2 THE NEW LIGHT OF MYANMAR Friday, 21 October, 2011

PERSPECTIVESFriday, 21 October, 2011

A history to repeatMany a person takes great interest in

football. Football fans are expanding theirsphere all around the world day by day. Theworld today has seen football as a business, rather than sport for health and entertainment.

Once, Myanmar football possessed animpressive record in South East Asia.Myanmar footballers flied the country’s flaghigh and claimed the loving claps of the peopleby clinching Asian Cups, South East AsianCups, Mardeka Cups, Park Chun Hee Cups,Jakarta Cups, Marahalim Cups and AsianYouth Cups.

The sterling reputation of Myanmarfootball is to be salvaged. The workshop isbeing held in Nay Pyi Taw to seek ways fromvarious points of view, with attendance ofofficials of Myanmar Football Federation andfootball clubs, football experts, sportsjournalists, resource persons and footballfanatics.

A total of 16 papers portraying a widerange of perspectives to raise Myanmarfootball standard have been read out.Sweeping reforms are to be made. Whileupgrading existing stadiums, football groundsare to be established in wards, villages andbasic education schools around the country.

Availability of sports gear at low price isa must. Organizing sports games, nurturingnew generation athletes and teaching up-to-the-minute techniques will be carried outconstantly.

It is high time to seek pragmatic ways toimprove Myanmar football standard, thenational sport. With the sponsorship of theState, MFF, football clubs, journalists, footballexperts and people are to work in concert torestore once-enviable reputation of Myanmarfootball.

The President of the Republic of the Union ofMyanmar has confirmed the appointment of Director-General Dr Soe Win of Higher Education Department(Upper Myanmar) of the Ministry of Education onexpiry of the one-year probation period.

WASHINGTON, 20 Oct—US online giant Amazon will start a Japanese-language ebook business as early as this year, the Nikkei business daily andJiji Press said Thursday. The company, which already has a strong retailpresence in Japan, is in the final stages of talks with major Japanesepublishers, the Nikkei said.

Amazon is also considering a launch of its Kindle reader for Japanesecustomers, the Nikkei said. The company was hoping to start the business intime for the Christmas sales season, Jiji said.

Amazon’s Japanese representatives declined to comment on the report.Japanese publishers have been reluctant to provide content to Amazon overconcerns that the retailer will sell ebooks at bargain prices, the Nikkei said.

The US firm however appears to be making headway in negotiations byproposing a framework in which the timing and scope of price cuts would bediscussed with publishers in advance, the business daily said.

Despite the buzz about ebooks in the rest of the world, Japan has failed todevelop the sector so far, offering only a limited number of book titles withseveral competing technological standards.

The Japanese ebook market was estimated at 65 billion yen ($846 million)in the year to March 2011, compared with roughly two trillion yen for printedbooks and magazines, according to the Nikkei.—Internet

Our willpower depends on blood sugarlevels, claims new book

LONDON, 20 Oct—Anew book has suggestedthat our levels ofwillpower are directlylinked to ourconsumption of glucose(in other words, sugar).

It promises not onlyto help people learn self-control, but also toexplain why so many ofus find it so difficult tosay no. The book titledWillpower: Re-discovering The GreatestHuman Strength, by RoyF Baumeister and JohnTierney is a bestseller inthe US, the Daily Mailreported. “Ask people toname their greateststrengths and they’ll oftencredit themselves withhonesty, kindness, humour, creativity andeven modesty — but not

self-control,” wrote theauthors. “Conversely, when people were askedabout their failings, a lackof self-control was top ofthe list,” they stated. Theyfound that the momentswhen our glucose levelsare at their lowest are themoments when we makepoor decisions or fail toget anything done.

By analysing studiesperformed on groups asdiverse as convicts inFinland and children atprimary school inAmerica, the authorsfound the lower our bloodsugar levels, the angrierwe feel and, in turn, theless control we have overour actions. According tothe book, using the part ofour brain that determinesself-control, the fronto-

median cortex, uses upmore of our body’sglucose supplies thannormal. This causes us tocrave sweet things toreplenish our blood sugarlevels, making us reachfor biscuits rather thanhealthier savoury foods.

All of which soundslike bad news for dietersand explains why healthyeating plans can be sohard to stick to. The bookalso claims if we want toimprove our resolve, oursleeping habits need to bealtered as well — thosewho sleep longer at nighthave more willpower asthey are more rested.

