wastewater services to specific settlement areas

o Population: 20,031 (2006)o Population Aged 5-14: 2645o Permanent Household Size: 2.9 (2006)o Projected Population: 28,100 (2031) - Potential population growth 35%

o Township’s Strategic Facility Plan (2010) projects the population in the 5-14 year (elementary school age) to increase by 10-14 % during 2006-2031 population time period

o Rural Settlement Areas: Warminster, Moonstone, Craighurst, Forest Home, Rugby, Guthrie, East Oro, Edgar, Jarratt, Oro Station, Prices Corners, Shanty Bay, Hawkestone, Horseshoe Valley, Sugarbush (as identified in Township’s Official Plan)

o Township’s existing growth management strategy prepared in 1997 and reviewed in 2005

o Strategy focused on: preserving and enhancing the natural environment, preserving the Township’s rural character, promoting the proper management, protection and use of natural resources, managing change so that it occurred in anorderly and efficient manner

o Strategy based on need to provide municipal services as efficiently as possible to settlement areas

o Warminster settlement area identified where some growth would occur on municipally owned water system and private septic systems

o Warminster functions as a service centre that provides services to a large area in the Township

o Moonstone is settlement area where limited growth on municipal water and private septic systems would occur

o Communal sewage treatment was not required to support proposed development in these two settlement areas

o Township’s Official Plan Section A2.6 Growth and Settlement –It is the goal of this Plan to direct most forms of residential development to settlements where full sewer and water services are available or can be made available

Strategic Objectives To direct the majority of new residential growth to settlements To prohibit the development of new residential subdivisions outside of

the settlements To encourage the more efficient use of land in settlements, where

appropriate To ensure that development in settlements occurs in a cost-effective,

rational and environmentally sound manner to address matters related to servicing, roads, parkland, and the need for community facilities

To ensure that all new development is or will be provided with adequate park and school facilities

To ensure that the development pattern is efficient and does not lead to inefficiencies or a decline in the level of municipal service

To encourage the establishment of full municipal services in the larger settlements

o Residential units built 88 (2006), 63 (2007), 57 (2008), 43 (2009), 65 (2010), and 52 (2011)

o County Land Budget – Total Current Housing 3514 units (excludes 2010-2011 units)

o Township required to update growth settlement strategy in the Official Plan Reviewo Oro-Medonte Official Plan Review has not been initiated to date, intend

to proceed with initiating Review in 2012o Township is awaiting direction from the Province and County regarding

Growth Plan Amendment No. 1, and decisions on the County of Simcoe Official Plan to finalize population targets to 2031

o Growth Plan density and intensification targets need to be applied during review process

o Township continues to receive and process applications with additional applications anticipated in Warminster
