OUR APPROACH

“Successful Creation of an Accessible Environment is Possible only by Giving Attention to Detail” MAIN CONSIDERATIONS: 1. Comprehensive Study and Graphical Summary of Key findings. 2. Stress on assessment of finer details of Site planning, Architectural design of building elements, Materials and Finishes . 3. Usability of Built Environment keeping in mind PwD’s as Visitors as well as Staff . 4. Disaster Preparedness and Evacuation Provisions.

METHODOLOGY: 1. The audit consisted of Physical survey of the External and Internal Environment of the Building, recording Observations in the

form of notes and checklists, Photographic documentation, Measurements of some building elements and a brief survey with the Nodal officer.

2. A group of 5-6 team members including atleast one architect and one PwD, headed by an Access Auditor, conducted this study.

A. EXTERNAL ENVIRONMENT

ACCESS ROUTE TO PREMISES AND ENTRANCE GATE

1. An accessible route does not connect the approach road to the walkway and entrance gate. 2. The name/signage of the building at the entrance gate is present in local language only 3. There is no footpath on either side of the entrance gate. 4. There is insufficient lighting on the footpath to illuminate the path after sunset 5. It does not have a tactile guiding path including directional, hazard warning and positional tiles directing till the entrance gate. 6. There is no beeper at the entrance gate to guide PwVI. 7. There are no directional signs indicating location of accessible facilities at the entrance gate. 8. There is no rickshaw stand near the entrance gate. 9. There is no multi lingual, tactile pictographic site map of the campus at the entrance gate. 10. There is no security cabin for watchman.

EXTERNAL PATHWAYS

1. The external pathways connect the entrance gate with the parking and building entrance. 2. There is no separate pedestrian pathway from entrance gate on any side of vehicular pathway to the building entrance. 3. All external pathways are unleveled and not paved 4. Kerbs are not provided to separate pathways from unused open spaces/ landscape spaces 5. The pathway is not free of any barriers/obstacles like trees, potted plants, light poles, electrical junction box, vehicles, furniture etc 6. No protruding elements like tree branches found below the headroom of 2200 mm. 7. There are no tactile warning blocks/ kerbs around trees/ poles. 8. The pathway is not covered/shaded. 9. There are no gratings and manholes along pathway. 10. There are open resting spaces with benches in the campus but no demarcated wheelchair parking spaces. 11. There is no tactile guiding path including directional, hazard warning and positional tiles provided for independent navigation across

all the chief functions at the building. 12. There is haphazard parking on the pathways/ground. 13. There is inadequate artificial light on the path after sunset. 14. There is no accessible directional signage.

PARKING

1. There is no demarcated parking lot available for visitors and staff. 2. There are no accessible parking lots available. 3. The parking area does not have firm and leveled surface. 4. There is no demarcated drop off point for Persons with disabilities next to the parking 5. There is no covered shelter for the parking .Naturally shaded parking on ground is observed. 6. There is no firm, covered, leveled, step free pathway minimally 1200mm wide connecting the parking bay with the building

entrance. 7. Kerbs are not there to separate pathways from unused open spaces/ landscape spaces. 8. There is no tactile floor guidance including directional, hazard warning and positional tiles in the parking area for independent

mobility for persons with blindness and low vision specifically routes guiding from parking area to entry points of buildings, emergency exits.

9. It is required for the disabled person to cross the traffic lane. 10. There is inadequate artificial light on the path after sunset. 11. There is no multi lingual, tactile pictographic site map of the campus at the parking. 12. Signage of the parking at the entrance gate not present.

B. INTERNAL ENVIRONMENT

ACCESSIBLE ENTRANCE

1. The main entrance is accessible to all users as ramp is provided. 2. The entrance is not clearly identifiable. 3. The entrance can be operated independently. 4. The entrance does not have a landing minimum of 1500 x 1500 mm. 5. The entrance area to the building is covered except at ramp 6. The landing surface is non slippery. 7. The gate at building entrance is opening on the landing. 8. There is a rainwater down-take pipe at the entrance which leads to water discharge right at the entrance ramp. 8. There is a clear door width of 1500 mm. 9. The height of the door handle is at 900 mm. 10. There are no protruding objects at the entrance below clear headroom of 2200 mm.

The entrance is not illuminated after sunset if the building is in use at that time. 14. the building. 15. The entrance does not have an audio signal. 16. There is no accessible directional signage to identify the accessible entrance. 17. Few signage painted on wall are provided in local language only. 18. No other signage provided.

RECEPTION AND LOBBY

1. There is no reception counter provided. 2. The corridor serves as the entrance lobby. 3. The entrance lobby has barriers like furniture, potted plants, dustbins etc at the building entrance gate.

STEPS/STAIRS

1. There are 2 steps at the entrance. 2. There is a staircase block leading to terrace. 3. Steps are uniform in height and width, but have broken edges and without any railings. 4. Staircase leading to terrace has railing on one side. They are uniform in height and width. 5. The floor surface of the steps/stairs is non-slippery and non-glary. 6. There is no color contrasting strip or grooves at the edge of the steps/stairs 7. The landing provided is less than 1500mm x 1500mm and non slippery 8. The gate of building entrance is opening on the landing. 9. The steps/stairs are not covered. 10. There are no tactile warning tiles provided at the beginning and end of flight. 11. There are no free potted plants on the steps. 12. The steps are continuous without any abrupt breaks and gaps. 13. No signage present.

1. The corridor is minimally 1500mm wide 2. The corridor width allows maneuvering through doors located along its length 3. There are level differences in the corridors 4. DOORS AND DOORWAYS

1. Metal doors are provided in the building except in toilet. The clear width of the door is minimally 900 mm. 2. There are timber paneled doors provided in toilet. The clear width is 750mm-900mm 3. It does not take too much energy to open the door. 4. The doors have a D shaped handle installed at a height of 1000 mm. 5. The color of the door contrasts with the background wall. The color of door hardware does not contrast from the door. 6. There are no thresholds present on the door. 7. There are no floor mats, door closures or door stoppers provided to the doors. 8. There is adequate space available to open the door even by a wheelchair user. 9. Vision panel and Kick plates have not been provided on the doors. 10. Signage is provided on some of the doors in local language only.

TOILET FACILITIES

1. There are no separate unisex accessible toilets for Persons with Disabilities. 2. There are no accessible toilet cubicles in existing toilets also. 3. The toilets are not easily identifiable. 4. The toilet blocks are naturally and artificially well illuminated and ventilated. 5. It is not kept clean and not well-maintained 6. The passage outside and inside the toilet block is less than 1200mm wide 7. The floor tiles are skid proof and well drained 8. There are no broken tiles/damaged flooring in the toilet blocks. 9. All plumbing and drainage lines are exposed. 10. There are level differences at urinals and toilet entrance door. 11. Toilet door has inward opening. It can be locked from inside but not releasable from outside under emergency situations 12. There are thresholds at the WC opening 13. There is only Indian WC pan provided in the toilet block. There are no western WC provided. 14. There is no color contrast between the floor, wall and sanitary fittings 15. There is hand wash basin provided at accessible height in the toilet block. 16. Taps are of knob type 17. No mirror, no grab bars , no alarm system provided. 18. No signage provided.
