Presented by Dr. Melvin Getwood December 16, 2015 At the joint PTA/Title 1 Meeting Port Arthur ISD Administration Building 11:00 a.m. Dr. Mark Porterie, Superintendent of Schools 1 Todays Objectives Definition and Purpose of Title I, Part A Title Funding Process PAISD Title I Schools Parent Involvement Policies and Compacts Parents Right to Know 2 What is Title I? United States Federal Governments largest education assistance program for schools. Purpose? To help every child receive a high quality education and to achieve the high standards set by the State of Texas. 3 How is Title I funded? Federal government allocates money to the states. Texas Title I plan describes: Standards for childrens learning. How to measure schools progress in student learning. 4 How is Title I funded? Texas then allocates money to school districts. How? Allotment based on the number of low income students in each district. Title 1- $3,655,771 Title II- $647,511 5 The school district next identifies schools that can receive the federal funds. Adams Elementary Elementary and Secondary schools may be served when 40% or more of the students are eligible to receive free or reduced priced lunch. Elementary and Secondary schools must be served when 75% or more of the student\s are eligible to receive free or reduced priced lunch 6 Which schools qualify for Title I funding in the Port Arthur ISD? Schoolwide Programs Targeted Assistance Program Adams Elementary School St. Catherine Catholic School DeQueen Elementary Dowling Elementary Houston Elementary Jefferson Middle School Lee Elementary Lincoln Middle School Memorial 9th Grade Academy Memorial High School Travis Elementary Tyrrell Elementary Washington Elementary 7 Title I also provides funding to Neglected and Delinquent Education Programs and to the Homeless Education Program. 8 How are Title I resources used at your school? 9 Title I in the schools Each school decides how Title I funds will be used in their school to improve education for all children. Data are reviewed to determine the greatest need in a school. School teams and site councils determine how Title I funds will support those identified needs. School Teams Parents Community Members Educators Administrators 10 Title I in the schools All schools write a CIP (Campus Improvement Plan) for increased academic achievement of all students. Title I resources and requirements are included in the CIP. CIPs are continuously revised based data and on the needs of the schools. 11 Title I in the schools Schools are required to plan how they will involve parents in the education of their children. Each school must write, with the help of parents, a school Parent Involvement Policy. 12 How does Title I support families? The schools Parent Involvement Policy describes how schools and families work together to help children succeed. Parents and schools come together and develop the Parent - School compact which is an agreement between the school and the parents about how they will work together to support the childs learning. 13 How does Title I support families? Translate school information into families first language. Host activities to help families help children learn. Title I funds can also be used to: Provide transportation, childcare, interpretation during meetings, and school activities. Offer parenting classes for parents. 14 How does Title I support students? Schools also set goals for school improvement. measure student progress using the states standards provide programs and services beyond what the district usually provides. Students most in need of educational help are provided with additional support services. 15 Other uses of Title I funds o Provide training to teachers and assistants. o Help special populations: Children and families experiencing homelessness. Migrant children and their families. Neglected and Delinquent children. Children attending non-public schools. 16 Families are an important part of the educational team. Help your child come to school ready to learn by making sure he/she is well rested. eats breakfast or gets to school on time to eat breakfast at school. has homework completed. 17 Families are an important part of the educational team. Attend your schools annual Title I meeting and learn more about Title I and your rights and responsibilities as a parent. Work with other families and teachers to revise your school plan (CIP) and parent involvement policy/plan. Attend your childrens school conferences and family activities designed to help your children succeed. 18 Request information about the qualifications of your childs teacher. Be informed if your child is being taught for more than four consecutive weeks by a teacher not licensed in the area of instruction. See progress reports for your child and the school. Help decide if the school is meeting your childs needs and offer suggestions for improvement. 19 No Child Left Behind Act is being replaced by the Every Student Succeeds Act. The overhaul will have a profound impact on public education policy in much of the country by giving state leaders control over evaluating teachers, testing students and improving failing schools. But the effects could be muted in Texas, policymakers and experts noted, since state leaders plan, at least for the time being, to continue many of the accountability and assessment mandates already in place under state law.
