INVITATION FOR EXPRESSION OF INTEREST (EOI)

As Project Management Consultant (PMC) for setting up Solar PV Plants,

including conducting detailed Feasibility & System Design Study, Tender

Document Preparation & Evaluation and Supervision of Erection, Commissioning

and O&M Activities

1. Bharat Petroleum Corporation Limited (BPCL) is a vertically integrated Energy Company (PSU),

having Fortune 500 Navratna Status, engaged in Manufacturing and Marketing of diverse range of Petroleum Products through various Oil (POL) Depots, Installations, LPG Bottling Plants, Lube Oil Blending Plants etc; across the country. BPCL has an annual turnover of more than INR 2.5 trillion.

2. BPCL is looking for Registration of Vendors who are experienced, credible, resourceful and

competent for providing services as Project Management Consultant (PMC) for setting up Solar PV Plants. Job includes conducting detailed Feasibility & System Design Study, Tender Document Preparation & Evaluation and Supervision of Erection, Commissioning and O&M Activities. These Solar plants can be roof-top mounted or ground –mounted.

3. This invitation is for submission of Expression of Interest (EOI) from prospective vendors as per

requirement detailed herewith, on or before 26.08.2016. 4. Vendors are requested to submit their credentials in detail including documentary evidence which

may establish their proven track record by way of certificates from clients for performance and service support, Purchase Order copies of same/ similar services provided etc. along with their EOI document to establish the interest & competency to provide PMC Services for setting up Solar PV Plants (i.e. preparing Detailed Feasibility Report, providing Project Management Consultancy from Concept to Commissioning including Monitoring of Operations and Maintenance) as per BPCL requirement from time to time.

5. Vendors who are already enlisted/ registered and doing similar jobs with BPCL also need to apply

afresh. Vendors who are on the holiday list with BPCL need not apply.

6. There is no EMD or Security Deposit for submission of EOI documents. BPCL is looking for more participation & competition from the prospective vendors for providing PMC Services for setting up Solar PV Plants.

7. Every page and document of EOI submitted must have signature and seal of a designated competent

representative of the prospective vendor.

8. All the documents should be submitted in a proper manner with Index for easy identification and evaluation.

9. Vendors to submit documents/ information to satisfy BPCL requirements and should also be in a

position to produce further information as and when required by BPCL.

10. Any vendor can participate in the EOI process. However, only vendors with credential competence, requisite experience and financial soundness for providing this service will be registered. BPCL’s decision on any matter regarding registration of vendors shall be final and binding.

11. BPCL will evaluate the proposal based on data/ documents provided by the vendor and data/

information available with BPCL. The broad evaluation criteria have been specified later as part of the “Procedure for Evaluation”.

12. Vendors may be required to make a detailed presentation/ demonstration at our office in Mumbai

after scrutiny of the documents submitted by them.

13. BPCL at its discretion reserves the right to verify/ re-verify the information submitted and inspect the vendor facilities to confirm the data submitted/ capabilities.

14. BPCL reserves the right to reject any/ all applications without assigning any reason thereof including

but not limited to on account of incomplete information, past performance with the other companies etc.

15. Response from any party to this invitation doesn’t entitle it for receipt of tender enquiry for

procuring this service at a later date. Limited tenders will be floated to the registered vendors for the service/s, who are competent to meet BPCL’s requirement.

16. Subsequent to this Registration/ Enlistment, BPCL is likely to invite online bids from the registered

vendors through E-Tender route, as and when required. Those tenders shall have to be digitally signed with a class IIB or above digital signature by the authorized signatory. Therefore, as a pre-requisite for participation in those tenders, vendors shall be required to obtain a valid Digital Certificate of Class IIB and above as per Indian IT Act from the licensed Certifying Authorities operating under the Root Certifying Authority of India (RCIA), Controller of Certifying Authorities (CCA). The cost of obtaining the Digital Certificate shall be borne by the vendor. All standard contract terms and conditions will be given in the main tenders.

17. LAST DATE FOR THE APPLICATION: Your application for registration should be submitted on or

before the last date i.e. 26th August 2016. 18. BPCL reserves the right to accept or reject any or all the applications at their sole discretion without

assigning any reason whatsoever. If BPCL is unable to evaluate any application for want of information, such offer will not be considered. BPCL’s decision on any matter shall be Final & any vendor shall not enter into correspondence with BPCL unless asked for. BPCL may call for additional documents if required. BPCL would also consider information already available with them regarding Vendor’s credentials.

