Kevin McCauley, M.D., is an addiction specialist with nearly 20 years expertise in the field of addiction. He was introduced

to substance abuse disorders while serving as a Naval Flight Surgeon where he witnessed the Navy’s policy of

encouraging pilots to seek treatment for alcohol addiction in an open and encouraging way. The same policy, however, did

not extend to other substances, a fact McCauley experienced personally when, he became addicted to opioid pain

medications following a surgery. As a result of his substance abuse, he was convicted in military court, court-martialed

and served time in the U.S Army’s maximum-security prison at Fort Leavenworth, Kansas. Following his release, the Navy

paid for his treatment and the course of his life was dramatically altered.

Since then, McCauley has worked in a non-clinical capacity at several treatment centers, giving lectures on the

neuroscience of addiction and recovery management concepts. A non-practicing physician, he has given over two

thousand lectures on addiction and recovery throughout the United States, Canada, the Caribbean, Europe and Australia,

and also continues to assist pilots with substance abuse disorders through his collaboration with the Air Line Pilots

Association’s HIMS Program.

A psychiatrist from Atlanta, Patrice A. Harris, M.D., M.A., has diverse experience as a private practicing physician, public

health administrator, patient advocate and medical society lobbyist. Passionate about service to others, Dr. Harris has

worked for children both clinically and in the advocacy arena. She is past director of Health Services for Fulton County,

Ga., where she spearheaded the county’s efforts to integrate public health, behavioral health and primary care services,

and served as medical director for the Fulton County Department of Behavioral Health and Developmental Disabilities.

Active in organized medicine her entire career, Dr. Harris has served on the board of the American Psychiatric Association

(APA) and was an APA delegate to the American Medical Association (AMA). She has also been a member of the governing

council of the AMA Women Physicians Congress, testified before and served on AMA reference committees, and has

served on AMA work groups on health information technology, SGR and private contracting. The AMA-BOT appointed her

to the AMA Council on Legislation in 2003, and she was elected by the council in 2010 to serve as its chair. She was

elected to the AMA Board of Trustees in June 2011.

Carol Havens, M.D., is director of clinical education at the Kaiser Permanente Medical Care Program, Northern California

Region, and staff physician of Chemical Dependency and Recovery Program at Kaiser Permanente. She has worked as an

advocate in her field, serving as president of the California AFP and chair of the California Medical Association CME

committee, as well as volunteering her time as a member of Accreditation Review Committee for the ACCME, CAFP CME

committee and the CME committee for the Permanente Federation and Audio-Digest.

Dr. Havens has authored more than 15 peer-reviewed journals and is the 2009 recipient of CAFP Foundation’s Barbara

Harris Award for Educational Excellence. She received an undergraduate degree in Medical Technology from Michigan

State University and her medical degree from the University of Arizona, then completed her residency training at the

University of California, Davis-Sacramento Medical Center Family Practice Residency Program. She loves to teach because

she finds it simultaneously renewing and helps her find balance in all that she does.

Joseph Rannazzisi has devoted his professional career to curbing substance abuse through his work as a Drug

Enforcement Administration (DEA) special agent/investigator and senior employee. A licensed pharmacist and

attorney, he was responsible for oversight and control of all regulatory compliance inspections/investigations of

approximately 1.6 million DEA controlled substance registrants, supervising an authorized workforce of more than 300

and controlling an operating budget of approximately $356 million.

A nationally-recognized expert on controlled substances, pharmaceuticals and performance-enhancing drugs,

Rannazzisi trained hundreds of attorneys, judges, law enforcement officers, physicians and others regarding issues

surrounding the dangers of illicit drugs during his 29-year career at the DEA. Since his retirement in 2015, he’s

worked to raise awareness regarding the growing U.S. opioid crisis, speaking to groups of all sizes, and most

recently, appearing on CBS’ “60 Minutes.”
