How did it begin?
• HB 952, enacted during the 79th
legislative
session, authorized a pilot program to provide health care services to state employees in state office complexes.
• SB 1761, enacted during the 80th
legislative
session, mandated the continuation of the pilot program.
Program Goals
• Reduce the cost of health care
• Increase the wellness and productivity of state employees
Program requirements• The program must employ a licensed advanced
practice nurse, as defined by Section 301.152, Occupation code.
• A licensed physician will perform supervisory services, as described in Section 157.052 (e), Occupation code
• Obtain liability insurance covering services provided by the advanced practice nurse.
• Supply appropriate office space and equipment for the nurse to provide basic medical care.
What are the partners’
roles?
ERS
–
Developed and implemented the pilot program. Receives
and distributes the contract funds that are paid by the TCEQ.
TCEQ
–
Assisted with the program implementation. We pay for
the contract; provide space for the clinic.ARC

Serves as the contractor; provides the nurse practitioner

Serves as the third party administrator (TPA), providing
administrative services and generating clinic utilizationreports.

Common QuestionsIs a copayment required for utilizing the clinic services?
No. Who can use the clinic services?
Active state employees.Are COBRA beneficiaries entitled to access the clinic?
No, as stated above, clinic services are only available to active state employees.
Is a pharmacy included?No; however, the nurse practitioner may issue written
prescriptions for the employee to fill at the pharmacy oftheir choice.

Who has access to the patient files?The patient files are managed in accordance with the
HIPAA requirements.How are the patient files kept?
Hard copies are stored in locked file cabinets. No electronic patient files are created.

Are walk-ins accepted?Yes, walk-ins are worked in between scheduled appointments and will be seen as time permits. However, it may take longer to be seen if you do not have an appointment.