ANNEXURE – I

SCOPE OF WORK Bharat Petroleum Corporation Ltd, (BPCL) a major Public Sector Undertaking intends to set up solar photovoltaic plants for which detailed Feasibility Study and System Design Study for the project needs to be undertaken, tender has to be prepared and evaluated and finally Erection, Commissioning and O&M Activities have to be supervised. The project in each location however shall be executed on Engineering, Procurement and Construction Contract (EPCC) basis from designing to commissioning and subsequently Operation and Maintenance (O&M) through another party.

SCOPE OF WORK/ SERVICE The Project Management Consultant (PMC) shall be engaged by BPCL for detailed Feasibility Report, conducting Plant Specific System Design study with plant configuration and specifications, preparation and finalization of tender for EPC Contract, supervision of project execution phase including erection, testing, commissioning and performance testing of the project as well as supervision of the O&M. In general, PMC shall act on behalf of BPCL (OWNER), report to the OWNER and be responsible for carrying out the following assignments. This list is only indicative and not exhaustive.

I. Preparation of Detailed Feasibility Study Report and System Design Report of the Site

Study of Captive Consumption at the Site considering Load Pattern and Energy Usage, any requirement of Grid/ DG synchronization, Electricity Tariff Structure and assessment of Net Energy Savings if Solar Plant is installed.

Assessment in setting up Possible Solar PV Plant, considering Energy Generation potential in comparison with existing Electrical System on both HT & LT side; and Solar Power Injection into the system.

Detailed System Design and Engineering of most optimum Possible Solar Plant size/ capacity including Configuration of the Solar Plant-like grid tied without storage, grid connected with net metering etc; Determination of Orientation, Specification and Sizes of various components like Solar Panels, PCU, Mounting Structures, AC/ DC cables, String Combiner Boxes, DC Connectors, Remote Monitoring, Transformer (if required), AC panel, DC Connector, Switches, DBs, Relays, Hybrid Controller for operation of Solar, DG, Grid with extreme PV penetration etc.

Assessment of National/ State/ Local Policy Framework and Regulatory aspects; the Local Grid & Transformer and Net/ Gross metering aspects; Clearances/ NOCs/ Permissions/ Licenses/ Registration with Nodal Agencies etc.

Financial Analysis and Cost Estimate including Investment criteria on 100% Equity or Debt/ Equity Ratios and different proportions; Costs on Components/ Spares, Foreign Exchange component, Government Fees, Development Charges, Comprehensive Insurance Charges, Municipal/ Panchayat Fees, Grid Connection, Wheeling and Banking Charges, etc; Erection, Commissioning and O&M Cost; Return on Investment (ROI) and Breakeven Point considering Accelerated Depreciation, Normal Depreciation, 10 Year Income Tax Holiday etc; Pay-Back Period, Cumulative Retained Profit, Average Retained Profit and Cumulative Cash Surplus

over the life period, Financial Internal Rate of Return, P&L and Cash Flow Statements, Tax Implications etc; and Sensitivity Analyses.

Preparation of Detailed Project Report

II. Project Management Consultancy Services during Tendering, Order Placement

Services for selection of EPC Contractor, Preparation of EPC Tender Document, Assisting in Pre-Bid Meetings and replying to the queries raised, Evaluation of Bids, Preparation of Technical Recommendations, Financial Evaluation of Bids, Final Recommendation for award of EPC Contract, Preparation of Orders and Contract, etc.

III. Project Management Consultancy during Construction and supervision till commissioning

Review & Approval of Engineering Data, Specifications, Drawings etc submitted by EPC; Electrical Installation Drawing viz. Line Diagram for Solar PV Plants, etc; Layout Plan for Control & Metering Station, Unit Sub-Station, Internal OH Lines, Control Room, Trenches, Earthing, Lighting, Fencing Gate etc; Details of Civil Work involved; Checking & Approval of detailed Bill of Materials along with Specifications, Equipments Drawings supplied by Electrical Contractor; Checking of Job Completion Schedule of Work for various activities related to Solar PV Plants Tower Foundations, Electrical Installations, Solar PV Plants Erection and Commissioning, Checking of Quality Plan/ Check List for Solar PV Plants Tower Foundations and Electrical Installations.