“Adults routinelyshort-change themselveson sleep and the result isless self-control,” theauthors added.—Internet

The onus is on the Industrial DevelopmentCommittee and Foodstuff, Textile and HouseholdGoods Development subcommittee to rendertechnologies needed for survival and improvement ofsmall- and medium-scale weaving industries, andworks are underway. It is necessary to pay excursiontours to textile industries at home at any time beforefurther studies abroad.

Regarding the question raised by U Soe Win ofSangyoung Constituency whether there is a plan tolend industrial development loans directly to small-and medium scale enterprises by the Uniongovernment, the Union minister answered that theUnion government is striving for all-rounddevelopment of small- and medium scale enterprisesin Myanmar. Myanma Industrial Development Bankis lending appropriate loans with affordable intereststo export-oriented and import-substitute enterprisesthat are in need of capital under the scrutiny of

Myanmar Industries Association. So far, 30396.782million kyats have been disbursed. So still, there is noplan to loan them directly by the Union government.

In the coming fiscal year, the Union governmenthas planned to loan appropriate amount of money likeagricultural loan through Myanma IndustrialDevelopment Bank and form SMEs Finance Centre inorder to take measures for assistances to SMEs. Withthe aim of assisting national economic developmentand improving private enterprises, Central Bank ofMyanmar announced that the interest on loan is 15 %as of 1-9-2011 and interest on agricultural loan is 14%.

Union Minister for Rail Transportation U AungMin answered two questions about Myanma Railwaysraised by two representatives.

Regarding the question raised by U Myint Lwinof Kyaikto Constituency who asked whether there isa plan to upgrade buildings and overpass of railwaystations of Kyaikto, Mon State, the Union ministeranswered that Kyaikto railway station and overpasswere built in 1907. There are 926 railway stations inMyanma Railways network and repairs are beingcarried out depending on requirement for repair, funds and importance of railway station.

Myanma Railways has planned to repair railwaystations in the capitals of Regions and States as firstpriority, district stations as second priority and townshipstations as third priority during the open season. AlthoughKyaikto railway station is a township station, it is verybusy with pilgrims. So plans are underway to repair thestation that handled 131000 passengers and fetched

over 59 million kyats during the 2010-11 fiscal year forall convenience of passengers. Likewise, overpass isunder repair in order to meet township characteristics.

Regarding the question raised by U Win Myint ofPyay Constituency who asked whether there is a planto run Yangon-Pyay express train two times a day, instead of running one time a day, according to thefindings of surveying Yangon-Pyay No (71) up-trainand No (72) down-train on number of passengers aday and a month from January to August 2011, traintickets for No (71) up-train from Monday to Saturdaycan be bought easily at nearly thirty minutes before itsdeparture and train tickets for No (72) down-trainfrom Saturday to Thursday can be also bought.

It is found that No (72) down-train is full ofpassengers on Fridays due to returns of service personnelpassengers from Pyay to Yangon and No (71) up-trainis also full of passengers on Sundays due to departuresof service personnel passengers from Yangon to Pyay. The train has the capacity 600 seats on five upper classcoaches, five ordinary class coaches, one first classcoach and one break carriage. As the train can run threemore coaches, arrangements will be made for the trainto have the capacity of 186 more seats on threecoaches.

Deputy Minister for Agriculture and Irrigation U

Khin Zaw replied the queries raised by six Hluttawrepresentatives on agriculture matters.

Regarding the question raised by U Kyaw Myint(a) U Po Toke of Momeik Constituency who askedwhether there is a plan to build a diversion weir forYaytagun creek, the deputy minister replied thatwater from Yaytagun creek originated in Mogokdestroyed farmlands in rainy season due to gems andgold mining. The Ministry of Mines issued rules andregulations for gems and gold mining businesses tofollow. They are to strictly follow prescribed rules andlaws. If they carry out their works meeting set standards, waste water form mining cannot be formed. So it isgold mining entrepreneurs’ responsibility to clearwaste water and silts that are blocking the creek.

If a diversion weir was built on the creek, only400 farmlands would be reclaimed. Feasibility study, land survey and designing for construction of diversionweir needed for agricultural purpose should be carriedout after waiting for some time. If a plan can serve theinterest of the people, it will be submitted to thegovernment.

