Controlled Pre-Cyclone Clean Up
With thanks to the positive response from 2017 cyclone clean up, Council has decided to conduct a 2018 cyclone clean up in Batchelor and Adelaide River.
Batchelor Town clean up will take place the week of the 15th of October
(BATCHELOR - please ensure all item are place on the verge on Sunday 14th October)
Adelaide River Town clean up will take place the week of the 22nd of October
(ADELAIDE RIVER - please ensure all item are place on the verge on Sunday 21st October)
Council is limiting pick up to a 6x4 trailer size with a height of a 1m per house hold. Pick up from the front verge which will be in a manageable pile.
Due to Occupational Health and Safety requirements, Council reserve the right to not pick up items which are deemed by the staff to be unsafe, hazardous or too large for manual handling. Any items put out not acceptable will need to be removed by the resident.
Any items put out not acceptable for pick up or put out after collection will need to be removed by the resident at the household.
This clean up is still on a trial basis and requires the co-operation of residents in complying with the rules above.

2018/19 RATES
Rate Notices were issued in late August with the due date being the last Friday of September (28th September 2018). Amounts outstanding after the due date will be charged interest of 18% per annum, calculated on a daily basis.
All landowners should be aware that Council has resolved to strictly enforce the provisions of the Local Government Act which allows Council to request the Lands Title Office to register an overriding statutory charge over the land unless suitable payment arrangement
plans are entered into.
Please contact Council if you have not yet paid your rates.
Special Purpose Grant – Asbestos Removal Project.
Asbestos Removal Specialists were contracted recently to undertake removal of asbestos from some Council buildings and facilities namely the Batchelor Swimming Pool filter room and toilets, the former Batchelor Playgroup Building ceiling and the Rum Jungle Bowls Club meter box.
The Asbestos was originally identified by consultants in 2013 and an asbestos register had been maintained by Council.
An NT Government Special Purposes Grant has allowed for total removal of asbestos identified in the register and allowed for reinstatement of the buildings/facilities.
Council is extremely grateful for the funding from the NT Govern-
ment to complete this important project.
Operations Report
The Swimming Pool was reopened in early September after extensive maintenance works and asbestos removal funded mainly through grants from the NT Government. It is hoped that the pool will be now used by our local community for health, recreation and learn to Swim Programs during the season.
Mahogany tree sapling removal continues to occur through out parks and reserves.
Significant works are being undertaken at Adelaide River
Waste Transfer Site to control impacts from deliberately
lit fires over the last couple of months. Fencing of the
perimeter site will take place in the coming months that
will lead to better control opportunities for the sites.
CCTV cameras are planned for the area as well to
monitor behaviour at the site and particularly illegal
dumping of material. An operational plan will be
developed. EPA staff recently met with Council
Operations Manager and CEO at the site to discuss cur-
rent and future management approaches.
Dog Education and Compliance Awareness Program.
As part of a shared service arrangement, animal management officers from Litchfield Council and Coomalie Council animal management officer will be conducting further doorknocks of many residential properties in the township of Batchelor following up on the first visit on the 23rd August.
Many properties have unregistered dogs and in the first instance have
been provided with information and advised to ensure their dogs are
registered with Council and controlled.
Registration assists when a dog is found wandering at large and has an
identification tag, meaning that it can be returned to the owner,
rather than be put in Councils dog pound where costly holding fees
apply.
Upcoming round of Special Purpose Grants from the NT Government.
Council has submitted 3 applications for funding to the Department for Housing and Community Development for their assessment in the upcoming round.
- Adelaide River Bush Cemetery Public Toilets – conversion to flushomatic/septic tank installation system.
- Solar Panels for Council Office at Batchelor and the
Batchelor Swimming Pool as these 2 assets are Councils major electricity consumer sites.
- Road Asset Condition and Digital Imaging Software
– to assist with the pre wet seasons and after wet season assessment of road asset conditions. This will also assist in meeting Local Government Disaster Funding requirements and evidence as well as the development of Councils long term asset management systems.

