partnership in Swachh Bharat Mission
in 9 Urban Local Bodies of the
National Capital Region

Genesis & Vision Swachh Cities has its genesis in
the vision of Shri Narendra Modi,
Hon’ble Prime Minister of India.
Two years before during his first
address to the nation from the
ramparts of the Red Fort on
Independence Day said that
there is a big obstacle in our
National Character that is
filthiness all around us . To come
out from this, the first Work I
started here after formation of
Government is of cleanliness .
A clean India would be the best tribute India could pay to
Mahatma Gandhi on his 150 birth anniversary in 2019

awareness for behavioral
change towards cleanliness and
avoidance of open defecation is
of foremost importance in the
strategy for achieving
cleanliness and urged the
Governors and Administrators
to take lead in the campaign
and also review progress of the
Mission in respective States and
UTs.

Mobilize and train youth to undertake Awareness Generation Campaigns
Physical Swachhta activities
Social Media campaign
Other Cleanliness activities to bring about Behavioral Change regarding
healthy sanitation & waste management under Swachh Bharat Mission (Urban)
Motivate people not to Defecate in Open and prevention of manual
scavenging and schemes of Govt. for rehabilitation.
Aim: Youth Led Campaign leading to a
massive mass movement for a collective
quest to make a Swachh Bharat which is
free from unhygienic and filthy conditions.
MoU signed on 30.08.2016 between MoUD and
NYKS in august presence of Shri M. Venkaiah
Naidu, Ho ’ble Minister of Urban Development,
Govt. of India & Shri Rao Inderjit Singh, Ho ’ble
State Minister of Urban Development.

2160 locations @ 240 locations each in Nine ULBs
in Delhi NCR would be covered in the Pilot project.

Modus Operandi
A) Criteria for Selection of 240 Sites in each of 9 ULBs in Delhi NCR
1. Dirtiest

(a) Local Neighborhood cooperation & willing
(b) Availability of local youth club near by for monitoring & continuity
4. Importance of the Place e.g. Crowded Bazaar, Mandi, School/College, Hospital,
Religious Place, Tourist Center, Statues, Water Sources, etc.
Placing of Visual (Banner for Motivation for continuation & presentation of re-use).
5. Consultation with Sanitary staff.
6. Possibility CCTs Cameras / presence concerned.
B) Publicity in Media & IT Component
The logo of SBM & NYKS would be used extensively for publicity material,
banners, backdrops, placards etc.
Arrangement would me made for wide publicity of the SBM programme
through print and electronic media, TV Channels, Doordarshan & other free
local channels, AIR/FM Radio, cinema, Theatres etc.
Field Publicity, Song & Drama Division would also be coordinated for
additional programmes.
Specialist Person would be engaged in making jingles, train & guide youth
for demonstration of messages and managing Social Media Campaign in the
field of Swachh Bharat.
Specialist Team would be engaged under specialist for publishing the
works and outcome on regular basis on Whatsap, Twitter & Facebook. Continued

E) Awareness Campaign through Chariot
Four Chariots will visit and cover 240 selected places with set of awareness and behavior change communication and demonstrations activities in city in three phases covering the larger population.
Phase-1:- 30 days duration to cover 240 locations in the city to trigger the campaign messages (8 locations would be covered in a day)
Phase-2:- 15 days duration to cover beginning with the venues covered first in succession and to cover 240 locations in the city to follow up the gaps (12-16 locations would be covered in a day)
Phase-3:- At an interval of 15 days for 7 days duration and would cover 240 locations in the city to maximize the effect of motivation & behavioral change. (35 locations would be covered a day).
1. Preparatory & Environment Building Phase •Selection of Project functionaries at Hqtrs & 9 ULBs under the project
•NCR level project orientation cum planning workshop to finalize
strategy for execution of the project
•Selection and training of 50 spearhead youth in each of 9 districts in
Delhi NCR. Training in thrust areas to undertake Awareness and
motivational campaign.
•Launching of City level Swachh Bharat Mission Campaign as part of
environment building with participation of VIPs, eminent personalities,
stakeholders & people from all walks of life.
•In each identified city, four fabricated chariots would kick start the
Campaign with variety of activities
2. Group of trained Spearhead Youth would be part of Chariot to
conduct following activities
Awareness Generation through educating plays, Nukkad Nataks, Skits on
SBM thrust areas
Screening of Motivational films/ documentations on Swachh Bharat
Mission Programmes & Activities
Theme based cultural programmes
Distribution of IEC material
Lectures by experts and spearhead team
Group meeting and formation of Swachhta core groups at each venue
Cleanliness Drives by all interested and motivated
Candle Marches
Oath taking Ceremony
Advocacy to denounce manual scavenging and create awareness about
Govt. Schemes for rehabilitation
Awareness creation on affects of Open Defecation on Public Health.
Motivating Public to construct toilets in their homes.
Motivating Public to participate in Swachh Sarvekshan
Motivating Public to take pledge and submit on-ground action related
details on Swachh Bharat My Gov platform.

region of Delhi.
240 locations in 9 pilot ULBs of the National Capital Region being identified.
Preparation for the selection of the following will be done by 20th Sept 2016
• 50 member spearhead team in each of 9 pilot ULBs of the National Capital
Region
• 1 Project Officer in each of 9 pilot ULBs of the National Capital Region
• 1 Specialist and 3 other members of Social Media Team