Regarding the question raised by U Nann Oo ofMoenyo Constituency who asked whether there is aplan to build a sluice gate and drains for Myitmakhacreek dam, the deputy minister replied that tasks toprotect Myitmakha plain from floods and to reclaimmore farmlands were carried out in Moenyo Townshipof Bago Region (West). The western dyke of Myitmakhariver started building in 2005-06 and finished in 2008-09 is 24.21 miles long from Myittha village to Moenyovillage. The dyke protected Moenyo Township from

floods to a certain extent.Land survey, testing on water flow rate and

making design for construction of drains at the westerndyke of the Myitmakha river and a sluice gate at post(23/24) of the dyke are being carried out. Dependingon the funds, construction works will be implemented.

Regarding the question raised by U Saw Ba Theinof Thaton Constituency who asked whether there isa plan to upgrade Thaton Institute of Agriculture in

lower Myanmar as University of Agriculture so asto be able to turn out agriculturists, the deputyminister replied that seven institutes are being openedin Myaungmya, Thayawady, Pyinmana, Patheingyi,Pwintbyu, Shwebo and Thaton with the aim ofdisseminating agricultural knowledge and applyingagricultural methods in respective regions and thoseinstitutes nurtured 9776 diploma holders.

There is little difference between the nature ofUniversity of Agriculture and Institute of Agriculture. The university focuses on academic sector and theinstitutes nurture those who are capable of applyingagricultural methods as professionals. For opening ofa new University of Agriculture calls for financialpriority of the State, academic and administrativematters, land and building, and students.

At present, University of Agriculture and Institutesof Agriculture have capabilities to turn out adequatenumber of agriculturalists. Therefore, there is no planto open one more University of Agriculture, and in thefuture, if necessary, the university would be openedin the future.

U Tin Htwe of Okpo Constituency asked whetherthere is a plan to help solve flood problems in Okpoyearly. The deputy minister replied that forprevention against floods in wards of Okpo, GamonDam was constructed on Gamon Creek in OkpoTownship in 2007-2008. The dam that canstore62,000 acre-feet of water can protect inundation inWard 6 and the entrance road to Okpo to someextent.

THE NEW LIGHT OF MYANMAR Friday, 21 October, 2011 9

Second regular session offirst Pyithu Hluttaw…

(from page 8)Flood preventive measures have been taken that

water of Gamon and Katat creeks overflows intoMyaung Creek through Linnohyoe drain, east of Okpoand then the water flows into Myitmakha River. Thisrainy season, there were larger volume of rains andmountain torrent. Moreover, Linnohyoe Creek wassilted. Thus, water from Gamon and Katat creeksoverflowed the urban area. As the town circular dykeof Okpo has been built, danger of floods can beprevented to some extent. Katat Creek flows intoGamon Creek and the former has better drainagesystem. Therefore, these creeks cannot cause floods. To be better drainage system, three miles long sectionof Linnohyoe Creek and five miles long section ofThaphanbinseik Creek will be dredged.

Coordination will be made with DevelopmentAffairs Department for dredging the drains in Okpo. After completion of feasibility and land survey fordredging Linnohyoe and Thaphanbinseik Creeks, thedesigns will be created for the works. After demandingthe funds from the State, the tasks will be carried outbased on the priority.

U Htay Win of Lewe Constituency asked whetherthere is a plan to levy the farmland tax at reasonablerate that may not be burden for farmers. The deputyminister replied that the present rate of farmland tax wasfixed in the colonial era when 100 baskets of paddy wassold at K 100 and one tical of gold at K 35. To fix the rateof farmland tax, it is necessary to conduct land survey.Although land surveys are to be conducted once every20 years, more tasks could not be undertaken afterfinally surveying the land in Myaungmya District in1938 and 1940. Therefore, the farmland tax is beinglevied at the old rate.

Based on production of crops, price, geographicalcondition and agricultural production costs, areas offarmland taxes are to be classified. Moreover, types ofsoil for crops are to be classified. As the old land taxwere set for respective soil types in the past, oldclassification of soil type is not in conformity withcurrent trends. Therefore, it is necessary to actually

amend the tax rates in conformity with the marketeconomy for fetching more income for the State. Thegovernment is striving for boosting production ofcrops with the use of quality strains of crops, efficientuse of irrigation water, application of good agriculturepattern and conducting agricultural research.

