Main Data FlowsPupils/Parents provide data to Schools
Schools provide data to Local Authorities
Local Authorities provide data to SEEMIS
SEEMIS provides a subset of data to Glow
Local Authorities are the data controllers whilst Scottish Government are the data processors
Operating Conditions ProgrammeKey questions for Socitm
• Anyone willing to share their experience of conducting Privacy Impact Assessments? Does anyone have any exemplars?
• How should we go about gauging the risk
appetite across all 32 local authorities? Who should be involved?
• Data sharing agreements: in your experience,
what works and what doesn’t?

IMPROVING ICT PROVISION FOR
SCHOOLS
Operating Conditions Programme
Operating Conditions ProgrammeWhat makes educational needs different?
◦ Type of Material Accessed – Young people are engaged by video and other dynamic and interactive content
◦ Flexibility - if technology doesn’t do what a teacher needs, they can and will use other approaches
◦ Immediacy – If there are technical or performance problems, teachers can’t just wait a couple of hours for it to be fixed, the class and teaching opportunity will be gone by then.
◦ Expectations - Many young people are tech savvy and are using technologies well in advance of what is made available to them at school
◦ Usage - young people may post inappropriate messages on a blog, may attempt to access inappropriate material or may put their mobile number onto a newsfeed. If pupils do this on Glow, teachers can use these events as learning opportunities which can help protect young people in other online situations and help with Digital citizenship.
Improvement Opportunities (1) Using Procurement Framework contracts
◦National Framework for Notebook & Tablet Devices
Making best use of SWAN◦Significant investment gives Local Authorities high
bandwidth connectivity to Glow & other online services◦Determining which value added services on offer to
use
Harmonising and sharing filtering practices◦To have consistency of what is and is not allowed to be
accessed◦To have flexible arrangements to time limit access
Improvement Opportunities (2) Gathering better usage analytics
◦To be clearer on the levels of use of different services◦Helps with future investment decisions
Gathering performance metrics◦To be clearer on where the bottlenecks are◦To determine where in the end to end chain a fault
arises◦Helps with future investment decisions
Operating Conditions ProgrammeAddressing teachers and learners ICT needs
1. How are these needs captured and prioritised?
2. What relationship do you have with your Glow Key Contacts?
3. How can we improve our information flows? What information can you give us? What can we give you?
4. How can we work together on Digital Citizenship?
Any questions?
