November 20th *Maya Lawrence Assembly for the Freshman, Peer Leaders and Fencing Team. The Olympian greeted the students while they walked in the school. There was meet and greet with the current fencing team. During the assembly select fencers did a demonstration explained by Pat Lawrence, the fencing coach and Maya Lawrence’s mother. Mr. Sinclair gave Maya Lawrence a plaque after she spoke. There was time for a Q&A. Maya also visited an ESL class that wrote her a letter. They had an opportunity to take pictures with her. November 21st * Welcome Back Alumni-Teaneck High School Alumni were invited to be guest speakers in the Freshman Orientation classes. Topics discussed were keys for success in high school, colleges they are attending and life as a college student *John Jones, Class of 2008, Syracuse University, Engineer student spoke to 12 African American males about the engineering, leadership and life beyond Teaneck High School *Pep Rally November 22nd Homecoming Game *Teaneck High School beat Hackensack 26-20 *November 29th –Parent conferences-over 2,000 individual conferences occurred November 30th Annual HEAL sleepover -40 girls from HEAL spent the night bonding over activities Early Action Acceptance letters are being received by Seniors Dec. 3 College Success Classes visited Rutgers Newark and Kean University Dec. 5th Ramapo Information Session took place at the College and Career Center Dec. 3-Dec. 6 Scheduled guidance meetings with parents and students from 8 am-2 pm. December 5th Teaneck High School hosted the Big North Conference *ushered by National Honor Society Students with official Teaneck Athletic gear *9th grader Ja’Neil Humphrey sang the National Anthem. She also performed at the US Open, 2009 and 2010 December 5th National honor Society picture was taken on the front steps New photos of students Exceptional Students doing Exceptional things were placed on the walls of Teaneck High School December 7th 2nd Annual Junior senior Semi Formal Mr. Damian Betances won the League and County coach of the year

Meeting.

8. the Board approved the following resolution:

Amend Federal Budget Control Act of 2011 WHEREAS, a world class public education is essential for the future success of our nation and today’s schoolchildren; and WHEREAS, the Budget Control Act of 2011 includes a provision to impose $1.2 trillion in across-the-board budget cuts in almost all federal programs, including education, that would become effective January 2, 2013; and WHEREAS, these across-the-board budget cuts, also known as “sequestration,” would have a negative impact on education through a reduction in funds of 7.8% or more and could result in larger class sizes, fewer course offerings, possible four-day school weeks, loss of extracurricular activities, and teacher and staff lay-offs; and WHEREAS, sequestration would affect almost every public school system in the nation and the millions of students educated through programs such as Title I grants for disadvantaged students, the Individuals With Disabilities Education Act (IDEA), English Language Acquisition, Career and Technical Education, and 21st Century Community Learning Centers; and WHEREAS, public schools nationwide would be negatively affected by an estimated $2.7 billion loss in just three programs alone – Title I grants, IDEA special education state grants and Head Start – that serve a combined total of 30.7 million children; and WHEREAS, federal funding for K-12 programs was already reduced by more than $835 million in Fiscal Year 2011; and WHEREAS, New Jersey already ranks last among the states in the percentage of school expenditures (3.1%) supported by the federal government; and WHEREAS, in Fiscal Year 2013, New Jersey will lose more than $73 million in funding for elementary and secondary education programs, administered through the U.S. Department of Education, as well as over $11.7 million in Head Start funding; and WHEREAS, the Teaneck School District has been approved to receive $688,028 for Title I and $1,045,657 for Individuals with Disabilities Education Act (IDEA) for the 2012-2013 school year and could face a reduction in federal aid for those programs in the amount of $135,227 should sequestration be imposed; and