Site Supervision by experienced and competent engineer to supervise activities of construction of Solar Plant as per implementation schedule; Inspection and Approval of all equipments after receipt at site; Checking and Certifying Quality / Plan of Erection Work; Witnessing Pre-Commissioning and Commissioning Tests of All Equipments; Submission of Progress Report from time to time; Checking of Operation and Maintenance Documents submitted by EPC Contractor/ Supplier; Preparation of List of Incomplete Jobs and Defects, if any to be attended by the EPC Contractor/ Supplier.

Checking and Certification of Invoices/ Bills submitted by EPC Contractor against Milestone Activities to Owner for payment to Contractor; Review of contract documents and all other documents related to various Statutory Approvals/ Clearances etc; Provide Necessary Assistance/ Back Up in Liaison Work with concerned Authorities for implementation of the project; Providing all required services and assistance for replying to the queries of concerned Government Departments/ Statutory Bodies and Agencies on the progress and any other aspect related to the project; Provide necessary Back Up/ Technical Assistance for co-ordination with External Agencies viz. Insurance Agencies etc; To ensure that the contractors are carrying out their activities in accordance with the safety plan throughout the course of the construction of the project; Assistance in Registering with MNRE for availing Accelerated Depreciation; Assistance in registering with State Nodal Bodies/ Any Other Bodies/ Authorities for setting up and operating the Solar Plant.

IV. Post Commissioning, Monitoring of the Solar Plant

Physical Study of Solar Plant and Electrical Installations; Collection of Detailed Data and Relevant Information of Operation and Maintenance based on Solar Plant recorded and data stored in PCU; Discussions with EPC, O&M staff for any issues relating to Solar Plant Performance.

Analysis of collected information and data available at site using licensed software and preparation of report for the solar plant including Physical Observation; Actual generation and comparison with guaranteed/ estimated generation; Internal Losses; Component Failure, if any; Recommendations for improvement in O&M of Solar PV Plant to achieve better performance.

ANNEXURE – II

PROCEDURE FOR EVALUATION

SCREENING: A Committee will undertake initial screening of all the applications based on the adequacy of the information submitted. Applications without adequate information, as required by BPCL, are liable to be rejected. SHORT-LISTING/ DEMONSTRATION/ VISIT TO FACILITIES: All the complete applications shall then be evaluated on the basis of documents submitted by them. The evaluation criterion would broadly be as under:

1. Vendor should be involved in one or more of the following jobs:

a) One completed work as a PMC for a Solar PV Power Project of minimum 4 MW capacity, OR b) Two completed works as a PMC for a Solar PV Power Project of minimum 2.5 MW capacity

each, OR c) Three completed works as a PMC for a Solar PV Power Project of minimum 2 MW capacity

each; AND

At least one Solar PV Power Project of not less than 2 MW capacity for which PMC has provided services should be working successfully.

AND

Bidder should have completed at least one assignment/renewable energy project in a Central / State Government/ Public Sector Undertaking.

Documents required

Copy of work Order or Contract Agreement and Completion Certificate issued by the client showing reference number of Work Order/ Agreement, date of completion of the project including monitoring of O&M, for either or all of completed works for a Solar PV Power Project as mentioned above in a), b), c).

Certificate regarding successful operation of a Solar PV Power Project of not less than 2 MW capacity for which PMC has provided services that is successfully working.

Documentary evidence of at least one completed assignment/project of Renewable Energy with Central/ State Govt./Public Sector Undertaking.

2. Vendor should have a sound financial position.

Documents required:

Audited Balance Sheet and Profit & Loss Accounts (in English Language only) of the vendor for the last available three (3) consecutive Financial Accounting Years prior to the due date of bid submission

BPCL reserves the right to add/delete any parameter to/from the afore-mentioned list. The short listed agencies may be called by the committee for a detailed presentation, demonstration.

The committee may also undertake a visit to facilities of the short listed vendors for inspection/ verification of the document. The committee will inform the date/ time of the meeting/visit a week in advance. Vendors found meeting all the requirements would then be registered for the tendering process to be followed later for procurement. BPCL’s decision on any matter regarding enlistment of vendors shall be final and binding.
