The Civil Protection Department (CPD) is a service of the Lisbon Municipality, responsible for the management of the city during crisis and exceptional conditions, in articulation with the National and District Authorities for Civil Protection.According to the Portuguese law, the main mission of CPD is the prevention of collective risks and their effects in case of disaster or accident with likelihood of occurrence inside the geographical limits of Lisbon city.

MULTI-RISKIntense precipitation or persistence of rainy days can cause urban flood events by the abnormal flux of pluvial waters.The Elevated Storm Surge combined with the High Astronomic Tide and moments of heavy rain are the principal causes of Lisbon floods.Other expected causes are the occurrence of a tsunami. These situations will be more dangerous in the lower parts of the city, near the Tagus Estuary.

FUTURE CHALLENGES

It´s urgent to invest in this area and work together with expertise, stakeholders deciders and the community. We must speak all the same language (European policies, laws, concepts, universally symbols/icons, methodologies …). In the future, CPD must continue to integrate in an unique web platform data from different sources and linked to an integrated operational system of communications, supported by sms, cellular or satellite phones.Other priorities are: Approval the Municipal contingency plan for meteorological extreme conditions Produce new interactive materials for public information and awareness Support and participate in municipal, national and international programs, projects and studies like flooding by tsunamis.http://reliefweb.int/map/world/world-humanitarian-and-country-icons-2012

Sharing and providing this information with different organizations, entities and investigators is the first step in order to give answers to daily emergency or to a Catastrophe that can occur in Lisbon. In its desire to guarantee the safety and well-being of its inhabitants, Lisbon Municipal Council can intervene systematically in order to aware the population who will share responsibility and be capable of reproducing messages and behaviors that can contribute to the minimization of risk conditions.
