fire stations. In 2002 John travelled to Sweden and the UK to investigate modern firefighting techniques and tactics. Since that time his role has been to introduce these elements into his own Fire Service. He has extensive knowledge in the development of a CFBT program from it's inception through to a fully functioning, hol-istic and evolving 'live fire' training program which is suitable for career, volunteer and recruit firefighters.

He has lectured at many conferences and trained firefighters in Europe, USA, Canada and Hong Kong.

The Venue

The modern training centre is located at Sapjane, Matulji which lies in Croatia’s beautiful mountainous hinterland and only a few kilometres from the renowned holiday resort of Opatija on the magnificent Adriatic Coast.

The facility is fully equipped with all of the essential training requirements for modern compartment fire behaviour training.

Accommodation

A special rate of €35 per night twin share can be arranged by your host at the Restaurant Pansion Eurogrill.

Set amongst the pine trees this venue provides an excellent environment to relax after a hard days training. You can enjoy some nature walks and taste the local delicacies and try a range of excel-lent local and Slovenian wines.

Parking is available and guest have access to wireless internet.

Cost and Registration

The cost for the 5 day training program is €1100. A deposit of €300 is required to secure your place. This is refundable up to 8 weeks before the commencement of the course. After this date we will not be able to offer a full refund if you cancel.

Full payment must be made at least 4 weeks prior to the beginning of the course. The maximum number of participants is 16. If demand exceeds this number consideration will be given to running a second

program.