Although the farmland tax should be based onprice of one basket per acre, it should make assessmentfor fixing of the rate not to be burden for the farmerswho could only produce less than 100 baskets per acre.In levying the land tax at present rate, a total of 129.79million kyats could be collected on 26.96 million acresof farmlands across the nation. Therefore, it is necessaryto raise the present rate of land tax. The levied tax is tobe sufficient to cover the expenditure of agriculture, health, education and irrigation tasks, salary of Hluttawrepresentatives, State service personnel and other costsof the State to some extent. The classification of landwas based on the type of land where land survey wasconducted. At present, the old types of land have beenchanged with the cultivation of quality strain of crops, good agriculture pattern and irrigation facilities. Hence, the classification of past farmlands were totally differentfrom the new ones.

As prices of crops and basic foodstuff andproduction costs and taxes are increasing and inflationrate is rising, the past rates of land tax are not conformitywith the present situation. To be able to fix the rate ofland tax, it is necessary to adopt a special plan oncollection of farmland census and compilation offarmlands, maps and records of farmlands.

He said that he would like to present the brief wayon amendment of raising land tax. Land survey teamsare to be formed, appointment of service personnelextended and staff trained for survey the lands in thenation simultaneously to be able to classify the landstypes based on cultivation of crops that cannot beburden for some farmers. That is why it may take twoto three years for implementing the plan.

Thus, the amending the land tax will be submittedto the Union government with the assessment in allaspects. Under the agreement of the Union government, the announcement is to be issued to implement the plansystematically.

U Thein Tun Oo of Amarapura Constituencyasked whether there is a plan to designate

Taungthaman Lake as a natural watershed area toreclaim the farmlands around the lake. The deputyminister replied that it is true that there were irrigatedfarmlands around Taungthaman Lake. These farmlandswere irrigated from Tamoksoe Drain of HsedawgyiDam. However, these farmlands hardly ever receivedirrigated water because they are located at the end of thedrain. At present, water has been stored with the sluicegate and thus, these farmlands can now receive irrigatedwater. However, the number of farmers engaging inthe croplands is not on the increase due to developmentof urban area and many number of other businessesbased at Taungthaman Lake.

Storage of water at Taungthaman Lake contributesto the increase of job opportunities of the local peopleand improvement of their social economic life, preservation of aquatic ecosystem for improvement ofenvironment and biodiversities, preservation of culturalheritage of the nation and attracting the foreign andlocal tourists. Moreover, it is necessary to deeplyconsider the silting in the lake and pollution fromfertilizers and chemicals if the ploughing is carried outin the farmlands around the lake.

Therefore, it should not give priority to cultivationof crops considering advantages of systematic storageof water at the lake. If the cultivation is allowed underspecial circumstances, emphasis is to be placed onharmless activity for perpetual existence ofTaungthaman Lake.

(from page 9)The remaining road sections were constructed by

the Ministry of Border Affairs in 2010 under the regionaldevelopment programme, and the ministry would allocateyearly budget for upgrading the roads to the gravel ones.

The 30-mile long road section from NyaungbinVillage in Mohnyin Township to Waekha Village inPhakant Township was constructed by the Tatmadawmen and local people in 1994 under the regionaldevelopment programme and the road section in the hillyregion was required to be maintained with the use ofheavy machinery to prevent landslides in rainy season. The earthen road section could be used in the openseason and it was being maintained by the MohnyinTownship Development Affairs Department.

The 45-mile long earthen road from Lonton Villagein Mohnyin Township to Hsesin Village in PhakantTownship was constructed by the Tatmadaw men andlocal people in the 1995-1996 fiscal year. The roadpassing through villages could be used in the open seasonand it was being maintained by Mohnyin TownshipDevelopment Affairs Department.

Ministry of Construction was responsible for theNantmong-Nyaungbin road section of the Hopin-Kontha-Lonton-Nyaungbin Road and KyaukseinmyayConstruction Co Ltd would upgrade the road section andbridges on it under the BOT system. The remaining roadsections : the Nyaungbin-Waekha and the Lonton-Hsesinroad sections : would be upgraded by the Ministry ofBorder Affairs in the 2012-13 fiscal year.