WHEREAS, with a state-imposed tax levy cap and limited growth in state aid, New Jersey local school districts have limited capacity to absorb cuts in funding resulting from sequestration. NOW THEREFORE, BE IT RESOLVED, that the Teaneck Board of Education, in the County of Bergen, State of New Jersey urges Congress and the Administration to amend the Budget Control Act to mitigate the drastic cuts to education that would affect our students and communities, and to protect education as an investment critical to economic stability and American competitiveness. AND BE IT FURTHER RESOLVED, that a copy of this resolution be sent to United States Senator Robert Menendez, United States Senator Frank Lautenberg, U.S. Representative Steven Rothman, U.S. Representative Bill Pascrell, Jr., U.S. Representative Scott Garrett, State Senator Loretta Weinberg, Assembly Representative Gordon M. Johnson, Assembly Representative Valerie Vainieri Huttle, the New Jersey School Boards Association, and the National School Boards Association. to conduct in-service training, Core Math Tools and Integration of TI-Nspire, at Al-Ghazaly High School, in an amount not to exceed $1,500.

Title IIA Account #20-270-200-320-92-50-I-A 39. the Board amended School Operations and Curriculum Motion #118 of the June 13, 2012 Minutes to reflect an increase to the Teachscape, Inc. contract for the

2012-2013 school year, in the amount of $16,898. The revised total contract cost of $81,461 would provide virtual training, purchase of hardware and supplies to support the Danielson framework for teacher evaluations. Funding provided through EE4NJ.

SCHOOL OPERATIONS & CURRICULUM DECEMBER 12, 2012 44. the Board approved the revised 2012-2013 School Calendar as recommended by the

Superintendent of Schools. A copy of the revised calendar is appended to and made a part of the minutes.

45. the Board accepted a donation to Thomas Jefferson Middle School from the Dance Art Creative Center for installation of auditorium seat numbers at an estimated

value of $450. 46. the Board acknowledged the receipt of the findings and determinations of the

Superintendent of Schools regarding Harassment, Intimidation and Bullying (HIB) incidents reported to the Board in Executive Session during the December 5, 2012 Board meeting. Motion approved 8-0, December 5, 2012 Workshop Meeting.

47. the Board approved submission of a grant application to Making The Future grant program sponsored by Cognizant Technology Solutions, Teaneck, NJ. The grant funds awarded range from $15,000 to $30,000 for the period of October, 2013 through February, 2014. The Rotary Club of Teaneck would be the Fiduciary Agent for this grant.

111. the Board approved the following resolution: WHEREAS, the Board of Education has received the Report of the Board Secretary and

the Report of the Treasurer of School Monies for the month of OCTOBER 2012 and determined that both reports are in agreement, and

WHEREAS, in compliance with N.J.A.C. 6A:23A.16-10(c)3 the secretary has certified that, as

of the date of the reports, no budgetary line item account has obligations and payments (contractual orders) which in total exceed the amount appropriated by the district Board of Education except as noted now, therefore, be it

RESOLVED, that in compliance with N.J.A.C.6A:23A-16.10 (c)4, the Board of Education

certifies that, after review of the secretary’s monthly financial reports (appropriate section) and upon consultation with the appropriate district officials, to the best of its knowledge, no major account or fund has been overexpended in violation of N.J.A.C.6A:23A-16.10(c)4, and that sufficient funds are available to meet the district’s financial obligations for the remainder of the year (which would become a part of the Minutes of this meeting) be it further,

RESOLVED, that pursuant to P.L. 2004 Ch. 73(S-1701), the Board certifies that after a

review of the Secretary’s Monthly Financial Report and upon consultation with the appropriate district officials, that there are no budgetary transfers that cumulatively exceed 10% that would require the approval of the Commissioner of Education.

Pickup Truck with Snowplow and Dumper on Tuesday, November 20, 2012 as follows:

Beyer Bros. Corp., Fairview, NJ $33,400 Foulke Management Fleet Sales, Cherry Hill, NJ $32,861

Furthermore, that the Board award a contract to the lowest responsible bidder, Foulke Management Fleet Sales.

A total of five (5) vendors requested bids of which two (2) vendors submitted bids.

115. the Board approved a Joint Transportation Agreement with the Englewood Public

Schools for the 2012-2013 school year and submit the agreement to the Executive Bergen County Superintendent of Schools for approval as per the list appended to and made a part of the Minutes.

116. the Board awarded a Professional Services contract to ARMM Associates, Inc. for

the preparation of plans, specifications, bid and contract administration services for roof projects at Teaneck High School and Benjamin Franklin Middle School, in an amount not to exceed $107,620.

