![Page 9: PRESENTED BY FOUNDER AND FORMER STATE REP. BOB PERLS nmopenprimaries.org.](https://reader036.fdocuments.in/reader036/viewer/2022062600/5a4d1b1e7f8b9ab0599944b6/html5/thumbnails/9.jpg)
First and simplest on the reform continuum is allowing independents only to vote in party primaries.
![Page 10: PRESENTED BY FOUNDER AND FORMER STATE REP. BOB PERLS nmopenprimaries.org.](https://reader036.fdocuments.in/reader036/viewer/2022062600/5a4d1b1e7f8b9ab0599944b6/html5/thumbnails/10.jpg)
Second, allow anyone to vote in either a Democratic or Republican primary.

Third, remove the power from political parties to control the first round elections and create a non-partisan (no labels) primary where all voters can vote and candidates run without party affiliation.