Afterwards, U Kyun Khe of Chin State constituencyNo. 1 asked whether there was a plan to upgradeWaebula Road linking Natchaung Village in KalayTownship and Bah Bride in Falam Township and theKalay-Gangaw Road.

The Union Minister replied that Waebula Road is40 miles long and there were under-50-foot-long 11bridges and under-100-foot-long one bridge on the road.In the rainy season, about 10 jeeps used the road in aweek and three to four jeeps used the road per day in theopening season.

Road and bridge construction team led by FalamDistrict senior engineer and the Falam Engineering teamwas being carried out road works on the 40 miles longroad section and maintained the Bridge No. 5/2 in the2011-2012 fiscal year.

Regarding the Kalay-Gangaw Road, the UnionMinister replied that the road was 83 miles long, comprisingthe 59 miles and six furlongs long tarred road section andthe three miles and three furlongs long gravel roadsection and the 19 miles and seven furlongs long earthenroad.

With the use the 2011-2012 budget’s funds formaintaining roads and bridges, construction teams led byKalay District Senior Engineer and Gangaw DistrictSenior Engineer had carried out road works on the 83miles long road section and maintained bridges on it.The ministry had a plan to seek funds for maintainingWaebula Road in the 2012-2013 fiscal year, but still, theministry had no plan to upgrade the road. Kalay-GangawRoad, including brides along the road, would be upgradedin the 2012-2013 fiscal year.

Afterwards, Union Minister for Border Affairsand Myanmar Industrial Development Lt-Gen TheinHtay replied the questions raised by two representatives.

Regarding the question of Dr Htay Win ofAyeyawady Region Constituency No (5) about “whetherthere is a plan to upgrade Pandawgyi-Laymyatnaroad to gravel facility and construct the small ninebridges on the road”, the Union Minister said thatLaymyatna-Pandawgyi road is seven miles long earthroad with 10 wooden bridges on it; till 2010-2011 fiscalyear, the road has been upgraded with K 44.6 million ofState’s fund and regional development fund and the road

now is 3-ft high and 7-mile long earth one with onecompleted bridge and nine remaining bridges ; the roadnow is useable in any season and thus bridges will beconstructed as priorities to be able to use the road.

Of the nine remaining bridges, Minkyaung Bridgeand Ninkyan Village Bridge, both of which will be 50 feetlong steel-truss bailey facility, will be constructed withK 95 million of State’s allocation in this fiscal year.

In coming years, depending on the fund of thetownship development affairs committee, the remainingbridges will be constructed and the earth road will beupgraded to gravel facility phase by phase.

U Zhun Kham of Chin State Constituency No (1)asked “whether there is a plan to upgrade Manipurarive-spanning suspension bridge and Lonelwe creek-crossing suspension bridge linking Bazan Village,Kawdah Village Kwabwe Village of Falam Township”.The Union Minister replied that for construction of roadsand bridges in Chin State, K 2598.179 million fromregional development fund have been spent up to 2011-2012 fiscal year and 871 miles six furlongs long earthroad, 35 miles and seven furlongs long gravel road and19 miles four furlongs long tarred road, three largebridges, one small bridge and nine suspension bridgeswere constructed with the fund.

Furthermore, Community Development forRemote Townships (CDRT) of United Nationsdevelopment Programme, in coordination with Progressof Border Areas and National Races DevelopmentDepartment, has spent K 27.864 million on constructionof 26 supension bridges and 10 wooden bridges, totaling36 bridges in 36 villages in Falam Township from 2003to 2011.

Manipura river-crossing bridge is 320 feet longand 5 feet wide one linking Bazan Village and KawdahVillage and Lonnlwe creek-crossing bridge is 130 feetlong and four feet wide one linking Kawdah Village andKwabwe Village and both bridges are self-reliant bridges;to upgrade the two suspension bridges, his ministry willmake surveys in coordination with Chin State WorkCommittee and submit reports to Central Committee forProgress of Border Regions and National Races afteranalysis of findings and feasibility study, and takefurther steps based on the fund granted.