Financial Assistance Grants to Local Government - 1 percent plus partnership
program
Council is strongly supporting the Local Government Association of NT proposal that would see the annual Financial Assistance Grants to local governments Australia wide be restored to the 1% of Commonwealth taxation revenue that existed in 1996. Currently local government is only receiving 0.55%.
These grants are distributed by the NT Grants
Commission to all Councils in the NT are vital to
delivering core local government services.
Coomalie relies strongly on these allocations.
Tourism Development Projects in principle support provided by Council
At the September meeting of Council did receive notification from 2 organisations looking at developing 2 separate but complimentary projects at Adelaide River.
The Amangal Community have advised Council of their vision to redevelop and refurbish the Snake Creek Armaments Depot Facility with a view to establishing a tourist destination that includes WW2 themed tours as well as the establishment of a museum, Art Centre and Cafeteria.
Council has supported in principle this project vision and has encouraged the Community to look at accessing wider larger funding opportunities from NT and Commonwealth sources to develop the project further.
The Friends of the North Australia Railway also received in
principle support from Council for its vision and proposal to
reinstate the road/rail crossing on Coach Road that would
then allow for the future development of the 4km track from
Adelaide River to Snake Creek. Council will try to also assist
with identification of a “pro bono” engineer to assist in a
design and specifications for the said works in association with
the Friends of the North Australia Railway.
Community Volunteer Recognition Event
It was decided at the September Ordinary General Council Meeting that this years annual Community Volunteer Recognition Event will be held at the Bruce Jones Centre on Monday 5th November from 3:00pm - 5:00pm.
Council looks forward to recognising communities volunteers for their efforts, act of selflessness and make community spirit. Further details will be provided closer to the event.

Telecommunication Blackspots issues in Coomalie
(Adelaide River, Batchelor, Lake Bennett and the rural areas)
Over many months Council has been receiving information from the Public about poor mobile phone services, data or other issues in their location within the Council area. This is the last call for submissions as Council will be finalising its submission for the National Mobile Black Spot Database over the coming week
The information will be used by the mobile Network Operations when developing funding proposals for Round 4 of the Commonwealth Mobile Black Spot Program.

CONGRATULATIONS TO MR PAUL TOLLEY
This year our very own Mr Paul Tolley was nominated and recognised for his volunteer work within the Coomalie Community. Mr Tolley was nominated for his volunteer work
overseeing and managing the community’s communications infrastructure (TV); ensuring that it experiences minimal down time, as well as being the Master of Ceremonies for the
past two Anzac Day Ceremonies.
Well done to Paul and all of the 2018 nominees who were recognised for their contributions through this wonderful program.
The Nomination Process
Anyone can nominate a Senior Citizen whom you believe is worthy of a Seniors Of Excellence NT Inc Award in recognition for the things they have done or are still doing voluntarily within your community.
The criteria is simple. Your Nominee must be at least 65 years old and the contributions to the community, must be voluntary. Services to the community could include Charities, Community Service Organisations, Schools, Sporting Clubs, Hospitals or with whomever, wherever help or assistance is given.
Your nomination must include an in-depth biography of their work and have a contactable Referee.
All nominations are assessed by a selection committee and their decisions are regarded as final.
All nominations and the information they contain, are treated in the strictest of confidence.

Community Basketball
This month the Community Recreation Officer will be at the Batchelor Basketball courts from 12pm to 4pm on Fridays during the School Holidays. The Community Recreation Officer will be at Adelaide River on Mondays from 12pm – 4pm at the Adelaide River Basketball Courts during the School Holidays.
All families and ages are welcome to come down and participate in the free Community Basketball games. We will be learning drills and skills throughout the Month of October. If you are interested in participating, please contact Coomalie Council to place your name on the list or just come down on the day and sign the waiver form and come and join in on all the fun. Please note if you are under the age of 18 you will need your parents to sign the form on your behalf. If you are under the age of 6 you will need your parent with you to play basketball.

Remembrance Day
The Coomalie Council will be assisting the National Servicemen’s Association with the Remembrance Day Service held at the Adelaide River War Graves on November the 11th at 10.30 am.
This year is the 100th anniversary of Remembrance Day. Everyone is welcome to come down to the service and pay their respects.
Please note the Adelaide River War Graves entrance will be blocked off during the service.
Afterschool Sports
Next term commencing on the 23rd October 2018 the Community Recreation officer will be conducting afterschool sports in Adelaide River on Monday afternoons from 2.35pm to 4pm and at Batchelor on Thursday afternoons from 2.45pm to 4pm. This Term’s theme will be soccer, if you have a participation form already filled out please come along and join in on the fun. If you do not have a participation form, please see the Community Recreation Officer for the forms on the specified days above.