117. the Board approved the withdrawal of funds from the Capital Reserve Account in the

amount of $107,620 to fund pre-development costs associated with the roof projects at Teaneck High School and Benjamin Franklin Middle School, in accordance with N.J.A.C. 6A:23A-14.1(h).

118. the Board approved compensation to those clinicians and agencies on the attached

list who would provide related services and / or independent evaluations during the 2012-2013 school year. The total amount for this motion is $127,000.

119. the Board accepted tuition for non-resident student #98714 from Bergenfield School

District attending Teaneck High School, Autism Program in the amount of $45,305. 120. the Board authorized tuition payment for 2012-2013 out-of-district special education

programs, as per the attached list. These tuitions would be pro-rated based on effective dates of attendance. The total amount of current invoices for this motion is $79,780 for tuition.

Pupil Use of Privately-Owned Technology

2363 PUPIL USE OF PRIVATELY-OWNED TECHNOLOGY The Board of Education recognizes technology is always changing and as a result of increased accessibility to technology many pupils possess technology devices for their use during non-school hours. These privately-owned devices may be beneficial to pupils during school hours for approved educational purposes. Therefore, the Board of Education will allow pupils to use their privately-owned technology devices under conditions outlined in this Policy. For the purpose of this Policy, “technology” means hardware or software. For the purpose of this Policy, “privately-owned” means technology hardware and software that is purchased, owned, and maintained by the pupil at no expense to the school or school district. For the purpose of this Policy, “hardware” means any device that can store, access, retrieve, and/or communicate data or information. “Hardware” may include, but is not limited to, any type of computer device; wireless telephone; electronic reader; personal digital assistant (PDAs); video broadcasting and/or recording device; or camera. For the purpose of this Policy, “software” means any computer program(s) or related data that provide instruction for telling a computer or other hardware device what to do and how to do it. The use of privately-owned technology by a pupil in the educational program during the school day must be approved by the pupil’s parent or legal guardian and the school teaching staff member responsible for supervising and/or providing the pupil’s instructional program. A teaching staff member may approve a pupil’s use of privately-owned technology based on the assignment(s) to the pupil. The teaching staff member may also prohibit the use of privately-owned technology for an assignment(s). Teaching staff members must get prior approval from their immediate supervisor or Principal before allowing pupils to use privately-owned technology during instructional time. Pupils who use privately-owned technology in school will not be given access to the school district’s computer server(s) or network(s). In the event the teaching staff member approves the use of privately-owned technology to access the Internet, the access must be through the privately-owned technology without the use of any school district hardware or software. A teaching staff member who approves a pupil to use their privately-owned technology to access the Internet during instructional time will provide the pupil with a list of approved Internet sites the pupil is permitted to access. A pupil granted such permission must comply with school district policies and regulations regarding acceptable use of computers and technology. Any use of privately-owned technology by a pupil shall be in strict accordance with the teaching staff member’s specific approval(s)

Pupil Use of Privately-Owned Technology and Board policies and regulations. Any violation will subject the pupil to appropriate discipline and/or grading consequences. The teaching staff member, in considering the use of privately-owned technology, will ensure such approval does not provide any advantage or benefit to the pupil who owns such technology over the pupil who does not own such technology. The teaching staff member will not approve the use of privately-owned technology if the teaching staff member determines the use would be advantageous or beneficial to the pupil who owns such technology over the pupil who does not own such technology. The pupil shall be responsible for the proper operation and use of any privately-owned technology brought to school. School staff members shall not be responsible for the effective use and/or technical support for any privately-owned technology. The school district shall assume no responsibility for the security of or damage to any privately-owned technology brought to school by a pupil. Pupils are encouraged to purchase private insurance for loss, damage, or theft of any privately-owned technology the pupil brings to school. Adopted:

Staff members should be advised communications, publications, photographs, and other information appearing on social networking sites deemed inappropriate by the Board could be cause for dismissal of a non-tenured staff member or to certify tenure charges against a tenured staff member to the Commissioner of Education.
