School Leaver Employment Supports
Why School Leaver Employment Supports?
Inclusion Australia acting locally - representing nationally - connecting globally
— “support the independence & social and economic participation of people with disability”
— “develop & support the capacity of people with
disability to undertake activities that enable them
to participate . . in employment.”
Three Facts 1. Can work
2. Will hire
3. Right support “ . . if expectations are raised, outcomes will follow, given the right type of support.”
Evaluation of Disability Employment Services 2010-13 Final Report

Workforce
Built upon NSW-Transition to Work
Inclusion Australia acting locally - representing nationally - connecting globally
• Increasing no. of school leavers with disability moving into non-work
programs, or staying at home
• Low expectations of work capacity
• Fear of losing non-work day support if choosing employment support
• Initial demonstration of open employment (from 1986) was positive
but limited in change impact
• Very few moved from community participation programs or ADEs to
open employment
Inclusion Australia acting locally - representing nationally - connecting globally
“Continuum / flow-through” support • Group programs often do not lead to open employment
• ADEs & community participation is a valid choice but little evidence of flow through to open employment
Movement from ADEs to Open employment 1985 New Directions Report 0.3% (27 / 9,000)
2014 National Disability Employment Framework - Issues Paper 0.75% (159 / 21,295)
Movement from Community Participation Programs to Open employment 2000 NSW Disability Service Census 11 / 1255 (0.88%)
. . the transition rate from sheltered workshops to open labor market is very low and may range from under one percent to about five percent
(Migliore, 2010. International Encyclopedia of Rehabilitation)
99.25%

• Initial pilot demonstration pre 2004 (i.e. Jobsupport) - extended work experience in real work settings, not classrooms
- training based on individual goals or barriers (on task, correction, travel, endurance), not a set
curriculum
- link with effective open employment service
• State-wide program from 2004 (~103 providers)
• Screening Assessment (Community Participation, TTW, DES)
• 2 years of support; “risk free” try; (no loss of other support)
• Linkage with Disability Employment Services
• Changed expectations & created savings (5,227 school leavers in 9
years)