CYBER SECURITY AWARENESS PRESENTATION

Department of Corporate and Information Service (DCIS) (an NT Government Department) is holding a Cyber Security Awareness Presentation.
The most recent advice from NT Police is that the incidence of cybercrime is significantly increasing each year, both for companies and individuals. Many of the individuals being targeted are seniors therefore the focus of this presentation will be on seniors, but everybody is welcomed to attend.

STOP PRESS OCTOBER (REAL) 2018
The Tourism season has wound down and the Museum will close on the 30th September apart from our regular tour group from Ethical Adventures, plus any visitor who makes a request to view. We always do our best to assist with requests from off-season visitors. Ethical Adventures will finish for their programme for the year in a few weeks.
Our current caretakers, Terri and Bob, will be around next week whilst they wind up their visit to the Top End. The Museum committee is very grateful to them for their help in this past month. Bob has enjoyed attending the bowls club, and they have been able to visit friends in Darwin.
The year has had its challenges with running the café component, but the service has been popular with visitors, and also a number of locals. It also provides an appropriate outlet for our small range of merchandise.
A change to the veranda area will enable us to accommodate the Ethical Adventures group for their lunch table without compromising the main café room. Essentially this will be an improvement to the insect proofing and better access.
We could have AAT Kings visit the Museum and cafe, but would need to be available daily on a year-round basis, and we cannot commit to that with our small group of volunteers.
Hopefully we will get other regular tour groups next year. There are still many people in Darwin who are unaware of the Museum.
Recently I attended a NT Tourism workshop facilitated by Deloitte. Our table was a lively lot of small operators and we contributed some good ideas, particularly noting the extensive WWII history of the Top End. I pointed out that there has been insufficient promotion of the Batchelor-Adelaide River area, and this was noted.
A WWII tourism route up the Track, and a regular Concert are just a couple of ideas that will ensue. The promotion will cover the period from February 19 through to April 25 each year.
Some people may recall the War-time concert that was developed for the 60th anniversary of the Bombing of Darwin in 2002. It was a great success, and this theme will be expanded.

Whilst the Batchelor Museum is primarily an interpretive one, we have been given some wonderful display items. When you visit you will see the name on the ob-ject and the person who has donated it- some of the notices are yet to be done.
Items must be given permanently to the Museum and there is a form which we will have available- the format given to us from the Military Museum in Darwin, please be aware this is a common policy of museums.
Be proud of the Museum – it will showcase the unique town of Batchelor and will be a valuable resource to bring visitors from all over.

Dogs in the Coomalie Shire
REGISTRATIONS DUE NOW
All dogs within the Coomalie Region over 3 months of age must be registered. You can register your dog at the Coomalie Council Office in Batchelor or
Adelaide River or via email.
Dogs must be on a leash at all times in any public area otherwise they will be impounded.
Fees apply if your dog has been put in the pound. Impoundment fees are initially $90.00 for registered dogs and $165.00 for unregistered dogs, then $60.00 per day kept in Pound. Registered dogs are
kept for 3 days and unregistered dogs kept for 2 days. Unregistered dogs must be registered before being released from the pound.

The Bushfires NT Facebook page continues to grow, with our following more than doubling over the last 9 months. Since March, Bushfires NT has published well over 300 social media posts (Facebook and Twitter). This is on average more than 1 per day.
There is still a lot to be done in this space to increase public awareness of Bushfires NT.
In fact, there is something very simple that you can do to help. If you haven’t already, get
on to www.facebook.com/BushfiresNT and like or share some of posts. By sharing our
information/stories on your newsfeed, it creates more exposure for Bushfires NT. This
provides us with a greater opportunity to access more of the community, and keep people
up-to-date with important bushfire safety information.

There are two (2) forms on the Coomalie Council website www.coomalie.nt.gov.au/ under Forms and Services; one is for complaints about dogs (Dog Complaint Letter) and the other is for general complaints (General Complaint Letter).
