Ongoing projects • Team Leader and Project coordinator: Literacy, employability and Enterprise

development for out of school and out of work youth in western and northern Uganda In collaboration with Mountain of the Moon University; King’s college London, Warwick University UK, Leeds Metropolitan University UK, Liverpool Hope University in the UK.

• Research Project Coordinator of an Inter-University Link Project (DelPHE) Development Partnerships in Higher Education between the Makerere University Institute of Adult and Continuing Education (CEEMS), University of KwaZulu-Natal in South Africa, University of Adis-Ababa in Ethiopia, Institute of Education and Kings College London all in the UK. This is a three years project whose details can be obtained from the Upsem website www.uppinghamseminars.com

• Research Project Coordinator: Education Partnership Africa (EPA) between Leed Metropolitan University and Makerere University Department of Community Education and Extra-Mural Studies (CEEMS). This project is aim at developing a training programme on entrepreneurship and employability skills for out of school youths in Uganda.

Challenges in the college

• The following are the challenges which I will give my attention to • Poor/weak management system which cannot guide smooth and efficient

operation• Low fee collection rate of about 70% • Low research funding • Low staff commitment to university work due to poor motivation • Inadequate influence of the college in the field of education in the

country, the college is not a reference point in addressing issues of educational policies in the country or even Makerere University

• There is basically no system of systematically managing students and students records

• Our graduate training programme is not as vibrant as it should be its bedevilled with low completion rates, High attrition rates.

• Poor teaching and learning facilities. • The staff ration is bottom heavy see graph below.

Staff performance and profile improvement • Promotion of Research and Project grant writing through

recognition of Staff research and project grants award and recognition of active grantees and grant seekers (recognised even attempts made). Staff research and project votes will be established and those with the biggest research and research project grants will be recognised. – Scholarship/research/programme development grants for PHD and masters– Community-university engagement grants – Conference grants and support received– Awards

• Promotion of Publications through recognition of prolific writers. Both number and quality of publications destination will be noted and recognised against a clearly agreed criterion.

• Improving staff capacity – Staff promotions through mentorship support – Junior staff to be supported to attain their PhDs (careers progress plans)

Institutional Management Improvement • Creation of institutional structures for college level research and project

management • Creation of UNESCO and Commonwealth Chair for capacity building, and

promotion of research and innovation in education and international cooperation• establishment of educational innovation and incubation centres • activation of the Centre for teaching and learning support (through promotion of

e-learning and higher education pedagogy)• Strengthening of community-university engagement through research to make

visible our roles as higher education institution in this country. • Continue streamlining the financial management systems as member of the

college finance committee, to ensure timely payment for academic services offered by staff.

• Stabilising the college systems by creating greater unity between the different academic units in the college to ensure smooth and harmonious working relationship.

• Design a clear and working students records Management systems (Processing of marks etc).

• Continue to lobby for the improvement of the academic facilities, Lecture chairs, painting of lecturer rooms etc and office for staff to be re-organised. Progressive improvement with a clear plan.

• Improving our library facilities and system to enhance staff and student access to the available online local and international library resources.

Improvement in Academic Program Provision • Promotion of teaching and teaching related activities (Evening and Distance learning programmes will

need our special attention). – Discouraging factors that de-motivate teaching such as

• Unclear payment systems • Teaching material procurements

– Development of teaching and learning material for Distance Education – Field attachment and school practice lobbying – Libraries and book banks systems and operation

• Improvement in academic programmes provisions– E-learning – Distance education provision– Post-graduate training

• EASHESD• School of Distance and Lifelong Learning

– New post-graduate programme in Distance Education including post-graduate diploma in Distance Education (PGDDE)

– Bachelor of Education in Distance Education • Improvement of collection of fees through improved management of students’ records. • Continue negotiating for the domestication of educational subject areas (those in the sciences and

Humanities. • Continue lobbying for the return of Psychology of Education , just like we have philosophy of Education,

and sociology of Education

Strengthening students participatory structure

• Working with the students leadership more closely

cater for the need of especially distance learning students who are not full time campus based.
