Definition
“Primary health care is essential health
care made universally accessible to
individuals and acceptable to them, through
their full participation and at a cost that the
community and country can afford”.
Characteristics It is essential health care which is based on practical, scientifically sound
and socially acceptable methods and technology.
It should be rendered universally, acceptable to individuals and the families
in the community through their full participation.
Its availability should be at a cost which the community and country can
afford to maintain at every stage of their development in a spirit of self
reliance and self-development.
It requires joint efforts of the health sector and other health-related factors,
via., education, food and agriculture, social welfare, animal husbandry,
housing, rural reconstruction, etc.

Principles Contd…(1) EQUITABLE DISTRIBUTION:
Health services should be accessible to all section of society,
with special attention to the needy, vulnerable groups. This has
been termed as “Social Justice”.
(2) COMMUNITY INVOLVEMENT:
Since primary health care is for the people, by the people,
the local community must participate in the planning,
implementation and maintenance of health services.
Principles Contd…(3) APPROPRIATE TECHNOLOGY: Instead of going in for positive methods, equipments and
technology, reliance must be placed on scientifically sound materials and methods that are socially acceptable. For example, oral rehydration therapy.
(4) PREVENTION: The emphasis is on prevention. It runs through all the
elements of primary health care.
(5) MULTI SECTORAL APPROACH: The basic tenet of primary health is that health cannot be
achieved by the health sector alone. It requires the joint efforts of other health-related sectors such as agriculture, education, social welfare, etc.
Primary health care and community health nursing
Primary health care emphasizes the development of universally acceptable, affordable and accessible essential health services that are community-based and emphasizes health promotion and maintenance, self reliance and community participation in decision making about health.
There is a link between community health nursing and primary health care. Both incorporate community based practice, involvement of the community in health care decisions, a focus on disease prevention and health promotion and use of an interdisciplinary approach in planning and implementing appropriate solutions to health problems.
To implement the primary health care concept, nurses must focus on the prevention of disease and the promotion of health, as well as on care of the actually ill and those in need of rehabilitation.