U Tin Shein of Taninthayi Region ConstituencyNo (6) second the proposal of U Phone Myint Aung ofYangon Region Constituency No (3) to the UnionGovernment to “enact necessary by-law for allowingthe part of or whole public water supply work to berun under private or public ownership or joint-venture, saying that businessmen are engaged in watersupply business to Myeik , while the townshipdevelopment affairs committee is distributing lesserpriced water; and so the town has no problem withdrinking water because of the harmonious roles of theState and the private sector and the proposal is reasonable.

U Ohn Tin of Rakhine State Constituency No (10)said that the governments carry out water supply tasksfor provision of potable drinking water; it is learnt thattimely supply of adequate water has become a problemin Yangon due to increased population and other reasons;the country is rich in water resources and waterinsufficiency is unacceptable problem and the Stateshould take measures for 24-hour supply of tap water inconsideration of health and welfare of the public.

Concerning the proposal, Union Minister for BorderAffairs and Myanma Industrial Development Lt-GenThein Htay said that in relation to public water supply,Article 9 (b) of the laws amending the rules of developmentaffairs committees describes as implementation andsupervision in accordance with the existing laws; Article21 (b) sates that township development affairscommittees are authorized to enforce rules and regulationsand disciplines on those who are employed in publicwater supply business in the boundary of the committeesconcerned and to disqualify private water suppliers iftheir products are found to be inappropriate to consume;Article 60 (b) sates that in the boundary of the township

development affairs committee, water from public watersupply works owned by the township developmentaffairs committee cannot be used if not allowed or not incompliance with the required qualifications described inthe permit or enacted by-laws; Article 60 (c) states thatunless allowed or incompliance with requiredqualifications described in the permit or enacted by-laws, profit-making private water supply cannot be donein the boundary of the township development affairscommittee.

According to these provisions, by-laws on watersupply are promulgated with the affirmation of theDevelopment Affairs Department in townships wheretownship development affairs committees are engagedin water supply work.

According to Article 21 (b) and Articles 60 (c) ofthe laws of the development affairs committee, establishment profit-making water supply business ofprivate or public ownership has been permitted in townsand villages on condition that the product is appropriateto consume and the business is in line with requiredqualification set in the permit and enacted by-laws.

There are 11 towns in which water is suppliedvillage by village or section by section under private orpublic ownership system, which are—Phakant, Sagaing,Dawei, Myeik, Muse, Kunlong, Ho-pan, Kyugok,Namhkam, Mongkoe and Chinshwehaw.

The township development affairs committees, inaccordance with by-laws on water supply, have beenmonitoring production process, quality of water, anddistribution methods of profit-making water supplybusinesses, enforcing suppliers to charge set price forwater.

In rural regions, tube-wells, public lakes andwater supply facilities provided by the developmentaffairs committees for water supply to rural regionswere handed over to the villages; water supply committeeswere formed with village administrators and villagers, and these committees charge villagers for water to covermaintenance costs; it is the process of water supplysystem under public ownership in rural regions, however, private water suppliers provide water in some villages asa business.

The Union Minister concluded that the proposalshould be reconsidered as there is no need to issueparticular rules and regulations citing that launch ofprivate or public ownership water supply system as awhole under the supervision of township developmentaffairs committees either town by town or ward by wardis prescribed in existing township development affairscommittees and water supply by-laws, and currentlysome towns and villages are using such system.

NEW DELHI, 20 Oct— India’s central bank, ReserveBank of India (RBI), has warned of another financialcrisis brewing, as incremental central bank liquiditycould bring another asset bubble which would downthe world financial system, reported local daily EconomicTimes electronic edition Thursday.

The newspaper said global liquidity becomes aconcern amidst central banks “pegging their lendingrates at near zero levels, leaving scope for another assetbubble to take down the global financial system”.

“There is, thus, incontrovertible evidence that thereis yet again a huge under-pricing of risks in the financialsystem and, therefore, it is not a question of if, but when, the generic asset bubble caused by manifold increasesin balance sheets of central banks will burst,” the RBIExecutive Director VK Sharma was quoted as sayingin a address in Singapore this week.

He said one of the major worries this time around, which did not exist back then, is global liquidity, according to the report. Balance sheets of major bankshave grown by almost three times from pre-2007levels, while near-zero policy rates have added 4trillion US dollars in incremental central bank liquidity.

Sharma also mentioned that the United States hasbeen keeping excess reserves of about 1.5 trillion USdollars with the Federal Reserve rather than lending itto small businesses and households.—Xinhua
